BackgroundCVWDservesapopulationofover185,000customers,consistingof49,000waterconnectionswithina47squaremilearea.Withanaveragedemandof50MGD,CVWDoperates20pumpstations,64boosterpumps,29wells,andthreepotable

Cucamonga SCADA Upgrade mostintuitive,highestperforming,mostscalableandversatilesolutionavailable.FireTideoffersanextremelyintuitiveinterface,allowingtheusertoconfigureandmanagenetworks.TheGraphicalUserInterface(GUI)isscalabletoalloftheradiosusedbyCVWD.Licensing,security,andconfigurationsareloadedtoeachindividualradioviatheGUI.Toolsincludingspectrumanalyzers,antennaalignment,andiPerfarebuiltintotheindividualradios.Initiallyaspectrumanalysiswascompletedtodeterminechannelsaturation/availabilitywiththeuseofathirdpartyspectrumanalyzer.OncethepermanentFireTideequipmentwasinstalled,anotherroundofspectrumanalysiswascompletedwhichgaveprecisevaluesofsaturation/availabilitywiththespecificequipmentused.Thissecondroundofanalysisofferedalargeramountofchannelselection.CVWDdecidedtoinstallradiosandantennasandenableradiooptionstomeettheneedsoftodaywiththeabilitytoexpandradiooptionstomeettheneedsoftomorrow.FireTideradioshavetheabilityofrunninginaMultipleInputMultipleOutput(MIMO)mode,whichallowswirelessthroughputtoexceed100Mbs,ortorunnonMIMOwithaconsistentthroughputofover10Mbs.ThedifferencebetweenMIMOandnonMIMOissimplyalicensekeytounlocktheabilityoftheradio,andareplacementoftheantennahorn.Themeshtechnologyallowsforradiopathstobeeitherspecificallydeterminedorautomaticallyroutedviatheradionetwork.Anotherfeatureallowingoptimalperformanceare
thedualprocessors.Unlikeotherradios,FireTideincorporatesdualprocessorstolimittheoverheadofsecurity.Oneprocessorhandlesthecommunicationswhiletheotherhandlessecurityandencryption.FireTideradiosareversatile,abletogowhereotherradioswerenot.Thechoicewastouseanoutdoorradioinordertouseashortercablefromtheradiotoantenna.Thespecificationoftheradioallowsfortheradiotomountinanylocationwherepowerispresent.Theradioalsoactsasaswitchallowingmultipledeviceconnectivity.However,themostrelevantcharacteristicoftheradioistheabilitytorunfrequenciesinthe902-928MHz,2.4GHz,4.9GHz,and5.4–5.8GHzspectrum.Thisalone,excludingtheGUI,security,andperformance,wouldhavesettheFireTideradioaboveitscompetitorsforthisproject.ResultAfterthecompletionoftheADRproject,CVWDwasgranted$462,300fromSouthernCaliforniaEdisontoproduceasystemabletoshedelectricalloadautomatically.Thisamountcoveredthepurchaseofallnecessaryhardware(excludingsixtowers)toproduceasystemcapableofmuchmorethanAutomatedDemandResponse.Alldesign,engineering,installation,commissioning,andmaintenancewasdoneinhouse,consistingof1,860man-hours.─ CVWD Production and Controls Team, Cucamonga Valley Water District

Integrated Database BackupThe new database Backup object enables users to perform backups of the database automatically using a scheduler. While the backup is in progress, the database will continue to operate; processing values, storing updates in memory and synchronizing updates to the standby.

Improved Mimic Drawing PerformanceThe re-drawing times on mimics containing lines and polylines has been markedly improved (>75%) for ease of use and enriched operation.
enhanced Historian ScalabilitySCADA Expert ClearSCADA 2013 R1 provides significant reductions in start-up time for historic data and the event journal (97% and 94% reductions respectively). Records using 8 TB of storage space will now start up in under 16 minutes. There is also reduced memory required by the historian when storing data online for long periods with improvements over previous revision of up to 90%. Together these improvements considerably increase the scalability andsustainability of the historian allowing much more historic data to be kept online for longer periods.
Wastewater Starter application ProjectThis new example project will provide a foundation for the development of real-world wastewater lift stations. The example leverages the close integration of SCADAPack E RTUs and other Schneider Electric equipment like Altivar VSDs and PowerLogic energy meters.

