HISTORY OF WINGATE HIGH SCHOOL The old Fort Wingate location was chosen because of the good spring called Bear Springs. In 1928, the Army no longer needed the post, so the Bureau of Indian Affairs opened a school called the Charles Burke Vocational School for Indian students. Manuelito Hall was used from 1928 to 1960 as an elementary and high school building. In 1956, new residence halls and two new school buildings were constructed. In 1960, two more buildings were built for use as a junior-senior high school until a newer, bigger school could be built. The present Wingate High School opened for the first time in August, 2010.

WINGATE HIGH SCHOOL – AN INVITATION TO SUCCESS Wingate High School is committed to helping students earn their high school diploma and providing a transition from high school to college, job training, or military service. We set high standards for academic performance and personal behavior because we believe that each of our students has the potential to meet those standards. We provide programs designed to develop independence, earn credits, build on personal strengths, mold character, make decisions, assume responsibility, and plan for the future.

BUREAU OF INDIAN EDUCATION (BIE) MISSION As stated in Title 25 CFR Part 32.3, BIE’s mission is to provide quality education opportunities from early childhood through life in accordance with a tribe’s needs for cultural and economic well-being, in keeping with the wide diversity of Indian tribes and Alaska Native villages as distinct cultural and governmental entities. Further, the BIE is to manifest consideration of the whole person by taking into account the spiritual, mental, physical, and cultural aspects of the individual within his or her family and tribal or village context.

SMART Goal School Year 2015-2016 for Reading: Based upon the EOY on the NWEA READING Data, of 403 students (grades 9 to 12), 56% (227 students ) are proficient. Our goal is to increase proficiency to 60% (242 students) by EOY SY 2015-2016. Students who will not attain proficiency will have a projected growth of 3 RIT points by EOY 2015-2016.

SMART Goal School Year 2015-2016 for Math: Based upon the EOY on the NWEA MATH Data, of 403 students (grades 9 to 12), 55% (223 students) are proficient. Our goal is to increase proficiency to 60% (249 students) by EOY SY 2015-2016. Students who will not attain proficiency will have a projected growth of 3 RIT points by EOY 2015-2016.

SMART Goal School Year 2015-2016 for Science: Based upon the EOY on the NWEA Science Data, 0f 403 students (grades 9 to 12), 52% (212 students) are proficient. Our goal is to increase proficiency to 60% (242 students) by EOY SY 2015-2016. Students who will not attain proficiency will have a projected growth of 3 RIT points by EOY 2015-2016.

ADVANC-ED STANDARDS FOR QUALITY SCHOOLS Wingate High School received accreditation from AdvancED for another five year cycle beginning July 1, 2014 to June 30, 2019. Standard 1: Purpose and Direction The school maintains and communicates a purpose and direction that commit to high expectations for learning as well as shared values and beliefs about teaching and learning. Standard 2: Governance and Leadership The school operates under governance and leadership that promote and support student performance and school effectiveness. Standard 3: Teaching and Assessing for Learning The school’s curriculum, instructional design, and assessment practices guide and ensure teacher effectiveness and student learning. Standard 4: Resources and Support Systems The school has resources and provides services that support its purpose and direction to ensure success for all students. Standard 5: Using Results for Continuous Improvement The school implements a comprehensive assessment system that generates a range of data about student learning and school effectiveness and uses the results to guide continuous improvement.

PARENT SUPPORT MAKES A DIFFERENCE! Studies have found that adolescents who feel loved, understood and are given attention are less likely to engage in dangerous behavior, including gang affiliation, drug use, and sexual activity, than those who do not. The following are some things parents of teens can do to help their children: Set high academic expectations: Let your child know that school is important, and back up your words by keeping them in school everyday; get involved in school activities; talk with and get to know your child’s teachers.

Be accessible: Be home for your children…in the morning before school, after school, at dinner, and at bedtime. Talk and listen to your children. Help with their homework. Tell them you love them. Visit your child in the classroom. Send clear messages: Parents play a critical role in their children’s lives. Do not abuse alcohol in the presence of your children. Have open discussions about drugs and sex. Have house rules about curfew time. Never allow your child to be out all night or all week-end. Monitor TV or movies he/she watches. Be positive and encouraging: Compliment your child everyday. Talk positively about the school faculty. Encourage your child to participate in school activities. Get to know your child: Who are his/her friends? What does he/she enjoy doing at home? What are his/her future career goals? Is he/she doing well in school? What makes him/her happy?

GENERAL INFORMATION Who may attend Wingate High School? Students who have completed the eighth grade and are under the age of 21 and students eligible to graduate by the age of 21. Restrictions for enrollment may be placed on students who have a history of severe disciplinary problems or criminal records. School Supplies The students are expected to bring their own school supplies, i.e. pencils, pens, notebook paper, portfolio folders, binders, monthly planners, calculators, etc. Please encourage your child to be responsible for these supplies. All students need to bring personal hygiene supplies, i.e. shampoo, face/hand soap, lotion, toothpaste and toothbrush. Personal Items Electronic devices (i.e. cell phones, IPods, IPads, and other electronic devices) are not allowed in the classrooms during the school day. Any item with an on/off switch is not allowed. If these items are confiscated, they will not be returned until the end of the quarter unless the parent signs for it. Items not picked up on or before the last day of school will be discarded. Do not allow your child to bring valuable items or large amounts of cash to school. If they need money for extras, school trips, etc., we will advise you in plenty of time so that you can make proper arrangements. Wingate High School is not responsible for lost or stolen items. Items that DO NOT belong on the school campus The following items are not allowed on the campus of Wingate High School: bandanas spandex caps, chain(s) attached to wallets or keys, chain(s) hanging from/attached to clothing, hair nets, skateboards or television. No student is to bring to the school campus or possess, sell, use, transmit, buy or solicit, at any time, for any purpose, items which can be considered to be weapons, rugs, alcohol or any items which can be considered harmful to the health or safety of any individual, or which are in violation of any part of the Student Code of Conduct or any local, state, tribal, or federal law. Such items are fireworks, lighters, matches, correction fluid, markers, paint, stink bombs, water balloons, shaving cream, spray paint, firecrackers, knives, guns, clubs, bats, pepper spray, mace, etc.

Items provided by the school The school provides all textbooks. Bed linens are also provided by the school, but a student may bring his/her own if they choose. Student Code of Conduct In order to provide a safe and healthy environment for learning and living, Wingate High School operates under a set of rules called the Student Code of Conduct. This code is designed to provide information regarding actions to be taken when a student violates school behavior rules or local, state, federal, or tribal laws. Parents should make themselves familiar with the Student Code of Conduct. The Code of Conduct is reviewed each year and approved by the school board. It is also presented to students at the beginning of the school year.

SCHOOL MASCOT & SCHOOL COLORS The school mascot is the BEAR. The school colors are green and orange.

SCHOOL CALENDAR Wingate High School operates under the state required 180-day school year. Classes are normally not held on federal holidays or during normal school vacation periods such as winter holidays. A copy of the 2015-2016 Wingate High School calendar is available at the end of this handbook.

