2.0 PURPOSE OF THE SCHEME2.1 Keyobjectsofthecompany(containedwithintheArticlesofAssociation)

•Tomaintainarecordofindividualsinconstructiontradesoroccupationswhoachieveorcan demonstratethattheyhavealreadyachievedanaccreditedqualificationandtoprovidesuch individualswithasuitablemeansofidentification. •Topromotetheuseofqualifiedpeopletousersofconstructionskills.

3.0 SCHEME AIMS 3.1 CSCScardsprovideameanstoverifythatpeoplewhowanttoworkonconstructionsiteshavethe necessarytrainingandqualificationsforthetypeofworktheycarryout.Theschemekeepsa databaseofthoseworkinginconstructionthathave,orarecommittedtoachieving,arecognised constructionrelatedqualification.

3.2 Forindividuals,holdingaCSCScardverifiesidentityandshowsemployersthatyouhavethe requiredqualifications,trainingandexperiencetocarryoutyourworkonaconstructionsite.

4.0 SCOPE4.1 TheSchemedoesnotseektoduplicateothercertificationschemesforspecificoccupations. Instead,theseschemesmaymergewithCSCSbutthiscanonlyhappenifbothschemesagreeon thetermsandstandards.

4.2 TheSchemecoversadiverserangeofconstructionoccupationsinbuilding,civilengineeringand alliedindustries–SeeAppendixAforCSCSAffiliatedandAssociatedschemes.

5.0 OCCUPATIONS COVERED5.1 UsetheCSCScardfindertoolatwww.cscs.uk.com/cardfindertofindoutwhichisthecorrectcard forthetypeofworkyoucarryout.

5.2 TheSchemecontinuestogrowandnewoccupationscanopenwhennewNationalOccupational Standardsaredeveloped,subjecttoIndustrydemand.

6.0 TYPES OF CARD AVAILABLE6.1 DifferenttypesofCSCScardareavailablerelevanttothetypeofworkcarriedoutonsite. Red Cards Provisional/Trainee/Apprentice/ExperiencedWorker/ ExperiencedTechnical,SupervisoryorManagementcard (undertaking work experience, in training or registered to undertake a relevant constructionrelatedqualification)

Green Card Labourer(Level1)

Blue Card SkilledWorker(Level2)

7.0 HEALTH AND SAFETY REQUIREMENTS7.1 Allapplicantsfornewcardsandrenewalsmusttakeandpassanindependentassessmentof retainedhealthandsafetyknowledge.Theassessmentisdesignedtoexaminetheknowledgeof theindividualacrossawiderangeofhealthandsafetytopics. 7.2 CurrentlytheonlyhealthandsafetyassessmentwhichmeetsCSCS’HealthandSafety RequirementsistheCITBHealth,SafetyandEnvironment(H,S&E)rangeoftests.

7.3 TheCITBH,S&ETestisavailableatthreelevels;operative,supervisoryandmanagerial& professional(MAP).Therearealsospecialisttestsdesignedforthoseworkinginspecific occupationalareas,suchasworkingatheights,liftandescalatorindustryandhighways.

7.4 CSCScardapplicantsbothfornewandrenewedcardsmustpasstherelevantCITBH,S&ETest within2yearsoftheirapplication. 7.5 ExemptionstotakingaCITBH,S&Etestapplyif:

• youhaveachievedaconstructionrelatedNVQorSVQwithinthelast2yearsandareapplying foraCSCScardfortheoccupationtheNVQorSVQrelatesto.Thisisonlyavailabletonew applicationsandcannotbeusedforcardrenewals.

• youholdaSOLAScard.CSCShasamutualrecognitionagreementwithSOLAS(previouslyknown asFAS(Eire)Safepass)whichactsasanexemptiontotheOperativeorSpecialistCITBHealthand SafetyTestrequirementprovidingthatithasbeencompletedwithin2yearsoftheapplication beingmade.PleasenotethatSOLASisnotacceptableasanexemptiontotheSupervisoror ManagerandProfessional(MAP)levelCITBHealth,SafetyandEnvironmenttests.

