    Introduction:1. The Brazilian Government has made attempts to overcome

    the problems associated with the rapid urban growth of So

    Paulo.2. The cit!s rapid urban growth" now a megacity of over 22

    million people" has occurred because of inward migration

    from the countrside for wor# and of the high birth rates.

    $. This urban growth has caused two ma%or problems" the

    growth of favelasand traffic congestion.

    Growth of Favelas:

    1. So Paulo has been unable to meet the housing demands ofthe rising population and this has resulted in the development

    of over 16, shantytowns where 2!of the population

    live.

    2. &hile certain favelas" such as "inga#ura and $onte %ul"

    have been supplied with basic waterand electricity services"

    the Brazilian government has et to onl deal with a

    fractionof the favela communities in So Paulo.

    $. 't is difficultfor the authoritiesto provide services" such assewerage" waste" electricit and water" to man favela

    settlements because of their inaccessible geogra#hical

    location.

    ,. The city council of So Paulo has also initiated self-hel#

    schemes to improve favela conditions b providing

    community centres" bric)-built housing" school buildings

    and #ublic sanitation services.

    -. So Paulo!s largest favela" Paraiso#olis" with 6,

    inhabitants is one region where the ma%orit of houses are

    now bric)-built,but there is still no waste systemin place.

    Traffic Congestion:1. The Brazilian authorities have had to ta#e numerous steps in

    overcoming the problem of traffic congestionin So Paulo

    as the region has more than 6 millioncarsas well as truc#s

    and deliver vans" and withoutan ring roads" all traffic has

    to go through the city.

    being builtaround the cit of So Paulo in Brazil in order to

    minimise this congestionin the cit centre.
