DETAILED TENDER NOTICE The Chief Officer, Saswad Municipal Council, invites Tender For Appointment Of Consultant For Major Infrastructural , Housing etc. from experienced Architects/ Civil Engineers, working in the field of Slum Housing & Infrastructure Development Sector on Quality-Cost Based selection method.

Online offers are invited for the below mentioned work,

1.0 Name Of Work - Invitation For Request For Proposal A. Survey of Beneficiary, MIS entry and Geo-tagging of Existing houses of Applicant B. Preparation Of Plan of Action (PoA) Under Housing Projects Like HFA (PMAY) C. Preparation Of Plans & Estimates Or DPR For PMAY & other Infrastructure Projects. D. Project Management of Sanctioned DPR (Projects)

1. Issue of Blank Tender From At www.maharshtra.etenders.in from 07/07/2017 to 14/07/2017. @23:00

2. Cost of Blank Tender Form Rs. 2,000/- to be paid online at the time of uploading duly filled tender.

3. Earnest Money Deposits (EMD) Rs. 20,000/- (Rs. Ten Thousand only) to be paid online at the time of uploading duly filled tender.

6. Offer Validity Period 120 days from the date of opening of Tender. 7. Notification of Award and

Signing of Agreement Prior to expiration of Tender validity period or any such extended period, the Authority will notify the successful Tenderer through a registered letter / fax / email that his Tender has been accepted. This notification of award will constitute legal commencement of contract after signing of the agreement with the Chief Officer M.C. Saswad by the successful Tenderer. Chief Officer M.C. Saswad will issue the work order to the selected Tenderer whose Tender has been determined to be substantially responsive and who has complied with all required documentation and information. The Successful Tenderer shall have to enter in to an agreement on Non-Judiciary Stamp paper of cost which is mentioned in information letter at the time of agreement with the Chief Officer M.C. Saswad for the purpose of executing the work as per the scope of the work mentioned elsewhere in this document. The agreement will incorporate all terms and conditions of tender between the Chief Officer M.C. Saswad

and successful Tenderer. It will be signed within 15 days of notification of award.

8. Period of Agreement 360 days or Mission Period including extension period if any as per government guidelines & prolong due to reason not affected to Consultant upto completion of ongoing project.

9. Tender notice as a part of agreement

The Tender notice shall form a part of the contract agreement.

10. Letter of details of Partners The Tenderer, if a firm or a company shall in their forwarding letter on their letter head, mentioned the names of all the partners of the firm or the company (as the case may be) and the name of partner who holds the power of attorney if any, authorizing him to conduct transactions on the behalf of the firm or company.

11. Right reserved to amend Right is reserved to revise or amend the tender document fully or partly, prior to the date notified on amended for the receipt of Tender.

12. Right reserved to reject Right is reserved to reject any or all Tenders without assigning any reason there for.

Action, Detailed Project Report and implementation under PMAY scheme as mentioned in the tender document. It shall also be extended for the works of required infrastructural development for this houses which have to be provided through the other schemes like Amrut, Nagarotthan, Dalitvasti, Dalitoiter, Vaishisthpurn, 14th Finance & Other Govt./ Local Body Funded Projects, agriculture grants if required by SMC or in interest of the completion of the project. The fess for such other works, if any, shall be paid separately on the basis of fees quoted in this tender document only.

18. Security Deposit 2 % of the accepted Tender cost deducted from each R.A bill 19. Time to time GR Any amendment/ revision in guideline and time to time issued

GR by Govt. Regarding the scheme are binding to the both parties whatever else is mentioned in this document.

2.0 General Information To Tenderer

2.1 Qualification Criteria (Technical Tender)

The Tenderer should satisfy the following minimum eligibility criteria and only those who satisfy these criteria should submit the Tenders with necessary supporting documents:

a) Technical Qualification Criteria: As required in section 4.0 Evaluation of Tender

b) Financial Eligibility: As required in section 4.0 Evaluation of Tender

c) General :

Chief Officer, M.C. Saswad will select only from the tenderer having 70% or more marks as mention in section 4.0 Evaluation of tender.

2.2 Details of Key Professional Staff with Consultant

The Tenderer shall provide the list of specialists in various fields supported by suitable middle / junior level professionals. It is expected that the Consultant shall provide following key personnel having requisite background and minimum professional experience in the respective areas of specialization / or similar areas of expertise.

1. The Consultant should have degree in Civil / Structure/ Construction Engineering/ Architecture. 2. Other Main Staff of Consultant should at least have 1 Town / Urban Planner, 1 Environmental

Engineer / Public health Engineer, 2 Architect, 2 Civil Engineers, 3 Social surveyors, 1 Tax / Financial advisor & other all required staff is expected in the core/ coordination team of Consultant.