8.0 RED CARDS (undertakingworkexperience,intrainingorregisteredtoundertakearelevantconstruction relatedqualification)

8.1 Provisional Card Forpeoplewhoare:

• workingthroughprobationaryperiodswhilstemployersassesstheirsuitabilityforemployment • undergoingsupervisedworkexperience(aged16+) • workingasalabourerbuthavenotpreviouslyappliedforaCSCScard ApplicantsforProvisionalCardsmusthavepassedtheCITBOperativesH,S&Ewithinthepast 2years.

Thiscardisvalidfor6monthsandisnotrenewable.BeforeitexpiresProvisionalcardholdersmust achieveorberegisteredforarecognisedconstructionrelatedqualificationandapplyforthe appropriateCSCScardfortheirjob.

8.2 Trainee Card Availablefornewentrantstotheindustrywhocanprovideevidenceofcurrentregistrationfora ConstructionrelatedNVQorSVQatLevel2(orregisteredfor,orhaveachieved,aConstruction Award)buthavenotyetachievedanNVQorSVQ.AnequivalentQCF(QualificationandCredit Framework)willalsobeaccepted.

Thiscardisvalidfor3yearsandisnon-renewable.

ApplicantsforTraineecardsmustachieveeithertherelevantCITBOperativeH,S&Etestfortheir occupationorhaveattendeda1-dayHealthandSafetyAwarenessCourse(acopyofthecertificate willberequiredwiththeapplication).

8.3 Technical, Supervisory and Management (TSM) Card – Trainee Fornewentrantstotheindustrywhocanprovideevidenceofcurrentregistrationwithafurther highereducationcollege/universityforanationallyrecognisedconstructionrelatedqualificationat Level3andabove. Thiscardisvalidfor3yearsandcanberenewedforafurther3yearsonapplication. ApplicantsfornewTSMcardsandrenewalsmustpasseithertheSupervisororManagerialand ProfessionalH,S&Etest(whicheverisrelevanttothequalificationbeingundertaken)withinthe last2years.

8.4 ApprenticeCard Availabletopeoplewhoareregisteredonarecognisedapprenticeshipframework.

Thiscardisvalidfor4years6monthsandisnon-renewable.

ApplicantsforApprenticecardsdonotneedtotaketheCITBH,S&Etestiftheyhavecompletedthe healthandsafetyrequirementsrelevanttotheirApprenticeshipManagingAgencypriortoapplying forthecard.

8.5 Experienced Worker Card Availabletoworkerswithonthejobexperience(normallyatleastoneyearinthelast3)whilsta constructionrelatedNVQorSVQ(atLevel2orabove)isbeingachieved.AnequivalentQCF qualification,providingithasNVQinitstitle,willalsobeaccepted.

Thecardisvalidforoneyearandisnon-renewableandcannotbereplacedbyaLabourer, ProvisionaloraBasicSkillsGreenCard.Itisexpectedtobereplacedbyaskilled5yearcard(usually blueSkilledWorker)onachievementofaqualification.

ApplicantsforExperiencedWorkercardsmusthavepassedtherelevantleveloftheCITBHealth, Safety,Environmenttestwithinthelast2years.

8.6 Experienced Technical, Supervisory and Management Card AvailabletoSupervisorsandManagerswithonthejobexperience(normallyatleastoneyearin thelast3)whodonotholdaConstructionrelatedNVQorSVQatLevel3oraboveandarenota memberofanapprovedProfessionalInstituteorBody.

Thiscardisvalidfor3yearsandisnon-renewable.Itisexpectedtobereplacedbyaskilled5year card(goldorblack)onachievementofNVQorSVQLevel3orhigher.AnequivalentQCF qualification,providingithasNVQinitstitle,willalsobeaccepted.

ApplicantsforthiscardmustberegisteredonacourseandmusthavepassedeithertheSupervisor orManagerialandProfessionalH,S&Etest(whicheverisrelevanttothequalificationbeing undertaken)withinthelast2years.

9.0 GREEN LABOURER CARD Availabletothoseemployedinlabouringoccupationswhohave:

• achievedtheLevelOneAward‘HealthandSafetyinaConstructionEnvironment’ (orarecognisedequivalent);or • holdavalidCITBSiteSafetyPlusHealthandSafetyAwarenessCoursecertificate. • holdaValidIOSHWorkingSafelyCertificate

ApplicantsfornewgreencardsandrenewalsmusthavepassedtheCITBOperativesH,S&ETest withinthelast2years.

