As a new committee member of the Kerikeri Bowling Club, I have been asked to assist in the Club'sefforts to gain Resource Consent for the proposed installation of Field Lighting to the AstroTurf greenat the kerikeri bowling club on Cobham road.First for Electrical has also been engaged to undertake the design build project and the installation.

The club would like also to request a Waiver of the Consent Fee and include the below paragraph fromthe Club President.

The Kerikeri Bowling Club wishes to apply to Council to waiver the Resource Consent fees Forthe Lighting project on its Astro Turf. The Club feels it is providing a community activity thatwill enhance the lives of people in the Far North as clubs from all over, use our facilities. I would like to express my support for the Kerikeri Bowling Club's plan to add Astro Greenand lighting for evening play to their club facilities.

As a gathering place for many of the ar@a's older residents, the club provides Kerikeri with avery valuable community resource It promotes active living, social connections a sense ofshared wellbeing and the benefits of a bit of healthy competition.

Kerikeri Bowling Club - Flood Lighting

Assessment of Environmental Effects (AEE)

1. Introduction

This statement of effects provides an assessment of the actual and/or potential effects onthe environment of the proposed installation of Field Lighting of the Astroturf Bowling Greenat the Kerikeri Bowling Club.This statement of effects accompanies and forms part of the resource consent application.

1.1 Description of Site

The kerikeri bowling Club has is situated on a section of land which boarders the kerikeridomain, Cobham Road and three residential properties along the southern boundary. Thebowling club property can be roughly split into three equal segments with the carpark on theCobham road boundary and then the Astroturf bowling green, the club house and finally thegrass green on the eastern boundary.

1.2 Description of Proposal

It is proposed that field lighting be installed to the AstroTurf green section of the property foruse in twilight bowling matches with a restriction of use no later than 10pm.

This lighting would be achieved by the installation of 4x 1 2mtrs steel lighting poles locatedon the boundary corners of the existing bowling green, each pole housing 1 x specialist LEDfield flood light.

1.3 Consultation

Consultation has been undertaken with the two directly effected neibouring residentialproperties and written approval has been obtained from both owners.

The majority of remaining effected boundary is the owned by Kerikeri Domain which iscurrently managed by the Far North District Council. we are under the understanding that itis in the FNDC's policy to encourage community initiatives such as this and to this end, weinclude within our submission a letter of support from Mayor Carter to the club for ongoingdevelopment of their facility. This site falls within the FNDC Recreational Activities Zone. Noformal Notice of Written Approval has been sort to date from the FNDC.

There has been correspondence and a meeting with FNDC staff prior to this consentapplication and we note as follows:

FNDC letter 15/8/19 from PIM Officer, Harirewa Watene - Te Haara, advising ruleswhich the proposed installation would breachFNDC letter 19/8/19 from Building Control Officer, Oliver Godden advising that afoundation design was required for pole basesA Consent Development Meeting was then held 16/10/19 with Consents Planner,Simeon Mclean and one other planner to discuss the need for resource consent to beapplied for.

1.4 Assessment of Effects

FNDC have advised that this proposed installation breaches the following consent rules andwe make comment on these:

9.6.5.1.3 - Setback from Boundaries

the design requires 2 x 12meter steel poles to be placed 4.5 meters from the neighboringresidential properties and this exceeds the height to boundary rules.

The optimum location for the light poles was a closer to the boundary in the original designand we have had the lighting engineers remodel the design to move the poles as far fromthe fence line as possible. This has been done to mitigate the visual effect from theneighboring properties.

We attached architectural plans from Total Design showing an elevation and the section ofpole that will breach this rule.

The neighboring residential owners are aware of this breach and have given written approvalthat they understand the effect this will have to them.

9.6.5.1.4 - Sunlight

As with the above, two poles will cast a shadow over the neighboring properties and theneighboring residential owners are aware of this and has sign written consent forms.

We note that as the level where the pole breaches the sunlight/shadowing rule the diameterof the poles is estimated to be at approximately 200mm and therefore shadowing andblockage of sunlight is we believe, quite minimal.

