President’s Message
Dear Members
The Association has been very active since the start of 2017, and the second quarter was no exception. This year, as we commemorate our 80th Anniversary, SCAL is taking a greater leadership role in driving construction safety and productivity for our members.
As part of our commitment to improving construction workplace safety and health (WSH), SCAL has been facilitating member companies to conduct inter-site visits to learn and exchange best practices, and also called for regular timeouts for WSH activities in construction site. We launched the SCAL Induction Training App earlier this year to highlight safe and unsafe WSH practices. I am pleased to note that since then the app has been downloaded in more than 1000 active devices.
June was our SCAL Annual Safety and Health Promotion Month in which we called for construction firms to demonstrate their commitment to providing a safe and healthy workplace for all. I am heartened to see companies responding with a proactive approach to raise safety awareness,
inspire and improve safety practices within their organisations. Through such concerted efforts by SCAL with industry and government, there has been a significant improvement in the reduction of construction fatalities in the first half of 2017.
Last year, SCAL undertook a study on Construction Productivity in collaboration with the Singapore Chinese Chamber of Commerce and Industry, or SCCCI. The objective was to deep dive into key drivers to unearth new and valuable dimensions for productivity improvements. We have also published the report as a SCAL80 publication as we believe the findings and recommendations will have lasting impact for the industry many more years down the road.
Another industry initiative was the SCAL Productivity and Innovation Awards (PIA) launched in 2016 to raise productivity in the sector through a ground-up approach for innovative ideas. Application for PIA 2017 is now open till 15 August 2017. I would like to encourage members to take this opportunity to evaluate your work processes and to come up with innovative creations to achieve productivity at your workplaces.
As we approach another new term I would like to express my heartfelt gratitude to the council, sub-committee chairmen and members, and fellow members of SCAL who have contributed in one way or another towards the association.
We will be holding our SCAL80 Gala Dinner at Resort World Sentosa Compass Ballroom on 28 September with Minister for National Development & Second Minister for Finance, Mr Lawrence Wong gracing the celebration. I look forward to your continued support and presence at the event.
Moving forward, the Association will endeavour to build upon the foundation we have laid to bring growth and advancement for the construction industry.
May you achieve greater success and breakthroughs in the months to come!

The steps at the State Chancellery in Düsseldorf wereinstalled upon quick-drying screed, Topcem Pronto.
The durability and functionality of any type of flooring, whether thematerial used is ceramic, stone, textile, resilient or wood, is highlydependent on the physical and elastic-mechanical characteristics ofthe substrate on which it is installed.
The screed is a layer of cementitious mortar installed directly on asubstrate. Its purpose is to bring the installation surface for the flooringto the designed height and provide a surface suitable for installing thespecified flooring. Screeds are usually made up of cement,sand/aggregates and water. When a screed is laid, it must guaranteethe following characteristics:
• Sufficient thickness for the type of flooring to be installed and theintensity of traffic acting on it
• Mechanically resistant• Compact and homogeneous • Cured and dimensionally stable before installing any type of
flooring
The importance of cured and dimensionally stable screedIt is absolutely essential that the screed is cured and that most of theshrinkage is completed before installing any type of flooring. Duringthe curing cycle, screeds are prone to “hygrometric shrinkage”, aphenomenon in which water evaporates or dry out causing the screedto shrink and reduce in volume. Adding too much water to the mixleads to higher shrinkage and longer time to dry out. There are tworisks involved when that happens:
• When floor covering is bonded to the screed before the excesswater has evaporated off, stresses and tension in the substrate will
be transferred to the flooring and may cause the floor covering tobe detached.
• As the water evaporates, it will seep through the joints between thetiles in the form of vapour, consequently forming an unsightlysaline efflorescence. An even greater risk is that the vapour couldstagnate under the flooring, especially in the case of materials thatare particularly sensitive or even permeable (wood, PVC) and causethe flooring to detach.
Reduced curing time for screeds with MAPEI’s TopcemPronto The curing time for screed made from traditional cementitious mortaris around 28 days, which is rather long. However, this curing time maybe reduced considerably by using pre-blended, controlled-shrinkage,rapid-drying screed mortar – Topcem Pronto.
Topcem Pronto is able to form screed that is trafficable in 12 hours andcompletely dry in 4 days (less than 2% residual moisture content).With Topcem Pronto, screeds are able to receive ceramic tiles after 24hours and natural stone flooring after 2 days. Self-levelling compoundcan be applied after 4 days to receive resilient covering.
The product is easy to use (just mix with water) and pre-blended (fastto prepare). Furthermore, it sets in the same amount of time asconventional cement-based mortars but dries much more quickly. Itis ideal for repairing screeds in areas where it is required to layfloorings in a short time (e.g. supermarkets, shops, residences, offices,etc).

