    THEME 2: BUILT FORM

    Objective 1

    To protect and celebrate the existing character and identityassociated with key heritage buildings and neighbourhoods

    Strategy 1.1Retain a generally low to mid rise building scale that ispunctuated by higher built form in appropriate locations.

    PART 4: IMPLEMENTATION

    IMPLEMENTATION MODEL

    Following the finalisation of the draft Structure Plan, a detailedimplementation plan will be prepared that will outline the actions requiredto realise the Structure Plan Vision on-the-ground.

    The Swan Street Structure Plan will be implemented in the following ways:

    x Changes to the planning scheme introducing new zones,overlays and guidelines

    x Capital works projects to enhance the public realm such astraffic measures, train / tram stop improvements, streetgreening, new street furniture, etc.

    x Further Strategic Workto be undertaken to provide moredetail to recommendations

    x Advocacy and Negotiation between Council and otherorganisations who are directly responsible to improvements in

    the study area such as Metro, Yarra Trams, DPCD, etc.The Implementation Plan will identify actions for each of these categoriesas well as who will be responsible for implementing them. It will alsoprioritise the actions so that Council and other agencies can plan for thecontinuous improvement of the Structure Plan area based on local needsand available resources.