GENERAL SCHOOL RULES Food or beverages are not allowed in the classrooms during instruction time. Students will conduct themselves in the hallways before, between, during and after classes in an orderly manner with respect toward other students, staff and visitors. Students will follow the school uniform policy and dress code. Students will follow the drug-free policy, which also means no smoking on campus 24/7. Any electronic device (IPods, IPads, Cell phones, and other electronic devices) are not allowed in the school buildings. Energy Drinks (Monster, Rock Star, Red Bull, Full Throttle, etc.) are not allowed on campus.

CODE OF BEHAVIOR AND CONDUCT Students are expected to conduct themselves in a respectful, responsible manner. All students are under the supervision of all staff members including teachers, education technicians, residence hall and dining room staff, secretaries, security staff, custodians, and administrators, and should respect and follow their instruction at all times. The primary purpose of the school is to help students learn. It is important to realize that poor behavior can be harmful to the learning of all students and may be dangerous. Students must learn to take responsibility for their own behavior and must realize that poor behavior leads to consequences. Students should read and become familiar with the Student Code of Conduct so that they will be aware of the school’s rules concerning behavior and the penalties and consequences they may face if problem behaviors arise. ATTENDANCE POLICY: Per the 25 CFR Subpart C 36.20b, all schools should provide an educational program of studies which is conducted for not less than 180 instructional days per school term. In addition,

Wingate High School utilizes the guidelines established by the New Mexico Public Education Department as the length of the school year (180 days of instruction). It is vital that every student is in school every day of the school year. Attendance Policy: Students of Wingate High School may be absent up to three (3) days in a quarter. Students are cautioned to miss class only for emergency reasons because any absence will effect what they learn. A student not in class cannot receive the full benefit of classroom instruction if he/she is not present. Excessive absences will most likely result in failing classes. 1st Quarter – August 3 to October 9 (3 excused absences) 2nd Quarter – October 12 to December 18 (3 excused absences) 3rd Quarter – January 4 to March 18 (3 excused absences) 4th Quarter – March 21 to May 13 (3 excused absences) When a student is absent from school, he/she is required to bring a document from the parent/guardian/doctor on the day they return to school. The student is required to give the document to the Attendance Clerk in the front office. Poor attendance results in poor academic performance; therefore, students absent for more than four (4) days per quarter must make up the absences in summer school. If they refuse to make up the absences, a referral will be made to the Peacemaking court for parents and students to attend and documentation must be provided prior to enrollment for school year 2015-2016. A SCAN will be filed for educational neglect. Wingate High School will not provide enrollment verification if a student does not abide by the attendance policy. TARDY/TRUANCY POLICY: In order for parents to be more accountable for their child’s attendance, so that students will not fall behind in classes and so that the school will be able to meet the Bureau of Indian Education and the State of New Mexico requirements of a minimum Average Daily Attendance of 92%, the following Tardy/Truancy Policy is enacted. The policy reflects the following provisions of Navajo Nation law: Education Code: 10 N.N.C. §118 (a), (b), School Attendance; Navajo Nation Children’s Code 9 N.N.C. §502; Navajo Nation Children’s Code 9 N.N.C. §1002 (7) (a), Child in Need of Supervision (legal definition); 9 N.N.C. §1002 (15) (b), Child Neglect (applies to parents/guardians). The following steps will be taken to inform parents of their child’s tardy/truancy and to assist them to observe the tardy/truancy policy. Step One: Upon a student’s first tardy/truancy during a quarter, student is assigned to detention. Student will write an essay that will address and deter the negative behavior. Step Two: Upon a student’s second tardy/truancy during a quarter, student will write a letter to the parents. The parent/guardian will be required to attend a scheduled conference with the head teacher at Wingate High School. The head teacher will convene a Student Based Support Team meeting to address the tardy/truancy and other academic issues. Step Three: Upon a student’s third tardy/truancy during a quarter, the student will receive an incident report and a home referral or suspension takes place. A contract will be developed between head teacher, student, and parent/guardian upon the student’s return to school. Step Four: Upon a student’s fourth tardy/truancy during a quarter, the student and parent must attend a due process hearing and the parent/guardian will be cited for educational neglect.

Disenrollment: Within a week of a student’s leaving Wingate High School for any reason(s), the liaison serving each grade level will call or visit the home of the student to determine if the student has enrolled in another school. If the parent(s) indicate that the student is enrolled in another school, the Wingate High School Registrar will verify the student’s enrollment. In the event that the age-appropriate student is not enrolled in another school, the Navajo Nation Prosecutor’s Office will be informed for review and initiation of a formal adjustment process (ref. 9 N.N.C. §1103) to determine the best interest of the student involved. The school will provide necessary documentation and assistance. Students enrolling late The counting of “absent days” will begin for all students on the first day of school on August 3, 2015. Days missed before enrolling are counted as absent days for late enrollees. Students who enroll after the fifth day of school will have to explain to the principal or head teacher why they are enrolling late so that a ruling can be made on whether or not the days are to be excused. After the 10th day of school new enrollees will be required to first receive administrative approval. Only students transferring from another school will be accepted after the 10th day of school, provided they bring all passing grades (“C”s or above) as their transfer grades. The student must not have any disciplinary or attendance issues from the previous school. Absent or School Approved Absent is defined as any class period missed for emergencies, ceremonies, visitors, AWOL, home leave, sickness at home, home referrals, suspension, cutting classes, etc. If a student is sick at home and needs to see a doctor, he/she should return to school if possible and let school personnel take him to the doctor so the absence will be school approved. If the student goes to the doctor from home, the student should bring a statement from the doctor. Administrative leave is counted as an unexcused absence beginning on the third missed day of school. A School-approved absence is time missed for school related business such as field trips, clinic, testing, athletics, club activities, going to or from home on school sponsored transportation before vacations, school scheduled appointments (hospital, court, etc.). Arrangements should be made ahead of time with the attendance officer when a student needs transportation to an appointment. Wingate High School places no limit on student’s school-approved activities but work missed must be made up. The New Mexico Activities Association does place a limit on the number of school-approved absences that a student may have in a semester in order to remain eligible for school-sponsored competition. Absences cannot be removed from a student’s record by having the student make up time or work after school. Students should remember that some of the class assignments cannot be made up and that missing class for school-approved activities can lower their grades. For example, class projects, lab work, etc. Student Checkout: Students need authorization to attend campus activities and community visits after school hours and prior to curfew. They are required to use the residence hall checkout sheet so they can be located in the event of an emergency.

All students must be in their residence halls or properly checked out before 7:00 p.m. each evening from Sunday through Thursday. All students must be in their residence halls or properly checked out no later than 10:00 p.m. or fifteen minutes after an activity is over on Fridays and Saturdays.

