4. Presentation of the 2016/2017 school operation report

LCS evolves in a particular context:

a. A network of French schools abroad expanding globally, including in Asia-Pacific and in

Australia where the demand for a French education is increasing.

Prompted by the growth of the network and at the instigation of the French Embassy, the schools

regrouped around an association: The Australian Association of Franco English Bilingual Schools

(AAFEBS). This association was founded last year and offers an environment favourable for the

emergence of exchanges and projects.

A new bilingual educational structure was introduced in an Australian public school in Adelaide in February

2017.

b. An evolving regulatory framework, particularly with the implementation of the secondary school

reform.

c. An economic environment favourable to French companies

Within this dynamical environment, the number of students is higher than predicted with an increase of

25% in four years.

LCS’s choice to integrate bilingualism in the DNA of the school was a way to fulfil an obligation related to

the implementation of an AEFE’s circular from 2012 about languages, but also a way to rethink its

educational project to offer a new perspective to families, teachers, and of course students.

The opening of an additional CP class in 2016 is part of a project started in 2012 and implemented in 2013.

The 46 students welcomed in this new system in August 2013 are currently 100 in CP. It confirms to LCS

that the project meets the demand of families. This is primordial because:

a. The system, as it was conceived and implemented, is based on an original model approved by the

educational department of the AEFE;

b. The system requires a significant teamwork and pedagogical excellence from teachers.

c. The system is the basis for the school future development – development in terms of the number of

students.

The European section has been opened in Première (Year 11) and students will take the examination

during the 2018 Baccalaureate session.

The Cambridge certifications took place without any disturbances. The results confirm the excellent English

of our students, as early as the end of Primary school. It strengthens even more the legitimacy of our

European section project.

The school community made clear progresses in defining and implementing a school project focused on

bilingualism. The quality of this project contributed to an increased number of enrolments. We expect an

additional hundred students in 2017 while we already had welcome 60 newcomers in 2016.

The increased number of students had consequences:

a. It made more urgent the reflection on the master plan on which is based the Condorcet – Campus

2020 project. The first phase was achieved in January 2017 and the second phase should start in

July 2017.

b. It put to the test the budgetary processes and emphasized the necessity to create a budget that will

enable the fulfilment of the building project while not impacting significantly on the school fees.

c. It led to the creation of a bilingualism-focused pedagogical project that takes into account the

diversity among students and enables them to add value to their educational journey.

d. It brought about the professionalization of the structure as well as an increase of the number of

employees. After having hired an IT manager three years ago and a facilities manager and a

communication manager two years ago, we recruited an IT assistant this year to meet the

increasing needs in this area.

Educational projects

The 2016/2017 year was prosperous and many projects were carried out.

The second Science week was organised in conjunction with the Scientific Cooperation Department of the

French Embassy. Our students had the opportunity to discuss the influence of climate change on oceans

with Maxime Colin, a doctoral researcher at UNSW.

Climate change was also the topic chosen by Jean-Marc Ayrault, Minister of Foreign Affairs, for the

conference he gave at UNSW which our students attended.

Students of the Primary school were delighted to welcome, for almost three weeks, Solène Duclos

Lamotte, who gave them the opportunity to create beautiful pieces of arts that were exhibited during the

School Party.

The Art Weeks, which started three years ago, became events eagerly awaited by the entire school

community.

Drama is at present well integrated among our pedagogical activities,

especially for students in 5ème and in1ère.

This year has also been the year of cinema. We had an evening presentation on the French Films Festival

and as we were one of the official sponsors, we created a thirty seconds promotional video. We also

screened one of the movie, Valley of love by Guillaume Nectoux, at the school. Last but not least, 4 short

films were made by the students of GS, CE2 and Seconde. Some of these movies were screened during

the Short Films Festival of Kuala Lumpur.

At the occasion of the European Sustainable Development Week, the students of CE2, CM1 and CM2

watched the movie Demain.

Students were able to examine in details the hive located in the courtyard and they organised guided tours

of our Jardins pour tous (Gardens for everyone).

The presentation on all the school projects would not be complete without mentioning the incredible

development of our web-radio. The use of this web-radio extends now to the Primary school and an

increased number of students knows its functioning.

This is a good opportunity to congratulate all the web-reporters who covered the 5th Asia-Pacific

Swimming Championship held in Sydney.