10.0 BLUE CARD – Skilled Worker (Level 2) Forthosewhohaverecenton-siteexperienceandhaveachieved:

• aconstructionrelatedNVQorSVQatLevel2;or • anapprenticeshipwhichincludedtheachievementofaCityandGuildsCraftCertificate*;or • whereafullconstructionrelatedNVQorSVQdoesnotexistbutatradespecificunithas beenpassed.

Thiscardisvalidfor5yearsandcanberenewed.

ApplicantsfornewbluecardsandrenewalsmusthavepassedtherelevantCITBOperativesH,S&E Testwithinthelast2years.

*CSCSwillrequireacopyoftheCityandGuilds(orSCOTVEC(SQA))certificateandevidenceofapprenticeshipcompletionwiththe originalemployer.Thiscanbeintheformofaletteronheadednotepaperfromtheoriginalemployer,copyofanendorseddeed orotherformaldocumentation.Thisdocumentationmustincludetheoccupationtheapprenticeshipwascompletedinandthe datecompleted.

11.0 GOLDCARD-AdvancedCraft/Supervisory(Level3) Forthosewhohaverecenton-siteexperienceandhaveachieved:

• aconstructionrelatedNVQorSVQLevel3(orQCFequivalent);or • completedanapprovedindenturedapprenticeship(e.g.withNJCBI,BATJIC)or • completedanemployersponsoredapprenticeshipwhichincludedtheachievementofaCityand GuildsofLondonInstituteAdvancedCraftCertificate*.


ApplicantsfornewgoldcardsandrenewalsmusthavepassedeithertheSupervisororManagerial andProfessionalH,S&Etest(whicheverisrelevanttothetypeofworkundertaken)withinthelast 2years.

*CSCSwillrequireacopyoftheCityandGuilds(orSCOTVEC(SQA))certificateandevidenceofapprenticeshipcompletionwiththe originalemployer.Thiscanbeintheformofaletteronheadednotepaperfromtheoriginalemployer,copyofanendorseddeedor otherformaldocumentation.Thisdocumentationmustincludetheoccupationtheapprenticeshipwascompletedinandthe datecompleted.

12.0 BLACK CARD – Management (Level 4/5) ForthoseManagerswhohaverecenton-siteexperienceandhaveachievedaConstructionrelated NVQ/SVQlevels4,5,6or7(orQCFEquivalent)intherelevantconstructionmanagement qualification. Thiscardisvalidfor5yearsandcanberenewed.

ApplicantsfornewblackcardsandrenewalsmusthavepassedtheManagerialandProfessional H,S&Etestwithinthelast2years.

13.0 WHITE/YELLOW CARDS13.1 ProfessionallyQualifiedPerson(PQP)Card FormembersofprofessionalbodiesrecognisedbyCSCS.Alistofthesecanbeviewedat www.cscs.uk.com/pqp (RecognitionofadditionalprofessionalbodiesissubjecttoagreementbyCSCS) Toapplyforthiscardapplicantsmust:-

• beacurrentmemberofanrecognisedprofessionalbodyataneligiblecompetence-assessed gradewhicharelistedontheCSCSwebsiteatwww.cscs.uk.com/pqp;and

• haveuptodateContinuingProfessionalDevelopment(CPD)recordsforthelast2yearsrelevant totheareaofworkcurrentlypracticed;and

• theapplicationmustbeverifiedbyacurrentmemberoftheapplicant’sprofessionalbodywhose membershipisatthesamelevelorhigher.

Thiscardisvalidfor5yearsandcanberenewed.Theabovepointswillbere-verifiedonrenewal.

ApplicantsfornewPQPcardsandrenewalsmusthavepassedtheManagerialandProfessional H,S&Etestwithinthelast2years.

13.2 AcademicallyQualifiedPersons(AQP)Card Forpeoplewhohavecompletedcertainconstructionrelateddegrees,HNDs,HNCs,CIOB CertificatesandNEBOSHdiplomas,afulllistoftheacceptablequalificationscanbefoundat www.cscs.uk.com/aqp


ApplicantsfornewAQPcardsandrenewalsmustpasstheCITBManagerialandProfessional(MAP) H,S&Etestwiththelast2years.

