From VB to TCC to ODU to the C-Suite:
Creating a Text-Book Free Pathway to a Bachelor’s Z-Degree
The costs of a higher education have grown dramatically over the past decade. Among other items contributing to this increase, both tuition rates and textbook costs have rapidly escalated. To counter tuition costs, many community colleges, such as Tidewater Community College, have developed dual enrollment programs with high schools, potentially allowing students to earn their associates degree by the time they complete high school. Still, an 82 percent increase in textbook costs has become an additional barrier for students, particularly underrepresented students, in completing their degrees. Tidewater Community College has addressed this barrier through the development of z-degrees, which provide students access to textbook-book free associate’s degrees. Early results of TCC’s efforts show that the initiative reduced costs significantly for students and provided them an effective way to learn course material. Building on the successes of TCC’s dual enrollment initiatives and its z-degree, three educational partners (the Entrepreneurship and Business Academy at Virginia Beach’s Kempsville High School, Tidewater Community College, and Old Dominion University) will develop a pathway that provides students the option of transitioning from their dual enrollment high school/community college Business and Entrepreneurship program to Old Dominion University’s Leadership major. This program will include three components: (1) the development of a pathway that transitions the Tidewater Community College associate’s degree earned through dual enrollment with the Virginia Beach Public High School’s Entrepreneurship and Business Academy to Old Dominion University’s undergraduate major in leadership, (2) the development of twelve textbook free leadership courses in ODU’s leadership major, and (3) the development of an infrastructure needed to expand this pathway to other degrees and other high school programs. For students who earn a Bachelor’s degree through this pathway, it is possible that the full tuition for the degree could be as low as $16,725. The textbook costs for students through this pathway could be reduced from an average cost of $5,000 to zero.
Need
The costs of a higher education have grown dramatically over the past decade, making it
even harder for individuals from disadvantaged populations to earn a degree. From VB to TCC
to ODU to the C-Suite: Creating a Text-Book Free Pathway to a Bachelor’s Z-Degree aims to
address the rising cost of higher education by (1) creating a pathway to a Bachelor’s degree that
includes a community college/high school dual enrollment program and (2) eliminating the cost
for text books in the pathway by using open educational resources (OER) or resources that are
free to students.
Working in tandem with Kempsville High School and Tidewater Community College,
this educational pathway will reduce costs for students and accelerate their progress to a
Bachelor’s degree. Currently, while tuition at Old Dominion University is the lowest among all
research universities in Virginia, the full tuition for a Bachelor’s degree at ODU is prohibitive for
some students at $39,000. The proposed pathway for leadership majors would reduce the full
tuition costs to $16,725. In addition, textbook costs would be reduced from an estimated $5,000
to zero through the use of OER materials or other materials free to students. Faculty play a
critical role both in the development of pathways and the decision to which materials to use in
class. However, faculty and administrators do not always fully understand how to support
pathway development or how to use OER materials in their courses. In particular, faculty and
administrators need support on how to (1) use OER or other resources free to students in their
classes; (2) create OER content, (3) establish a campus climate that allows for wider adoption by
other academic programs, and (4) establish multi-institution partnerships that will focus on
creating systems and structures to better connect curriculum and pedagogy to update student
learning outcomes and increase graduation rates.

Targeted Population
From VB to TCC to ODU to the C-Suite: Creating a Text-Book Free Pathway to a
Bachelor’s Z-Degree will have a direct and profound impact on first-generation, low-income,
and underrepresented students in the Commonwealth. At ODU, the vast majority of our students
are from lower income families with 77.7% eligible for financial aid such as Pell grants
(39.3%). ODU can also be described as a “minority serving institution” (MSI), a postsecondary
institution with an enrollment that includes at least 25% of a specific minority group (e.g., Asian,
African American, Hispanic, Native American). ODU’s undergraduate enrollment includes 27%
of students who self‐reported as African American or Black (Fall 2015). In fact, ODU has the
highest percentage of African American students enrolled in a Virginia institution that is not a
Historically Black College and University (HBCU).
Kempsville High School’s Entrepreneurship & Business Academy cohort currently
consists of 109 students and is expected to increase to 400 over the next three years.
Approximately 35% are identified as African American (26), Hispanic (6) or two or more races
(8). Thirty-four students that represent 31.2% of the student EBA population are classified as
economically disadvantaged.
Services/Activities
This project will focus on (1) development of a community of practice amongst VBPHS,
TCC and ODU faculty and administrators, (2) faculty development, support for course redesign
utilizing open educational resources, and content creation by teaching faculty to eliminate the
cost of textbooks without compromising student learning outcomes, and (3) the creation of a
seamless educational pathway between the three institutions. Formation of the project’s
Community of Practice (CoP) will facilitate the development of From VB to TCC to ODU to the

