INTEGRATED PEST MANAGEMENT PROJECT
The objective of this project was to assist potato growers inSaskatchewan to make more financially effective and environmentallysound decisions regarding pest control based on Integrated PestManagement principles. From 2007 to 2009 we focused on:
Late Blight Control
The disease did not present itself during the course of the project.The focus was on prevention, using climatic data in models (NegFry)and common sense to determine spray schedules.
Virus Control
The time of arrival and populations of the aphid species responsiblefor transmission of viruses were monitored. Aphid species capableof virus transfer were identified in all areas. Spray programs tocontrol aphids did not seem to be very effective, based on theirlimited impact on aphid populations. Virus-free planting materialand isolation from infected fields continue to be the best strategiesfor avoiding virus problems.
Rhizoctonia is a concern for some growers. Chemical controlappeared not to be effective. Rhizoc free planting material, croprotation, planting resistant varieties and the elimination of stress,especially moisture stress, seem to be the grower’s best tools to fightthis pest.
Colorado Potato Beetle
In the past two seasons there were insufficient numbers of CPB tojustify chemical control.

Wireworm
Thimet, which is the only chemical registered for this pest inSaskatchewan, was not very effective in controlling wire worms. Thebest wireworm control was achieved with crop rotation.
Weed Control
Growers were doing an excellent job of weed control usingherbicides and/or mechanical weed control. The weed history ofthe field seem to be the main factor to be taken into account inplanning a weed control program. This may explain a better levelof weed control occurred on fields in a fixed rotation as comparedto the weed control seen on rented land.
Nitrogen Fertilization
A petiole nitrate test is a method to optimize nitrogen fertilizerusage was investigated in the 2007 season.
Funding for this program provided by the Agri-Environmental Group Planning Initiative.
The completion date for this project is March 31, 2008.An extension was granted to March 31, 2009.

CANADIAN CERTIFICATION PROGRAM
Seed potato certification in Canada is a national program which isadministered and implemented by the Canadian Food InspectionAgency (CFIA) branch of Agriculture and Agri-Food Canada.
The regulatory authority of the certification of seed potatoes is containedunder Part II of the Seeds Regulations (Registered SOR/2002-198, May23, 2002).
Canada’s seed potato certification program is designed to regulate the variety, purity and health of seed stocks. You should know:
ì Disease-Free Nuclear Seed: All seed potatoes produced inCanada originate with nuclear stocks which are produced understerile conditions from tissue culture that has been subjected tolaboratory tests and found free of disease pathogens.
í Limited Generation: Seed potatoes produced can remain in thecertification program for no more than seven years. The first fieldgeneration is Pre-elite, which is produced from nuclear stock. Sequentially, the seed annually moves downward through theclassification system. This results in a “flush-through” systemwhich minimizes the risk of disease build-up.
The seed classes from the highest to the lowest are as follows:a) Nuclear - produced from potato tissue culture material which
has been tested in the laboratory and found to be free of alldisease pathogens;
b) Pre-elite - produced from nuclear stock;c) Elite I - produced from nuclear stock or Pre-elite seed;d) Elite II - produced from nuclear stock or any of the previous
classes;e) Elite III - produced from nuclear stock or any of the previous
classes;f) Elite IV - produced from nuclear stock or any of the previous
classes;g) Foundation - produced from nuclear stock or any of the
previous classes;h) Certified - produced from nuclear stock or any of the
previous classes;

î Disease and Variety Purity Standards: Disease freedom andvariety purity are maintained through a program consisting ofmultiple field inspections, laboratory testing, post-harvest testingand sound agronomic practices.
The Pre-Elite, Elite I, II, III, IV, Foundation and Certified classes of seedmust undergo and pass two field inspections. All field inspections aremade during a time most opportune for the visual detection of diseasesymptoms and foreign varieties in the growing plant.
The standards for certification of all classes of seed are set out insections 47.1.1 - 47.8 of the Seeds Regulations. The maximum levels(%) of detectable disease on the final inspection for the maincommercial classes are summarized below:

Note: Inspection for the purpose of certification is made either visuallyor through laboratory testing of samples, or both. SEED IDENTIFICATION
Bagged seed is still available and carries the following Canadian Food Inspection Agency tags:
ORANGE tags identify Elite seed
WHITE tags identify Foundation seed
BLUE tags identify Certified seed
All shipments of nuclear seed must be accompanied by a Nuclear Stock Certificate issued by the Canadian Food Inspection Agency.
Bulk seed sales are identified by Bulk Movement Certificates which arealso issued by the Canadian Food Inspection Agency.
To be valid, the tags and Bulk Movement Certificates must identify theseed by variety, class and certification number.

PROCEDURES TO CONTROL BACTERIAL RING ROT Every effort is made to prevent contamination of seed stocks by ring rotbacteria. The following mechanisms each contribute to the reduction ofthe risk of Bacterial Ring Rot:
ì Maintenance of pedigree records on all seed lots certified by theCanadian Food Inspection Agency. Records are maintained fromgeneration to generation on all seed stocks produced in theprovince.
í All seed potatoes produced originate from disease free nuclearstocks.
î Limited field generation production system (flush-throughproduction).
ï Inspections of the growing crop for Bacterial Ring Rot.ð Tuber inspections at harvest or in the bin shortly after harvest.ñ Frequent tuber inspections at shipping point.Þ Seed trace backs on Bacterial Ring Rot occurrences in commercial
potato production.ó Laboratory testing of all seed lots for the presence of Bacterial
Ring Rot.ô Total rejection of all seed produced on a farm where a seed lot is
determined to be infected with Bacterial Ring Rot.õ Seed grower diligence in preventing Bacterial Ring Rot
introduction, which includes disinfecting all equipment andbuildings involved in the harvesting, handling and storage ofseed potatoes.

POST-HARVEST TESTING
At least 400 randomly selected tubers from each qualifying seed potatolot are collected and sent for post-harvest testing. The main emphasis of the post-harvest test is the detection of viralinfections which may have occurred during the previous growing seasonthrough transmission by insects or farm machinery. When infections ofthis type occur the plants may remain symptomless; however, pathogenscan be carried over in the seed tuber to the next season. The post-harvest test attempts to identify where and to what extent these infectionshave occurred.
The main diseases for which readings are taken include:C Potato Leafroll Virus;C Mosaic Virus;
Test results may be obtained from individual growers.

TUBER QUALITY STANDARDS All seed potato classes are subject to the same tuber standards--there is onlyone quality grade for Canada Seed Potatoes. The total allowable disease anddefects permitted in a graded seed potato lot are set out in section 48.1,subsections (2) - (10) of the Seeds Regulations. LIMITATION OF DAMAGESAND REMEDY
The seller warrants that any seed potatoes sold or agreed to be soldto the buyer by the seller are of the grade specified upon the tagattached to each container thereof, as required by Statute, withinrecognized tolerances. The Inspection Certificate(s) of theCanadian Food Inspection Agency (unless superseded) shall beconclusive evidence of the purity, quality, grade or any other matterrespecting such seed potatoes, and such Certificate(s) shall bebinding upon the buyer and the seller. It is expressly agreed that noother warranties, conditions or representations, expressed orimplied, statutory or otherwise, of merchantability, fitness for aparticular purpose, productiveness, absence of disease, orotherwise, are made by the seller.
A request for re-inspection of a lot may be made within two workingdays after receipt of the lot, and the re-inspection shall be carriedout by an inspector as soon as possible but no later than five daysafter receipt of the request.
