    Foreword

    ISO (the International Organization for Standardization) is a worldwidefederation of national Standards bodies (ISO member bodies). The workof preparing International Standards is normally carried out through ISOtechnical committees. Esch member body interested in a subject forwhich a technical committee has been established has the right to berepresented on that committee. International organizations, governmentaland non-governmental, in liaison with ISO, also take part in the work. ISOcollaborates closely with the International Electrotechnical Commission(IEC) on all matters of electrotechnical standardization.

    Draft International Standards adopted by the technical committees arecirculated to the member bodies for voting. Publication as an InternationalStandard requires approval by at least 75 of the member bodies castinga vote.

    Certification scheme for welded fabric for thereinforcement of concrete structures

    1 Scope

    This International Standard specifies rules for a certi-fication scheme for continuous production of weldedfabric for ordinary reinforcement of concrete struc-tures, in Order to verify the conformity with require-ments specified in product Standards such asISO 6935-3.

    A certification scheme for continuous productionconsists of the following stages:

    - suitability testing (see clause 4);

    - internal inspection by the manufacturer (seeclause 5);

    - inspection and Supervision by an extemal body(see clause 6).

    2 Normative references

    The following Standards contain provisions which,

    through reference in this text, constitute provisionsof this International Standard. At the time of publica-tion, the editions indicated were valid.     3 Definitions

    For the purposes of this International Standard, thefollowing definitions apply.

    3.1 certification scheme: Certification System as

    related to specified products, processes or Servicesto which the same particular Standards and rules, andthe same procedure, apply. [lSO/lEC Guide 21

    3.2 certification body: Body that conducts certi-fication of conformity. [lSO/lEC Guide 21

    3.3 characteristic value: Value having a prescribedprobability of not being attained in a hypothetical un-limited test series. [ISO 89301

    NOTE 1 Equivalent to fractile, which is defined inISO 3534.

    3.4 fabric type: Fabric with wires and wire arrange-ments of one kind, however with variable length andwidth.

    3.5 inspection: Activities such as measuring, ex-amining, testing, gauging one or more characteristicsof a product or Service and comparing these withspecified requirements to determine conformity.[ISO 84021

    4.3.3.3 Approval 5.2.2.1 Extent of testing

    Once the test results have been evaluated positivelyby the certification body, a licence is issued to themanufacturer.

    5 Internal inspection by themanufacturer

    The results of tests on all partial quantities of thecontinuous production in accordance with 5.2.1 shallbe collated and statistically evaluated and submitted

    to the inspection body and/or the certification bodyafter at least 200 results have been presented, andat least every 3 months, in Order to determine thelong-term quality Ievel.

    5.1 Purpose

    Continuous internal inspection of production by themanufacturer is intended to ensure that the level ofquality remains satisfactory with time and that, in thecase of test results which do not conform to theconditions, necessary measures tan be taken to im-prove production.

    5.2.2.2 Evaluation where characteristic valuesare specified

    The average value (KV) shall satisfy the following re-quirement:

    5.2 Procedure

    5.2.1 Testing the partial quantities

    5.2.1 .l Extent of testing

    The acceptance unit when testing partial quantities foreach fabric type shall not exceed 25 tons. For eachof the characteristics specified in the product stan-dard, at least one test piece shall be taken from thetest unit.

    5.2.1.2 Evaluation of the test results

    When a characteristic value is specified, the followingrequirement for the individual values (3) of the testunit shall be met:

    6 Inspection by an external body

    All other requirements shall be met by each individualtest piece. 6.1 Purpose

    Where test results are unsatisfactory according to thissub-clause, the manufacturer shall immediately takethe necessary precautions. Test units which do notconform to the requirements shall be set aside.

    The purpose o f extemal inspection is:

    - continuous inspection of the conditions of pro-duction for compliance with the conditions estab-lished in the suitability test (see 4 3.1);

    5.2.2 Determination of the lang-term quality

    level - continuous Supervision of the proper procedure o finternal inspection as specified in clause 5.The long-term quality level shall be evaluated separ-ately for each fabric type.

    6.2 Organkation - warning the manufacturer;

    The certification body may authorize an inspectionbody to carry out the external inspection and super-Vision. The inspection body shall satisfy the require-

    ments of ISO/lEC Guide 39.

    6.3 Procedure

    6.3.1 Extemal inspection and Supervision by the or-ganization specified in 6.2 shall be carried out atmaximum intervals of 6 months.

    All properties subjected to internal inspection shall betested. The specimens shall be taken from themanufacturers or consummers stock. The test re-sults shall be statistically evaluated and comparedwith the results from internal inspection. The numberof tests in extemal inspection shall be sufficient toallow an assured assessment.

    The results of extemal and internal inspection shallalso be assessed for systematic errors in sampling,test procedures and evaluation. To this end, paralleltests on test pieces from at least IO sheets from thesame fabric type shall be carried out in each case bythe manufacturer and the body undertaking externalinspection, and the results of these tests shall becompared.

    6.3.2 The long-term quality level shall be determined

    at least twice a year and this shall be compared withthe results achieved in internal inspection (see 5.2.2).

    6.4 Evaluation

    The results of extemal inspection shall be recorded ina Supervision report which shall be sent to the certi-fication body. If the results show that the productiondoes not conform to the requirements, appropriatemeasures shall be taken, depending on the type andsignificance of the deficiencies noted, for example:

    - intensification of inspection (increase the fre-quency of testing);

    - requesting that theshould be changed;

    - withdrawal of approva

    7 Delivery documei nt

    conditions of production

    7.1 Welded fabric which has been produced incompliance with the requirements of a relevant p rod-uct Standard and subjected to quality assurance as

    described in clauses 4 to 6 of this International Stan-dard, shall be supplied with a delivery documentwhich contains the following information:

    a) name of the manufacturing works;

    b) Symbol or number of works;

    c) body carrying out external Supervision;

    d) fabric type;

    e) designation according to the product Standard;

    f ) quantity supplied;

    g) date of manufacture;

    h) recipient.

    7.2 Where welded fabric is supplied via a dealer orbending works, the dealer or bending works shalltonfirm on the delivery document that the fabric onlyorginates from manufacturing works which carry outquality Supervision according to the requirements ofthis International Standard.
