Steps for the tender evaluation process

• Check the fulfilment of mandatory technical requirements; cross-check the

references and the additional documentations

• Check the offered solution for optional requirements and compare each bid

• Ask for clarifications – clear questions focused on functionality and

performance contribute to proper understanding of the offer

• Evaluate the overall technical proposal based again on functionality and

fulfilment and performance; decide penalties for deviations
