CCSF Federal Financial Aid Satisfactory Academic Progress (SAP) Policy
Types of Appeals and Requirements
The following 3 standards must be met to meet Federal SAP standards:
Maintain 2.0 cumulative grade point average (GPA) AND
Complete 67% of all units attempted AND
Maximum Time Frame (MTF) ‐ Complete an educational program within 150% of the program length
Must declare an approved federal educational program Federally approved eligible certificate (see Gainful Employment link
on website) Associate degree (A.A/A.S) Transfer to a university leading to a Bachelor degree (B.A/B.S
Enroll in courses that are required for your educational program only
You are allowed to declare only one educational program at CCSF
All units earned ÷ All units attempted = Cumulative Completion rate
20 earned units ÷ 40 attempted units = 50% completion rate
19 earned units ÷ 30 attempted units = 63% completion rate
45 earned units ÷ 75 attempted units = 60% completion rate
7 earned units ÷ 12 attempted units = 58% completion rate
Length of eligibility is limited to 150% of a financial aid eligible educational program.
All CCSF attempted units and transfer coursework from prior college/university will be counted in the maximum time frame calculation
UNITS REQUIRED FOR PROGRAM x 150% = MAX TIME UNITSExample: 60 units for an AA degree x 150% = 90
Educational Goal Limit of Units
Associate Degree 90 units attempted
Transfer Program 90 units attempted
Eligible Certificate Units vary
A student who has attempted 120 units is not eligible to appeal regardless of reason. Units from other college/university will be included in the calculation.
Extenuating Circumstances Cumulative grade point average (GPA) below 2.0
Completion rate below 67%
Maximum Timeframe Exceeded 150% of educational program –Reached Maximum Timeframe (MTF)
Already received an Associate’s Degree or higher
Transition from Credit Program to Non‐Credit
If you have reached MTF and you are not meeting completion rate or GPA requirement appeal will not be considered.
If you have reached 120 attempted units, not eligible to submit an Appeal.
Below Grade Point Average and/or Completion Rate Ineligible because of a grade point average (GPA) less than a
cumulative 2.0 GPA and/or Completion rate of less than 67% You may demonstrate extenuating circumstances by explaining
your situation and MUST be supported by DOCUMENTATION Filing an appeal does not guarantee an approval Appeals will be denied if you are unable to meet SAP standards
at the end of the semester for which an appeal is submitted.
If you have reached MTF and your GPA is less than 2.0 or completion rate below 67% an appeal will not be considered.
If you cannot demonstrate extenuating circumstances along with documentation your appeal will be denied. You are encouraged to meet SAP standards on your own without aid to re‐establish eligibility.
Acceptable Reasons for Extenuating Circumstance Appeal
Circumstance DocumentationDeath of an immediate family member
Death Certificate
Major illness/hospitalization
Medical Records
Mitigating circumstances beyond your control
Other supporting documentation that relates to the extenuating circumstances
If you cannot demonstrate extenuating circumstances along with documentation your appeal will be denied. You are encouraged to meet SAP standards on your own without aid to re‐establish eligibility.
Unacceptable Reasons for Extenuating Circumstance Appeal
Lack of money (books, materials, uniforms, etc…) Transportation and Child Care issues Gain or loss of employment. Work schedule changes. Unaware of academic progress policies or other
college requirements Not following placement test and/or Academic Counselor’s
recommendations Personal issues not requiring professional
intervention
Extenuating Circumstances Appeal MUST include: Completion of Online SAP Workshop SAP Appeal Application Typed, detailed personal statement Extenuating circumstance documentation Educational Plan developed by an academic counselor A decision will be emailed within 4‐5 weeks. Decision is
FINAL. There is no SECOND appeal if appeal is denied.
Incomplete or missing information will be an automatic Appeal Denial
Maximum Timeframe Appeal: You are ineligible due to your attempted units exceeding the 150% of the published length of your educational program.
Already received an Associate’s Degree or higher Transition from Credit Program to Non‐Credit Filing an appeal does not guarantee an approval
If you have reached MTF and your GPA is less than 2.0 or completion rate below 67% an appeal will not be considered.
Exceeding MTF due to poor academic history does not qualify for an appeal. Appeal will be Denied.
If you have reached 120 attempted units, not eligible for an Appeal

complete your educational goal at CCSF. Describe what has changed that will allow you to overcome these
challenges in order to meet SAP standards. Consider your entire academic history and circumstances that have
affected your educational goal. Explain your situation.
Detailed, typed statement (MTF) Include Name and student ID# Discuss your educational goal and the numbers of semesters left to
complete your educational goal at CCSF. Discuss why you have exceeded maximum timeframe.