institutional group to engage in a process of collective learning in a shared domain focused on
student success and faculty development through textbook-free pedagogy and activities. The
coordinator will establish a calendar of events to engage the CoP. Bi-weekly meetings will occur
to establish the 18-month action plan. Monthly virtual events will include webinars, guest
speakers, and topics discussions. Monthly, hands-on training sessions will be offered to faculty
to support them after initial training.
Workshops will be designed to teach faculty the techniques identified as the best practices
to increase knowledge of open educational resources, curate and integrate free content into the
curriculum, and apply principles of OER pedagogy into origination of course content. Within
the workshop, participants will use existing resources and design and develop their own OERs or
identify strategies to teach their courses without textbooks. Through meetings and appointment
sessions, faculty will be supported throughout their initial semester of implementation.
In addition, a seamless pathway between VBPHS, TCC, and ODU will be created for
students earning the A.S. in Business Administration and selecting the leadership major at ODU.
This pathway will include insuring the general education, prerequisites, and electives are
completed as soon as possible.
Goals and Outcomes
This multi-institutional partnership will also allow for a more seamless transition through
each of the institutions. Through the Community of Practice, educators and administrators will
work to align course content and communication information more effectively to students and
members of the partnership. ODU will provide advising support to students selecting this
pathway through onsite meetings at the TCC campus and through the letter of intent to ODU

which will open the channel of communication to these students much earlier in the process. In
addition, the design of this project creates a model of widespread adoption through the
intentional design of the Community of Practice. The specific goals and outcomes for the project
include:
• The three institutions will develop a specific pathway for a Bachelor’s degree with a
leadership major that could potentially reduce tuition costs for students by 57%.
• The three institutions will develop a specific pathway for a Bachelor’s degree with a
leadership major that would allow the major to be completed without requiring students to
purchase textbooks.
• Building on TCC’s nationally-recognized model, Old Dominion University will develop the
infrastructure needed to expand the delivery of textbook-free courses through OER.
• ODU will develop at least 12 courses in its leadership major as z-courses (or textbook free).
Partnership Sustainability
For this project, EBA/Kempsville, TCC and ODU will enter into a Memorandum of
Understanding agreement for the development of an efficient, student-centered approach for
students transitioning between each institution, leading to a B.S. degree with a leadership major.
Old Dominion University: This partnership is fully supported at the institutional level to
begin establishing more affordable options to increase the likelihood of degree completion. In
addition, the University Librarian is championing open educational resource by working with
the SCHEV Open VA Advisory Committee, Library Advisory Committee, and the Virtual
Library of Virginia (VIVA) in the Open Textbook. The Center for High Impact Practices and
the Center for Learning and Teaching have the necessary expertise to support faculty in the
development of course design, document creation and pedagogy for textbook free

