Take a look through the impressive record of accomplishments presented in this Annual Report. In these pages we’ve listed examples of the ways in which SCI has put your donations to good use. You’ve made a big impact, and your time, talents and financial contributions have not gone unnoticed by the mariners served by SCI. As a shipowner, I witness first hand the wonderful impact SCI has on mariners’ personal and professional well-being. They and we appreciate your support.
SCI has included an envelope with this publication to enable you to make an additional financial contribution to help us continue the work you see outlined here. This Annual Report invites you to take a closer look at how SCI served the maritime workforce in 2013.
Center for Seafarers’ Rights Director Douglas Stevenson’s tireless work with other maritime leaders culminated in August as the Maritime Labour Convention, 2006, came into force, solidifying important protections for international maritime workers. Celebrating this landmark achievement, SCI awarded its Silver Bell to Dr. Cleopatra Doumbia-Henry, who led the charge in bringing this groundbreaking convention to fruition.
Throughout the year, SCI also helped international seafarers following the extreme conditions of piracy off East and West Africa. Thanks to technologies like Skype, we supported individual seafarers while promulgating guidelines for their medical treatment. I interviewed one captain and his family after 13 months’ captivity before a large international conference in Dubai.
Closer to home, SCI’s Center for Maritime Education spent 2013 preparing for next-generation simulators that enable, among other things, a new frontier of night simulation to prepare mariners for the most dangerous time of their voyage. Both SCI’s Paducah and Houston centers will gut and rebuild their four-wheelhouse simulators to demonstrate SCI’s deep commitment to outstanding training.
SCI’s port and river chaplains work tirelessly to serve mariners on their best and worst days—from routine visits providing friendship and counsel to responding to fatalities, promoting crew healing and resilience. In this spirit, we prayed, led stress-debriefing sessions, supported loved ones and followed up with crews throughout the year in addition to providing daily services on which many have come to depend.
The Institute launched its first SCI Mountain Challenge in the beautiful mountains of western Maine, bringing together 42 teams from around the world to support mariners’ health while competing for bragging rights for speed and philanthropic prowess. Deep bonds of friendship were forged, and we now look forward to a biennial competition for our intrepid supporters.

APRILMARCHFEBRUARYJANUARYHUMANITARIAN CHALLENGES OF PIRACY OFF WEST AFRICA
Hijackers targeting vessels off the coast of West Africa have different aims from pirates in the Gulf of Aden, significantly affecting the seafarers operating in those waters. In February, SCI’s President & Executive Director met with maritime stakeholders in a series of meetings sponsored by Oceans Beyond Piracy.
FOSTERING SEAFARERS’ RESILIENCE TO PIRATE ATTACKS
SCI’s Clinical Researcher presented to the Mount Sinai Hospital World Trade Center Health Program on resilience, reflecting on how seafarers respond to the experience of a pirate attack.

ICMA REGIONAL CONFERENCE IN ODESSA
At a regional conference in Odessa, Ukraine, SCI’s Douglas B. Stevenson advised port chaplains from various Christian maritime ministries on issues impacting their ability to serve seafarers.

NEW WEB APP PLUGS SEAFARERS INTO US ENVIRONMENTAL LAWS
Using a newly developed Internet application from SCI, seafarers can use mobile devices to access information on US environmental pollution laws from anywhere in the world. As of November 2013, the webapp functions in Russian, Greek, Tagalog and Spanish along with English.
A CHANCE FOR POSITIVE CHANGE
As US senators and President Obama seek to enact immigration reform, they also stand in a position to make some important decisions regarding seafarers. SCI urged lawmakers to eliminate crewmember D-1 visas or waive them for seafarers who have valid ILO-185 Seafarer Identity Documents.

On Thursday, June 6, SCI hosted more than 750 members of the maritime industry at the 36th Annual Silver Bell Awards Dinner in New York. The dinner honored maritime leaders Dr. Cleopatra Doumbia-Henry, Robert Somerville and Brian McAllister for their service to the industry.

WORKSHOPS ANSWER QUESTIONS ABOUT MLC, 2006
SCI led two separate workshops on the Maritime Labor Convention, 2006 (MLC, 2006) exploring its impact on seafarers’ rights and shipowners’ responsibilities.

GRANT EXPANDS ORAL HISTORY PROJECT
New funding helps broaden SCI’s American Merchant Marine veteran oral history project.
It’s been years since they last saw each other, but crew of this ship easily remembered Chaplain James Kollin and how he helped them through a difficult time. Our contact with seafarers might be limited to a few hours in port, but relationships last the length of many, many voyages.
MARITIME LABOUR CONVENTION’S BIG DAY
Tuesday, August 20 marked the coming into force of the historic Maritime Labour Convention, 2006, a milestone in maritime history. SCI announced the development of its training programs geared specifically for maritime ministries and other seafarers’ welfare providers, port state control and flag state control inspectors.
A NEW HAT FOR MARINERS
SCI announces the winner of its pattern contest celebrating Christmas at Sea’s 115th anniversary. The winning design adds a tassel-less earflap cap called the 1898 Hat to the program’s portfolio of patterns.
Commenting on the new hat’s design, Boogie Villame said, “That really helps the sailor a lot. Good job, SCI!”
SERMONS TO SEA-LAND
On Maritime Day, May 22, 2013, SCI launched an exhibition at the Kings Point American Merchant Marine Museum titled “Sermons to Sea-Land: The Seamen’s Church Institute and the History of Maritime New York,” featuring artifacts and documents from the Institute’s rich archival collection.

“It was like a nightmare for us,” the wife of former pirate hostage Captain Jawaid S. Khan told SCI’s President & Executive Director in an interview at the Marine Counter Piracy Conference in Dubai, contributing to a dialogue on maritime piracy, its roots and solutions.

WEST AFRICA PIRACY WORKING GROUP MEETING
The Director of SCI’s Center for Seafarers’ Rights met with a high-level working group in London organized by the non-governmental organization Oceans Beyond Piracy to discuss issues surrounding piracy off the coast of West Africa.
MARITIME MINISTRIES COLLABORATE TO ASSIST CREW IN NEED
Over Thanksgiving, SCI collaborated with a chaplain at a mariners’ welfare agency in Galveston, TX to help a crew facing violations of the Maritime Labour Convention, 2006.

GETTING TO ZERO INCIDENTS
SCI convened a multi-party maritime industry panel at its Center in Houston to examine the safety of vessel operations on the water.
