From the Director Dear Colleagues, Partnership, Partnership, Partnership This week many of us will attend one of the biggest events in the school calendar – The BEP Conference. There is a rich programme which brings educational wisdom from across the country to Birmingham. When Noticeboard is published this week the conference will be in full flow. BEP is the biggest headteacher-led organisation in England and, rightly, is seen as an equal player alongside the largest of academy chains by Sir David Carter, National Schools Commissioner. It has a key role in the architecture of the school-led system that the White Paper Educational Excellence Everywhere expounds. So what will the future look like? With apologies to a bygone education strapline, I have alliterated in the title above. It’s all about partnership. School leaders and governors already understand managing complex relationships and partnerships. I have been asking lots of you about that recently. The best schools are immersed in rich networks that vary for each one but the defining characteristic is that they add value to the leaders’ quest to find or maintain excellence. In Birmingham we have BEP and S4E, both purpose built by educationalists for educationalists that fit into the core social values of the city. And for BCC, we will continue to be a major partner in the new world. So we start from a strong position and don’t need to contemplate radical outsourcing or some such. We can create our own solutions from within the Birmingham education family of BEP, S4E and BCC, working in partnership with the dioceses, MATs, co-operatives and our colleagues in the RSC and OfSTED. Today we publish Changing Times The Future of Education in Birmingham (link here) which captures perfectly the vibrant range of school partnership working already underway. As school leaders and governors plan for the future, please take some time to read this book. The front end sets out the high level vision. The core of the book is the Talking Heads section where leaders and governors from across the city talk openly about the plans. Out and about this week has included:

• Working with the COBS governing body looking at long-term future strategic plans and partnerships. COBS is unique and a key asset to all of our schools. I think that the next few years are going to be very exciting (watch this space!).

• Attending Working Together: Autism in Birmingham Schools at Edgbaston with reps from most primary schools in the city. Well done to the CAT team in A2E for organising such a vibrant event with really positive evaluations.

• Welcoming NQTs to the best profession in the world in Europe’s youngest city at the Blues Ground

• Attending Primary Forum with new chair Paul Dodderidge setting out the roadmap for the year and sharing The local PSHE Curriculum being developed in the Aston and Nechells Consortium (to be banked in the BEP portal as it is so useful)

• A visit to the oasis that is St Benedict’s in Small Heath. St Ben’s was runner up in the Royal Horticultural Society national competition and has attracted lots of interest and sponsorship from the gardening and allotment world. How good to see such an array of fruit and veg growing in the inner city. The leek crop gets a special mention.

• A visit to the Boldmere Juniors for a tour de force from Senior EP Dr Halit Hulusi on Understanding the psychological relationship between teachers and pupils. Attachment theory is now right back at the centre of education thinking and Halit took colleagues through the model brilliantly. Took me right back to my training at the Tavistock Clinic in the child psychotherapy days!

Requesting a social work assessment or intensive family support From 3 October a new Request for Support Form is being launched - for professionals who have identified that children or families require either a social work assessment or intensive family support. Replacing the Multi Agency Request Form (MARF) and the Think Family Request for Support Form, this short and simple form uses a ‘Signs of Safety and Wellbeing’ approach to identify strengths, highlight concerns and suggest what may need to happen next. The form has been produced with partners, responding to feedback from practitioners. The form will be available on the Birmingham Safeguarding Board website here, with a practice framework and guidance to support completion. Support in completing the form is also available via CASS (0121 303 1888) or [email protected] [email protected] This is part of the improvements to Early Help in Birmingham, through the Early Help and Safeguarding Partnership.

