meeting of Sub Committee for Operation and Protection (SOAP)
held at SLDC, Raipur on 28.04.2018
The 40th
meeting of Chhattisgarh State Operation and Protection Sub
Committee of SGCC was held on 28th
April 2018 at SLDC Conference Hall.
The list of participants is enclosed in Annexure-I.
Shri S.K. Tiwari, Superintending Engineer (SO), SLDC welcomed all the
participants of 40th
SOAP meeting.
Item no. 1 Confirmation of minutes:
No comments have been received from any office. Therefore
minutes of 40th
SOAP meeting is hereby confirmed.
Sub Committee agreed and noted.
Item no. 2 Review of system operation during the month of March 2018:
Presentation and the performance of Thermal Stations and
Transmission System by SLDC, is enclosed in Annexure-II.
Sub Committee noted.
Item no. 3 State Energy Account (SEA) Data:
It is also requested to O/o CE (S/s: O&M) CSPTCL and O/o CE
(Revenue) CSPDCL to submit the required data of previous month
by 15th of every month for the calculation of Transmission Loss so
that the same can be discussed during the meeting. The loss of
Feb18 has been erratic as such both office are requested to verify
the data sent by their offices.
Item no. 4 Outage planning for the month of June 2018 & July 2018:
Outage planning of Transmission feeders, Power transformers for
the month June 2018 & July 2018, submitted by O/o CE (S/s:
O&M) is enclosed in Annexure III.

Item no.5. Status of FGMO { Free Governor Mode Operation } in thermal
units as on 28.03.2018:
The FGMO/RGMO of all units of Korba West is out, except unit
no.5 of KWB. This has been viewed very seriously and requested
necessary action by the authorities of KWB to put them operation or
approval of CSERC shall be obtained for exemption of RGMO/FGMO.
The committee has been apprised about the Primary
response by CG state in the last three events which are given under:-
i. Event-1 on 23/04/2018 10:42hrs when frequency of grid falls from
50.00 to 49.63 Hz (decrease of 0.37 Hz) due to loss of 3090 MW in
WR- Average response as % of ideal for CG state was 36.16%.
The Station heads of all State Thermal Stations have been requested
to intimate steps to improve FRC of State generating Stations.
For providing signal for Monitoring of Restricted Governor Mode
Operation (RGMO) at SLDC for ensuring grid security and proper
operational guide lines by concerned grid operators, the status is:
i. MTTPS – a. To extend OPC data but SCADA at SLDC has no
provisions.
Alternatively
b. The protocol convertor D 400 needs to be updated for which they
are persuading GE. GE is not responding.
However SLDC feels that the same can be extended using spare port in
BCU.
ii. HTPS: - The signal of Unit No.5 has been provided in SCADA.
iii. DSPM: - Will be taken up shortly
ED (O&M: Gen) CSPGCL has asked the present officials to visit
Sipat TPS of NTPC to update about the above issues.

As per the directives of CSERC to the state power
companies & SLDC, under clause no. 10.1.3.2 (Page-258)
SLDC has been directed to submit quarterly report of
SEA.
It is requested to the O/o CE (Revenue) CSPDCL to
submit consumer wise EHV sales/consumptions (in MU)
for the month of March-2018 and also to O/o CE
(RA&PM) CSPDCL to submit certified copy of the energy
injected & purchased (in MU) into the system by State’s
CPPs / IPPs /Biomass /Non conventional generators (that
may include 33KV and 132 KV& above separately) for the
month of October-2017 to March-2018.