16.6.1.1 - Light Spill and Glare

Several versions of the lighting engineers design have been revised to reduce the level oflight spill over the neighboring residential properties.

As part of this submission we enclose Revision 2 of JA Russell Ltd.'s lighting design. Thishas been reengineered and has adjusted the angle of the flood lights both vertically andhorizontally to reduce neighboring spill light (described as 'Obtrusive Light' in their designdata sheet) level to 5 lux which is below the permitted level of 10lux 16.6.1.1 (a) (ii).

It is noted in the revised design notes that due to the relocation of poles, farther away fromneighboring properties, there will be low level light in the effected corners of the bowlinggreen. This has been accepted by the Club Committee in an effort to meet the requirementof the permitted activities in the district plan. We believe this has shown a true intent tocompromise the desired outcome to make this project able to go ahead.

Glare from the lights has been discussed in consultation with the neighboring residentialproperties and the club has advised the neighbors that they will obviously see the light whento flood lights are operating. Neighbors accepted this when completing Notice of WrittenApproval

We note that the club has mitigated this issue from original design by acceptance topurchase of more expensive flood light fittings, Optivision LED BVP527 (spec attached tosubmission) manufactured specifically for field lighting with low glare by Philips Lighting.

Good Afternoon Charlie,

This email is a follow up to our Concept Development Meeting today at 1.00pm, thank you for taking thetime to meet with me.

Your proposal to illuminate the astro turf bowling green at the Kerikeri Bowling club on Cobham road byinstalling flood lights on 12m tall poles. The site is within the Recreational Activities zone.

As noted earlier our PIM team have identified breaches of the Building Height and Sunlight rules for thezone. Clarification of light levels at and over boundary (from light designer)

We discussed the following matters in the meeting:

Your application will definitely require resource consent for the following:

9.6.5.1.4 Sunlight

• Written approval from the owners of any lot which shares an infringed boundary with the site willprovide the fastest mechanism for addressing this as the affects on these parties can then bedisregarded.

9.6.5.1.3 Building Height

• This shares the same assessment criteria as the sunlight rule, and an assessment of the visualeffect and how they will sit in the surrounding environment will be required to address this matter(see assessment criteria 11.2 Building Height, Scale and Sunlight.

You may require consent for the following:

16.6.1.1 Light Spill and Glare

• You will need to confirm with your lighting designer the expected LUX at and over the boundary.This will allow a more specific assessment of compliance with this rule. If your proposal relies onthe hours of operation of the activity to comply this will need to be clearly offered as a condition ofconsent.

• Point (b) of this rule requires that the lighting "be directed away from roads and adjacent siteszoned residential..." if you cannot achieve this you will require consent.

• If your information shows light spill into neighbouring sites it is appropriate to seek confirmation oftheir written approval with all information provided. If the written approval does not take into accountall information available and effects on these properties are not addressed the written approval maybe deemed invalid.

The District plan rules relating to the Recreational Activities zone is chapter 9: recreation/conservationenvironment

The rules relating to light spill can be found in chapter 16: Signs and Lighting. Assessment criteria for thisrule breach are located in section 16.7.1.

The Philips OptiVision LED gen3 floodlighting system provides a complete lighting

solution for the simplest through to the most complex area and recreational sportslighting applications. The high-efficiency floodlight comes with a single piece die

cast housing, hosting 2 and 3 LED engines respectively, which also function with an

external driver box - separate for use at a distance from the floodlight (BV), or pre-

fixed onto the mounting bracket of the floodlight (HGB) for ease of installation andlower initial cost. It meets the highest performance standards, provides outstanding

light, quality, uniformity and ensures safety and visual comfort. Opti\Asian LED offersnew possibilities to reduce energy consumption and increase flexibility (instant start,programmable lighting levels) when used in conjunction with Interact Sports lighting

management system, dedicatedly designed for recreational and training facilities.

The floodlight is also compatible with other external control systems through DALI