STUDENT CHECKOUT PROCEDURES 1. Only immediate family members can check out students. Immediate family is defined as a mother, father, legal guardian, sister, brother, grandparent, aunt or uncle. 2. School personnel will not be allowed to check a student(s) out overnight, unless they are the parent of the student. 3. Check outs during the academic day by school personnel shall be restricted to sanctioned school activities only. 4. All checkouts must conclude by curfew unless pre-approved by staff in charge at the time of checkout. 5. Students wishing to have checkout privileges must have an original written permission document signed by the parent or legal guardian stating that the school is released of any liability associated with the checkout. 6. Parents or legal guardians may designate, in writing, family members who are authorized to check out their child overnight. 7. Check out requests via telephone will not be approved, except in situations where a family emergency involving a serious injury or death of an immediate family member is involved. 8. All students authorized for check out are expected to return to the school campus at the specified time of return, as stated in their approved check out request. 9. When there is evidence that the welfare of the student is at risk, the school reserves the right to refuse or cancel the check out. 10. If a conflict arises concerning the student check out process, the administration or designee reserves the right to revoke any check out privileges. 11. Student(s) must be in good academic standing in order to be checked out when they will be absent for class. The only exception to this would be in an emergency situation. 12. Any student, regardless of age, shall not be authorized to check themselves out and no check out may be approved to an adult less than 25 years of age. This applies to all parties, including family members. 13. Students may not be checked out until any applicable restriction is served. Exceptions, prompted in the case of an emergency, must be approved by the school administration. 14. In the event of local emergencies, i.e. natural disasters, fire or threatening weather conditions, any previously approved check outs may be cancelled without prior notice. 15. Students involved in inappropriate activity while in check out status may have their check out cancelled and will face disciplinary action upon their return to campus. All students must be in their residence halls or properly checked out before 7:00 p.m. each evening from Sunday through Thursday. All students must be in their residence halls or properly checked out no later than 10:00 p.m. or fifteen minutes after an activity is over on Fridays and Saturdays.

SCHOOL UNIFORM POLICY

Teachers and staff must monitor on a daily basis. SHIRTS: (7:00 a.m. – 5:00 p.m.) Polo shirts will be of a solid color. No button up, plaid, and flannel shirts. Any Bear Pride shirt with the school name is acceptable. No tournament shirts from other schools or programs ONLY Wingate High School tournament shirts. T-shirts are NOT to be worn as a top shirt during school unless it has a Wingate High School logo.

BOTTOMS: (7:00 a.m. – 5:00 p.m.) Khaki or white pants (Capri, Dockers, or Cargo pants are acceptable). No other colors are acceptable. Female students may wear skirts or jumpers that are below the knee (Khaki or white in color). JACKETS: (7:00 a.m. – 5:00 p.m.) No sweatshirts. Jackets without a hood are acceptable in the main buildings. Hoods must be removed in the school building. HEAD WEAR: Hats, caps, beanies or sunglasses will not be worn in the school or residential building at any time. SHOES: (7:00 a.m. – 5:00 p.m.) Dress shoes, western boots, athletic shoes, sandals, and moccasins are acceptable. House slippers or flip flops are not permitted during the school day. ATHLETIC PROGRAM: Student athletes participating in various sports may wear their “Bear Pride” attire during the school day, or the standard school uniform. The policy includes the cheerleaders. Other dress codes may be enforced by the Athletic Director aligned with the school uniform code for athletic travel purposes {reference the Athletic Handbook}. STUDENT TRIPS: Students on one-day field trips are required to wear the school uniform or Native traditional clothing. Students on over-night trips are required to dress appropriately. LUNCH PERIOD: The lunch period is part of the regular school day; therefore, the uniform is to be worn during the lunch period. RESIDENTIAL PROGRAM (after 5:00pm): Students may relax and change into casual clothing. However the following rules still apply: No gang related clothing. (No colored handkerchiefs “rags”, no hairnet, no head spandex, no baggy clothing, no gang colors or no long belts). DISCIPLINARY ACTION: A student who is non-compliant will be charged with Code 36 – Improper Clothing/Hygiene (major violation). The student will not be allowed to board the school bus or to attend classes if not dressed according to the guidelines in the uniform policy. If non-compliance continues, a home referral or suspension will be initiated for the student. Gang related clothing items will be confiscated and will not be returned to the student. DRESS CODE: Sponsors or coaches of student activities on and off campus will set minimum dress and grooming standards as a condition for attendance or participation in school functions. Student participants represent Wingate High School, their parents, themselves, and the Navajo Nation, therefore should do so in a respectable manner. For safety reasons, students are not to wear excessive amounts of cosmetic make-up, which is considered inappropriate for an educational institution. Gang related clothing that is over-sized or of a select color is unacceptable. Bandanas are not to be worn on the head, on caps, or hanging out of pockets. Long chains are not to be worn hanging from pockets or the waist. Bandanas, hair nets, spandex caps are not to be worn at any time on the Wingate High School campus; they are considered inappropriate at all times. Symbolic expressions must not disrupt the

educational process or endanger the health and safety of the staff or students (i.e. spiked hair, piercing of nose, lips, eyebrows, face painting, etc.) and are unacceptable. Bandanas, caps, hair nets, spandex caps, chains will be confiscated by staff and will not be returned until the end of the school year. COLLECTION OF ELECTRONICS AND HEADWEAR: Security will do random sweeps of the classrooms to collect electronic devices. Students are required to turn in all electronic devices (anything with an on/off switch) and all head wear (caps, hats, etc.) during the sweeps or when directed by a staff member. PUBLIC DISPLAY OF AFFECTION (PDA): Socially acceptable standards are to be observed by all students. Students/couples are not allowed to display affection in public, such as kissing or hugging. Students who disregard staff direction to stop such behavior will be charged with insubordination, disorderly conduct or Code 304. Staff will monitor and counsel students who are not meeting the acceptable standards. Any type of physical abuse between couples will be reported to the parents of both students and, depending on the severity of the abuse, may be reported to law enforcement. Counseling will be recommended for both students. Students are prohibited from dating staff members of Wingate High School, and vice versa, staff is not allowed to date students of Wingate High School. VEHICLES: Students are not permitted to have or operate a motor vehicle on campus unless approved by the principal. If approved, the vehicle will be used only for work off campus or for transportation home on weekends. Day students may bring vehicles but must follow the rules given in the day student agreement contract signed by the student, his parents, and the school administrator. All students using private vehicles are required to furnish a copy of their driver license, insurance, and vehicle registration to the school registrar in the guidance office. Students are not allowed to drive their private vehicles during school hours, from 8:00 a.m. – 3:35 p.m., including the lunch hour. CABINETS: Each student will be assigned his/her own locking storage cabinet in the residential halls. Cabinets will not be shared with other students, and will be opened only for the student assigned to that specific cabinet. To ensure personal privacy, students should not give their cabinet key to other students. SEARCH & SEIZURE: The school recognizes and will preserve the student right to privacy and security of his/her personal effects. However, this federal school reserves the right to inspect each room and student storage cabinet for safety or health hazards; violation of school regulations; and property maintenance and accountability. Student personal effects, including suitcases, duffel bags, storage containers, backpacks, laundry bags, purses, wallets, cell phones or any other electronic device will not be examined without the student’s presence and permission, unless there is a clear indication with reasonable suspicion that a law or school regulation has been violated. For example, the heavy odor of drugs or alcohol, a beer can or other liquor container in a waste basket, or a report that the student had electronically recorded a fight or other activity would justify a complete inspection of one’s personal and school property, even without the student present. The person conducting the search is required to have reasonable cause that would lead a cautious and prudent person to believe that a violation of the student code or criminal activity was taking place or forthcoming and that evidence of that activity would be discovered by a search. Wingate High School retains the right to search/inspect school property to include residential storage cabinets, ceilings, chest drawers, and all areas within the school boundary. Residential room storage cabinets, chests, and student desks remain the property of Wingate High School even though they are assigned to students for the convenience of storing personal possessions.