Local Authority Headteacher Briefings: November 2016 The next Headteacher briefings will be taking place in November 2016. These sessions are your opportunity to hear updates from Colin Diamond and the Education Services Assistant Directors about a range of issues. Democracy Week, 10-16 October 2016 Democracy Week is taking place between 10 – 16 October and there are some opportunities for school students to meet and shadow the Lord Mayor and other senior councillors, find out what it’s like to be an elected member, visit the Council House and see the Council Chamber. We’ll also be looking to film school students and capture their thoughts on democracy in 2016. Places are limited and will be on a first come first served basis. Autumn 2016 DfE Census: Guidance and known issues Attached at the end of this Noticeboard is a guidance note with information for schools regarding the Autumn 2016 DfE Census. Autumn (2 October 2016) census known issues:

7.1 Nationality and country of birth – for pupils with code ‘SVK’ The code ‘SVK’(Slovakia, Slovak Republic) was omitted from the XSLT that the DFE provided to software suppliers, therefore errors 3060, 3065, 3070 and 3075 may incorrectly trigger in the schools’ MIS for pupils with nationality or country of birth recorded as SVK. These errors can be ignored where SVK is used as they will disappear when the return is loaded to the DFE COLLECT Site. 7.2 Errors 2500 and 2510 – for special schools These errors which apply to termly attendance were incorrectly included for special schools in the XSLT that the DFE provided to software suppliers. As special schools return annual attendance and not termly attendance these errors should be ignored for all pupils. They will disappear on loading to the DFE COLLECT Site. 7.3 School summary table 20 – for special schools This table which applies to termly attendance was incorrectly included for special schools in the XSLT the DFE provided to software suppliers (special schools only return annual attendance via the autumn census). Information on annual attendance for special schools is shown in table 22 of the school summary report and therefore table 20 should be ignored by these schools. 7.4 School summary table 11 – schools with pupils aged 4 as at 31 August in reception Please note the final version of the autumn XSLT school summary Table 11 counts any pupil aged 4 (as at 31 August) regardless of their NC year group. Pupils aged 4 in Reception for whom funded hours information is not required will incorrectly be counted under the number of pupils with zero hours. School Leadership reflective Practice Group Many professionals working in the education setting find their resilience and wellbeing becomes increasingly tested as the stresses of senior leadership start to impinge. In schools, relationships with staff, governors, parents and pupils can be challenging in many ways. The role of headteacher can throw up issues around the individual’s personal and professional ability and capacity to manage issues such as leadership, authority, boundaries and connection. This is an invitation to join a Reflective Practice Group – a new initiative to give headteachers ‘time out’ with a small group of fellow headteachers, meeting with an experienced psychotherapist and clinical supervisor. There is much current emphasis on the mental health needs of pupils and staff - this pilot project has been created to promote the wellbeing and self-care of school leaders. The group will provide a space to think about and discuss professional experience in order to develop and deepen/ sharpen their practice, and strengthen personal/professional resilience and wellbeing. The group will have space for four headteachers meeting with the facilitator for two hours, once a month. This pilot group will meet six times from October 2016-March 2017, allowing enough time to develop sufficient levels of trust, and to engage meaningfully with relevant issues. As a participant, you will have the opportunity to shape the project to meet your needs. As this is a pilot there will be no charge to the first cohort participants. Phonics for KS1 and KS2 Teaching Assistants Refresh your subject knowledge with regards to the effective teaching of phonics, achieve best practice in the delivery of phonics sessions Aim: For participants to have enhanced their subject knowledge around effective phonics teaching and be equipped with a variety of ideas and strategies to support the delivery of phonics sessions. By the end of the course participants will have: • developed phonic subject knowledge and confidence to support the delivery of an effective

Online Safety in the Primary Curriculum: 18 October 2016 Are you prepared for the Online Safety strand of the computing curriculum? The computing curriculum has online safety as an explicit strand of work at all Key Stages and in delivering this, Ofsted expect schools to provide: “A progressive curriculum that is flexible, relevant and engages pupils’ interest; that is used to promote online safety through teaching pupils how to stay safe, how to protect themselves from harm and how to take responsibility for their own and others’ safety.” This half day training course will examine the requirements of the online elements of the curriculum at Key Stages 1 and 2 and link this to a range of resources allowing staff to plan an appropriate scheme of work for their school.

Statutory AUTUMN 2016 DFE School Census – Important Information

Every school in England has a statutory duty to complete the census each term.