2.3 Earnest Money:- 1. Earnest Money (mentioned in tender notice on www.maharshtra.etenders.in) along with Tender

should be paid online at the time of uploading duly filled Tender in favour of Chief Officer, M.C. Saswad .

2. Tender of those who do not upload the scan copy of Earnest money deposit receipt of online payment and do not submit the self attested copy of earnest money deposit receipt of online payment in the acceptable form, shall be summarily rejected.

3. If successful Tenderer does not complete the agreement bond his earnest money deposit will be forfeited.

4. The amount of Earnest Money will be refunded to the unsuccessful Tenderer on deciding the acceptance and after awarding the work order for the same, to successful Tenderer or on expiry of validity period which ever earlier.

2.5 Manner of Submission and Its Accompaniments:- The Tenders shall be submitted only online on the website www.mahaetender.gov.in along with

scan copy of self attested copy of online payment receipt of tender purchase and receipt of EMD amount (mentioned in tender notice on www.maharshtra.etenders.in.).

2.5.1 Technical (Documents)

2. Educational qualification certificate / Degree document of the Owner of Tenderer. (Civil /Structure / Construction Engineering/ Architecture)

4. Work orders of Consultancy of project of IHSDP/ BUSP / PMAY in attached format.

5. Sanction letter of sanctioned projects of IHSDP/ BUSP /PMAY in attached format.

6. Work orders of Project Management Consultancy of project of IHSDP/BSUP/PMAY in attached format.

7. Work orders of Consultancy of project of PMAY in attached format.

8. CA certificate of average turnover of Tenderer of last 3 years and last 3 years balance sheet.

9. Award or Apparition letter /Document from the Govt.

10. Use of Innovative technology in the past project.

11. Use of personal online software for data management of PMAY Scheme.

2.5.2 Financial:- The Tenderer should quote his offer on offer page as online quoted (BOQ). He should not quote

his offer anywhere directly or indirectly in other document set. The Tenderer shall quote for the work as per details given in the main Tender and also based on the details of condition issued / additional stipulations made by the Council after per- Tender conference. This Tender shall be unconditional.

2.6 Submission of the Tender Last date to upload the duly filled Tender form is the date mentioned in tender notice on

www.mahaetender.gov.in. The hard copy of the self attested copy of online payment receipt of tender purchase fee and receipt of payment of EMD amount should be submitted to the office of the Chief Officer, M.C. Saswad on the date mentioned in tender notice.

2.7 Modification and Withdrawal Of Tenders Modification or Withdrawal of Tenders is not permissible after its submission. If the Tender is

withdrawn after submission and/or before the validity period, the EMD will stand forfeited 2.8 Late Tender Offers The Tenderer should ensure that their Tender is uploaded on or before the expiry of the Tender

due date and time and received in physical also on or before the Technical Tender opening. Delayed Tenders shall not be entertained irrespective of any cause. The Tender offered or

received after the due date and time shall not be accepted or if inadvertently accepted, shall not be opened and shall be returned to the Tenderer unopened.

2.9 Conditional Offers By The Tenderer

The Tenderer should abide by the terms and conditions specified in the Tender Document. If Tenderer submit conditional offer it shall be liable for outright rejection.

3.0 Opening of the Tender

On the date specified in the Tender notice following procedure will be adopted for opening of the Tender.

3.1 Procedure For The Tender Opening

The Technical Tenders will be opened online the Detailed Tender Schedule given in this Tender Document, if possible. The Chief Officer M. C. Saswad will open the Tenders in stages, in presence of Tenderer or their representative who choose to remain present with due authority letter of Tenderer, for the opening.

Technical Tender This Technical Tender of the Tenderer will be opened to verify its contents as per requirements.

If the various documents contained in this technical Tender, do not meet the requirements of the Council, a note will be recorded accordingly by the Tender opening authority and the said Tenderer Financial Tender will not be considered for further action but the same will be recorded. The information enclosed in Technical Tender may be verified by the Council if necessaries and Tenderer who has given false information if any will be disqualified outright. The technical documents should be uploaded in the specified folder only otherwise the tender will be rejected outright.

Financial Tender:

This Financial Tender shall be opened after opening of Technical Tender and after detailed technical eligibility evolution of the tender and the tender who score more than 70% marks will only be open for financial evaluation.