Private vehicles will be inspected if parked on school property and if the school official has reasonable suspicion that contraband is contained inside the vehicle. The scope of the search will be tailored to the object sought. Wingate High School may practice the following types of searches: Pockets, book bags, backpacks, purses, wallets, school wide searches, private transportation, contents of personal computers, DVD players and other electronic devices, and use of drug-sniffing dogs. Wingate High School is not responsible for lost or stolen items. LAW ENFORCEMENT JURISDICTION: The Navajo Nation Police have the responsibility for upholding the local and state laws on the school campus. The Federal Bureau of Investigation and/or BIA Law and Order investigate serious crimes on the school campus. The McKinley County Sheriff’s Department and New Mexico State Police will be available to assist if any major or serious crimes occur. It is the parents’ responsibility to pick up their child from any detention center if a student should be detained for any reason. The parents are also responsible for paying any detention fees. MEDICAL APPOINTMENTS It is the responsibility of the day student parents to take their children to their appointments including orthodontic / dental appointments or any medical appointment in Gallup, Shiprock, Crownpoint, Albuquerque, or other surrounding areas. Wingate High School will provide residential students with transportation to the nearest health care provider. Bring the appointment slip to the attendance officer in the administration office, at least one day in advance, so arrangements can be made for transportation. Bus Passes Administration may issue bus passes, allowing students to board and ride buses home on weekends. The student must get on the assigned bus and get off at the designated location. A written statement by the parent must be submitted for permission to get off the bus other than at the initial designated location. A student may lose the privilege of riding the bus if she/he is in violation of the Student Code of Conduct related to substance abuse or other major violations. A student may not ride the bus if he/she is intoxicated or high on drugs. The decision to restore the privilege will be determined by the assistant principal after a due process hearing. Visitors: All visitors must check in at the administration office during academic school hours before visiting a student at Wingate High School. If a visiting student wishes to visit the school with a host student, he/she must receive approval with a written pass from the administration before he/she attends classes with the student. A visitor will be asked to leave the school campus if it is noted that he/she is intoxicated, high on drugs or disturbing the educational environment. Law enforcement officials may be called for assistance.

SMOKING POLICY Smoking is not permitted by anyone on the campus of Wingate High School, 24-hours per day. Smoking is never allowed inside the dormitories, classroom buildings, dining hall, or anywhere on the school campus. Smoking is not allowed in any school leased or owned vehicle (i.e., cars, vans, pickups, or buses) at any time. Smoking is defined as a lighted cigarette, electronic cigarette, cigar, pipe or any other lit tobacco product and includes smokeless (chewing) tobacco.

LOST AND FOUND Check with the administration office concerning lost items. Students finding materials or items should turn them in to the clerk in the administration office.

HOMEWORK

Students will be assigned homework by their teachers. It is the student’s responsibility to complete the homework and return it to the teacher on the date due. Homework should be neat, complete, and on time. Students are mandated to sign off on completed homework. A certain percentage of your final grade will be based on homework. The tutor coordinator will assist as a liaison between the residential and academic programs.

HALL PASSES Before leaving the classroom at anytime during the school day (other than between classes), the student will get a pass from his/her teacher. Leaving the classroom without permission or without a pass may result in an Incident Report for truancy. Detention after school will be assigned which will limit student activities after school, because each student with hours is required to work them off before they are allowed to participate in any school activity. When a student has been absent from class for any reason he/she should bring a pass to the teacher. A student will not ordinarily be sent back for a pass unless the question of approved or not-approved is critical at that point. If no pass is given to the teacher, the absence cannot be school approved. The attendance officer signs the pass. All students who are late to class are required to attend detention. THINGS TO LOOK FOR Report Cards: The Report card not only contains your child’s grades, but also will include your child's attendance record. Report cards are issued every nine weeks. The final report card each year indicates the student’s total credits, his/her current GPA, and grade assignment for the next school year. Progress Reports: Progress reports may be picked up during the Parent-Teacher conferences held each quarter. Progress reports are not final grades, but rather to let you know the progress of your child at that time. It is important that you meet with your child’s teachers to discuss your child’s progress. Class Schedules: Become familiar with your child's school schedule. Feel free to contact his/her counselor if you have any questions regarding the schedule. At the back of this handbook are schedules and maps that will help you. Next Step Plan/Transition Plan: A four-year planned program will be established for all ninth grade students and reviewed at least once a year. Parents are invited to participate in the establishment or review of this plan with the counselor and the student. ACCEPTING DUAL CREDIT OR COLLEGE COURSEWORK TOWARD GRADUATION Students will be allowed to add correspondence courses or college courses to their transcripts and the school will allow credit for the courses providing: The course has been approved by the registrar and counselor in advance of the student’s enrollment. The course is earned through an institution accredited by AdvancEd or another regional accrediting association. Only those courses designated as carrying one-half (1/2) high school credit per course or at least three (3) semester hours per course will be accepted to satisfy a semester of high school credit. The completed course or courses will be added to the student’s transcript and proper credit will be applied toward graduation requirements. The acceptance of credit from colleges will be limited to a total of 4 credits from colleges or universities including dual credit courses.

SUMMER SCHOOL

Summer school is required for students who have failed a core subject. High school credits can be made-up during summer school. If a student fails a core subject class, he/she cannot make up that credit in the regular program, but must attain credit through summer school.

HONOR STUDENTS

At the end of the eighth term, the senior student with the highest cumulative grade-point average for his/her high school work to be recognized as the Valedictorian of the graduating class. The student with the second highest cumulative average will be recognized as the Salutatorian. To be eligible for these honors, the student must have been enrolled at Wingate High School for the entire first term of his/her senior year. GRADING POLICY A = 90 - 100% Excellent Student will receive credit B = 80 - 89% Good, above average for all classes in which they C = 70 - 79% Average earn at least a D grade at the D = 60 – 69% Below Average semester.

F = 00 - 59% Failure I = Incomplete

REPORT CARDS

Report cards will be mailed to parents at the end of each grading period. They should arrive through the mail on approximately October 16th, January 8th, March 25th, and May 27th.

The report card will have your child's grade, attendance record, comments from each teacher and pertinent test scores. You are requested to review the information so you will be aware of his/her progress toward graduation.

STUDENT RECORDS

Each student's folder contains his/her school application, transcript, Certificate of Indian Blood, census number, test scores, and records from other schools attended. Other items that may be added to the folder are letters of disciplinary action or commendation, a map to the student's home, special awards, honors or recognition for achievement.

Any parent who may have questions concerning his/her child's records may come in Monday through Friday between the hours of 8:00 a.m. – 11:00 a.m. and 1:00 p.m. – 3:00 p.m. to request a review of the folder from the registrar. The student must grant permission if the student is over the age of 18. Any student may review his/her folder by making arrangements with the School Registrar.

A. Review of Records Any student or former student who is 18 years of age or any parent of a student who is less than 18 years of age can review the student’s or ex-student’s records by coming to the school registrar office during normal working hours and request to look at the student’s folder. The registrar will be responsible for checking the identification of the person wanting to review the records prior to allowing the inspection of the folder. The registrar will stay with the party to see that the records are not altered or taken from the folder.

