Portfolios for Planning

The purpose of the planning portfolio is to provide an instrument for department planning, evaluation, and resource prioritization that is streamlined and that coordinates those related activities.

In good practice, planning processes are cyclic, and priorities for resource allocation result from the identification of goals. That is, evaluation or program review, conclusions are used to identify future goals; those goals are used for budgeting. After plan implementation, further evaluation results in refined, revised plans, and so forth. The portfolio process is designed to enhance the cohesion of planning-related activities as well as to allow for maximum customization of planning and evaluation activities for each unique support services department. The portfolios should be maintained on an ongoing basis, with goals and budgets being updated each year and SLO’s refined and measured as appropriate. In this way, the portfolio can be used as an on-going source document for planning, program development, and resource allocation requests when needed.

Functions Functions and services provided by the department: The Santa Ana College Career/Job Resource Center offers access to computerized resources and hard copy information on careers, training programs, job placement services and workshops. Individuals and entire classes can utilize the center to explore careers keyed to interests, skills, personality and values. Information is available on employment trends and salaries locally, nationally and on the international level. The Career/Job Resource Center provides all the resources necessary for students to find satisfying majors, set career goals and obtain successful employment. Career Orientations: Exploration of career resources for individuals, academic classes and community programs. Career Advisement: Assist students, faculty and community with career resources. Career Research Laboratory: Internet and hardbound access to career resources. Career Workshop Series “What Can I do With a Major In?” Guest speakers present career options, employment trends and their personal insights for various Santa Ana College areas of study. On Campus Recruitment/Interviewing: Employers recruit Santa Ana College students and conduct on-campus interviews. Employment Preparation Class: Open entry/open exit class; students may earn between .5 to 3 units related to successful job search skills. Advising Sessions with Career Technician: One-on-one assistance in job search including resume writing, interview techniques (including video tape interview and job search skills) and job search techniques. On-line Job Search: The Career/Job Resource Center website provides links to on-line employment sites. The Career/Job Resource Center serves approximately 9,000 students yearly. Services are provided to:

Program Outcomes (Please summarize as appropriate)

SLO EVALUATION/MEASUREMENT – #1. Forty-seven (47) students enrolled in Employment Preparation Class, Resume Unit. Twenty-nine (29) have completed the Resume packet and were evaluated by staff within a four week period. Sixty-one percent (61%) completed the packet and completed a resume. #2. Twenty (20) students enrolled in Employment Preparation Class, Interview Skills Unit. Fourteen (14) have completed the Interview packet and mock interview and were evaluated by staff within a four week period. Seventy (70%) completed the packet and mock interview. DISCUSSIONS AND RECOMMENDATIONS The completion rate of this component of N84 Employment Preparation ranges from 62% to 70% for the 2013-2014 academic year. This open entry/open exit format allows students the flexibility to complete the required assignments when they have available time. The resources for course completion are located in the Career/Job Resource Center. Students enroll in .5 units incrementally in this independent study course up to a total of 3 units. Students complete assignments by listening to and reading employment preparation concepts and applying each concept to themselves. Students do not have an assigned course time. Professor has begun contacting students utilizing WebAdvisor’s email system to maintain communication and encourage timely completion of course work. Employment preparation may be misplaced in the catalog. This course serves all students in career exploration, educational goal setting and transitioning from education to the workplace. Course may be reviewed and possibly moved out of Special Services and into the Counseling division. It has been observed that many students underestimate the time required to complete assignments. Many students wait until the end of the semester and therefore do not have enough time to complete the work. A new course orientation will be developed to assist students in planning their time more effectively for the purpose of completing their assignments. The emphasis of this orientation will be time management. A sample schedule will be developed so that the student can plan to come to the Career/Job Resource Center on a regular basis (like a traditional class). This will ensure that continuous progress on class assignments will be achieved. The instructor will increase communication with faculty that refer students to her class (i.e. Coaches and CalWorks staff) for the purpose of updating them on their students’ progress. Increased emails to students will also be implemented to encourage them not to fall behind on assignments. .