14.0 CONSTRUCTION RELATED OCCUPATION (CRO) CARD TheCROcardwasintroducedin2005attherequestofindustryandwasintendedforthose occupationsforwhichtherewerenonationallyrecognisedqualifications.ThisapproachtoCRO’sis nolongerfitforpurposeasitdoesnotmeetindustry’sdesireforafullyqualifiedworkforce. CSCShasconsultedwithindustrytodeterminethebestwaytoaddressthisissue.From 1st October 2015thefollowingnewmeasureswillbeintroducedwhichwillpavethewayforthe eventualwithdrawaloftheCROcard. •AllCROcardsissuedfrom1stOctober2015willexpireon30th September 2017*andare notrenewable •Youwillbeexpectedtoregisterforanationallyrecognisedconstructionrelatedqualification beforethecardexpires •OnlyoneoccupationwillbedisplayedonyourCROcardfrom1stOctober2015 •CSCSwillstopissuingCROcardsfrom31st March 2017. *PleasenoteexistingCROcardsissuedbefore1stOctober2015thatexpireafter30thSeptember2017willremainvaliduntiltheirexpirydate.

WhenyouapplyforaCROcardCSCSwillcheckifyouroccupationiscoveredbyanationally recognisedconstructionrelatedqualificationandwhetheryouholdthatqualification.On submissionofthenecessaryevidenceCROcardholderswhohavetherequiredqualificationsfor theiroccupationwillbeissuedwiththeappropriateskilledcard. Ifyouhavenotobtainedanationallyrecognisedconstructionrelatedqualificationyoucan applyforaCROcardthatwillexpireon30thSeptember2017andisnotrenewable.Youwillbe expectedtoregisterfortheappropriatequalificationforyouroccupationbeforetheCROcard expires.OncompletionofyourqualificationyouwillbeabletoapplyforaskilledCSCScard. Ifyoudonotregisterfortheconstructionrelatedqualificationforyouroccupationby 30th September 2017youwillbeunabletoobtainaCSCScard. From 1st October 2015onlyoneoccupationwillbedisplayedonthecard.Ifyoucurrentlyholda multi-occupationcardyoumustnotifyCSCSwhichoccupationyouwishtohavedisplayed. CSCSisawarethereareexistingconstructionrelatedoccupationswithoutnationallyrecognised qualifications.Whereappropriateworkisalreadyunderwaytodevelopnewnationallyrecognised qualificationsfortheseoccupations.

16.0 PROFILED ROUTE TheCSCSProfiledRouteisarigorouslyauditedrouteapplicabletoappropriatelyexperienced:

• ConstructionSiteSupervisors(ContractingorResidential)leadingtoagoldSupervisorscard

• ConstructionSiteManagers(ContractingorResidential)leadingtoablackManagerscard

FromMay2015thefollowingruleswereappliedtoProfiledRoute:

•ApplicantsmustholdavalidSMSTS,SSSTS,IOSHManagingSafelyoracceptableagreed equivalent

•ToberecognisedasaProfiledRouterevieweryoumustholdoneofthefollowingconstruction relatedS/NVQsinAssessment:theA1,D32,D33orLevel3CertificateinAssessment. Pleasenote:noalternativequalificationswillbeaccepted

•Applicantsworkingforprincipalcontractors,sub-contractorsorself-employedcanapplyviathis routeprovidedtheymeetthecriteriaassetouthere

•Applicationsrequiringre-auditwillbesubjecttoafurtherfeeof£200.

17.0 INDUSTRY ACCREDITATION Notethisroutehasbeenclosedforalloccupationswiththeexceptionofthosevalid cardholderswhopreviouslyheldIndustryAccreditationprovidedtheyrenewtheircardwithin 6monthsofexpiryinlinewiththeCSCScardrequirements.

15.0 YELLOW CARDS - CONSTRUCTION SITE VISITOR Forthosewhofrequentlyvisitconstructionsitesbutdonotcarryoutconstructionrelatedwork onsite


ApplicantsfornewyellowcardsandrenewalsmusthavepassedtheCITBOperativesH,S&ETest withinthelast2years.

ImportantNote:Yellowcardholdersshouldbeescortedonconstructionsitesatalltimesasthey donotholdanyformofconstructionrelatedqualification.Thepersonlegallyresponsiblefora constructionsitemustensurethehealth,safetyandwelfareofpeoplevisitingtheirsite.

18.0 CARD RENEWALS 18.1 RenewalLetters Renewallettersaresenttothecardholder’shomeaddress6monthsbeforetheexpirydateprinted ontheircard.