Fundingawindturbineprojectdependsongovernmentsubsidiesandincentivesofferedbythelocalutilityprovider.InthestateofNevada,NVEnergy’sWindGenerationsprogramrequiresthatthepowercurvebecertifiedtotheIECstandard(61400-12).Theincentivespaidaredirectlyproportionaltothepowerproducedatawindspeedof11meterspersecond.TheunderlyingrequirementfortheIECcertificationisthecollectionofdatabeat1Hzorgreater.Thatis,datasamplingatoncepersecondorfaster.ButhowdoyouachievethiswhenyouhaveanexistingPLCcontrolpackagethatwasdesignedtocontrolthewindturbinestart-upandsynchronization,nottoemphasizethe“DA”in“SCADA?”HearingtheechoofTonySannella’svoice,toutingthevirtuesoftimestampingdatainthecontrollerwithDNP3,itwasaprettyeasydecisiontobuildaweatherstationaroundaSCADAPackandClearSCADA.Withthatinmind,wedevelopedourownweatherstationusingcalibratedtransmittersforwindspeed,winddirection,relativehumidity,temperatureandpressure.Puttingtheweatherstationtogetherandsettingupthecontrollertoscaleandreportthedatawastheeasypart.Thechallengewasputtingtheweatherstationatwindturbinehubheight,whichhappenstobe100feetintheair.Mostinstrumentationprojectsdon’trequireacraneandittookalmostaslongtogetthecranetotheReeseRiverValley,nearAustin,Nevada,asitdidtosetthetowerandguylines.Allinall,theweatherstationhasperformedflawlessly.WithClearSCADArunningonalaptop-hiddenintheturbinecontrolcabinet-andadirectEthernetlinktotheSCADAPack330and5506card,howfastwastheDataAcquisition?Thereweremanyinstanceswherethewindspeedchangedby0.1milesperhour,10timesinonesecond.Infact,thecontrollerwasinitiallysetupwithladderlogictoonlytakedataoncepersecond.Thatis,TelepacehasaprogramblocktoGenerateDNPEvent.Ultimately,theprogrammingwasabandonedinfavoroflettingthesystemtakeitsnaturalcourse
ondatascanningthroughputwith10Xperformance.OncethedatawasinClearSCADA,itwasimperativethatitbedownloadedfromthedatabasefortheIECmethodof“Bins.”Thestandardrequiresthatthedatabegroupedin1minutelongdatasetswithMin,Max,MeanandStandardDeviation.Then,thedatawastobegroupedinto10minutedatablocksofwindspeeddatain“Bins”of0.5meterpersecond.Youknow,somethingsarebestlefttoMicrosoftExcel.ClearSCADAallowedustovisuallyscanplotsforspecifictimeswhentheunitswereon-line,thenpullhistoricaldatabyspecifictimesandsimplycopyandpastetheresults.Abitkeyboardintensive,butitworked.Nowwhatisaguytodoaboutgettingdataquicklyfromfourdifferentwindturbinesonascanningradioscenario?AndwhyintheworlddoesSchneiderofferaSCADAPackwithnoI/O?Well,nottechnicallytrue,theSCADAPack330offerscounterinputs,butnotmuchelse.However,itdoeshaveanintegratedradioandcommunicationsports.Thepackagemadeforaverysmallfootprinttopiggy-backintoanexistingcabinettododataacquisitiononthemaincontroller.Fortunately,whenwedesignedthecontrolsystemfortheMatrixWindSolutionMWS100windturbines,weincludedapowerqualitymetertomonitorindividualphasecurrentsandvoltageswithrealtimepowercalculation.Further,wehadanexistingModbusserialconnectionbetweenthePLCandthepowerqualitymeter.Thiswasthebottleneck,butweweregettingaboutthreesampleseverytwosecondsandwellunderthe1Hzspecification.Areasonablemargin,butweneededtoinsuretheperformancepassedthrough.NowqueueTony’svoiceonceagainregardingDNP.Togetthere,weconnectedtheSCADAPack330witharadioandantennaonfourofthenineindividualturbinecontrolcabinetswithasimpleEthernetCAT-5cable.WhilethePLCwasscanningthepowerqualitymeterMODBUSserial,theSCADAPackwasscanningthePLCmemoryregistersusingModbusEthernetwithtimestampingand
bufferinginDNP.ThentheClearSCADAwasscanningforevetnsatleisure.Tooptimizethings,amajordatamappingexercisetookplace.TheoriginalwindturbinePLCprogramwasmodifiedtoaddcodetoconvertthedatatofloatingpointvaluesandgroupthedataincontiguousregisters.TheresultwasmeetingalltherequirementsfortheIECstandard.Thesideeffectwaslearningaboutthewindturbinesthemselves.TheMatrixWindSolutionsMWS100isaninductiongeneratorwithdynamicbladepitchcontrol.Thatmeans,thegeneratorhastoberunningsynchronoustothelinefrequency;inthiscaseapproximately1800RPM.Thebladesaremotorcontrolledandmovetothefeatherposition,whichessentiallyletsthewindblowpastthebladesinhighwind.Whenthereisadequatewind,thebladesaremovedincrementallytopowerproducingangles.AstheunitgeneratesRPM,thePLCwilltriggerthesoftstartandsynchronizetotheutility.Aswindspeeds,increasetheturbinewillgointoactivecontroltopositionthebladeswithlesspitchandkeeptheloadonthebladesinthepowerband.Shouldagustofhighwindcomethrough,thesystemisdesignedtotriponovercurrentandforcearestart.InadditiontotheIECrequiredweatherinformationandkilowatts,theRTUsandClearSCADAdatabasewassetupwith