The Condorcet teams distinguished themselves throughout the trials and ended up being in second

position of the overall ranking (the female team finished in first position). The entire school community

came together to host 270 swimmers and organise the competition. It was a tremendous team effort and a

real collective success.

Regarding study pathways, the work placement of the students in 2nd was a success this year. The

organisation was really good and so was the monitoring of the students while they were building a first

contact with a professional network.

This year was marked by the significant changes in the School Board after the General Assembly in November 2016 and the birth of a new convention with the AEFE signed by the French Ambassador and the School Board president during the AEFE Director’s visit at LCS. This convention demonstrates the willingness of all partners to work together on the school’s development, the allegiance of the entire community to the French Education as provided at LCS, and the commitment of the AEFE to support the school with its expansion projects. Two grant applications were submitted:

- One of €1,2 M to the AEFE

- One of $1,0 M to the AIS

In addition, the financial effort will be based on the school’s savings and a bank loan. The school increased its security camera system this year. Moreover, a general evacuation exercise is

organised in collaboration with the Police and scheduled for the 13th of June.

A grant of $40,000 (27000 euros) was granted by the AEFE to enhance the access to Building D and

change the non-compliant classrooms’ door handles.

A lot of changes took place this year: we changed our logo, we created a new website, we developed our

presence on social medias including on Facebook where our page is amazing, and we published new

booklets… The job was successively held by two different people who both managed to put the position in

centre stage.

The school welcomed the following visits:

- Visit from the French Education Inspector assigned to Bangkok, Mrs RICCI, in November 2016

- Visit from the pedagogical advisor for Primary education, Frédérick ADAMIAK, in June 2017

- Visit from the AEFE of Asia Pacific’s Delegate coordinator

(CDAEFE) in November 2017

- Visit from the French Education General Inspection Department (IGEN) about English at LCS, in

June 2017

- Visit from the EEMCP2 of Chinese to our new Mandarin teacher recruited in January 2016

- Visit from the Security Department of the French Embassy which carried out a security audit, in

August 2016

- Visit from the Study Pathways and Higher Education Department

- Visit from the AIS who carried out an audit on the administrative structure of the school

Finally, we had the great pleasure to receive a visit from:

- Mrs Joëlle Garriaud-Maylam and Mrs Jacky Deromédi, senators of French nationals residing

abroad

- Mr. Thierry Mariani, Member of Parliament of French nationals residing abroad

All those visits are absolutely essential to support our school during its development, approve the direction

we are heading to and rally around our partners.

Mrs. La Cour asks what will become the movies produced by the students during the year.

Mr. Vincent informs her that the movies have been published on the School Blog so anyone interested is

able to watch them.

Mr. Santini asks if the visit from the French General Inspector will be only about English at LCS or more

general.

The Principal replies that the department can carry out an inspection of the English discipline itself as well

as a general inspection. However, it seems that the visit of the Department will be focusing this time on

language teaching and the setup of an Australian International Section.

5. Rules and regulations’ updates - Appendix 3

Mr. Jonkx, deputy Principal, presents the rules and regulations of the school which have been greatly modified and updated. The previous rules and regulations was old and needed to be less obscure and more readable. Mr. Vincent asks if the modifications concern the entire rules and regulations or only a part of them. Mr Jonkx replies that they only apply to a part of the rules and regulations. The objective is to make them appear in the parent communication log. Mrs. La Cour brings up that parents want the school to forbid the use of connected devices at school. The Principal replies that such a measure requires an in-depth reflection, which could start after the beginning of the school year.

6. Specific tasks for the 2017/2018 school year - Appendix 4.1 and 4.2

Documents related to the specific tasks for teachers to accomplish were sent to the Committee members with the meeting convocation and agenda. Those tasks are part of a new approach in compliance with the latest regulations which have to be passed on and implemented. Mrs. La Cour asks if there is an individual follow up on the non-French-speaking students. The Principal replies that there is not any system of class where all non-French-speaking students can gather together and relay their difficulties to teachers. The teachers, however, are provided with pedagogical materials and resources to help those students. Mrs. La Cour thinks that a particular support should be organised. The Principal replies that the support could be done as an individual support or a homework assistance. M. Santini asks about the purpose of the 4 hours attributed to the IB coordinator. The Principal replies that they enable the follow-up of students. Mrs. Futua will remain in charge of the administrative duties.