3.2 Examination of Tender and Determination of Responsiveness

Prior to detail evaluation of Tenders, Chief Officer M. C. Saswad will determine whether each Tender

1. Is accompanied by Cost of Tender Document & EMD.

2. Is the person, who signs the Tender, is authorized to sign.

3. The sequence of the submission is properly followed (submission of documents in the specified folder)

4. Meets eligibility and qualifying criteria in tender notice.

5. Is substantially responsive to the requirement of the Tendering document.

4.0 Evaluation Of Tender

Quality-Cost Based Selection (QCBS) method will be adopted for selection of Consultant. The Tenders received from the Tenderer will be evaluated in two stages i.e. Technical Proposal and Financial Proposal. The Financial Tender of only those Tenderer, who scores at least 70% marks

in Technical Tender evaluation, shall be opened and evaluated as per financial evaluation criteria laid down here in the Tender Document.

The Authority shall evaluate and compare only Tenders determined to be substantially responsive. Tenders are considered which obtained minimum 70% marks in Technical evaluation.

Financial Tender Marks: The Financial Tenders shall be evaluated as per following Marks in Financial Tender = (Average of Percentage quoted of all Tenderer/ Percentage rate

quoted by Tenderer whose Tender is under evaluation) x 100

Final Marks: The Overall Tenders shall be evaluated as per following Final Marks = (60 % x Marks obtained in Technical Tender) + (40 % x Marks obtained in Financial Tender) (Tenderer having Highest Final Marks will be selected; in case of Equal Final Marks then

preference will be given to the Tenderer having Lower rate quoted among Equal Final Marks)

5.0 Rejection Of Offer:-

The offer / offer’s, which does not fulfil any of the condition of the notified requirement of the direction & Guidelines laid down by the M. C. Saswad or are incomplete Tender document in any respect are likely to be rejected without assigning any reason therefore.

5.1 Right To Accept Any Tender And To Reject Any Or All Tenders Notwithstanding anything contained in these instructions, the Chief Officer M. C. Saswad reserves

the right to accept, or reject any or all Tender and to suspend the Tendering process and reject any or all the Tenders at any time prior to award of contract without giving any reason, thereby incurring any liability of costs to the affected Tenderer, and without any obligation to inform the affected Tenderer the grounds for Authority’s action. However, if all Tenders found non-competitive shall be rejected.

5.2 Tender Liable For Rejection The Tender is likely to be rejected if on opening it is found that, a) The Tenderer has not strictly adhered to the procedure laid down for submission. b) The Tenderer has proposed conditions or qualifications, which are inconsistent or contrary to

terms and conditions specified. c) The Tenderer will not digitally signed the Tender papers according to which the work is to be

carried out. d) Invalid EMD

5.3 Acceptance of Tender

The acceptance of Tender may be communicated to the Consultant in writing or telegraphically or otherwise by the Tender opening authority after receipt of approval from the General Body Council / Standing Committee. Prior to expiration of Tender validity period or any such extended period, the Authority will notify the successful Tenderer through a registered letter / fax / email that his Tender has been accepted.

6.0 Security Deposit:-

6.1 An EMD submitted with the successful Tenderer will be converted into initial Security Deposit.

6.2 In addition to above 2% security deposit will be deducted from each running bill and final bill of the successful Tenderer.

6.3 Compensation or other due sums payable by the Consultant under the terms of this contract or other contract if any with the council, may be deducted from his security deposit or from any sums which may become due to him by Government on from any account, and in the event of the security, Consultant shall within 10 Days of receipt of notice of demand from the Engineer-in-charge make good the deficit.

6.4 There shall be no liability to the Municipal Council to pay any interest on the Security Deposited by recovered from the Consultant.

6.6 Refund of Security Deposit:-

Running Security Deposit of 2% deducted from each R.A. bill and Final bill shall be refunded to the Consultant,

a) On the sanction of each DPR from concerned department.

b) On Completion of the execution of each work i.e. handing over the actual development work from the civil contractors.

Initial Security Deposit will be refunded after completion of all projects and completing liability if any thereof.

7.0 Validity Of Offer:-

The offer should remain valid for 120 days from the date of opening of the Tender.

8.0 Notification Of Award And Signing Of Agreement

Prior to expiration of Tender validity period or any such extended period, the Authority will notify the successful Tenderer through a registered letter / fax / email that his Tender has been accepted. This notification of award will bring the contract in force from the date of issue of letter of the acceptance. Chief Officer M. C. Saswad will award the contract to the successful Tenderer whose Tender has been determined to be substantially responsive, and who has complied with all required documentation and information. The Successful Tenderer shall have to enter in to an agreement on Non-Judiciary Stamp paper of Rs 100, after sanctioning of project the difference of stamp duty charges will be paid by the consultant before payment of sanctioned project. The agreement will incorporate all terms and conditions between the Chief Officer M. C. Saswad and successful Tenderer.