B. Review of Student Records by Staff Staff members who would normally have a need for reviewing student folders are teachers, counselors, and academy principals. The registrar will use discretion in allowing the review of records to ensure that student rights are protected. C. Third Party Review Any third party requesting to review records or obtain copies of a particular student’s records must have written permission from the student who is 18 or older, or from the parents of students less than 18, before the records will be released. The request must also state the reason for the release of the records and to whom the records are to be released. Copies of any records can be released to parents or students 18 years of age if they request copies of the records.

TRANSCRIPTS Any student or former student requesting his/her transcript to be sent to any educational institution, place of employment, scholarship office, etc., must do so in writing to the registrar. No telephone call requests will be accepted, to safeguard the privacy of the student Parents are reminded that their child is responsible for lost or damaged school property. Transcripts or diplomas will be held until all debts are cleared.

TRANSCRIPTS FROM OTHER SCHOOLS Students who have transferred to Wingate High School from another high school should inform the registrar so their grades can be transferred from the previous school to Wingate. Students will be placed in grade classification based upon the information received from their transcripts/credits from the previous school.

DUE PROCESS HEARING Formal due process hearings are held when indicated in the Student Code of Conduct for major violation contracts or when a student has accumulated 3 contracts at one time or at different times. Students will be served a formal due process hearing notice. In the notice, all charges will be listed with copies of pertinent documentation attached. Student due process rights will be explained when the hearing notice is served. An informal hearing will take place if the student pleads guilty to all charges, and agrees to the consequences. The hearing panel or hearing board will be comprised of students who have received training in the formal hearing process. Members of the hearing panel will consist of at least two staff members, two students, and the facilitator. Panel members may not act as witnesses in the proceedings, nor may they be the person bringing the charges. Due Process Hearings for ESS students will include at least one staff member from the ESS department on the panel. The student hearing panel will hear the charges, review the documentation and hear testimony of witnesses. Panel members may question the witnesses and the student having the hearing to gain information. After all the information has been presented, the student hearing panel members will confer in private to reach a recommendation on the guilt or innocence of the student and what, if any, disciplinary action should be taken against the student. The recommendation is then presented to the principal. Recommendations on ESS students will be processed through the Multi-Disciplinary Team before the principal makes a decision. The principal may accept the recommendations (either totally or in part) or may alter or dismiss any recommendations of the panel. A letter is then prepared by the principal and sent to the student and parents within five (5) working days stating the decision and any disciplinary actions to be taken. The student has the right to appeal the decision made by the principal. Appeals can be made in writing within ten (10) working days after the receipt of the written decision made by the principal. The letter requesting a review of the decision is to be sent to the Special Assistant at the BIE Navajo District Office, BIA Building 3, SE – Room 148 PO Box 1449 Window Rock, AZ 86515-1449 or by calling the Special Assistant for an appointment at (928) 871-5962. A copy of the Hearing records and incident reports will be forwarded to the Special Assistant for review and decision.

ATHLETIC PROGRAM Wingate High School has a competitive interscholastic athletic program that is open to both boys and girls. The competitive sports are: Football Volleyball Cross-Country Wrestling Boys Basketball Girls Basketball Baseball Softball Track & Field Cheerleading Wingate High School is a member of the New Mexico Activities Association (NMAA), and as such, abides by all state regulations. Eligibility rules for all sports require that each athlete maintain a minimum 2.0 grade point average, pass all classes, and have no F’s. Students with questions about eligibility or who want to participate on a team should contact the athletic director, one of the coaches or a counselor. Teams participating in state tournaments will immediately return to the normal academic routine once the team loses any game that ends their tournament play. A physical examination is required before a student is allowed to practice for any athletic program.

SPORTSMANSHIP At athletic contests, all Wingate High School students, parents and stake holders are not to harass the officials or members of other school teams or cheerleading squads. The visiting teams and their fans are guests of Wingate High School. Spectators are to be courteous to others sitting near them. Throwing programs, food, cans, or other items will not be tolerated and those spectators who do so may be asked to leave the event. Parents are advised NOT to interfere with the coaching instructions of all coaches for all sports. The athletic coaches should be allowed to run their programs without outside interference. The parents’ responsibility is to ensure that their child is maintaining the grade point average required for athletic programs, by helping their child with homework assignments and other class projects. All Wingate High School “Bear fans” and visiting spectators will practice good sportsmanship.

PASSES TO ATHLETIC EVENTS The school administration is authorized provide admittance to Wingate High School sporting events, with the exception of District and State Competition, to the following people: Working school staff members The five School Board Members and their immediate families (spouse & children) Parents of athletes (ONLY for sporting events where the athlete is participating) Students who are active in concurrent sports during the same season

SCHOOL TRIPS Students with one major violation of the Student Code of Conduct or less than a 2.0 GPA will not be permitted to participate in school-sponsored field trips. Students assigned by teachers to visit or participate in culturally sensitive sites or projects are required to provide parent consent before they can participate. A student may be assigned another project if the parents disapprove of the trip or project.

1. Day Trips: Students must have a Parent Consent to Travel on file to participate in school sponsored trips (educational, extra-curricular, and athletic).

2. Overnight Trips: Students must have a Parent Consent to Travel on file to participate in school

prior to the trip and the school day after the trip.

FUND RAISING All student organizations and clubs are required to work with school clerk regarding funds. All funds raised for the sake of student services must be deposited with school clerk the next business day after the fundraising event. Any withdrawals require a receipt of expenditures. Individual students are not permitted to sell items to raise money for personal gain. Students should not be selling goods from their residential rooms, private vehicles, or via computer. Any funds raised should be to benefit the total student body and deposited with the school clerk. The following restrictions have been placed on schools for fundraising activities and school meals:

1. No food items to be sold during school lunch. All students are required to eat in the cafeteria. 2. No unhealthy foods are to be sold to students or the general public at school activities. 3. Wingate High School will allow for sale of food items after school, at 3:30 p.m. {P.L. 108-265}

Organizations outside the authority of Wingate High School that raise and expend money for students and or student programs are advised to open an account at a local bank to safeguard their money and maintain the integrity of their organization. Only student organizations and students may. Booster Clubs and other parent organizations are not within the authority of Wingate High School and may not use the services of the school clerk. Anyone who raises funds in the name of Wingate High School is required to complete a plan of operation form through the school bank. All funds deposited will be used solely for student activities. The funds deposited with the school clerk become the property of the U.S. Government. Outside organizations that wish to sell on the campus of Wingate High School are required to pay a fee of $25.00 before they can sell their goods. The fee of $25.00 will be deposited into the student council account. Selling goods on campus requires school board approval.

RESIDENCE HALLS Wingate High School provides a homelike atmosphere for boarding students. Four residential wings are used to house students. Each residence hall is open seven days per week. The assignments for residential halls are as follows: Home 17 – home to freshman and sophomore boys Home 18 – home to sophomore, junior and senior boys Home 19 – home to freshman and sophomore girls Home 20 – home to sophomore, junior and senior girls Wingate High School continues to maintain a tradition of service and individual self-reliance, and firmly believes in the value and dignity of productive work with other students. Consequently, students are expected to participate in a work program designed to maintain a healthy standard of living in the dormitories. Students must also take a turn at shared duties in the kitchen and dining hall. The residential halls are your home while you are at Wingate, and should be cared for as you would your own home. The staff of the residence hall is there to care for you and help you as your family would care for you and help you at home. The Supervisory Home Living Specialist is in charge of the residence hall staff. There is also a counselor assigned to help with academic or social problems that you may have during the school year. These staff members are here to help, so please feel free to ask for their assistance at any time.