otherpointsofinterest.ThecoredatasetincludesgeneratorRPM,bladetargetangle,bladeactualangle,individualphasecurrentsandvoltages,runtimehoursandkilowatt-hourproduction.Totriggeranystart,alowcostanemometerwasusedasthetriggerfortheinitialrun.Someunitsexhibitedanumberoffalsestarts,andmoreimportantly,someunitsweremissingopportunitiestorun.Thecontrolprogramwaschangedtooptimizetheidlingspeedoneachunitandtotunethestartupcurve.Further,thehighwinddetectionwasimprovedtoeliminatestart-upwhenthewindspeedistoogreat.Tobeperfectlyhonest,Idon’tbelievetherearemanyhighspeeddataacquisitionimplementationsintheinstalledbase.WhenIfirstcalledthetechnicalsupportgroup,thefeedbackIreceivedwasthatitwasanunusualrequesttoattempttogetcontinuousoneseconddata,particularlyfromfourdifferentlocationsviaradiocommunications.But,theendresultoftheconversationwasthattheproducthadthatcapability.NevadaControlscanconfirmthatitindeedmeetsthe1Hzdatarequirement,evenwhenpiggybackedonanotherproductwithlimitedSCADAcapability.

andcharacteristicsofthecontrolisalwaystestedinacanalsimulationmodelpriortoprogrammingitintothePLC,andimplementedinthefield.Inmyexperiencewithseveralintegrators,allpreferladder.Itiswhattheyareusedto.Andmanygoodelectricianscanunderstand,writeanddeployladderprograms.Iagreethataslongasthecontrolalgorithmismanageable,suchasaproportional–integral(PI)control,ladderisanOKtool.But,asthecontrolalgorithmbecomesmorecomplicated,thebenefitofthecomfortofusingladderisquicklyreplacedbytheversatilityofotherlanguages,specificallystructuredtext.Asabuddyofmineputit,“Usingladderislikebeingagreatcarburetormechanic.Itwasgoodwhenallyouhadwerecarburetors.”Ibelieveitistimetomoveontomoreadvancedprogramminglanguages.Orattheveryleast,stoppropagatingthesoleuseofladder.Eventuallythosefuelinjectedsystemsmaybetheonlykindofenginesoutthere.Idonotunderstandthosewhobelievethatladderiseasiertouseandunderstand.Ithinkwhattheyarereallysayingisthatladderistheprimarylanguagetheyteachorhaveused.ForthelastseveralyearsIhavetaughtPLCprogramminginacanalmodernizationclass.OneofthefirstquestionsIaskiswhetherornotanyoneintheclasshaseverworkedinMicrosoftExcel.Mostoftheclasswillraiseahand.MynextquestioniswhethertheyhaveeverenteredanequationinExcel.Notasmanypeoplewillanswer“yes”tothesecondquestion.IfItookthatsamegroupofpeopleandaskedthemiftheyhaveeverwrittenaladderequation,Iwouldgetablankstareunlesstherewasanintegratororelectricalengineerintheclass.MyargumentisthatifyoucanwriteanequationinExcel,youcanwritestructuredtext.Actually,whenIdevelopPLCprograms,IwilldomyfirstroundoftestinginExcel.IfItakethetimetonamecells,myExcelequationsarenearlyidenticaltothestructuredtextinthePLC.Forexample,ifIwanttoscaleawaterlevelsensorinExcel,Iwouldwritetheequationinacellas=Raw_Count*Slope+Offset.Now,tomovethatsameequationtostructuredtext,theequationwouldlooklikeWater_Level:=Raw_Count*Slope+Offset.Tomakethisconversion,Ineededtoaddacolonbeforetheequalsignandendthelinewithasemicolon.Amorecomplexexampleisoneoftheequationsweusetocalculateadesiredgatemove(PID_DU),itlookslikethisinladder:

InarecentconversationwiththeSageAdvisor,Iwasinformedthatladderprogrammingwastheeasiesttolearn.IdidnotwanttochallengetheSage,soIremainedquiet.Thewisdomtoremainquietwasquicklytrampledbytheabsurdityofthestatement.Whoonthisearthwouldthinkthatladderwaseasiertolearnthansay,structuredtext?Mr.Sannellaofferedmetheopportunitytoexplainmyperspectiveinthispublication.Consequently,Iwouldliketosharemyopinionoftheprosandconsofbothstructuredtextandladderprogramming.Yes,Idobelievetherearebenefitsofladderprogrammingandtherearedisadvantagesofstructuredtext.First,forfulldisclosure,InormallyuseSCADAPacksandIalwaysuseISaGRAF.WithinISaGRAF,95percentofthecodeI’vewrittenhasbeeninstructuredtextandtheremainderinFunctionBlockDiagram.Ihavebeenaround,neverwantingtodevelopin,andhaveaverylimitedworkingknowledgeofladder.IamacivilengineerandIhaveworkedaroundcanalsmyentire30yearcareerattheBureauofReclamation.ISaGRAFsupportsfivestandardprogramminglanguages:sequentialfunctionchart,functionblockdiagram,ladderdiagram,structuredtext,andinstructionlist.Inaddition,itsupportsanon-standardlanguagecalledflowcharting.Ifindflowchartingtobeamoregraphicalrepresentationoftheunderlyingprogramminglanguage.Inmycase,theunderlyingprogramminglanguageisstructuredtext.Ifnecessary,flowchartingcouldeasilybeconvertedtostructuredtext.MyinitiationintoPLCprogrammingwasprimarilycausedbytheunsuccessfuldeploymentofaladderprogramwrittenbyothers.Wehadjustspentabout$8,000,000oncanalimprovementsandautomation,buttheautomationdidnotwork.Soitwasabitlike,“getthisautomationworking,orelse.”IdidhaveexperiencewritinginFortran,sowhenIlookedforawaytocorrecttheladderprogram,Ifounditmucheasiertousestructuredtext.MostoftheautomationandcontrolalgorithmsthatweusehavebeendevelopedbytheIrrigationTrainingandResearchCenter(ITRC)inSanLuisObispo,California.The“problems”wehadwithourinitialautomationprojectwerenotcausedbyladder.But,whatwefoundisthatthemoderncontrolalgorithmsandlogicthatareneededforgoodcontrolaremoreeasilywrittenandcodedusingthesametypeofequationsinboththedevelopmentofthealgorithm,aswellasthePLCprogramming.By“developmentofthealgorithm,”Imeanthatthestability

