As the clock ticked down the final hours of

Keeneland's January horses of all ages sale

Jan. 15, there continued to be brisk competition,

indicating that the five-day auction that grossed

more than $35.4 million has a niche within the

marketplace.

With a mixed bag

of offerings including

just-turned yearlings,

broodmares (some

with newborn foals),

racing prospects, and

even stallion pros-

pects, the January sale

belies the oft-held con-

ception that it is a way

to unload culls.

"I think the miscon-

ception of the Jan-

uary sale goes back

to when it was just

a two-day sale," said

Tom Thornbury, Keeneland's associate director of

sales. "It offers domestic breeders the chance to

swap lesser stock for better stock and to buy and

sell yearlings. And there has been increased inter-

national participation in recent years too."

Thornbury said the January sale is a viable ven-

ue for dispersals, which can sometimes vary in size

and quality, and is positioned as the year's first

public auction, providing much-needed cash flow

for some operations. BH

MORE STEADY PROGRESS AT KEENELANDBy Frank Angst

Just as Keeneland has enjoyed steady average sale

prices at its September yearling sales in recent

years, the sales company also has seen consistently

improving average prices of young horses offered at

its January horses of all ages sale.

Short yearlings at Keeneland January this year av-

eraged $32,450, up 1.9% from last year, and marked

the first time the sale's average yearling price has

exceeded $30,000 for five consecutive years.

That trend is similar to Keeneland September,

where average prices for yearlings have improved in

five of the past six years.

Since falling to $60,734 in 2009, the average price

at Keeneland September has improved steadily. At

$102,549 last year, average was up 69% from that

GROUP HOPEFUL FOR DRUG BILL HEARINGSBy Tom LaMarra

The Coalition for Horse Racing Integrity is hope-

ful committee hearings will be scheduled in the

second quarter of 2016 for federal legislation that

would allow the United States Anti-Doping Agency

to oversee equine medication policy, testing, and

enforcement.

The bill, introduced in the United States House

of Representatives in the spring of 2015, also would

create the Thoroughbred Horseracing Anti-Doping

Authority.

Jockey Club president and chief operating officer

Jim Gagliano Jan. 13 said work continues on a Senate

version of the legislation that would be introduced by

U.S. Sen. Kirsten Gillibrand of New York.

"Support for the legislation continues to grow,"

Gagliano said. "The House bill currently has 21

co-sponsors, and we expect to add many more in

the coming weeks. The Senate version of the bill will

be similar to the House bill, but will likely include all

breeds."

The coalition continues to reach out to other

industry groups for their input on the bill. Associa-

tion of Racing Commissioners International officials

recently said the legislation, in its current form, would

have difficulty passing Congress. BH

FINAL CROWN ON LINE FOR AMERICAN PHAROAHBy Alastair Bull

American Pharoah and his connections already

have a Triple Crown, but another coronation is

widely expected at the Jan. 16 Eclipse Awards.

American Pharoah’s effort to become the first

Triple Crown winner in 37 years makes him a short-

priced favorite to take Horse of the Year and cham-

pion 3-year-old male honors when the awards are

announced.

Zayat Stables, his owner and breeder, along with

trainer Bob Baffert, and jockey Victor Espinoza are

also contenders for Eclipse Awards. Of those, Espino-

za faces the biggest challenge after Javier Castellano

broke his own single-season earnings record and

won 17 grade I races.

The closest races are probably for champion

3-year-old filly, where all three nominees have claims,

and champion turf female, in which Breeders’ Cup

Mile (gr. IT) winner Tepin and Breeders’ Cup Filly

and Mare Turf (gr. IT) winner Stephanie's Kitten both

made strong Eclipse Award cases during the year.

FLORIDA-BREDS IN GULFSTREAM SPOTLIGHTBy Frank Angst

Sure the California-breds have moved on, as has

network television, from the Sunshine Millions but

the day remains an important showcase for Flori-

da-breds competing at Gulfstream Park.

Today's Sunshine Millions day showcases a

half-dozen stakes for Florida-breds worth a total

$1,050,000.

