The 34th Annual General Meeting and Governing
Body Meeting of Federation of SBI Pensioners’
Associations were held on 23rd and 24th February
at Brilliant Convention Centre, Indore. The elegant
and oblong Conference Hall of the prestigious
building complex was literally packed when more
than hundred members of the Federation, other
than the activists and volunteers from the host
affiliate, who have come from the length and
breadth of the country, assembled there with
doubled vigour and enthusiasm. The Governing
Body Meeting which began at 10.30 a.m. was
presided over by Shri SB Gokhale, the senior-
most Vice-President of our Federation. Shri Rajesh
Kumar, Chief General Manager, SBI, Bhopal
Circle, inaugurated the meeting by lighting the
traditional Nilavilakku along with Sarvasri Brahma
Singh, DGM and CDO, Bhopal LHO, PK Balaji,
DGM, Indore, A Ramesh Babu and Deepak Kumar
Basu, General Secretary and Secretary, respectively,
of our Federation. All the dignitaries were honoured
by Shri GK Gandhi, General Secretary of Bhopal
Affiliate. In his Welcome Address he narrated the
historical importance of Indore city which is
considered as the cleanest city of the country. Shri
Rajesh Kumar in his inaugural address came out
expressing his deep gratitude to the elders who have
contributed much to the growth and development

Is it a Ray of hope?The Ministry of Finance, by their letter dated6th March 2019, have granted approval forupdating pension to the pensioners in ReserveBank of India with a notional increase of 10%in pension plus DA with wage agreements donein 2002, 2007 and 2012. As per HRMD letterdated 7th March 2019 issued to all offices, therevision will be effective from March 2019.
While rejoicing over this remarkableachievement one should also have thereminiscence of the concerted efforts includingthe long drawn agitation by the servingemployees and officers of Reserve Bank of Indiawhich lasted for more than a decade. In theprocess, they suffered many setbacks due tounjustifiable and discriminatory attitude of theCentral Government.
Pension was introduced in RBI with effect fromJanuary 1, 1986, in lieu of ContributoryProvident Fund (CPF). An assurance was giventhat it shall generally be on the lines of CentralGovernment Pension Scheme (CGPS) and anyimprovement in the latter will be extended toRBI pensioners also. As the Centre improvedpension periodically with every pay revision, thepension in RBI was also brought in alignmentwith the pay scale of 1997-2002 coveringpensioners up to October 2002. This was,however, objected to by the Ministry of Financewhich forced the withdrawal of the same in 2008,despite a Bombay High Court directive. The HCwas of the view that the government cannotoverride a decision taken by the RBI’s CentralBoard just by writing a letter. However, therewas no effect as the HC had mentioned that thesedirections have not been given under anystatutory provisions and, hence, do not have alegal validity to challenge the RBI circular.Successive RBI Governors and its Central Boardhave been sympathetic and have repeatedly takenup the pension updation issue with the Centrebut of no effect. The Parliamentary Committee

on Subordinate Legislation had unanimouslyrecommended that RBI be allowed to extendone more option of pension. While theobjections were raised by the Governmentevery time when the issue was brought beforethem with substantiating evidences andsupporting documents, it had on the other sideno objection and went on updating the pensionof more than 55 lakhs Central Governmentemployees. Besides, the Centre had also updatedthe pension of 25,000 professors and non-teaching staff of UGC sponsored Universities.
It is under the above circumstances that thefour Unions of employees and Officers of RBIdecided to go on direct action under the bannerof United Front of Reserve Bank Officers andEmployees (UFRBOE) and to go on a two-daymass leave on September 4 and 5, 2018, whichforced the Government to come out of its earlierrigid stand and seeking two months’ time tosettle the issue. Though the Government madeattempts for buying time, it had to succumbbefore the strong will and determination byUFRBOE by which the decade long burningissue could find its logical conclusion.
Well comrades, the updation of our pensionissue for which we have been fighting for almosta decade and a half is also one and the same.The unity that began with the coordination ofBank Retirees and Pensioners as per the historicdecision on 24th October 2018 in New Delhimust pave way for another landmarkachievement in the days to come. The route hasbeen well cleaned up cleared by our brethrenin RBI. They have proved that nothing isimpossible. No Government, no ruler canwithhold what is genuinely and justifiably due.We are confident that the Banking fraternityunder the banner of United Forum of BankUnions shall remain in the forefront in ourpursuit to victory.