9.0 Deliverables & Schedule Of Payment

Consultancy services shall begin from the date of the issue of Work Order to the Consultant. The Consultant has to deploy the requisite resources to complete the various tasks. Chief Officer M. C. Saswad will ensure the timely support in terms of approvals, coordination with other departments as and when required as per availability of fund. Major milestones and payment schedule for individual work shall be as under:

Consultant will deliver three (3) hardcopies and two (2) softcopies in Compact Disk format for each deliverable including POA / DPR, Detailed Architectural Drawings / Structural Drawings / Detailed Estimate / BOQ / Contract Documents, Status Report, Power Point Presentations to the Chief Officer Saswad .

The expenses for providing the additional copies of the deliverables including Reports, Tender Documents, Drawing, Presentations shall be paid by Municipal Council to the Consultant.

OUT STATION CHARGES The Charges toward travel and stay with other contingencies, for carrying out visits to the locations other than project city, for attending meetings, for making presentations related to the Project will be reimbursed and paid additionally immediately on submission of bills. It shall be at par to Govt. Class I officer or may be decided mutually.

10.0 Facilities To Be Provided By Chief Officer M. C. Saswad

Chief Officer M. C. Saswad will provide all the available data in soft copies / hard copies / Maps / Images to the Consultant at free of cost. Chief Officer M. C. Saswad will also bear all the expenses towards statutory approvals (Technical Sanction, demand, certification, valuation etc.) as per actual. Chief Officer M. C. Saswad will provide all the support and access to other departments / agencies for data collection and coordination.

The assignment will be contracted by the m. C. Saswad . Management of the assignment and all logistical, financial and methodological arrangements will be done by M. C. Saswad and will ensure the support of municipal officials wherever necessary.

Saswad Municipal Council will:

1. Designate a City Planner / Engineer as Nodal Officer responsible for management and coordination of this Assignment,

2. Form city technical cell as per the guideline of the PMAY for management and coordination as well as help Consultant for speedy and smooth working.

a Constitute a Stakeholders Group and conducting workshops and meeting with them,

b Provide the Consultant the list of Identified Slums with gazette notification and plan marking actual boundaries of the slum and Beneficiaries in the Requisite Formats and other Slum related data,

c Carry Out the collection of additional information of Beneficiary if required and provide the same to Consultant

d Provide the Consultant with existing maps, data, plans, reports and documents related to JnNURM, RAY, Housing and Urban Poverty, Urban Development, Urban Infrastructure and all other schemes executed or prepared by Municipal council by itself or by any other Consultant if any with all collected & prepared data.

e Provide the Consultant with necessary authorization to procure information from lined departments and carry out topographic surveys.

f Forward the Reports and Proposals to State / Central Government, or any other Government department, required time to time, if any, for approval & sanction, under Pradhan Mantri Awas Yojana and or any state or centre funded scheme mentioned in this or taken in hand through this document.

11.0 Period Of Appointment

Appointment of Consultant shall be for Mission Period and the extended period by government to the scheme if any, from the date of appointment. However both the parties may terminate or extend the contract by mutual consent and issuing the prior notice of one month.

12.0 Obligations

The Consultant shall perform all its obligations under this Contract (including the provision of the Services with all necessary skill, diligence, efficiency and economy to satisfy generally accepted professional standards expected from experts.

13.0 Sub-Consultants

The Consultant shall appoint sub Consultants to fast completion of the work allotted to him, but strictly not sub-contract any of its obligations under this Contract without the prior written consent of the Client.

The Consultant and the Consultant's Personnel shall not, without the prior written consent of the Client, disclose to any third party any confidential information obtained during or arising from this Contract (other than in the proper performance of this Contract or as may be required by authority of competent jurisdiction). In addition, no publicity is to be given to this Contract without the prior written consent of the Client.

15.0 Intellectual Property Rights

The Client will have only access to the data collected by the Consultant if required. All the reports prepared under the assignment are subject to intellectual property rights subject to the liability of proportionate payment by owner / client, of the work done by the Consultant.

16.0 Confidentiality

Neither of the Parties shall, without the consent of the other, divulge or suffer or permit its officers, employees, or agents to divulge to any person (other than to any of its or their respective officers or employees who require the same to enable them to properly carry out their duties) any information concerning the operations, contracts, commercial or financial arrangements or affairs of the other Party. Both Parties agree that confidentiality obligations do not apply to:

Information that is already known to third parties without breach of this Contract; and

Information that required to be disclosed by an order of a court of competent jurisdiction or an appropriately empowered public authority; and

Information if required to be disclosed as an obligation arising, under the Right to Information Act, or other public disclosure law. But the disclosure of the information is to the client only.

The client then forward the information to the concerned department of person, after due verification of the Information.