7. Organisation of the employee secondments

a. Expatriates for the 2018/2019 school year

After the visit of Mrs. Ricci, Inspector of the French Education assigned to Bangkok, the AEFE suggests to create, from the 2018 school start, a position for a teacher-tutor who would do some training courses around Australia and Vanuatu. This project relies on the growth of the network among countries in the Pacific and tends to solve the organisational problems of such trainings because of the distance. M. Boissin ask why this role of teacher-tutor could not be a resident position. The Principal replies that a resideny teacher-tutor position does not exist.

The increased number of students, on one hand, and the uncertainty around visas, on the other hand, made the recruitment process more difficult. As a result, the Principal suggests to request the creation of a position for a resident for the Primary school at the 2018 school beginning. Mr Boissin asks if it is a redeployment. The Principal confirms and adds that the redeployment concerns 6 positions within the Asia-Pacific area.

8. Organisation of the end of the school year (exams) Due to the organisation of the end-of-year exams, 3ème students will finish their courses on the 21st June and 1ère and Terminal students will finish their courses on the 9th June.

9. Presentation of the 2017 school start – Appendix 5.xx

The Principal does a presentation on the important features of the 2017 school start.

a. Structure and numbers (Appendix 5.1)

Unlike what is written in the appendix, there will be two classes in 2nd which will welcome 35 students. Mr. Corbiau asks if the prediction about the Maternelle is realistic. The Principal replies that it is indeed realistic and that the maximal quota is actually reached.

b. Staff movement

c. Pedagogical organisation of the school

The Principal encourages the School Committee members to read the Appendix 5.3 concerning the operation of the school from Maternelle to High school. The legal environment in which the Maternelle evolves is also detailed. This presentation is available on the school’s website and was sent to all staff members. There must not be any more belief, due to a cloudy designation, that PS and MS classes come within the competence of the Early Childhood Directorate. Mr Boissin asks what is the purpose of this clarification. The Principal replies that PS and MS classes do not fall under the competence of another legislation and that all designations other than Maternelle would only bring confusion. The Principal lets Mr. Le Brize to speak about two specific matters related to the organisation of the school start in Primary school.

i. Additional pedagogical activities (APC)

A weekly one-hour pedagogical activity. Focus on reading and speaking in both French and English.

ii. English

Work on a communication policy in order to promote the work accomplished. Uniformisation of practices.

d. Pedagogical organisation of the Junior secondary school (Appendix 5.4)

The Principal allows Mr. Jonks to speak about the organisation of the school start in the Junior Secondary School.

i. Interdisciplinary practical teaching (EPI) (Appendix 5.5)

Necessity of introducing projects for each level. The teams worked hard and EPI description sheets should be done for each EPI in order to facilitate their realisation and communication. Mr Lett asks if there is leeway is possible in case a decree was to come. The Principal replies that a discussion and adaptations would be possible in that case.

ii. Individual support (AP) (Appendix 5.6)

Terms of teaching, agreement on competences, varied setup. The allocation of the subjects concerned as well as the targeted competences and the organisational arrangements were decided during the pedagogical Council.

iii. English (Appendix 5.7)

The current system, which comprises a group attending English classes and a transitional group gathering the newly arrived students will be renewed. However, at the team’s request, there will be only two transitional groups: one for 6eme-5eme students and one for 4eme-3eme students. Thus, English courses,

for these levels, will be analogous. Mr Santini mentions that some parents reported some difficulties encountered by the students who join the normal course.

e. Pedagogical organisation of the Senior secondary school (Appendix 5.8)

i. International section

The European section will open in Terminale next year and the students will take the examination for the first time at the 2018 Baccalaureate session.

ii. Individual support (AP)

In High school, the individual support won’t be changed significantly next year. As this year, it will be two hours per class (2.5 hours in English for the European section).

iii. Philosophy

A specific work around the Cinema will start next year as part of Philosophy courses. It might be a way to initiate the students from the year of Seconde.

iv. Literature and society

Two projects revolving around the Press are planned next year: - One is in partnership with the Australian Courrier: journalistic and audiovisual writing about the jobs path. - One is in partnership with Sophie Greuil, an independent journalist who covered the Asia-Pacific Swimming Championship: creation of a newspaper with students of Seconde, organisation of a training workshop for the teachers, and the creation of a reporters ‘club in the Junior Secondary school.

f. Building works: maintenance and Condorcet - Campus 2020

Condorcet – Campus 2020 o First phase is achieved. o Second phase starts in July. The planning of the works supposedly taking place in the

kitchen is still a bit cloudy.

