Church of Scientology Australia Operations Plan
. Hours of operation
The site will operate from 8:30am - 9:30pm daily with the staff and
parishioners leaving before 10pm. The staff will be majority (over 90%)
arriving and leaving by private bus from Millwood Ave. The parishioners typically do their theological studies throughout the day - some are full-time
coming from overseas, while others would be doing a study period of 2.5 hours in the day. On Sunday morning, there is an hour long service within the standard hours of hours of operation in the 120 man chapel for those
parishioners already on site.
. Amount of staff and parishioners
A maximum of 460 people (290 staff and 170 parishioners) will be on site at
anyone time. Note that this is the expected maximum number and the
capacity can/will fluctuate throughout the day.
. Description of activities on site (explanation of admin, theological studies and chapel services)
60% of the building will be configured and operated like typical offices. With offices, conference rooms, staff cafeteria. Included in this will be
translation, recording and video editing of Scientology scriptures into
foreign languages with the re-use of acoustic rooms already existing on site.
30% of the building will be used for the theological studies for parishioners. These spaces typically set-up for quiet studies with the needed scriptures to hand and a staff member there to assist if the parishioner has questions.
10% of the building is the existing chapel (120 person) and the student cafe. These are on Level 1 and are used by the same parishioners that are
using the theological study rooms below.
. Maintenance Staff
Due to the size of the property, there will be a minimum of 5 maintenance
staff, with minimally two staff assigned to maintain the grounds daily including the existing and proposed landscaped areas. The Maintenance Staff will be qualified Church Staff, but in addition to this there will be the usual maintenance contracts for the Mechanical systems, lifts, pest control, Fire Safety Systems, etc and who will attend the site as needed.
. Security (any surveillance, swipe card entry etc)
Security will be on site 24 hours a day. This will include security. Minimally there will be a security guard present inside the building 24 hours a day. They also act as the Fire Warden.
The security surveillance will be unobtrusive cameras on all key external
entrance points to the property and building.
For access into the building, this will be done through a swipe card access, bar the main reception on Level 1. The doors will be open and a receptionist
present through the standard operation times of the site, after which the door will be locked.
. Access points (driveways, gates, other access points)
There will be three points of vehicular access to the site. All points of
access will be open during hours of operation, and closed and locked otherwise.
1. The current plan for the access from (existing) Greville St is:
a. Current driveway for cars. b. Current pathway for pedestrians.
2. The Range St (existing) pedestrian gate.
3. The proposed new access from Millwood Ave is:
a. New pathway for pedestrians (mainly staff coming off of the bus) to the reception area within the building.
b. For Church parishioners who take public transport and who find this
path shorter than walking down Greville St.
. Transport (number of buses, frequency, stops, route, car park)
MILLWOOD AVE /BUSES:
The buses will arrive 5-10 minutes apart in the morning, starting at 8.30am and ending at 9.30am. Three buses will arrive between 8.30 and 8.50 am. The remaining two buses will arrive between 9.15 and 9.25am.
There will be one bus doing trips every 2 hours from Millwood Ave, with
some of the staff leaving earlier throughout the day.
Then at night, there will be 3 buses leaving between 9.30 pm and 9.55 pm, staggered by 5-10 minutes.
ROUTE OF BUSES: Buses would travel from Dundas, where most of the staff
attending the site will reside (they do not currently all reside there as some are in the City near the Glebe Church). The bus will then travel to the site via Delhi Road, approximately a 30 minute trip. After depositing passengers the bus will immediately make the return trip to the Dundas via Fullers
Road, Pacific Highway, and Mowbray Road. The layover time at the site is
expected to be no longer than (2-3 minutes?). There will be no intervals on site or along the planned return loop.
GREVILLE ST:
The Greville St entrance will be primarily for use by the parishioners. There
are approximately 10 staff that will travel by car. Over 50% of the
parishioners currently travel by public transport or (are expected to) take
up accommodation close by and walk.
When entering Greville St by car, they will park in the existing two storey car park. A parking management plan will be put in place to ensure those
departing after 9: 30pm park their vehicles in the lower level of the car
park, furthest away from neighbouring residences, to reduce noise disturbances between 9: 30pm and 10pm.
5 accessible parking spaces are available in the front of the building accessed via Greville Street.
RANGE ST:
No parishioners or staff will be permitted to park on Range St. There is
ample car parking to suit Church needs in the existing parking structure.
. Any public facilities/public access
The Chapel/multi purpose event room will be able to be booked for free or a nominal fee by the community outside the Church’s use. There will be a
Community Director who will be able contacted for the bookings.
Similarly, if the local community wish to use the grounds for an event, such
as wedding or otherwise, this can be coordinated with the Community Director.
Existing points of access to the site from private residential properties to the grounds will be maintained for use by local residents during 9-5pm on the weekends as was honoured by the National Acoustic Laboratory.
There will be legal liability measures put into place so those entering the
property do so without putting liability on the Church.
. Landscaping (maintenance)
The Landscaping will be maintained regularly with two staff groundsmen maintaining the land. The Landscape Plans by Taylor Brammer have established principles of management, with specific attention to the
existing vegetation and riparian zone. These will be used to guide an
ongoing management plan
There will also be a bush fire management plan which will be carried out by the landscaping staff and is already underway.
. Evacuation Plan
In keeping with best practice, the Church has committed to having a backup plan in case the site cannot be evacuated in time prior to the arrival of a fire front. Leaving once a fire has started may be an option in some circumstances. The safety of such action will be affected by many factors,
including proximity of the fire, access to the safe evacuation routes and any dangers of travelling during fire impact. It is vital that people are aware of and understand the full range of options available to them, including:
. Evacuation triggers and leaving early prior to the onset of a bushfire
starting under extreme catastrophic forecast conditions;
. Actions once a fire has started in the vicinity of the Church or it has
been predicted to impact the site by the RFS or if emergency warnings have been received. Back up plans will provide the following options:
o Egress from site by bus from 25 Millwood Avenue;
o Egress from site by private vehicles;
o Egress from site by walking (aged or disabled people will be moved
by staff private vehicles or bus). Options include:
- walking 5 minutes/350m to Lowanna Park to be picked up by the Church buses (see below);
- walking 26 minutes/ 1.8km to Chatswood to be picked up by the Church buses or utilising train services (see below);

Walking evacuation to Chatswood Station
. On site Refuge
It is impossible to predict all potential scenarios. As such, the Church will
provide an on-site refuge to accommodate all occupants on site. From an
integrated safety perspective, it is important to cater for all scenarios to reduce consequence of fire impacting the site. The refuge is within the non- combustible concrete building and provides for critical life safety measures
during the passage of a bushfire.
[The last resort fire evacuation route to the safe refuge zone is shown in the architectural drawings. ]
The safe refuge zone is located on the leeward side of the fire front and is
protected by internal fire control systems including: internal sprinkler
system, fire compartmentation and fire rated doors on the refuge zone.
If the refuge room is utilised, it will be for a short period during the impact and passage of the fire front. Once the fire front has passed, occupants will
be moved offsite as per the emergency access and egress plan. Use of the
refuge zone will be articulated in the evacuation plan for the site. All
evacuation paths do not expose people to greater than 10kW radiant heat
range and alternative options are provided with direct access to Greville
Street, Range Street or Millwood Avenue.
The emergency access and egress plan demonstrates the range of
evacuation routes from the building.