17.0 Corruption, Commission And Discounts

The Consultant warrants and represents to the Client that neither the Consultant nor any of the Consultant's official Personnel will adopt corrupt practice in duties of commission & discourses.

18.0 Taxes And Duties

Consultant's offer should be inclusive of all duties and taxes, (G.S.T., C.S.T., M.S.T., Excise) payable by him / them as on the date of submitting the Tenders.

The Consultant shall be entirely responsible for all taxes, stamp duties, license fees, and other such levies imposed within / outside India. Consultants will be paid Service Tax over and above the Fees at the prevailing service tax rates applicable.

If any tax exemptions, reductions, allowances or privileges are available to the Consultant or Council in India, the Council shall use its best efforts to enable the Consultant to benefit from any such tax savings to the maximum allowable extent.

If during the mission period any relaxation in any type of tax, cess, duty or any type of relaxation from the any type of taxes by the concerning government department or directly by concerning department, for this scheme, it will be applicable to the Consultant otherwise mentioned in this document.

19.0 Indemnity

Except where arising from the negligence of the Client or Client’s employees, the Consultant shall indemnify the Client in respect of any costs or damages howsoever arising out of or related to breach of warranty or representation, contract or statutory duty, or tortuous acts or omissions by the Consultant or the Consultant's Personnel or any claims made against the Client by third parties in respect thereof.

20.0 Joint Venture

Joint venture is not allowed.

21.0 Other Condition:-

i) The notes and conditions stipulated in this notices will from a part of the agreement.

ii) The date of given work order indicate actual start of work.

22.0 General Conditions

22.1 Force Majeure Event

Force Majeure Event shall mean any event or circumstance or combination of events and circumstances, set out hereunder or the consequence(s) thereof which materially and adversely affect the Party claiming force majeure (“Affected Party”) from performing its obligations in whole or in part under this contract.

Acts of God, storm, cyclone, hurricane, flood, landslide, volcanic eruption, or fire (to the extent originating from a source external to the Project) affecting the performance of its obligations under this contract and speed of the Project.

Radio-active contamination, ionizing radiation, Epidemic, Famine. Strikes, boycotts, strikes or boycotts by employees, agents or representatives of the client or other forms of labour unrest interrupting supplies and services (excluding strikes or boycotts by employees, agents or representatives of an Affected Party, or its sub Consultant or attributable to any act or omission of any of them)

Any failure or delay in performance by the Consultant, but only to the extent caused by another Force Majeure Event.

An act of war (whether declared or undeclared), invasion, armed conflict, or act of foreign enemy, blockade, embargo, revolution, riot, rebellion, insurrection, terrorist or military action, nuclear blast / explosion, politically motivated sabotage or civil commotion.

22.2 Notice of Force Majeure Event:

The Affected Party shall give notice to the other Party in writing of the occurrence of any of the Force Majeure Event (“the Notice”) as soon as the same arises or as soon as reasonably practicable and in any event within 7 (seven) days of its occurrence and the adverse effect it has or is likely to have on the performance of its obligations under this contract.

The Notice shall inter-alia include full particulars of:

The nature, time of occurrence and extent of the Force Majeure Event with evidence in respect thereof;

The duration or estimated duration and the effect or probable effect which such Force majeure Event has or will have on the Affected Party’s ability to perform its obligations or any of them under this contract;

The measures which the Affected Party has taken or proposes to take, to alleviate the impact of the Force Majeure Event or to mitigate the damage; and Any other relevant information

22.3 Period of Force Majeure

Period of Force Majeure shall mean the period from the time of occurrence specified in the notice given by the Affected Party in respect of the Force Majeure Event until the earlier of expiry of the period during which the Affected Party is excused from performance of its obligations in accordance with clause.

22.4 Performance Excused:

The Affected party, to the extent rendered unable to perform its obligations under this contract as a consequence of the Force Majeure Event shall be excused from performance of its obligations provided that the excuse from performance shall be of no greater scope and of no longer duration than is reasonably warranted by the Force Majeure Event. Provided further, nothing contained herein shall absolve the Affected Party from any payment obligations accrued prior to the occurrence of the underlying Force Majeure Event.

22.5 Resumption of Performance:

During the Period of Force Majeure, the Affected Party shall in consultation with the other Party, make all reasonable efforts to limit or mitigate the effects of the Force Majeure Event on the performance of its obligations under this contract. The Affected party shall also make efforts to resume performance of its obligations under this contract as soon as possible and upon resumption shall notify the other Party of the same in writing. The other party shall afford all reasonable assistance to the Affected Party in this regard.

22.6 Costs, Revised Time Table

Each party shall bear its costs, if any, incurred as a consequence of the Force Majeure Event.

