Some basic assumptions

Contextual institutional and political framework will notchange radically

People do prefer to work (or do work-like activities) when possible

The trend of new employment forms will continue tointensify: platform work, acting as an independentcontractor, short-term mobility (digital nomads)

Scenario 1: Where Tallinn is a talent hub

New jobs emerge as Tallinn becomes a centre for innovative

entrepreneurship scene managing to use the globaal employment

market to create smart, flexible jobs in different forms of

employment. Being a thriving talent center also means increased

need for a variety of services which encourages immigration of low-

skilled people. Polarisation and regional differences might evokedissatisfaction.