The featured $250,000 Sunshine Millions Classic has

attracted a well-matched field of 10 that includes grade

III winner Mr. Jordan and Saraguaro, who enters off two

straight stakes wins including a score in the Millions

Classic Preview Nov. 7 at Gulfstream Park West.

Jerry Bozzo, 95-year-old owner/breeder/trainer

of multiple stakes winner Flutterby, sends out the

daughter of Congrats, whom he calls his horse of a

lifetime, in the Sunshine Millions Distaff.

The day's first stakes, the Sunshine Millions Sprint

(scheduled for race 6, 2:35 p.m.), offers a showdown

between X Y Jet, who extended his win streak to

three in the Dec. 19 Mr. Prospector (gr. III), and 2014

Fountain of Youth (gr. II) winner Wildcat Red. BH

FTBOA REMAINS WARY OF DECOUPLINGBy Tom LaMarra

Despite published reports that a proposed $3

billion gambling compact with the Seminole tribe

won't be voted upon during the current Florida leg-

islative session, racing industry stakeholders remain

on the offensive given other provisions that could

impact pari-mutuel facilities.

The biggest of those is decoupling, which removes

a mandate that racetracks with slot machines and/or

card rooms offer live racing. The primary proponents

for decoupling are greyhound tracks.

"As we assess it now, there is a chance nothing

happens, not because of any position on decoupling

but because the compact provisions are complicated

and toxic to some," said Lonny Powell, chief execu-

tive officer and executive vice president of the Florida

Thoroughbred Breeders' and Owners' Association.

"If greyhound (racing) was allowed to decouple,

it could put a track like Gulfstream Park at a com-

petitive disadvantage. And once you chip one away,

what's next?"

Powell plans to spend a lot of time in the state

capital during the session. "We've had multiple con-

versations with so many legislators," he said. "(The

FTBOA) is going to be forward-looking on this." BH

PACE COULD SET UP DESTIN IN LECOMTEBy Frank Angst

In a full field that on paper appears loaded with

early speed, Destin's late kick should come in

handy in the $200,000 Lecomte Stakes (gr. III) at

Fair Grounds Race Course & Slots.

Trained by Todd Pletcher, Twin Creeks Rac-

ing Stables’ Destin caught my eye this fall. He

looked like he’d have to settle for second in his

seven-furlong maiden special weight debut at

Belmont Park when he suddenly unleashed a

late burst to score.

That debut is impressive on several levels

as Destin rallied from sixth, patiently waiting

behind horses in the long Belmont turn until a

gap opened. In the stretch he moves between

horses into second—a run that would have

been plenty impressive had it halted there—but

the son of Giant's Causeway found one more

gear in deep stretch, making up 2 1/2 lengths in

a final furlong run in :12.8.

Of course plenty of people saw

that effort and Destin was sent

off 1-5 in his second start, where

he finished second in an allow-

ance-optional claiming race Dec.

18 at Gulfstream Park, 1 1/4

lengths behind longshot winner

Golden Ray.

While the outcome of that sec-

ond race surely wasn’t what the

connections wanted, it is impor-

tant to note the effort still includ-

ed some positives. Destin tracked

the frontrunner early, and after

dropping back a bit in the turn,

re-rallied in the stretch. He again

looked like a disciplined horse

who will rate and run when asked.

Possible reasons for missing

out on victory would include a very

slow opening quarter-mile (:25.23)

in the mile race and Destin not enjoying the role

of presser to Golden Ray.

Good news today is Destin (6-1 morning-line

odds) doesn’t figure to encounter a slow early

pace or need to track an early leader—other

early runners in the 14-horse field figure to do

that. Destin’s ability to punch through horses

and run late should come in handy in the long

Fair Grounds stretch.

The play: $25 to win on Destin (#13)

Last week: Takeover Target made a nice late

run but it was too late on turf that may have

been playing to early speed. Column down $50

for year.

Note: The focus of this column will change

beginning next week and start exploring

pari-mutuel issues such as takeout, tourna-

ments, trends influencing handle, exchange

wagering, new wager types, track promotions,

simulcasting, advance-deposit wagering, etc. I

plan to continue my handicapping column at my