The Affected party shall be granted by the other Party, extension of time specified in this contract for the performance of any obligation by such period not exceeding the period during which the relative performance was affected by the Force Majeure Event.

22.7 Termination Due to Force Majeure Event:

If the period of Force majeure continues or is in the reasonable judgment of the Parties is likely to continue beyond a period of 180 days, the Parties may mutually decide to terminate this contract or continue this contract on mutually agreed revised terms.

22.8 Events of Default - Events of Default mean the Consultant’s Event of Default.

The Consultant Event of Default means any of the following events unless such an event has occurred as a consequence of a Force Majeure Event and or event occurred due to reasons attributed not to the Consultant.

The Consultant’s failure to perform or discharge any of its obligations in accordance with the provisions of this contract.

Any representations made or warranties given by the Consultant under this contract is found to be false or misleading.

Works or any portion thereof if not included in the project & carried out without the prior written approval of the Authority.

Consultant engaging or knowingly allowing any of its employees or representatives to engage in a any activity prohibited by law or which constitutes a breach of or an offence under any law, in the course of any activity undertaken pursuant to this contract.

22.9 Authority’s Rights

Upon the establishment of the Consultant’s Event of Default, the Authority without prejudice to any other rights and remedies available to it under this contract shall be entitled to terminate this contract. Provided that before proceeding to terminate this contract, the Authority shall give due consideration and shall have due regard to the nature of the underlying Event of Default, its implication on the performance of the respective obligations of Parties under this contract and the circumstances in which the same has occurred.

30.0 Settlement of Disputes

If any dispute or difference or claims of any kind arises between Consultant and Authority in connection with, construction, interpretation or application of any terms and conditions or any matters or thing in any way connected with or in connection with or arising out of this contract, or the rights, duties or liabilities of any party under this contract, whether before or after the termination of this agreement, then the parties shall meet together promptly, at the request of other party, in an effort to resolve such dispute, difference or claim by discussion between them. In case of failure to settle disputes / difference / claims by mutual discussion & of the party dissatisfied with the process & discussion may issue notice to the other party for entering in the Arbitration by appointment of sole arbitrator with mutual consent In case of issue of the appointment of sole arbitrator shall be made through the Chief Justice of High Court of Bombay Bench at Nagpur & the so called appointed sole arbitrator may settle claim as per the Arbitration Act – 1996.

23.0 Introduction & Objective Of Project

a) ABOUT HOUSING FOR ALL SCHEME PMAY PROJECT.

Hon’ble Prime Minister envisioned Housing for All by 2022 when the Nation completes 75 years of its Independence. In order to achieve this objective, Central Government has launched a comprehensive mission “Housing for All by 2022”

Housing for All (HFA) mission is since launched in compliance with the above objective of the Gov-ernment and with the approval of competent authority.

The mission seeks to address the housing requirement of urban poor including slum dwellers through following programme verticals:

• Slum rehabilitation of Slum Dwellers with participation of private developers using land as a resource

• Promotion of Affordable Housing for weaker section through credit linked subsidy

• Affordable Housing in Partnership with Public & Private sectors

• Subsidy for beneficiary-led individual house construction

1. Scope

“Housing for All” Mission for urban area will be implemented during 2015-2022 and this 1.1 Mission will provide central assistance to implementing agencies through States and UTs for providing houses to all eligible families/beneficiaries by 2022.

Mission will be implemented as Centrally Sponsored Scheme (CSS) except for the component 1.2 of credit linked subsidy which will be implemented as a Central Sector Scheme.

A beneficiary family will comprise husband, wife, unmarried sons and/or unmarried daughters. 1.3

2. Implementation Methodology

The Mission will be implemented through four verticals giving option to beneficiaries, ULBs and State Governments. These four verticals are as below:

a. In Situ Slum Redevelopment b. Affordable Housing through Credit Linked Subsidy c. Affordable Housing in Partnership

d. Subsidy for beneficiary led individual house construction (For More Details please refer the Guideline Issued by the Government)

(Or as per the time to time amended Guidelines or New Guidelines of new housing projects launched by the centre or state government)

The Mission will focus on the following Thrust Areas:

Water supply,

Sewerage facilities and septage management,

Storm water drains to reduce flooding,

Pedestrian, non-motorized and public transport facilities, parking spaces, and

Enhancing amenity value of cities by creating and upgrading green spaces, parks and recreation centres, especially for children.

The components of the AMRUT consist of capacity building, reform implementation, water supply, sewerage and septage management, storm water drainage, urban transport and development of green spaces and parks. During the process of planning, the Urban Local Bodies (ULBs) will strive to include some smart features in the physical infrastructure components.