sCAL 16th safety site Visit to Paya Lebar Quarter @ sims Avenue
Twenty-two members participated in a safety site visit held at Paya Lebar Quarter, Sims Avenue on 6 April 2017. Hosted by Hexacon Construction Pte Ltd, the visit was the 16th in the series of safety site visits organised by SCAL’s Workplace Safety and Health Subcommittee.
Executive Director of Hexacon Construction and SCAL’sSecond Vice President Mr Dominic Choy welcomed participants, who were briefed on the safety management and practices implemented at the site.
Participants were impressed with the good housekeeping procedures and commented on how well maintained the site was. With a safe working environment and ease of access throughout the site, workplace efficiency and productivity were also improved. WSH is of utmost importance and should be the key priority of the top management. This visit was part of SCAL’s initiatives to raise workplace safety and health awareness among the workforce and for members to learn about the good safety practices from other contractors.

43th ACf Council Meeting in Jakarta, indonesia
The 43th ASEAN Constructors Federation (ACF) Council Meeting was held on 21st April 2017, with the Indonesian Contractors Association playing host. Council Members from Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam, attended the meeting. The ACF Council is currently chaired by Thai Contractors Association (TCA).
SCAL delegates were President, Mr Kenneth Loo, 1st Vice President, Mr Ng Yek Meng, Secretary-General, Mr Wilson Wong, Secretariat staff, Mr Lam Kong Hong and Ms Esther Heng.
The meeting was held in the morning at the Fairmont Jakarta Hotel. The meeting started with a discussion on ACF matters and each country had the opportunity to present their reports. Delegates were then treated to a farewell dinner at the View Restaurant & Bar.

sCAL Cricket Challenge 2017 for Migrant Workers

In appreciation of our migrant workers, SCAL organised its 8th Cricket Challenge as part of May Day celebrations on 30 April 2017 at the SCAL Recreation Centre in Soon Lee Road.
The annual outreach event seeks to promote inclusiveness and encourage bonding through a mass participation sport. With the strong participation from SCAL members, a total of 14 teams comprising 196 migrant workers represented their companies at theCricket Challenge.
Some 800 spectators turned up to support their friends and colleagues who were competing. The cheering and applause from the crowed stirred up the
atmosphere. Alongside the match, a slew of activities were also conducted at the road show booths set up by the National Environment Agency (NEA), Immigration and Checkpoints Authority (ICA), Migrant Workers’ Centre’s (MWC) and Nanyang Neighbourhood Police Centre (NPC).
Chairman of the Migrant Workers’ Centre, Mr Yeo Guat Kwang was present as well as other invited guests from the High Commission of India, Bangladesh, Sri Lanka and representatives from the Building & Construction Authority (BCA) and the Singapore Police Force ‘J” Division.
SCAL would like to congratulate Dragages Team for clinching the Championship title for the second consecutive year. They were presented a cheque of $2,000, winning medals and the Champions Trophy by Mr Yeo.

productivity, SCAL and her subsidiary, SCAL Academy organised a Construction Productivity Conference at Orchard Hotel on 24 May 2017. More than 200 industry practitioners attended the conference to hear experts from the UK, Australia and Singapore share their perspectives on time management, lean construction and work readiness to maximise productivity.
At the Conference, SCAL also released its report “Construction Productivity in Singapore: Effective Measurement to Facilitate Improvement” which was published as a SCAL80 commemoration.
The report provides details of a study on construction productivity initiated by SCAL in collaboration with the Singapore Chinese Chamber of Commerce and Industry (SCCCI). Led by Professor George Ofori, then from the National

