ENCOURAGE CLIMATE-SMART CHOICES
More efficient utilization of the transportation system is fundamental to the
efforts by Trafikverket (the Swedish Transport Administration) to mitigate the
impact on climate by the transport sector. You can contribute with new
methods to help people make choices better for the climate!
Trafikverket’s role in the society is to develop a transport system where all travels and
transports are as safe as possible and done with the minimum negative impact on health and
the environment. The Swedish parliament has adopted a vision of zero net emissions of
greenhouse gases by 2050 in Sweden, implying a need for the transport sector to get its
emissions close to zero. This transformation will require changes across the entire board of
the transport system including legislation, taxation and infrastructure, but to reach the
target a behavioural shift is necessary for all citizens to choose the most climate-smart
option when travelling. How can it become easier to make a better choice?
To lower the barrier for an individual to make a good choice is sometimes called “nudging”
and can be very effective. Your task is to use playfulness, visibility, rewards, norms and
accurate information to encourage climate-smart choices of travel and transportation.
Develop ideas for Trafikverket, large or small, that make it easer to make a better choice.
Describe which behaviour you want to influence, who you are targeting and how it would
work in your solution.

Developing society
In the modern era, the backbones of our society are the conditions for transportation of
people and the logistics for goods. We want to be able to live anywhere without
compromising on our ability to move from our home to our work or studies, to travel to our
friends and family, to do business and go holidays. Food must be delivered to our stores, iron
ore to steel plants and timber to the mills. People and organizations are highly dependent on
a reliable transport system.
Trafikverket is a government agency responsible for the overall long-term infrastructure
planning of road, rail, sea and air transport as well as construction, operation and
maintenance of state roads and railways. Each day, 4.5 million people travel by car, close to
400,000 by train, simultaneously to the logistics involving more than 400,000 tons of goods
by road and rail. Trafikverket works nationwide, around the clock, summer and winter, to
make it all possible. The objective is to create the conditions for a robust and efficient
transport system that is both safe and energy efficient. Meanwhile, Trafikverket must also
ensure that road-users and hauliers have excellent opportunities to carry out their journeys
and transports. The organization ensures that ferries depart, bridges are functioning, trains
are on time and roads are passable. Other tasks include testing and administration of driving
licences, providing relevant information about the traffic, adapting railway stations to
disabled, building safer roads, and much more. Additionally, Trafikverket pushes innovation
through partnerships and own projects

Reduced negative impact from transports
While an efficient transport system is crucially to the society, it can also have negative
impacts on nature, health and climate. Infrastructure can effect cultural values, disrupt
opportunities for outdoor activities, and create physical barriers for both people and wildlife.
Accidents, noise, and emissions of dangerous particles affect the health of people. The
transport sector is responsible for a third of all emissions of greenhouse gases in Sweden. It
is crucial for the transport sector to work proactively toward fulfilling the climate goals of
Sweden.
New, sustainable solutions to reduce
the use of fossil fuels and the impact
on environment must be developed.

a strong effort to build a transport

system is used effectively by energy
efficient vehicles, vessels and airplanes
that primarily are run by renewable
energy while the infrastructure is
energy efficient in all phases, including
construction, operation, maintenance

their partners are important actors and
in the effort of making the entire
transport sector more sustainable.
When planning for new infrastructure,

and how the various means of
transportation best complement each
other to enable maximum usage of the
capacity in the transport system. Investments should improve the opportunities to choose
climate friendly transports, e.g. by enabling more to travel by public transport, walking or
cycling. Such actions leads to less congestion, reduced energy usage, and positive
environmental impact while contributing to improved health for individuals.

Construction and maintenance of roads and railways require significant amounts of energy
and impact the environment negatively. As a consequence, Trafikverket have integrated
environmental aspects as a key-concern already at the planning stage for construction and
maintenance projects. Today, our transport system is dependent on fossil fuels since
alternative energy sources are not sufficiently developed and renewable raw materials
remain a scarce resource.
Climate-smart travelling by behavioural change
Smarter infrastructure, improved vehicles and more environmentally friendly fuels are not
enough – we must change our behaviours in order to reach a sustainable society.
Trafikverket has identified behavioural changes as an important aspect to reduce impact on
climate by the transport sector. One method to influence behaviour is “nudging”, a concept
first described by researchers Richard H. Thaler and Cass R. Sunstein. The word nudge means
to move something in the right direction. The origin of nudging are rooted in the
understanding of the misalignment between what individuals would like to do and what they
actually do. While many want to live more consciously of climate and health, we often
contradict our principles by taking the easy option. The power of habits is strong.

As a method for behavioural change, nudging implies creating conditions where people are
aided into making the ”right decision” without restricting their freedom of choice. There are
several examples in the context of food choices, e.g. putting the healthiest food option at
eye-level. Another example is how the Scandinavian hotel chain Nordic Choice Hotels
changed to smaller plates at their buffets and decreased food waste by 20 percent, without
influencing what or how much their guests could eat. Small actions can have big impacts!

Criterion of the Jury
The jury will apply the following criterion to evaluate all
solutions, agree upon five finalists and decide on a winner.
Creative: How pioneering and catchy are your solutions?
Effective: How many people could you influence a more climate-smart behaviour?
Achievable: How clear is your description of how to implement your ideas and which
obstacles must be overcome?
Rules
§ Early Bird-feedback to all solutions handed in no later than December 20 2015.
Sustainergies will provide you with feedback on your ideas and suggestions no later
than January 4 2016. Remember, you are allowed to make changes until the final
deadline.
§ Final deadline January 17 2016. All solutions must be handed in through:
http://sustainergies.se/logga-in. If you submit several solutions, your last uploaded
version will enter the competition.
§ Hand in your solution individually or as a team. If you compete as a team, any prize
money will be shared between all members of the team. Any solution can be
registered on one person only, please write the names of all your team-members in
the solution. Hint: to increase your chances of winning when working as a team,
submit several different solutions by registering them on different team-members, up
to one solution per person.
§ Solutions may consist of text, images, graphics, movies or other digital formats.
Irrespectively of how you design your solution may it not exceed a comparable length
of 3,000 words. Your solution can be in English or Swedish.
§ Appendices are allowed. Use appendices only if you believe they are relevant to
support your solution with additional information. Your solution must be fully
understandable without the appendices.

teams. For each case, the top-five solutions will be named and the jury will select one winner
of the big prize-check of 25,000 SEK (2,500 euros). Go for it!
