School Review

• The Board of Trustees (“Board”) for the Newfoundland and Labrador English School District (“District”) is mandated to organize and administer primary, elementary and secondary education in the District.

• In doing so the Board strives to make the best use of school infrastructure, financial and human resources. Through its capital priorities planning process, the Board may initiate a school review, in order to maximize resources in a particular area and to assess the sustainability of a school facility and its educational programming.

1. STUDENT ENROLLMENT• Historic and current student enrollment figures for the school and

individual grade levels as well as available projections • Whitbourne Elementary has a current enrolment of 78 students in 2015-2016 with a

projected maximum enrolment of 104 students until 2025.

• Grade configuration• Whitbourne Elementary is a Kindergarten to Grade 6 School and Woodland

Elementary is a Kindergarten to Grade 6 School.

• Class size• At Whitbourne Elementary grades 5 and 6 are combined and all other grades are a

single stream. At Woodland Elementary grades 1 and 2 are combined due to a decision to multi-age at those grade levels. At the other grade levels there is a combination of single and double streams with class sizes between 14 and 20 students.

• School system description• After completing grade six in both Whitbourne Elementary and Woodland

Elementary students attend Crescent Collegiate, 7-12, in Blaketown.

2. PROGRAMMING AND SERVICES (1/4)

• Impact on a suitable and equitable range of learning opportunities for students due to declining enrollment.• There would be no change at Whitbourne Elementary; multi-aging has occurred in

recent years and could be required again, depending on class caps.

• Reorganization potential to enhance learning opportunities for students. • A combined school would have greater numbers of students at all grade levels.

2. PROGRAMMING AND SERVICES (2/4)

• Core curriculum• No change.

• Kindergarten• Two classes for 2016-17(35 students in total). There are dedicated washrooms and

cubby/ storage areas which adjoin both rooms that could be used for Kindergarten.

• French• No change. Core French in Grades 4-6.

• Co-curricular and extra-curricular programming• Both Whitbourne and Woodland offer co-curricular and extra-curricular activities. A

combined school at Woodland Elementary, would provide similar opportunities, particularly in the areas of music and sports/recreation. There are a number of music offerings at lunch time and after school. In addition, they offer an intramural sports program and the school is involved in a number of sporting and recreation activities.

2. PROGRAMMING AND SERVICES (3/4)

• Staffing• Due to factors such as class caps there are staffing efficiencies associated with combing

school populations. There are projected to be 4.5 less teaching units required in a combined school versus two separate schools for next year.

• Specialist spaces and resources (e.g. Music, Art)• Woodland has:• Gymnasium• Music Room• Computer Lab• Learning Resources Centre• Science/Teacher Resource Room• Instructional Resource Room• Cafeteria• Multi-purpose room (on main floor can be used as an alternate location for cafeteria, if

needed)

• Student Support Services• Guidance would be split across 2 schools vs three.

• Community programs in school (e.g. library, childcare, breakfast program)• At Whitbourne, Childcare – “Stepping Stones”

• Community volunteers oversee the school recycling program (this program could be moved to Woodland Elementary)

• 'Kids Eat Smart Breakfast Program' in both schools

• There are two Scholastic Book Fairs per year at Woodland, one includes a Family Night.

• At Woodland there is an Annual Terry Fox Walk and Walk for Breakfast.

3. Facility• Geography

• Eastern Region. Whitbourne Elementary is located in Whitbourne and Woodland Elementary is located in Dildo.

• Age of facility• Whitbourne Elementary was constructed 48 years ago. Woodland Elementary was constructed 55 years ago.

• Capital projects/repairs carried out in recent years• Whitbourne Elementary has had active leaks, and undergone partial roof replacement on an emergency basis

in 2015-16.

• Capital projects/repairs required• Whitbourne Elementary requires replacement of the roof (structure and surface) and windows. Woodland

Elementary will require replacement of the roof surface and windows in the future.

• Health/environmental concerns• None.

• Infrastructure to support programming • All present.

• Capacity and utilization• Currently 7 of 13 rooms are utilized at Whitbourne Elementary and 10 of 15 rooms are

utilized at Woodland Elementary. A combined school would require a peak of 14-15 rooms up to 2025 depending on which projection model is employed.

4. TRANSPORTATION

• Transportation description and resources required• One additional bus would be required.

• Distance to proposed school • The proposed routes are:

• 1. Markland and Whitbourne to Dildo via Main Rd/Route 80. 45-50 students, 60-65 minutes drive time estimate at a furthest distance of 37 km.

• 2. Goose Pond, Whitbourne to Dildo via Brigus Rd. 35-40 students, 45-50 minute drive time estimate at a furthest distance of 27 km.