The construction industry has been going through a period of restructuring for higher productivity. In recent years, the industry has managed to raise productivity with annual site productivity improving from 0.3 percent in 2010 to about 2 percent per year from 2014 to 2016. The improvement is on trackto the government’s goalof 2 to 3 percent average annual growth by 2020 under the Construction Productivity Roadmap.

strategy to implementing an effective time model to manage the risk of delay in the completion of construction projects.
“This year, SCAL celebrates its 80th Anniversary. It is timely for us to play a greater role leading the industry to the future,” said Mr Kenneth Loo, President of SCAL. He added, “Productivity is a key factor. While we adopt new technologies and construction methods, we also need to address how processes can be improved and minimise duplication, reworks and delays. We need to work with government and other stakeholders, and only then will we have a holistic approach to productivity improvement in construction.”

Participants at the conference were engaged in an interactive question and answer session, facilitated by Mr Dominic Choy, Chairman of the Productivity and Technology Sub-Committee.

SCAL published its report on Construction Productivity in Singapore.
University of Singapore (NUS), the study identified the need for greater ownership and more effective measurement of productivity across the whole construction value chain. The report sets out eight key recommendations covering measurement, use, monitoring and management of productivity at the project, corporate and client levels, lean construction and management of waste, and for SCAL to take leadership for a new approach.
Following the conference, a masterclass on Project Management was conducted by Mr Alan Midgley, Director of AG Midgley Ltd UK on 25 May 2017. The masterclass provided participants with the principles on planning for projects by going through a step-by-step approach from developing a

SCAL attended the 43rd IFAWPCA Convention where over 1,000 delegates participated and shared a diverse array of current issues and solutions under the theme “Convergence and Stepping Forward”.
Hosted by the Construction Association of Korea, the Convention was held in Seoul, Korea from 29 May 2017 to 2 June 2017. The 9 members SCAL delegation was led by President, Mr Kenneth Loo with Mr Dominic Choy as Chief Delegate.
Meetings to raise awareness of the business value of the construction industry as well as to strengthen International Corporation among IFAWPCA member countries were held throughout the week-long event.

Besides a platform to promote WSH ownership among all levels of employees, the seminar also gave recognition to exemplary projects and individuals who have demonstrated good WSH practices and behaviours. In addition, the best WSH practices were shared by professionals for industry adoption.
In his welcome speech, SCAL President, Mr Kenneth Loo highlighted that the construction sector has witnessed a significant improvement in its WSH record. He emphasised the importance for all construction personnel to maintain if not improve this record, not just for the fatality rate but also for all injuries in the construction sector. Guest-of-honour for the event, Minister of State for Manpower Mr Sam Tan commended the construction sector for the vast improvement in WSH, but cautioned that the industry cannot rest on its laurels. “Fatalities in the construction sector declined by 59% in the second half of 2016 and we ended the year with a sector fatality rate of 4.9 per 100,000 employed persons, the lowest since 2007,” he said. “The strong support by SCAL played a big part in this improvement. SCAL has worked tirelessly to conduct regular safety time-outs with its members,” he added.
Mr Tan also presented SCAL’s Safety Supervisors Awards to three individuals who have exhibited exemplary leadership on safety management and SCAL’s Safety Innovation Awards to three winners for innovative practices and solutions to improve safety and health in their workplaces.

At the seminar, SCAL Executive Director, Mr Lam Kong Hong outlined the three-prong approach adopted by SCAL to drive construction safety.

He further elaborated on the five workgroups SCAL has formed within its WSH Subcommittee to plan and organise specific WSH activities such as safety site visits, safety time-outs, mozzie wipe-outs, and the development of a safety mobile application that is easily accessible by site supervisors to train and highlight safe practices at worksites.
Other speakers at the seminar included Mr Tong Tee Hui, Senior Assistant Director, Construction Operations and Surveillance from the Ministry of Manpower, Mr Rama Chandramogan, Assistant Director, Environment Public Health Operations Department of the National Environment Agency and Mr Loh Yeow Leng, General Manager of SC2.
Moving forward, SCAL would like to urge all construction companies to remain vigilant and to take proactive measures to reinforce WSH at their work sites.

This year, close to 170 volunteers comprising staff of SCAL members and secretariat staff of SCAL and SCAL subsidiaries sacrificed their precious weekend to help in cleaning and painting homes of the elderly and disabled at Block 117, Bukit Merah View. This is the highest turnout for a SCAL its Clean-A-Home programme since its inception in 2012.

SCAL would like to express our appreciation to Nippon Paint for sponsoring the paint and painting equipment. As part of their efforts to prevent mosquito breeding, Nippon Paint also sponsored its specially formulated Nippon MozzieGuard paint for the elderly residing at lower levels to help fend off the mosquitoes.
SCAL has been rallying its members to participate in the Clean-A-Home programme to help improve the safety and sanitation of these homes. To date, more than 450 staff of SCAL members have contributed to this initiative. SCAL would like to thank all our volunteers for their hard work and contributions in support of our CSR efforts. We look forward to greater participation from our members to help build an inclusive society and strengthen community bonds.

sCAL 39th Annual general Meeting

The Singapore Contractors Association Limited (SCAL) held its 39th Annual General Meeting (AGM) on 23 June 2017. The AGM was chaired by SCAL President Mr Kenneth Loo and attended by 47 members.
Treasurer Mr Benjamin Tan presented the financial report for the year 2016, highlighting that SCAL remains in a strong financial position. The AGM approved and adopted the Annual Report for 2016, including the annual and consolidated financial statements.
Presenting the Secretary-General’s report, Mr Wilson Wong shared that private sector demand has fallen for the second consecutive year in 2016, weighed down by a decline for all building types with the exception of commercial developments. With the current economic slowdown, he emphasised the
importance for companies to make cost adjustments and invest in measures to boost productivity. Mr Wong also gave an overview of the Association’s activities, highlighting the key events for 2016.
At the AGM, members unanimously passed the ordinary resolution giving approval to the Board to acquire and/or develop a new SCAL Construction Hub for the following objectives:
a) To house SCAL and SCAL subsidiaries in one locationb) To house adequate training and lecture room facilities c) For showcasing new construction methods and technologiesd) To accommodate offices and facilities for construction- related partner trade associations where appropriate

The proposed Construction Hub will be a symbol of Singapore’s vibrant, robust and forward-looking construction industry. It will be funded through SCAL’s current cash holdings, with a prudent reserve set aside for contingency and future spending. The new and existing buildings will also provide opportunities for rental income to fund recurring expenses.
In his closing address, President Kenneth Loo reflected on the role of construction in nation building as SCAL turns 80 this year. He elaborated on the initiatives SCAL has taken to drive industry improvements particularly for Workplace Safety and Health (WSH) and productivity. He noted that the construction industry is undergoing a difficult period in the current economic transformation. He encouraged members to continue adopting productive technologies, implement better project planning and work processes, and to have an overall mindset shift towards a construction of the future. The meeting concluded with tokens of appreciation presented to council members for the term 2015-2017 for their efforts and contribution to drive the progress of the association and the construction industry.

6 National Workplace Safety and Health Campaign The WSHC had its Workplace Safety and Health Campaign Launch on 22 Apr 2017, at OCBC Square at Sports Hub. The campaign launch took place from 9am to 10am followed by the family carnival which took place from 10am to 7pm.

2 SCAL Clean-A-Home 2017 In collaboration with the Henderson-
Dawson’s “Project FRESH”, SCAL Corporate Social Responsibility (CSR) Sub-Committee organised its Clean-A-Home on 10 June 2017 at Blk 117 Bukit Merah View. A total of 146 volunteers and 22 staff of SCAL took part in the programme to spruce up 29 units for the elderly.
The event was graced by Guest-of-Honour, Advisor to Tanjong Pagar GRC Grassroots Organizations, MP for Tanjong Pagar GRC, Ms Joan Pereira, who came and visited 13 units to distribute the NTUC vouchers to the residents and to take photographs with the residents.
3 NEA Mass Briefing on Minimum Energy Performance Standards (MEPS) – 1 June 2017, 3.30pm
SCAL attended a briefing by NEA on the acceptable level and scope for MEPS of motors, a new standard introduced by NEA, and the key compliance and testing requirements.