Don’t get stuck in the Dark – It’seasytogetcaughtupintheperimeterlayout,takingtimetoevaluatecameralocations,lensesandimageresolutiononlytoforgetthatallofthatchangeswhenthesungoesdown.Inmostcases,thelimitingfactorincoverageoccursintheeveninghours.Howdoyouintendtocoverthesceneindarkness?Willyouusesometypeofilluminant,suchasinfraredoravisiblelightsource,orperhapsthechoiceisathermalsensor?Acamerathatcancovera500mfencelineduringthedaymaybereducedto200matnightduetothetypeofilluminationbeingconsidered.Thisnotonlyimpactsthelayout,butobviouslyhasconsequencesinthefinalbudget.AnIRilluminatedcamerawillprovideyousomefacialdetailsandcanallowviewingoflicenseplates,butthisaddsapieceofequipment(mounting,powerandmaintenance)andissusceptibletoweatherconditionslikerain,snowandfog.Athermalcameramaycostyoualittlemoreandnotbeabletoprovideyoufacialorlicenseplatedetails,butcopesbetterwithweatherconditions.Bottomline,takethetimeto
considerhowthescenewillbecoveredinnighttimeoperations.5. Get an image – Thesayingisreallytrue,“A picture is worth a thousand words.”Ifatallpossible,trytogetanimagefromeachproposedcameralocation,mimickingtheintendedview.Gettingtheimageataboutthesamecameraheightisideal,butjustgettingasnapshotatgroundlevelcanalsobehelpful.Ifyouareaconsultantorintegrator,thisisoftendifficulttoachieve,giventhenatureofsitevisitsandotherrestrictions,butitwillprovideyouanaddedlevelofconfidenceinyourdesignandhelpretainsomeofthosesmalldetailsyoumayhaveforgottenafterbeingonsite.Ifyouarethesiteownerorconsultant,makingtheefforttoallowtheseviewstobecapturedcangoalongwayinuncoveringproblemsearlyinthedesign.Imagescanbeusedasagreatcollaborationtooltogainconsensusontheobjectiveofthecameraandinsurethatthelocationandviewwillachievethecameras’intendedmission.

Anotherliabilityofstructuredtextprogrammingisitslackofwidespreaduse.Thisisaself-propagatedproblemaggravatedbythecontinuedbeliefthatladderisnotonlypreferred,butsuperior.ThetworemainingissuesarewithISaGRAF,notstructuredtext,andrelatetoSchneiderElectric.TheISaGRAFapplicationwasdevelopedbyICSTriplexISaGRAF,whichisnowownedbyRockwellAutomationGroup.SchneiderhasnotchosentoimplementmostoftheimprovementstoISaGRAFthatRockwellhasmadesincethepurchasein2007inthestandardSCADAPack.Forexample,ISaGRAFisnowonversion6whichisavailablewiththeEseriesSCADAPackbutSchneidercontinuestosellversion3.5ISaGRAFforthestandardSCADAPackwhichwillnotruninnativeWIndows7.TheSchneider–Rockwellproblemdoesnot,inanyway,deterfromtheadvantagesofmoremodernprogramminglanguages.IhavebeenabletotakeIEEEcompliantstructuretextandmovethecodefromonebrandofPLCtoanother.Iwouldliketoclosewithmysecondstructuredtextapplication.WhenIwasdevelopingthiscode,Iwasnotadeptatmakingvariouspiecesofhardware“talk”toeachother,soIhiredanintegratortoworkwithme.Thisintegratorwas,andis,veryproficientinladder.Actually,duringdevelopment,hewouldwritethecodeinladderandthenfigureouthowtodothesamethinginstructuredtext.Attheendoftheproject,thisladderaficionadosaidtome,“Boy,I’mgladwedidnottrytodothatapplicationinladder.”─ Robert Norman, Civil Engineer, US Bureau of Reclamation, Grand Junction, CO