of the pioneer Bank of our country. He specially
expressed his heartfelt thanks to the organisers for
giving him the opportunity to participate and address
the august audience. He explained, in detail, about
the unprecedented changes that are being brought
into the Banking function to transform it to the Digital
Banking. He also added that the services of many of
our retired officers are now being utilised by the Bank
in different areas. He referred about Bank’s recent
initiative “Nayi Dishaye” and the commendable
participation by retired officers in successfully
conducting the training programmes. He concluded
his inaugural address saying that the present stature
of the Bank, no doubt, could be achieved only
because of the dedicated services rendered by the
elders and seniors of SBI family.
Shri A Ramesh Babu,General Secretary, extended a
warm welcome to all the members on the eve of 34th
Annual General Meeting of the Federation. He said
all the retirees irrespective of their age are disciplined
soldiers and willing to market any scheme brought
by the Bank. He said that the pensioners’ community
is suffering from poor supply of medicines in time in
all the dispensaries maintained by the Bank. Even
the recently re-introduced medical schemes for the
benefit of prospective retirees are not properly brought
to the notice of prospective retirees resulting in poor
enrolment to the scheme. He profusely thanked Shri
Rajesh Kumar for being with the members sparing
his valuable time. Responding to issues referred by
the General Secretary, CGM assured to take
appropriate steps in ensuring supply of medicines to
the pensioners. Shri GK Gandhi, General Secretary
of the host affiliate, specially acknowledged the
excellent support received from LHO and more
particularly from AO Indore. He thanked Shri Rajesh
Kumar, Shri Brahma Singh and Shri PK Balaji, DGM,
Indore AO, for being with the inaugural session. Shri
Deepak Kumar Basu, Secretary of the Federation
proposed vote of Thanks.
The Business Session which followed after the inau-gural session dealt, in length, with all the agendaitems including the General Secretary’s Report. Gen-eral Secretary, while submitting the report mentionedthat the meeting at Indore was an extended meetingof both GB and AGM held at Puri on 5th October2018 where it was decided to hold another GB andAGM to discuss in detail and to decide on the pro-posed amendments to Bye-laws of the Federation asfinalised at the meeting held on 23rd and 24th No-vember 2018 at Hyderabad in a special of meetingof all Presidents and General Secretaries as per thedirection of AGM held on 5th October at Puri. Thehouse after a brief discussion approved the amend-ments to the Bye-laws of Federation. The house alsodecided to hold the election of office-bearers as perthe amended Bye-laws. As per practice, an informalmeeting of GB members took place at 5 p.m. in theevening to have discussion on the constitution ofbody for the triennial period 2019-22. Accordingly,consensus was arrived at for Sarvashri GK Gandhias President, SB Gokhale, PK Pathak, Shantharajuand Upendra Kumar Dash as Senior Vice Presidents,A Ramesh Babu as General Secretary, Deepak KumarBasu as Secretary and MS Mohan Rao as Treasurer.Apart from the above positions the Bye-laws alsoprovided for creating additional posts of five VicePresidents and five Dy. General Secretaries so as tomaintain representation from each affiliate in the Gov-erning Body. The affiliates of Bhopal and Delhi ini-tially did not give consent for the amendments to theBye-laws but later on, after a detailed explanationmade by GS on the need for amendment to theBye-laws, coupled with a request from other affili-
ates, they consented for the amendments.
The Annual General Meeting held on 24th February
discussed in detail on all issues including inordinate
delay suffered in reimbursement of bills submitted to
the Insurance Company, non availability of subsidy
in respect of unbearable premium amount especially
for Family Pensioners, augmentation of Legal Fund,
shortcomings in the reintroduced REMBS, etc. It was
reported that there is no much enrolment in the New
REMBS.