ROOM KEYS Keys – School keys are government property—assigned to the staff and the students—that must be returned at the end of the year. Staff members should never loan keys to students. Staff should take special care of the master key issued to them. If a staff loses a master key, it should be reported to the supervisor immediately. All efforts will be made to locate the missing key. Staff members will assist students who are locked out of their room.

CURFEW All residential students will be in the residential halls at 6:00 pm at which time accountability will be taken by the staff in charge. Any violations of the curfew policy will result in having a conference with the home living specialist and repeated violators will be written up for AWOL. The primary objective for setting and enforcing curfew is for safety and accountability reasons. In addition, students are to return to the dorm in time to do laundry, housekeeping chores, and study hall before they go to bed.

DAMAGE OR DESTRUCTION OF PROPERTY No student will make willful or malicious damage to government or personal property or cause or attempt to cause damage to government or personal property. Damage may include graffiti, damage by burning, cutting, tearing, dismantling, bursting, or other actions. A report may be filed with law enforcement officials for such actions. The parents and/or students will be required to pay for the damages or the item and/or clean away any graffiti.

CAFETERIA The cafeteria provides nutritious meals for students both on campus and on field trips. Students are expected to use good table manners and to behave appropriately in the dining room. They should help maintain a clean and attractive atmosphere during meals.

INTERROGATON OF STUDENTS BY LAW ENFORCEMENT PERSONNEL At times law enforcement officers will enter the Wingate High School campus to interrogate students about situations that have transpired either on or off campus. If the student is under 18 years of age, the staff member will contact the Head Teacher who will sit in with the student during the interview or will assign a counselor or other responsible person to assist the student. The responsibility of the person assisting the student is to assist as a parent would, and ensure that the student is aware of his/her rights. Students over 18 years of age should be advised that they can talk to the officer without the assistance of a staff member, but they can have the Head Teacher if the student requests. Again, if a person assists the student, the responsibilities are to assist the student as a parent would.

INTOXICATED OR DRUG IMPAIRED STUDENTS Procedures to follow when a student has been determined intoxicated or drug impaired: Students suspected of being under the influence of alcoholic beverages will be asked to take a breathalyzer test to obtain a reading as to whether or not the student consumed alcohol. The result of the test will be used for school purposes only (counseling and/or disciplinary action). A reading higher than 0.00 indicates that the student had consumed some form of alcohol. For their safety, students under the influence of alcohol may be taken to GIMC for further evaluation. Only staff members trained in the use of the breathalyzer machine will administer the test. The machine is recalibrated after every ten uses to maintain its accuracy. A student suspected of being under the influence of marijuana will be asked to take an eye exam administered by trained staff. An oral fluid screening or “S” test may be given. If the student refuses to take the “S” test he/she will be taken to IHS for testing. Students who disagree with the eye test result will be advised to take a blood test at GIMC. Blood testing requires parental permission for a student under 18 years of age.

1. School staff will make his/her supervisor aware of the situation as soon as possible.

2. The reporting staff will prepare an incident report.

3. The supervisor in charge will make a referral to the substance abuse counselor. The student is suspended until the due process hearing on a first offense. The due process hearing may result in placing the student in a drug or alcohol treatment program.

4. If a student is suspected of being under the influence of other narcotic or controlled substances, the

person in charge should notify emergency medical authorities. Procedures to follow for the use of oral fluid drug screening:

1. Counsel with the student(s) and record any admission of drug abuse. If the student admits to abusing drugs, the “S” test should not be administered unless there is suspicion of more serious drug involvement.

2. If the student denies drug abuse and the staff member still suspects drug abuse, an optic nerve test

will be performed by certified personnel (trained in giving the eye test). If the student tests positive, the student is then offered an “S” test. Remind the student the “S” test will indicate drug abuse from 16 to 24 hours after consumption. If the student tests negative, the staff will tell the student why they were suspicious.

3. Only personnel certified in giving the “S” test should administer them, including the security guards or

the substance abuse counselors.

4. Staff members can request an “S” test with suspicion of substance abuse, including Social Worker recommendation, IEP mandate, due process hearing contracts, school contracts, parole conditions, parental request, or stipulation of after care plans.

PARENT INVOLVEMENT

Parents are highly encouraged to become involved in the child’s education at Wingate High School. They may visit the academic programs and residential programs at any time during the school year. Parents need to become aware of the programs and all the good things that happen in the classrooms. When parents become involved in the child’s education, the child does better in the classroom and his/her overall behavior improves. PIC meetings and the annual conference are scheduled throughout the school year. Parents need to make every effort to meet with the child’s teachers and get to know them. The child will do better if he/she knows that parents converse with his/her teacher about the child’s performance, attendance, and behavior. The rules at home should be consistent with the rules at school. The parents and school staff should be able to agree on disciplinary actions when the child violates the Student Code of Conduct. Substance Abuse

One training every other quarter will be held at Wingate High School. Parents or guardians should plan ahead to attend this required training. Each time a student is charged with substance abuse violations, the parents of those students will be required to attend training within that quarter. Supper will be provided for all the parents attending the training.

Parent-Teacher Conferences: Parent Teacher conferences are scheduled throughout the school year. It is a time to meet your child’s teachers and discuss your child’s progress in school. It is very important that you attend these conferences.

Annual Parent Conference An annual parent conference is held once per year. This year it will be held in November 2015. Parents are informed of funding programs and the progress of the school. The Parent Involvement Committee provides the training for the parents. Parent Involvement Committee Wingate High School has parent members on the Parent Involvement Committee (PIC). The PIC meets once a month, on the last Wednesday of each month at 5:30 p.m. at Wingate High School. For parents who have concerns regarding their child’s teachers, school programs, academic curriculum or extra-curricular activities, they are welcome to attend the Parent Involvement Committee meetings, Parents will be required to complete a parent concern form before they are placed on the agenda. A sample of the parent concern form is found at the end of this handbook. Attempts should always be made to solve problems at the building level. Problems or concerns of the Parents If problems or concerns arise, it is suggested that parents follow this stepwise procedure: Contact the Head Teacher, assistant principal or the principal. STUDENT DISCIPLINE Behavior Contracts A student will be given a contract when he/she violates the Student Code of Conduct with an infraction. Each contract will be effective through the entire school year, from August 2014 to May 2015. Contracts from Term I will be carried over into Term II. A student receiving three or more contracts at one time, or at different times will be given a formal due process hearing. As a result, a consolidated behavior contract will be initiated by the Head Teachers, assistant principal or Home Living Specialists. For example, a student is charged with AWOL, Consumption, and Possession, which are three major infractions. The stipulations outlined in these contracts will be combined into one contract.