courses. Advising and Transfer Programs has a longstanding successful partnership with TCC
supporting students’ transition to ODU. As project partner they will insure an easy student
transfer process through the Guaranteed Admission Agreement and the Letter of Intent. ODU
partners include Dr. Brian Payne, Vice Provost for Academic Affairs, Dr. Deri Draper, Director
of Integrative Learning and Project Coordinator, Ms. Lisa Mayes, Executive Director, Center
for High Impact Practices, Ms. Daniela Cigularova, Director of Transfer Advising &
Articulation; Dr. Jeanie Kline, program coordinator for the leadership major.
Tidewater Community College: Tidewater Community College has partnered with
Virginia Beach City Public Schools (Kempsville High School) Entrepreneurship and Business
Academy to provide a pathway for academy students to earn an Associate of Science Degree in
Business Administration while enrolled in the Academy at Kempsville High School. The
Academy offers two academic strands as a pathway to TCC’s Associate of Science Degree:
Entrepreneurship & Innovation and Corporate Finance. TCC partners include Dr. Daniel
DeMarte, VP for Academic Affairs and CAO, Dr. Karen Campbell, AVP for Recruitment,
Admission and Enrollment and Mr. Terry Eusebio, Admissions Coordinator, VA Beach Campus.
Kempsville High School – Entrepreneurship and Business Academy: Kempsville High
School and its community are committed to this concept and plan to select staff members and
create partnerships with diverse backgrounds in all areas of business. Focusing on innovation and
creation, the academy will prepare students to thrive in our global society with the information
and intellectual tools to make complex decisions in a rapidly changing environment. Partners
from Virginia Beach include Ms. Meghan Timlin, Entrepreneurship and Business Academy
Coordinator, Dr. Sara Lockett, Administrative Coordinator, Office of Technical/Career
Education, and Dr. James Pohl, Executive Director, Dept. of Secondary Teaching and Learning.

Features of this project insuring that our efforts will be sustainable and scalable include:
• The partners have demonstrated significant success working on similar pathways. The
success of this pathway will lead to the development of pathways including different degrees.
• TCC is a national leader with z-courses and ODU is a leader in teaching with technology.
• The twelve courses that are developed will require little modification in the near future.
• Faculty will have the skills they need to develop additional OER courses.
• Because the leadership major is interdisciplinary, it is anticipated that multiple disciplines
from across the institution will develop OER courses, thereby introducing the seed for
additional OER courses in multiple departments.
Evaluation Plan
The institutional effectiveness offices at ODU and TCC will work with the project
partners to develop an evaluation plan. The project will be continuously monitored to assess
progress, focusing specifically on the goals and outcomes listed above. Assessment will focus
on the number of students in the dual enrollment program, the number of students enrolled in z-
courses, their success in these courses in comparison to other students, and faculty perceptions
about the process. Data gathering will include surveys and interviews with students, faculty, and
partners, as well as a review of materials used and produced in the OER courses. The
assessment leaders will develop a rubric based on project goals and outcomes. Evaluators will
use the rubric to determine how well various artifacts (produced by students and faculty) meet
the goals of the project. The program will be changed when the assessment identifies areas
where changes are needed. The assessment will be ongoing throughout the entire project and
will be driven by the goals of this project, its purpose, and the intended outcomes.

Virginia Beach City Public Schools (Kempsville High School) Entrepreneurship and Business Academy has partnered with TCC to provide a pathway for academy students to earn an Associate of Science Degree in Business Administration while enrolled in the Academy at Kempsville High School. The Academy offers two academic strands as a pathway to TCC's Associate of Science Degree: Entrepreneurship & Innovation and Corporate Finance. Twelve classes that are part of ODU's leadership major will be developed as Z-courses. This means that students in those classes would not need to purchase textbooks. Assuming average textbook costs of $100.00 per class, and an average enrollment of 35 students per class, if all twelve classes are offered each semester in an academic year this would save students $84,000.

Students in the Entrepreneurship and Business Academy will be able to earn an associates degree while enrolled in high school. This will allow them to earn 60 credit hours. For the remaining 60 hours, students can select up to 15 hours at TCC and between 45 and 60 hours at ODU. In doing so, the cost of the Bachelor's degree for students graduating from high school with an associates, and taking 15 hours at TCC after high school graduation, will be below $17,000
The Center for High Impact Practices, in collaboration with the College of Continuing Education and Professional Development and Tidewater Community College, will develop the infrastructure for offering z-courses.
Up to 20 faculty will be trained how to offer courses without textbooks.

Developing a pathway to the leadership major will provide the model needed to develop additional pathways between high school academies, TCC, and ODU.