The details of the Mission components are given below.

Water Supply

Water supply systems including augmentation of existing water supply, water treatment plants and universal metering.

Rehabilitation of old water supply systems, including treatment plants.

Rejuvenation of water bodies specifically for drinking water supply and recharging of ground water.

Special water supply arrangement for difficult areas, hill and coastal cities, including those having water quality problems (e.g. arsenic, fluoride)

Sewerage

Decentralised, networked underground sewerage systems, including augmentation of existing sewerage systems and sewage treatment plants.

Rehabilitation of old sewerage system and treatment plants.

Recycling of water for beneficial purposes and reuse of wastewater.

Septage

Faecal Sludge Management- cleaning, transportation and treatment in a cost-effective manner.

Mechanical and biological cleaning of sewers and septic tanks and recovery of operational cost in full.

Storm Water Drainage

Construction and improvement of drains and storm water drains in order to reduce and eliminate flooding.

Street lighting

Construction and improvement of area/ city wide electrification and streat lighting.

Urban Transport

Ferry vessels for inland waterways (excluding port/bay infrastructure) and buses.

Footpaths/walkways, sidewalks, foot over-bridges and facilities for non-motorised transport (e.g. bicycles).

Multi-level parking.

Bus Rapid Transit System (BRTS).

Whereas the Council is desirous of preparation of POA and DPR along with its implementation with all components under Various Government and locally funded schemes and the Centrally funded schemes like HFA & Other infrastructural development scheme (Housing for All i.e. Pradhan mantra Awas Yojana or any other such type of scheme of Central & State Government and seeks Project Development & Management Consultancy (Consultant) service of Civil Engineer / Architects for the said purpose,

To do all technical works under Various Government and locally funded schemes and the Centrally funded schemes like HFA (Housing for All i.e. Pradhan mantra Awas Yojana or any other such type of scheme of Central & State Government for Saswad Town and whereas for the purpose of said work, Tenders are invited by the Council by issuing Tender notice.

THE SCOPE OF WORK

PART (A)

The services to be rendered by The Project Development Consultant (Consultant) to the Council shall include the following.

1) WORKING AREA: All City area including all Slum areas and slum like area of the Saswad and nearby city area.

On the basis of Slum Maps the Consultant shall prepare detailed project report of all the slums as per the said guidelines, which will inter alias include the following work.

• The Consultant shall prepare detailed project report strictly in consonance with said guidelines and shall include all the items, which are required to be included in the said project report.

• Details of Housing unit, infrastructure facilities and social amenities will be shown in detail in the said project report as well as in the drawings.

• The Consultant shall show the supper imposed plan in detail there by showing the present slum and proposed slum, which will be constructed as per detailed project report.

• The Consultant shall prepare all necessary documents in reference to Slum Free City Plan in the Development Plan necessary for submission of the DPR in the prescribed form. The Consultant shall also show the arrangements for implementation mandatory and optional reforms Pro-Poor Reform and prepare a memorandum separately.

• Preparation of Conceptual Plan in Various modules.

• Preparation of final plan after interaction with M. C. Saswad & Slum Dwellers.

• The DPR should be complete in all respects with all reports drawings, statements and document necessary for obtaining the grant from the Government of India.

• The DPR shall be computer typed and printed and drawing should be of Auto-Cad style, DPR in Five copies shall be provided to the council.

• The Consultant shall prepare detailed estimates of various amenities including houses, infrastructure facilities and social amenities along with detailed plans of proposed facilities.

PART (D) Project Management Consultancy

a) Technical sanction – Project Development & Management PSMC (PSMC) shall obtained technical sanction to the estimates from appropriate authority.

b) Preparation of Bid Document – The Project Development & Management Consultant (PSMC) shall prepare the Bid document for fixing the agency / PSMC to exclude the said work and have got approved for the Council.

c) Allotment of contract – The Project Development & Management Consultant (PSMC) shall help in procedure to allot the work to the successful renderer / bidder in view to speedy commencement of the work. In this matter the decision of the Chief Officer/ M. C. Saswad will be final.

d) Preparation of required plans and drawings – The Project Development & Management Consultant (PSMC) shall prepare the layouts, working drawings and details, as per the sanction plans and estimates.

e) Preparation of RC.C. Drawing – The Project Development & Management Consultant (PSMC) shall prepare R.C.C drawings and details.

f) Technical Survey – The Project Development & Management Consultant (PSMC) shall make survey of the existing City including all slums in view to prepare working plan.

g) Supervision of the project – The Project Management (PSMC) will supervise the project in coordination of the M. C. Saswad .