Home Referrals Home referrals are not suspension days. The intent of a home referral is for parents to be informed and to provide parental counseling to their child. Parents may bring their child back to school on the same date of the home referral for a conference with the Head Teacher, assistant principal or the Home Living Specialist. If the parents are unable to attend the conference with their child, they may call the Head Teacher, assistant principal or Home Living Specialist for a teleconference, before the child returns to school. Due Process Hearing Formal due process hearings will be held as indicated in the Student Code of Conduct for major violation contracts; when a student has accumulated 3 contracts at one time or at different times; or when a student wishes to prove that he/she is innocent of a particular charge. Immediate Expulsions The following violations of the Student Code of Conduct may result in immediate expulsion after an informal hearing with the assistant principal or principal: Code 301 – battery; Code 303 – sexual assault; Code 306 – possession of a weapon; Code 311 – selling or distributing illegal drugs or alcohol; Code 314 – Endangering a Life or Property; or as deemed appropriate by school administration. A description of these violations can be found in the Student Code of Conduct handbook.

STUDENT PROGRAMS Literacy and Math Standards Plus Classes All students of Wingate High School are required to participate in the programs, which takes place in periods 4 and 5. The literacy/reading program is designed to increase the reading level of each student. The math standard plus classes are designed to strengthen the mathematical skills of each student. Assemblies Occasional assemblies are held for students. Assemblies may be for the entire school or for special groups of students. Some are for serious matters and some are for fun. In any case, students are expected to be respectful of the rights of others by sitting quietly in their assigned seats and by paying attention to the person in charge of the assembly. Depending on the time of the assembly, students will be required to sit with their classroom teacher in the auditorium. The teacher will take roll. Students are expected to attend assemblies as instructed by their teachers. At various times during the school year, counselors, teachers, and outside speakers may present information of a sensitive nature to students. Parents who wish to have their student excused from any presentation should contact the counselor or principal. Athletic Teams Wingate competes in the New Mexico Activities Association’s District 3-AAA. Our teams are very competitive in all sports. Center for Career & Technical Education (CCTE) Wingate High School seniors are eligible to attend college classes at the University of New Mexico – Gallup branch. They earn both high school and college credits by attending the three hour session on the UNM campus. Students must abide by the rules of both the CCTE and Wingate High School. Class of 2015 The senior class will be assigned a senior sponsor to assist with the senior banquet, senior assembly and graduation. In addition, the sponsor will assist with initiating and confirming guest speakers for all occasions; decorating; calling vendors and setting up appointments to order graduation announcements and invitations for all occasions; selection of class favorites; and meeting with the seniors and parents as needed. The academic counselor will work with you on college applications, scholarship applications, college tours, academic counseling, career counseling, credit information, ACT appointments & arrangements; NWEA and NMSBA schedules and informing the student regarding of scores; and other academic related issues.

Residential staff and underclassmen students are responsible to initiate and coordinate the prom for 2015. In order to participate in commencement, senior students must have met requirements for graduation before the commencement ceremony, including proficiency in both NWEA and NMSBA (subject to change per school board approval). The Valedictorian and Salutatorian will be determined after second semester senior grades are posted. Everyone is encouraged to join in some wholesome activity so that his/her time will be more enjoyable and he/she will make more friends at school. Most clubs are organized at the beginning of the school year. Students wanting to join a particular club should watch for the announcement of meeting dates and times, or ask a staff member about their particular interest or club. Counseling Services Counseling services are available for every student in the school. These services include assistance with educational planning, test interpretation, career and occupational information, study skills, and help with family, health, school and personal issues. The counselor can help students with referrals to health services or outside counseling agencies. Several different counselors are available to you. The counselors work in residential and academic of the student’s grade placement. Students needing to see an academic counselor during the school day should get a pass from their teachers. It is best to make an appointment before school if you wish to see the counselor during the school day, as counselors may not be able to see you on a walk-in basis. Before and after school no pass is necessary. Residential staff members lead family groups of 8-12 students in their dorms. Gifted and Talented Education Students with exceptional talents in academics, creativity, intelligence, critical thinking, leadership, visual arts, and performing arts have an individual education program of acceleration, enrichment or self-awareness designed to meet their needs. The program reflects the needs of a specific population of the school. Intellectual and psychosocial needs are determined on the basis of the intellectual and talented strengths of each student.

The Gifted and Talented Program objectives fall into three main categories: acceleration, enrichment, and self-awareness. The GATE program combines elements of the three categories in proportion to the needs/strengths assessed along with an all-encompassing element of guidance. Guidance is of special importance to students who find themselves not only differing from the dominant society by race and culture, but also differing from Native American and non-Native American peers by virtue of outstanding intellectual or kinesthetic ability. The procedures for program eligibility include nomination, screening, assessment, selection, and placement. Teachers, counselors, administrators or parents may refer students. A diagnostician evaluates students using several testing instruments. Throughout the referral and evaluation process, parental involvement is always encouraged. If a student is transferring from another school and was in the Gifted and Talented Program at the previous school, notify the school registrar with such information, so the student may continue placement in the program. For any questions concerning the GATE program, contact the GATE office at (505) 488-6456. Health Services Medical and emergency treatment as well as mental health care is given at the IHS service unit in Gallup. Independent Living Skills Residential life lends itself to learning to live independently yet cooperatively with other students. Personal hygiene, laundry, time management, cleanliness, and self discipline are all skills that can be learned and practiced at school. National Honor Society Membership in the Hi-W chapter of the National Honor Society is based on the four characteristics specified by the National Office of the National Honor Society: scholarship, leadership, service, and character. The faculty council of the Wingate High School National Honor Society selects students based on the four characteristics. Students selected must have been enrolled at Wingate High School for at least one term, have earned a cumulative grade-point average of no less than 3.00 on a 4.00 scale, and must be classified as no less than 10th grade at the time of their selection. Other information such as behavior and attendance records will be taken into consideration when selections are made. Students will be notified in writing of selection or non-selection. Recreation Program Wingate High School provides a wide variety of activities for all students in the recreation program. Some of the activities are: intramurals, dances, indoor and outdoor games, and movies. Weightlifting is available in the fitness center at scheduled times. Outdoor activities: camping, tubing, fishing, hiking, running, and other challenging activities. After School Tutoring Placement in tutoring takes place the second week of August 2014 from 3:35 p.m. to 4:30 p.m. Students who have a grade of D or F must attend tutoring. Transportation for day students will be provided after supper. Tutor Hall is for students who are failing a class at any given time. A referral will be made by the teacher to attend tutoring session. A student will not be dismissed from this session until he/she makes progress in class. This will apply to all students, including athletes and day students. This may cause athletes to miss practice or participation in sporting events. Credit Recovery Students who need to make up English and mathematic class will take a credit recovery class. The classes will be offered on Tuesday and Wednesday after school from 3:35 pm to 4:30 pm. The credit recovery classes begin October 2014. Progress Reports Progress reports are mailed to parents prior to the end of each quarter or grading period. The parents will receive the report prior to each Parent-Teacher conference.