It was also suggested to publish a bimonthly bulletin of
our Federation to have better communication and
dissemination of information among the affiliates. We
are happy to note that Sarvashri K Rajeevan, John
Joseph, Joseph Palackal, Mathew Adackamundackal
and Surendranath Bhas actively participated in the
discussions.

Thiruvananthapuram
The Annual General Body Meeting of
Thiruvananthapuram District Centre was held on
27th January 2019 at LHO premises, Poojappura.
Shri Paramasivam, DGM (Vigilance) was the Chief
Guest for the function. Guests of Honour who
delivered felicitations on the occasion include
Sarvashri A Raghavan, General Secretary, SBSU
Kerala, V Gopakaumar, DGS, SBIOA Kerala,
John Joseph, General Secretary, SBIPAK,
Surendranath Bhas, DGS, SBIPAK, and
Rajachandran Nair, AGS, SBIPAK. The highlight
of the programme was launching of “Aaswas”
Benevolent Fund, a new initiative by the District
Unit, providing financial relief of Rs.5,000/- to
the family of a deceased member. Shri
Paramasivam, Chief Guest, inaugurated the
scheme by handing over the first membership card
to Shri John Joseph, our General Secretary. The
scheme became operational from January 2019.
The first financial aid of Rs.5,000 from Aswas
Fund was given away in the function to Smt.
Prasannakumari K, wife of late Remanan, our
member. Members who completed 75 years of
age were honoured on the occasion and also the
couple who completed 50 years of married life.

KannurThe Annual General Body Meeting of Kannur DistrictUnit was held on 7th March 2019 at Hotel RoyalOmar, Kannur. The meeting was presided over byShri Ramanarayanan NP, District President. In hisPresidential Address, he explained in detail thevarious activities undertaken by the District Unitduring the year. Shri Jose Marceline, DGS,Kozhikode AO, in his Key-note Address, explainedin detail the difficulties suffered by family pensionersdue to inordinate delay in sanction of family pension.He also mentioned that several cases of non-revisionof family pension was detected by the Associationand could get rectified after duly taken up with themanagement. Shri T Sethumadhavan Nair, the newlyelected AGS under Kozhikode AO, also offered hisfelicitations. Shri Premkumar PT, District Secretary,presented the Annual Report and Shri M Krishnan,Rreasurer presented the Accounts and FinancialStatements for the year.

Annual General Body Meeting of Idukki District Centrewas held on 9 th March at Tee Cee RestaurantConference Hall, Thodupuzha. The meeting began withWelcome Address by Shri PP Thomas, Vice President.Shri TJ Joseph, District President, who presided overthe meeting, narrated the important developments andactivities of the unit and specially mentioned aboutquantum leap in membership during the year. ShriMathew Adckamundackal, DGS, Kottayam, whoinaugurated the meeting explained in detail theorganisational developments that have taken place bothat National and State levels. Shri Joseph Palackal,DGS, Ernakulam deliverd the Key-note Addresscovering the organisational actions including Dharnaconducted at all district centres. Shri PM George,District Secretary presented the Annual Report andShri MI Gopalan, Treasurer, presented the Accountsand Financials. A General Body Meeting of Kottayam District Centre
was held on 15-03-2019 at Lions Hall, Nagampadam,
Kottayam. The meeting was presided over by Shri
MG Raghavan, District President. Shri Mathew
Adackamundackal, Dy.General Secretary, Kottayam,
Shri Joseph Palackan, DGS, Ernakulam, Dr.
Kuriakose Joseph, Chief Returning Officer, Shri
Remesh Babu and Shri Prabhakaran K, Assistant
Returning Officers, were the Chief Guests on the
occasion. Shri PM Jacob,District Secretary,
welcomed the guests and the participants. In his
Presidential Address, Shri MG Raghavan expressed
satisfaction on the functioning of the existing team
under his leadership. The membership of Kottayam
Center has doubled during the period. The setting
up of Area Committees at seven centres was a big
achievement. He cited that the promotion of
Kottayam District SBI Retired Employees Co-
operative Society Ltd. by the District Centre was
big milestone in the history of the Association.