Works in progress o Full renovation of 11 classrooms in the building D (5 of the Secondary school and 6 of the

Primary school). Provisional cost: $360,000 o Restoration of the floor covering, suppression of the gates, and rearrangement of the

games and storage units in the <maternelle> courtyard.

Provisional cost: $85,000 o Security works:

Replacement of the locks and door handles of the classrooms that can’t be locked

from inside.

Setting up of occulting curtains in some of the classrooms (doors and windows).

g. 2017/2018 projects

i. Art week

They will here organised next year the exact same way they were this year as it was a success.

ii. Induction excursion for students in Seconde

The idea is to split the students of Seconde in two groups and make them work on cooperation in order to

create a coherent and dynamical group.

iii. Science week

A Science week will be definitively organised again but a date has not been set yet.

iv. Training fair

The training fair will take place on the 15th of September. A grant of 3,000 € was requested to the SORES to help fund the transport of a representative of a French university and a headmaster of a school doing intensive foundation degrees.

v. Jobs fair

The jobs fair will be held in February 2018. The exact date will be set at the beginning of the school year.

vi. Asia-Pacific swimming championship

The Asia-Pacific swimming championship will take place in Shanghai but a date has not been set yet. Alexy Maan asks why there aren’t other competitions within the Asia-Pacific zone. The Principal replies that there is a dynamic around swimming and that this kind of events costs a lot.

vii. Project `Ambassadeurs en herbe’ (Aspiring ambassadors): video

The school is considering making the students take part into the <Ambassadeurs en herbe> (Aspiring ambassadors) operation next year, following the recommendations of the SORES given during their past visit.

viii. Inter-school exchanges

The principal presents the exchange project, based on the Erasmus model, between students in Seconde of schools within the AEFE network. At this stage, we are still gathering the opinion of the School Committee and the School Board on two essential matters:

- The integration of students during a short period (3 months)

- The lack of school fees compensation.

This model can be extremely interesting within the framework of our languages (Spain, Germany, China, Anglo-Saxon countries) and cultural (Italy) policy. Some constraints must be respected (visa, scope of the convention concerning the school fees, the number of students that could be involved limited to three).

ix. Week of all French High schools abroad (Appendix 5.9)

h. Provisional calendar

The important dates of the beginning of the school year will be discussed with the parents before announcing them.

i. Modification of the information management system

The school is going to change its database management software for EDUKA. It is an online software that

will enable a more efficient management of the families, as well as an update of both Pronote and the

accounting software. The change will occur smoothly during the first semester of the 2017/2018 school

year.

j. Organisation of the extracurricular activities

Our offer will have a two-steps evolution: - Commissioning phase of EDUKA for the management of the extra-curricular activities and

modification of the organisation (1.30-hour length from now on) - Enhancement of the offer from January 2018

k. Australian International Section

A visit from the «Inspection générale de l'Éducation nationale» is planned on the last week of June to review the project and approve the organisation of the English teaching.

10. questions Full-time Chef Education Adviser position: the principals says that they should think about it once there is an increased number of students in the Secondary school. Upholding of the drama course: the principal says that they are missing an institutional partner (NIDA for instance) not to be depending on whether there is a proficient person on site or not. They have to create a solid project and start developing expertise on the matter within the school. Expansion of the School’s supplies stock: the principal is not against the idea but he is not willing to turn the school into a stationery shop either. Selective sorting: the principal says that there is an existing selective sorting organised at school, including for example a colour-based code for plastic bins. Modification of the comments appearing on grades transcripts: the principal reminds that they only had two cases which we based on a dialogue between colleagues. Satisfaction enquiry: The Principal says that the future Director of the human resources will be on charge of it and it will work in all directions. Renovation of classrooms: the Principal confirms that some classrooms will be renovated. Professional development: the Principal says that the process does not enable to connect needs and duties. An easy and clear setup is desirable. The problem is still to be identified and tackled. There are no budget issues concerning the professional development. Communication charter: the principal notices that there are still some misbehaviours on social networks. The charter means to adopt a code of conducts on social networks. A reminder will be done at the school start.