Education Support Services Wingate High School provides outstanding service for students with special learning and/or behavioral needs. The program provides services both in the academic and residential programs. Student Council The Student council gives students an opportunity to organize in a meaningful and effective way. Through elected representatives, students have a chance to present ideas to the school administration and to the school board. STUCO is a member of the NMSCA. The purpose of the student council is to create a good relationship among the members of the student body, the faculty and staff, and the administration; to teach leadership; and to arouse and maintain a high degree of pride in the school. Students are encouraged to support and participate in the student council and its activities. Summer Programs Camps, college campus visits, workshops, academies, and other enrichment programs are available for students. The school also employs students through the Tribe’s Division of Youth Services and local chapter employment programs. Technology Wingate High School provides five fully equipped computer labs for student use. All the classrooms have a computer for the teacher and computers for student use. The residential halls also have computers for student use. The computers are all online with Internet/network services. The computers available throughout the school and residential halls are for educational use only. The following are some basic guidelines for technology use: No student will commit plagiarism by copying materials from the Internet/network. No student will access the school’s computer network without permission, including the inappropriate use of another student or staff password. No student will attempt to harm or destroy data of another user. No student will misuse the Internet/network by searching for inappropriate topics that are not related to educational purposes. If a student violates any of the guidelines listed above, privileges for Internet/network will be cancelled for the school year. A student may not use the computers if an adult is not present in the room. All entries made on school computers are closely monitored, so do not try anything that may cause cancellation of technology privileges.

TRANSPORTATION The school provides free bus service to Shiprock to the north, west as far as Ganado/Burnside, Chambers, Sanders and Wide Ruins, south to Jones Ranch and east as far as Crownpoint and the Albuquerque area. Bus runs take students home on weekends and holidays. There is a courtesy bus run on Fridays to all designated points. Parents are required to return their child to school every Sunday, except for the Albuquerque route. A map showing the drop and pick-up points and times have been included at the back of this handbook. Please remember that riding the bus is a privilege earned by good behavior. Unacceptable behavior while on the bus may result in bus privileges being suspended. Students are not allowed to board the bus out of uniform. A student must have a bus pass in order to ride a different bus from the one assigned. To be eligible to receive a bus pass, a parent must give written permission for the child to board the bus. Students are not allowed to exit the bus at any place other than the destination listed on the bus pass. Day student transportation is provided to local areas. Transportation will be provided for day students and athletes who stay after school for tutoring, after school detention, or athletic programs. Parents will make prior arrangements where the student will be transported with the bus transportation manager for day students who

stay after school or athletes who stay for practice. The student is responsible for getting on the right bus and getting off at the designated place. It is the parent/guardian responsibility to make sure their child is picked up from the WHS campus soon after tutoring or practice is over.

Transportation Cancellation due to Inclement Weather When there are unsafe conditions or inclement weather, the following provides procedural guidelines for transporting students of Wingate High School.

1. The Supervisory Home Living Specialist, Home Living Specialist or Principal will call the local radio stations and Albuquerque television stations in the event transportation cannot be provided through the normal procedure. The public service announcement will inform students and parents that, due to bad weather or unsafe conditions, the students will NOT be transported home.

2. Depending on the weather reports and weather conditions, the above supervisors will inform the radio

stations and television stations of the time the students can be picked up on Sunday or taken home on Friday.

3. A student who is not back in school because of the weather conditions and is not provided

transportation by Wingate High School will not be charged with an absence from classes.

4. If the cancellation occurs on Friday, the students may be sent home on Saturday morning at 8:00 a.m. (weather permitting) or parents may pick up their children at the residential halls.

5. If the cancellation occurs on Sunday, the students will be picked up on Monday morning at 10:00 a.m.

(weather permitting). The following radio and television stations will be requested to announce the cancellation and rescheduled time: KYVA and KGAK in Gallup; KHAC and KTNN in Window Rock; KKJI in Holbrook; KTDB in Pinehill; KSHA in Zuni; KNDN in Farmington; KOAT Channel 7 (Albuquerque); and KOB Channel 4 (Albuquerque). Calls will be made to each bus stop site when there is a cancellation. If more information is needed, call the Home Living Office at Wingate High School (505) 488-6408.

ENROLLMENT RESTRICTIONS Wingate High School has a reciprocal agreement with all area high schools, and will uphold the decisions of other area schools regarding expulsion or long term suspension.

No student will be allowed to enroll after the 10th day of the term unless he/she has been in another school within the past five days and was passing all of his/her classes upon withdrawal from the previous school with a “C” or above. (Second Term means second semester in January).

Students applying to Wingate High School for admission will be refused admission under the following conditions:

Their birth date, grade classification, and enrollment date make it chronologically impossible for them to graduate from high school before they turn 21 years of age. (A student may not enroll in a Bureau of Indian Education school if he/she turns 21 years old before the last day of count week for the school year he/she is applying for admission.)

They have been expelled from or left any school because of an incident involving a firearm or weapon, violence against self or others, and/or gang related activity. Students having a criminal record, on parole/probation or who have been expelled from another high school will not be approved.

Technology/Wingate High School Network Dear Parent/Guardian of WHS Student Your child has the privilege of using the Wingate High School (WHS) network and accessing the Internet. The network is designed, installed and operated for educational purposes. This document summarizes their responsibility when using the network and the Internet and lists consequences of abusing the privilege. Student Responsibilities Students are responsible for using the WHS network for educational purposes. "Educational purposes" are defined as classroom activities, professional or career development and limited, high-quality personal research. You need to know that WHS can monitor, log, and record Internet and network activity. If students disobey, they will lose all privileges for computer use. General Guidelines for WHS Network Use All users are expected to use the network in a safe, responsible manner All users are to use the computers with care and respect Students are to limited to 50 MB of storage space in their home drive - Use it wisely Your child may not: Use a computer when no staff member is present Play games either on the local computer or on-line (Internet) Give out any personal information

Communicate using e-mail or network during class time (This is allowable before and after school) View or participate in any 'Chat Room' activity, gambling or lotteries Install any programs onto school computers Move, delete, or change files or folders that are not theirs Change settings, remove, or damage any computer hardware Your child may not view inappropriate materials, images and/or websites that: Show, depict, suggest or imply illegal activity or drug use Show or encourage violence or destructive behavior against a living being or physical property Show adult oriented material, including partial dress, nudes, or images that show or suggest sexual acts Your child cannot store inappropriate materials on the school network. This includes any items described in section C above and adds but is not limited to the following: Copyrighted materials such as music or other multimedia files, pictures or images that are not your own. Examples of this are music recorded from CD or the Internet, images from Encarta, pictures from web sites, or photographs that others have taken. II. Responsibilities of your child's teachers and dorm staff: Students must understand that the network is a public place, constructed so that the entire school can conduct business and provide you with educational resources. The staff of WHS has certain responsibilities to help your child get the best education. All WHS staff is responsible to model good and acceptable network and Internet use. This includes observing applicable copyright laws and good 'Netiquette'. Internet use during student contact time should be related to class learning objectives. All staff - Teachers, Residential, and Administrative - are responsible for monitoring student activity on the school network. If a student is using a computer in a classroom, lab, or dorm public room, the staff member present is responsible for the monitoring and oversight of the network and Internet activity. Teachers are responsible for instruction regarding proper use before any student is allowed on the network and gains access to the Internet. Internet use during student contact time should be related to class learning objectives. WHS Teachers are expected to prepare lessons and lesson plans before having students use the Internet. This includes instruction in what is expected and appropriate. Most importantly it requires pre-researching the Internet sites that will be used as instructional resources. A staff member may request that a student lose network and/or Internet privileges for ignoring or failing to respond to requests. There are over 150 computers installed specifically for student use on the WHS campus. The use of staff or administrative computers by students is strongly discouraged.