Annual Report and Shri Thomas Philip, District
Treasurer presented the accounts and financials .
Election for the new committee for the next triennial
period was held thereafter.

The Annual General Body Meeting of Kozhikode
District Unit was held on 23rd March 2019 at Hotel
Alakapuri, Kozhikode. Shri T Balagopala Menon,
District President, presided over the meeting. The
meeting began with Welcome Address by Shri MC
Sreedharan. Shri Balagopala Menon, in his
Presidential Address, mentioned about the difficulties
suffered by many members on account of delayed
payment of Bills by the insurance company. Shri K
Rajeevan, President, SBIPAK, in his inaugural address
explained in detail about the Governing Body Meeting
and Annual General Meeting held at Indore on 23rd
and 24th February. Felicitations were offered by Shri
Jose Marceline, DGS, Kozhikode, and Shri T
Sethumadhavan Nair, AGS. Shri M Rajagopal,District
Secretary, presented the Annual Report and Shri M
Prabhakaran, Treasurer, submitted the Accounts and

Election of Office-bearers of SBIPAK for the Triennial period 2019-2022
We are happy to inform our members that the Executive Committee Meeting held at Ernakulam on 25th
March 2019 has unanimously resolved to hold election of Office-bearers for the triennial period 2019-2022
in connection with the 18th Annual General Meeting. Accordingly, in terms of Rule No.8 of the Bye-law of
our Association, the Executive Committee has constituted a three-member Election Committee for the
smooth conduct of the elections. The names of the Committee Members are given below:

With reference to the Circular No. GS/PAK/TVPM/78 dated 5th April 2019 by the General Secretary,
SBIPAK, notifying appointment of the Election Committee comprising of three members with the undersigned
as the Returning Officer and pursuant to Rule No. 8 and the Resolution passed by the Executive Committee
in its meeting held on 25th March 2019, notice is hereby given that Elections for the following posts of
Office-bearers of SBI Pensioners’ Association Kerala for the triennial period 2019-2022 shall be held as
prescribed by the Bye-Law and Rules of the Association and in accordance with the Schedule of Elections
as notified by the Executive Committee.
Election shall be held for the following posts:
President 1 (One)
Vice President 2(Two) One from present Thiruvananthapuram, Kollam and Kottayam
Administrative Office area and another from Ernakulam, Thrissur and
Kozhikode Administrative Office Area.
General Secretary 1(One) The member who is elected as General Secretary shall stay in
Thiruvananthapuram till completion of the tenure.
Deputy General Secretary 6(Six) One each from present six Administrat ive Off ice area, viz.
Thiruvananthapuram, Kollam, Kottayam, Ernakulam, Thrissur and
Kozhikode.
Assistant General Secretary 6 (Six) One each from present six Administrat ive Off ice area, viz.

General Rules and Guidelines:
• The member who is elected as the General Secretary shall stay in Thiruvananthapuram till completion of the
tenure.
• Nomination for the post of Vice-President/Deputy General Secretary/Assistant General Secretary shall
specify the Administrative Office Area for which the nomination is submitted and the candidate shall be
resident of the respective area.
• Members residing within the area of Thiruvananthapuram, Kollam and Kottayam Administrative Offices
only shall file nominations for the post of Vice-President for the respective area.
• Members residing within the area of Ernakulam, Thrissur and Kozhikode Administrative Offices only
shall file nominations for the post of Vice-President for the respective area.
• Members filing nominations for the Deputy General Secretary/Assistant General Secretary posts shall
be residing within the respective Administrative Office area.
• No member shall contest for more than one post.
• Only those who are in the list of voters published shall be eligible to vote.
• Voting shall be in person and no proxy and postal votes shall be permitted.
• In the event of a tie the successful candidate shall be decided by lot.
• The candidate shall not be completing 75 years of age as on the last date of filing nomination, i.e. 30th
April, 2019.
• Multiple nominations for different posts in the name of same candidate if found remaining after the last
date of withdrawal shall invalidate all the nominations submitted in the name of candidate.
• Voters should carry their Photo ID Card and produce the same before the Returning Officer before
voting.