i) Technical Guidance – The Project Development & Management Consultant (PSMC) shall guide the respective technical officers and the contractors in respect of actual construction.

j) Verification of the work – The Project Development & Management Consultant (PSMC) shall help council in verifying the work as per sanction project, standard specification with joint inspection of M. C. Saswad .

k) Measurements of work done of PSMC – The Project Development & Management Consultant (PSMC) shall take measurement of actual work done by the PSMC and submitted to M. C. Saswad for further approval.

l) Preparation of bills of contractor – The Project Development & Management Consultant (PSMC) shall aware to the council about the periodical work done and propose the abstracts / bills of work done by the contractor and forward it to the Council for rechecking. In this matter the decision of the Chief Officer, M. C. Saswad about the payment of work done by the contractor is final.

GENERAL

a) Attending Meeting - The Project Development & Management Consultant (PSMC) shall attend the follow–up meeting at Mumbai on behalf of Council in general way but whenever and wherever the specific authority or officers are required to attend the meeting in their own capacity, such officer will attend the meeting and PSMC should accompany them if required or allowed by the meeting authority.

b) Preparation of Progress report – The Project Development & Management Consultant (PSMC) shall prepare monthly progress report as required by the central govt.

c) Helping Council – The Project Development & Management Consultant (PSMC) shall help Council for release of second instalment of the project.

d) Advice to Council – The Project Development & Management Consultant (PSMC) shall give advice to Council regarding this project as and when required during the period of project.

e) Progress of work – The Project Development & Management Consultant (PSMC) shall take every possible effort to maintained the progress as per the stipulated programme and if there is any such condition occurred due to which there is any delay occurred in stipulated programme then communicated that condition to the Council try to come over from that condition.

f) Project sanctioned cost – Means the Actual project Cost / DPR Cost sanctioned by the Centre and State Govt.

25.0 Notices To Tenderer

1) The Tenderer must obtain for himself, on his own responsibility and at purpose of filing this Tender and for entering into a contract for execution of the same and must examine conditions and matters prevailing thereto.

2) Each of the Tender documents is required to be signed by the person or the persons submitting the Tender in token of his / their having acquainted himself / themselves with the special conditions, conditions of contract etc. as laid down. Any Tender with any of the documents not so signed will be rejected.

3) The Tender form must be filled in English and all the entries must be hand written in ink. If any of the documents are missing or not signed, the Tender shall be considered Invalid.

4) Neither erasures nor over writings shall be made in the, the price schedule or anywhere in the Tender documents. Every correction shall be made by crossing the pen across the incorrect or unrequited portion and writing the correct or required portion above. Any correction shall bear the dated initials of the Tenderer.

5) The intending Tenderer shall deposit the Earnest Money, as a guarantee of a good faith which event of any waive, refusal or delay in signing the contract. The deposit of the Unsuccessful Tenderer will be returned immediately after a decision is taken regarding the award of the, the contract (after issuing the work order to the successful Tenderer.)

6) The Consultant shall pay security deposit 2.0% from each R.A. bill.

7) Within fifteen days of the receipt of intimation from the Client, of the acceptance, of His / their Tender the successful Tenderer shall be bound to enter contract by signing an agreement and conditions of contract attached herewith, in the written acceptance by the client and the person so Tendering whether such formal contract is or not subsequently entered into.

8) All compensation or other sum of money payable by the Consultant to M. C. Saswad under the terms of the contract may be deducted from the security deposit, or from any sum or sums that may be or may become due the Consultant on any account whatever and in the event of the security deposit being reduced by the reason of any such deductions the Consultant shall, within fifteen days of beings asked to do so, may deposit in cash any sum or sums which may have been deducted from his security deposit.

9) M. C. Saswad is not concerned with any rise or fall in of any materials. The rate quoted shall include all cost, allowances, tax or any other charged, including any enhanced labour rates etc. which may be enacted from time to time by the State or Central Governments under no circumstances M. C. Saswad shall be responsible for Compensation or losses to the Consultant due to any increase in cost of labour or materials, etc.

10) The rate quoted by Consultant shall include all eventualities such as heavy rain sudden Floods etc. which cause damage to the executed work or which may totally wash out the work. Until the completion will not be responsible for such damage or wash out of the construction Work.

11) Time is essence of the contract. The work should be completed within prescribed time period. The Consultant will have to give a time schedule of various items of work to be done so that the work gets completed within stipulated time.

12) The quantities contained in the schedule are only approximate. The work actually carried out and done and will be measured from time to time for which payment will be made subject to the terms and condition of the contract.

14) M. C. Saswad does not bind them to accept the lowest or any Tender and reserve themselves the right to accept or reject any or all Tenders in whole or in part, without assigning any reason for doing so.