Area I: Environmental Scan: Provide highlights of the most significant trend data, student input, strategic planning efforts, and other activities or environmental impacts that were a significant part of the current year. ♦ The total number of students served for 2013-2014 was approximately

9,000. ♦ Due to budgetary hardships, the Career/Job Resource Center has

experienced tremendous difficulties and challenges to operate the center and provide services to students. A part-time Career Technician position, part-time Intermediate Clerk and a part-time Counselor were eliminated.

♦ The economic situation and high unemployment rate has reduced the

numbers of jobs posted at Santa Ana College. The current unemployment rate in California is 8.1%. (Information obtained from the California Employment Development Department, Labor Market Information, March 2014). As a result of our difficult economic situation, the request for assistance with job leads and employment preparation (resumes, interview skills and job search techniques) have increased.

Self –Study/Program Evaluation The Career/Job Resource Center continually strives to provide excellent services to students, faculty and employers. In an effort to ensure that we are meeting the needs of students requesting job placement services, a survey was given to over 100 students utilizing the Career/Job Resource Center Job Placement Services. There were 68 students that responded to the quality scale survey, which consisted of six questions. The answers to the survey questions are as follows:

1. Please rate your overall satisfaction with the Career/Job Resource Center Job Placement Services. Excellent = 71% Good = 1% Poor = 0% Very Good = 26% Fair = 2%

2. How would you rate the Employer listings? Excellent = 61% Good = 1% Poor = 0% Very Good = 37% Fair = 1%

3. Please rate the level of assistance you received from the Career /Job Resource Center staff during your visit? Excellent = 83% Good = 5% Poor = 1% Very Good = 11% Fair = 0%

Self –Study - continued Analysis of Survey: The majority of responders marked “Excellent” or “Very Good” on all categories of job placement services. An area identified for improvement on many surveys was a request for increased job leads and a higher rate of pay. In an effort to address the above concerns, the Career/Job Resource Center’s staff is conducting employer outreach efforts to increase employment opportunities for students. In addition, Career Center staff will be negotiating higher salaries for students when employers call to place job postings. Large employers will be contacted by Career Center staff and offered the opportunity to conduct on-campus interviews in the Career/Job Resource Center. To assist our graduates, special Employment Preparation Workshops are offered in the summer. Career Center staff is working split-shifts and modified work schedules in order to accommodate evening classes and other services for students.

Area II: Comparative Context: Consider your work in context and comment on significant issues relative to the impact of the program over time and/or the relative status of peer programs regionally.

• The majority of California Community Colleges’ and Universities’ Career Center personnel are paid by district funds. Santa Ana College Career/Job Resource Center Job Placement staff is primarily paid by year-to-year Career Technical Educational grant funding.

• Many California Community Colleges and Universities Career Centers

provide an umbrella for college-wide experiential learning programs, including: Work Experience, Internships, Job Placement, Service Learning and One Stop Centers.

• Santa Ana College’s Career/Job Resource Center staff is a member of

California Placement Association which conducts regional workshops and statewide conferences that focus on current job placement trends.

• The Career/Job Resource Center provides all the resources necessary

The future direction of the Career/Job Resource Center, is in jeopardy due to current unstable funding sources. In an uncertain economic climate, more students need help to obtain employment in a competitive job market. For many students, having a job enables them to remain in school.

• The majority of the staff has been funded by Career Technical

Education grant funds which have become increasingly unreliable. A part-time Career Technician position, part-time Intermediate Clerk and a part-time Counselor were eliminated. In order to continue serving over 9,000 students a year and adhering to the goals of our mission statement, funding for the entire staff must be institutionalized.

• The experiential learning programs at Santa Ana College are

fragmented and managed from a variety of divisions and departments. This may lead to a lack of communication and disconnection between programs, students and local employers. Coordinating all experiential learning at Santa Ana College would enhance future efforts to increase student success and develop a future workforce.