Please find below a link to the DFE Census Guide in preparation for the School census.

Section 3.1 details all of the school and pupil data items collected for each phase for each termly census.

The main changes from 2015 to 2016 school census specifications are below Please see DFE Census guide for further information on each data item including those used for funding purposes.

New data items (a) Proficiency in English [ALL schools] Please see paragraph 5.3.3 of the DFE guide for full details. Following an initial collection during the autumn 2016 school census, the collection of proficiency in English will move

to an annual collection from the spring 2017 census onwards.

Proficiency in English is required for all pupils’ recorded on roll where BOTH of the following conditions apply :

• Language has been recorded as anything other than ‘English’ or ‘Believed to be English’ in that census (ie <Language> is NOT equal to ‘ENG’ or ‘ENB’)

AND

• The actual national curriculum year group recorded is reception or above (or the pupil is aged 4 and above as at 31 August 2016 where national curriculum does not apply)

(b) Country of birth [ALL schools] See paragraph 5.3.4 of the DFE guide for full details. Country of birth is collected for all pupils and records the country in which the pupil was born as stated by the parent / guardian and / or child (in the case of a child without a parent / guardian). The country of birth would be expected to appear on – or be derived from – the child’s birth certificate or passport. However, there is no requirement for the school to request, or see, a copy of the birth certificate or passport. (c) Pupil nationality [ALL schools] Please see paragraph 5.3.5 for full details. Pupil nationality is collected for all pupils and relates to the nationality of the pupil as stated by the parent / guardian and / or child (in the case of a child without a parent / guardian). Pupil nationality would be expected to appear on – or be derived from – the passport or European economic area (EEA) identity card. However, there is no requirement for the school to request, or see, a copy of the passport or identity card. For pupils with ‘Multiple Nationality’ (also known as ‘Dual Nationality’) more than one nationality may be

recorded.

(d) Traineeships [For: Secondary, all-through and PRU with appropriate age range] This new data item adds an indicator to each of the pupil’s learning aims. The indicator shows where the individual learning aim contributes towards a traineeship and will be used to inform participation levels and allow the department to understand and monitor what is being delivered to young people as part of traineeships..see paragraph 5.10.16 of the DFE guide for full details

(e) Unique property reference number [ALL schools] Voluntary for 2016/17 This new data item is added to the home information address module and allows the unique property reference number (UPRN) to be returned where this is populated within school systems, see paragraph 5.7.2 for full details.

Existing data items (a) Admissions appeals The structure of the admissions appeals module has been amended to separately record primary admissions appeals (paragraph 4.4) and secondary admissions appeals (paragraph 4.5). Infant admissions appeals have not been altered. (b) Ethnicity Ethnicity has been expanded to include nursery schools so now applies to all schools. The age restriction which previously limited this item to those pupils aged 5 or over has also been removed. As such, this item now applies to all schools and all pupils. (c) Language code Language code has been expanded to include nursery schools so now applies to all schools. The age restriction which previously limited this item to those pupils aged 5 or over has also been removed. As such, this item now applies to all schools and all pupils. (d) Adopted from care The ‘adopted from care’ name for this data item does not provide an accurate description of the data which is expected to be recorded within it. This data item is intended to record 4 variants of children ceasing to be looked after (3 of which do not relate to adoption) and therefore avoid confusion the name of this data item has been changed from ‘Adopted from Care’ to ‘Post looked after arrangements’. (e) Termly attendance To align the attendance reporting arrangements for special schools with the requirements for all other school types, special schools will move to reporting attendance on a termly basis from spring 2017. Special schools will continue to report annual attendance for the 2015 to 2016 academic year via the 2016 autumn census before moving to a termly collection for the 2016 to 2017 academic year with the first termly return being made in spring 2017 (relating to attendance during the 2016 to 2017 autumn term). (f) National curriculum year groups To provide flexibility and to allow school MI systems to record very young children, the dfe has introduced two additional year groups to the national curriculum year group codeset: ‘E1’ for children aged 0 – 1 ‘E2’ for children aged 1 – 2 [followed by, as usual, ‘N1’ (2-3) and ‘N2’ (3-4)] Please note that the introduction of these additional year groups does not extend the scope of who should be recorded in the school census and this remains children on the school’s admission register receiving education. See paragraph 5.4.7 for full details. (g) QAN and ‘Discount Code’ Recent changes to the way accreditation is recorded has meant that the ‘Qualification Accreditation Number’ (QAN) has been renamed as ‘Qualification Number’ (QN). Similarly, the ‘Discount Code’ has been renamed ‘Subject Classification Code’. (h) Funded hours As pupils aged 4 in Reception are funded as 1 full time equivalent regardless of their funded hours, there is no requirement to collect funded hours for this subset of pupils. Funded hours will only be required for all pupils aged 2, 3 and 4 in ‘nursery schools’ and for pupils aged 2, 3 and 4 in year group E1, E2, N1 and N2 and any pupils aged 3 and under in year group Reception; please note this subset of pupils attract a maximum free entitlement of 15 hours a week. Please see section 5.3.11 Funded hours for further guidance.