CardholdersmustadvisetheCSCSContactCentreiftheymovehouseorchangeoccupation.

18.2 Card Renewal Period CSCScardscanberenewedbythecardholder6monthspriorandupto6monthsaftertheexpiry dateprintedontheirexistingcard.Theexpirydateprintedontheirnewcardwillbeexactly5years onfromtheexpirydateprintedonthepreviouscard.If a cardholder does not renew their card withinthisperiod,theywillnotbeabletorenewtheirCSCScard.Anewapplicationwouldhave to be made to obtain another CSCS card.

Cardsobtainedviaindustryaccreditation,whicharenotrenewedwithintheperiodoutlinedabove, willnotbeabletoreapplyforanewcardviaindustryaccreditation.Applicantswouldneedto obtaintherelevantqualificationneededforthetypeofworktheyundertakeonsite.

Iftheapplicantbelievestherearemitigatingcircumstanceswhytheircardrenewalwasnotmade intime,theycanappealinwriting.FurtherinformationisavailableontheCSCSwebsiteat www.cscs.uk.com/cscs-cards/appeals

19.0 APPLICATIONS ToapplyforaCSCScardapplicantsneedtoprovetheyhavethetrainingandqualificationsrequired forthetypeofworktheycarryoutonsitewhichdetermineswhichtypeofCSCScardisavailableto them.ApplicantscancheckwhichcardistherightcardbyusingtheonlineCSCScardfinderat www.cscs.uk.com/cardfinder.ThiswillalsoadvisewhichCITBHealth,SafetyandEnvironmenttest shouldbetaken.

19.1 Applying by Phone OncetheapplicanthaspassedthecorrectCITBH,S&Etest,theyshouldcalltheCSCSContact Centreon03449944777.Applicantswillneedtohave:

• acreditordebitcardtopay£30forthecard(inclusiveofVATat20%). • acurrentorpreviousemployer’sdetailsincludingcontactname,fulladdressand telephonenumber • scannedcopiesofanydocumentationthatmaybeneedtobeemailedtoCSCSsuchascopies ofqualifications.

CSCSCardsareusuallydispatchedonthenextworkingday.

19.2 ApplicationForms CSCSCardscanalsobeobtainbycompletinganapplicationformwhichcanbeobtainedby:

• downloadingfromtheCSCSwebsiteat www.cscs.uk.com/Downloads/application-forms or

• callingtheCSCSContactCentre tel:03449944777 email:[email protected]

Applicationformswillbechecked,processedandacardwillbesentwithin28 days.Ifthe applicationhasnotbeencompletedcorrectlyoradditionalinformationisrequired,theapplication formwillbereturnedwitharequestforfurtherinformation.Theapplicantwillhave90 daysin whichtoprovidetheinformationrequested,afterwhichafurtherfeemayberequired.

19.3 EmployerApplications EmployerscanapplyforCSCScardsonbehalfoftheirworkforceusingtheEmployerApplication FormwhichcanbedownloadedfromtheCSCSwebsite,theformcanbedownloadedfrom www.cscs.uk.com/employer.

Itisimportantthatemployersreadtheguidancepagecarefullytoensurethattheycanprovideall oftheinformationrequiredbeforesubmittinganyapplications.

Onreceiptoftheapplicationform,theCSCSContactCentrewillcalltheemployerrepresentative namedontheformsothatpaymentmaybecollectedandanyqueriesresolvedpriortocardsbeing dispatched.This process takes up to 15 working days.

20.0 OWNERSHIP AND WITHDRAWAL OF CARDS CSCScardremainsthepropertyofCSCSLimited.Cardsareissuedtoandshouldbekeptbythe namedcardholder.

CSCSLimitedreservestherighttowithdrawacard.

21.0 UPDATES AND LOST CARDS CardholdersmustadvisetheCSCSContactCentreiftheymovehouseorchangeoccupation.

Ifacardholderachievesanadditionalqualificationandthenundertakesadifferenttypeofworkon site,theyshouldupdatetheirCSCScardbyfollowingtheapplicationprocessoutlinedabove.

Ifacardholderchangeshis/hernametheyshouldcalltheCSCSContactCentreon03449944777 andprovideascannedcopyofrelevantdocumentatione.g.DeedPoll,marriagecertificateetc.