• The participation in the California Placement Association enables the

Santa Ana College Career/Job Resource Center staff to be aware of current placement trends and continuously improve services to our students.

Area IV: Plan: Please highlight related action and planning items. So what?

• In an effort to streamline and consolidate career services for SAC students, Student Services Managers are planning to integrate Service Learning (volunteer service and internships in the community, often a class requirement) and Career Technical Education Support Services (to promote completion and assist with the transition to work) in one center. This effort will enable students to receive appropriate assistance in a “One-Stop” location.

• Research and analyze strategies in which to consolidate additional experiential learning sources at Santa Ana College.

Summary of Recommendations This section is included in the portfolio so that a department may indicate future directions and needs. Recommendations result from self-study and can be used for developing annual goals and resource allocation priorities. Recommendations should be divided into those that are department or division-specific and others that might be college-wide.

RECOMMENDATIONS

Future directions and needs based on student feedback, program evaluation, historical trends, funding source, or institutional priorities. The Career/Job Resource Center serves over 9,000 students a year. The future direction of the Career/Job Resource Center is in jeopardy due to current unstable funding sources. The Career/Job Resource Center was created with special monies (CalWorks) and has been maintained by Federal monies Career Technical Education (CTE) for the life of the program. The majority of the staff has been funded by CTE funds. These funds have become increasingly unstable. In fact, two part-time classified employees and one part-time Counselor were eliminated. Services and hours have been reduced due to staff reductions. The Carl Perkins IV regulations require that all funds be expended on career technical students only. The Career/Job Resource Center serves all Santa Ana College students, recent graduates and community members. The services provided by the Career/Job Resource Center are directly related to the Santa Ana College Mission Statement. Please note the following excerpts:

“The mission of Santa Ana College is to be a leader and partner in meeting the intellectual, cultural, technological, workforce and economic development needs of our diverse community. Santa Ana College prepares students for transfer, employment, careers and lifelong intellectual pursuit in a dynamic learning environment.”

The Career/Job Resource Center provides competencies designed to help our student’s research careers, obtain employment and work productively in our community. In order to continue serving over 9,000 students a year and adhering to the goals of our mission statement, funding for the entire staff must be institutionalized.

2. Request for Personnel

a. The Career/Job Resource Center provides all the resources necessary for

students to find satisfying majors, set career goals and obtain successful employment. The future direction of the Career/Job Resource Center is in jeopardy due to the current unstable funding sources. In an uncertain economic climate, more students need help to obtain employment in a competitive job market. For many students, having a job enables them to remain in school.

b. The majority of staff has been funded by Career Technical Education grant funds which have become increasingly unreliable. A part-time Career Technician position, part-time Intermediate Clerk and part time Job Developer were eliminated. This, in combination with the previous year’s staff reductions has resulted in dramatic cuts to the Career/Job Resource Center staff. In order to continue serving over 9,000 students a year and adhering to the goals of our mission statement, funding for all staff, specifically 2 Intermediate Clerks, must be institutionalized.

c. Due to staff shortages the center is only open one evening per week. Faculty and counselors are concerned that evening students are not able to take advantage of the center’s services. In addition, the Career Coordinator is required to work some split shifts in order to make presentations to morning and evening classes. Hiring an additional part-time Career Technician would allow the center to be open at night to make presentations and provide workshops to the evening classes.

d. Summer Employment Preparation Workshops have been eliminated due to a reduction of the current part-time Career Technician. The reinstatement of this position to 12 months would allow continuation of these services.

e. SAC is increasing services to Career Technical Education students. A strategy to increase completion and retention of CTE students is to provide employment services specifically designed for CTE completers. A Job Developer is needed to provide outreach to develop employment opportunities for this population.

3. Equipment/Technology

a. Basic office machines are needed to operate the center. A scanner is needed for transmittal of resumes and employment documents for students. A shredder is needed to dispose of student’s confidential information (such as resumes, employment documents etc.). LCD lamps are needed to operate the LCD projector which is used for class presentations and workshops.