• Potential challenges and opportunities with transportation to proposed school• The proposed route for alternate transportation needs is within the norm of

other similar runs. The current bus run is approximately 10 minutes. This would now increase to approximately 30 minutes.

5. FINANCES • School operating costs

• Operating Expenses ($203K):• Salaries and Benefits of Secretarial, Maintenance, and Custodial• Utilities (Phone, Electricity, Fuel)• Janitorial products, snow removal, municipal fees, garbage collection, fire protection, and repairs &

maintenance• Up to 4.5 Teaching Unit ($450K)

• Includes salaries, benefits, and substitutes costs (District averages)

• Transportation costs• One additional bus would be required. The cost would be determined by tender. Currently

contracted bus costs range between $29 - $75K provincially.

• Funds required for capital projects/repairs• Below are future repairs and maintenance projects the District is planning for Whitbourne

Elementary as it believes they will be required in the long-term (estimates are historical norms for like work, and not site specific estimates): • Replace windows and roof - $500K • Washroom retrofit - $25K• Roof structural upgrades - $750K (This is a new item for 2015-16 based on an engineering study, and will

be part of upcoming requests to Government)

6. SCHOOL(S) WHERE STUDENTS WILL BE TRANSFERRED

• What is the capacity of the proposed school to accommodate the students? • Woodland Elementary has additional classroom space for as long as projected to

2025.

• What changes and associated costs will be required at the school to accommodate the students?• To improve accessibility at Woodland Elementary all interior doors will be changed

from 32” to 36” at a cost of approximately $25K (materials and labour). In addition, a lift can be added to access the downstairs cafeteria at an estimated cost of $150K.

• How will programming be maintained or enhanced for the incoming students? • Students will have an opportunity to participate in class groupings by grade level.

Themes:

• Whitbourne Elementary is the heart of the community• Long bus ride unsafe and unnecessary• Loss of green space and activity equipment• Move would mean a loss of quick access to emergency services and community amenities• The move will mean a less inclusive environment for the Whitbourne students• Whitbourne students will lose much more than they will gain to join with Woodland• Whitbourne is great school/staff/students• Will be traumatic instances on bus for children who have issues/motion sickness/soil

themselves• Longer day for students - takes time away from play, study, family time• Whitbourne kids won’t be able to stay for extracurricular• Whitbourne is a growing community – it is not a dying community• Whitbourne has all the amenities – emergency services, convenience, close to the hospital for

our many students with medical issues• School doesn’t meet the school review triggers

My mom worked very hard for me to have a ‘normal’ school life, she stayed up late to make me cupcakes for the cake walk, pizza for field trips so that I would never feel left out. Inclusion works, I am proof of it."

• “My issues are as follows; Safety that you cannot guarantee on our highways. Kids being asked to take extremely long bus rides. These kids not being to avail from after school activities due to the distances involved. Lack of green space. The other school located on a stretch of highway with dangerously fast moving traffic. Accessibility issues with the other school, and others but these are the main ones for me.”

• “The drive from my house straight to Woodland Elementary is 22 minutes without any stops. I feel that the bus ride would be excessive and the children would have less time to play and be exhausted when they get home from school. We will not be able to walk with or drive them to school as we do here since it would be too far to walk and drive and too costly to drive so they will have to take the bus. The students from Markland would have it even worse. They are currently on the bus for close to or over an hour to fo what would be fourteen minutes by car.”

• “I find it impossible to understand in the light of the facts that have been presented how the Board of Trustees could possibly be considering closing Whibourne Elementary School. The facts speak to a thriving, growing community with a proven increase in younger children in the population pointing to the need to maintain a school in this community. If for no other reason you need to keep this school open because of the need for a fully accessible facility with the physical capacity to meet the needs of the children with special requirements. Add to that the growing population, the obviously moot point of roof repair, the stress of two hours on a school bus each day, the services available in Whitbourne that are not available in New Harbour and the general overall welfare of the students currently in the Whitbourne School and one has to seriously question why the NLESD is even considering the motion of March 5, 2016. The District has not presented any evidence that proves that Whitbourne needs to close. The only evidence-based arguments I have heard or read are those presented by the parents and community members of Whitbourne.”

• “When you ask children and others to use a back door entrance instead of welcoming them through the front doors of their school you are sending them a very clear message. You are saying they are being accommodated, but they are certainly not being celebrated and they are not given the same value as anyone who can enter through the front door. There is a difference between providing access and providing inclusion. It is vital that in this review process and going forward all schools be assessed through an inclusion lens not just assessed on minimum accessibility and accommodation features.”