(i) Unique learner numbers (ULNs) These are mandatory for all pupils aged 14 and above on census day. All schools must be registered with the Learning Records Service (LRS) in order to obtain ULNs. Removal of data items (a) School location module The departments EduBase system records the school’s full address details and, with the introduction of 60 day reminder action within secure access / EduBase; the information collected / held on EduBase provides the department with more timely information that that received via the termly school census. As such, the collection of this data has been discontinued in the school census. Schools may wish to continue to maintain this address information within their MI systems. (b) In care indicator for exclusions The in care indicator was removed from the school census for pupils on roll a number of years ago as it was believed that the SSDA903 return from local authorities was the better source of information for looked after children. With the SSDA903 being viewed as the definitive source of information for looked after children, the in care status at the time of an exclusion will be removed from the 2016 to 2017 school census as the equivalent information can be obtained from matching the SSDA903 to the school census exclusions in the National Pupil Database.

FUNDING

Funding for Early Years provision will continue unchanged with the Autumn term indicative allocations being updated

based on actual participation as recorded within the October census. Nursery Schools and Schools with nursery

classes must also complete the Early Years data collection template (issued September 2016) identifying the number

of qualifying full time pupils, qualifying 2 year olds and qualifying pupils entitled to the Early Years Pupil Premium.

There were 34 schools who failed to supply this data for the Summer Term 2016, there will be an opportunity for these

schools to submit this data within the Autumn data return.This template will be available via the following link, shortly.

The DfE, as part of the continuing funding reforms for high needs pupils, continue to require schools to complete a

High Needs Top Up field. This field will identify pupils in schools who receive additional “Top Up” funding for their

special educational needs. These will be pupils, with EHC Plans/Statements of SEN, in special schools , resources

bases and those in mainstream schools who receive termly devolved CRISP “top Up” funding. It is essential that this

field is completed correctly for all these pupils. This will ensure the DfE have an accurate picture of the number of high

Ref: UCAS Progress Local area prospectus and online application system

As you will be aware, since 2013 Birmingham City Council has paid for a licence for UCAS Progress. This system is

designed to assist students in searching and applying to post 16 organisations that are part of the UCAS Progress

prospectus.

There have been, over the past few years, a limited number of partners using the system, and it became clear that

no developments or updates are planned which would improve the user experience. As a result, in June-July 2016,

we undertook a consultation to inform future funding of the system. Following this consultation and several

meetings with UCAS Progress representatives, we have decided that we will not be continuing with the existing

service contract.

I must stress that this does not prevent providers from using the system independently. We would encourage all

providers to access and register on the site https://www.ucasprogress.com/ where you will have access to

information on different post 16 options, irrespective of whether you subscribe financially.

If you do wish to sign up formally to the service, the charges vary according to the size and nature of providers:

• 11-16 schools- no cost

• 11-18 schools - £375

• FE College – depending on size £750-£1500

The search tool will indicate if an application can be made to the provider through UCAS Progress.
