SANITARY PROTOCOL: COVID-Free DAKAR 2021

ASO, as the organizer of the Dakar, is working in close collaboration with the Saudi authorities

to enable you to participate safely to this 43rd edition. Standing on the start line of Dakar 2021 will be

particularly symbolic and the success of the event depends on the involvement of each of the 2400

persons composing the caravan of the rally (organization, medias, competitors and teams) and their

respect of the measures we elaborated. Hence, everyone will be responsible for their implementation

in order to make our passion for rally-raid and Dakar thrive. A shared responsibility leading to a shared

success!

Benefiting from the experience acquired during the Tour de France, this sanitary protocol relies upon

three key principles: building a COVID-free sanitary bubble, carrying out an extensive PCR tests policy

and implementing consistently the sanitary rules while wearing a mask. Any participant infringing

the measures detailed in this document will receive a warning that can lead, in case of repeated

infringement, to his eviction from the race.

This protocol has been elaborated according to the current sanitary regulations; it is therefore likely

to evolve before the start of the rally. Shall it be the case, we would inform you immediately.

We are inviting you to read carefully the provisions and recommendations of our Dakar 2021 COVID-

Free strategy below which should govern every steps of your rally, from your arrival in Jeddah to your

way back home.

I. Before the rally

Participants requirements

• Limitation of all social interactions: starting from 2 weeks before the rally, please limit your

physical contacts in order to reduce the risks of contamination;

• D-2 PCR Test: the organizer will ask every participant to provide a negative PCR test dating

back from D-2 before their boarding for Jeddah.

• Flu shot: it is mandatory for all participants to get a flu shot, hence lifting doubts in case of

appearance of symptoms that can be similar to the ones of the COVID-19.

Recommendations to participants

• D-7 PCR Test: Carrying out a PCR test one week before you travel to Jeddah is highly advocated

in order to protect your Dakar project by taking appropriate measures in case of positive result.

• Replacement staff: in case a member of the assistance crew is tested positive to the COVID-

19 before boarding for Jeddah, don’t forget to plan replacement staff. This later should comply

with all the requirements mentioned above and be identified to the Organizer to get last

minute VISAS and accreditations.

• December holidays: during family and friends gatherings at the end of the year, it is each

participant’s responsibility to take necessary precautions to avoid any risk of contamination

and therefore protect their Dakar project.

Impossibility to participate to the rally due to COVID-19

• Impossibility of participating in the Rally due to COVID-19 :

As a complement to Art. 18P2 (Car/Truck Regulations) and 8.3 (Bike/Quad Regulations),

should either any or both of the following conditions arise :

1. Impossibility of embarking, disembarking and/or conveying a Competitor and/or its

Vehicle in relation with national and/or international transportation restrictions of the

country of origin of the Competitor and/or member of Assistance staff and/or of the

Rally host country due to Covid-19, and/or ;

2. Impossibility for a Competitor and/or member of Assistance staff to take part in the

Rally start due to a positive Covid-19 test, in compliance with the sanitary protocol set

out by the Organiser,

the Registration fees paid by the date of informing ASO of such impossibility shall, as

chosen by the Competitor :

- either be refunded after deduction of the lump sum of 3000€ (three thousand euros)

for the Race vehicles or 15% (fifteen per cent) of the Registration fees due for the

Assistance vehicles and staff, as application fees,

- or fully transferred as Registration fees of the 2022 annual of the Dakar, with no

deduction for application fees.

No refund request shall be accepted if the Competitor and/or member of Assistance staff

is authorized to enter the sanitary bubble according to the terms of this present sanitary

protocol.

The information of the impossibility to take part in the Rally due to COVID-19 shall be

addressed by the Manager, solely by email with acknowledgment of receipt to avoid any

dispute, in French, English or Spanish, to : [email protected].

II. Arrival in Jeddah (from December, 28th 2020 to January, 2nd 2021)

• First 48 hours: after your landing in Jeddah, a period of 48 hours of self-isolation will be asked

from the Saudi authorities, with strict limitation of all your movements and social interactions,

at the end of which you must carry out a PCR test (a specific communication related to the

appointment procedure will be released later on);

• Organizer - PCR Test: during the scrutineering, the organizer will set up a mandatory PCR

testing on January, 1st and 2nd allowing the participants to access the sanitary bubble of the

rally (Cf. III. Entry in the sanitary bubble). Participants who arrive in Jeddah after December,

29th will therefore only need to take the Organizer - PCR test.

• Sanitary gears: a sanitary kit with masks and sanitizing gel in sufficient quantities will be

distributed to all the participants during the scrutineering;

• Limited access: only competitors, assistance teams, medias and members of the organization

will be allowed within the venues of the administrative and technical scrutineering;

• Strict limitation of movement: Participants must limit their movement to the strict essentials

(hotels, scrutineering venues, onloading park, Shakedown, Prolog) and respect the sanitary

rules at all times;

• Strict limitation of social interactions: Participant must limit their social interaction to the

members of their own team and the members of the organization dedicated to the

scrutineering and respect the sanitary rules at all times.

III. During the rally: Bivouac, race, transfers (from January, 3rd to 15th 2020)

The sanitary bubble, inspired by our experience of the Tour de France and consisting of the entire

caravan of the Dakar (roughly 2400 persons), will constitute a sealed, controlled and safe environment.

Participants shall wear a mask and respect the sanitary rules at all times. The objective is to start the

rally with a clean sanitary bubble in order to reduce the risks of contamination and therefore ensure

the smooth execution and completion of the race.

Entry in the sanitary bubble

• Negative PCR Tests: people who can provide deux negative PCR tests only will be allowed to

enter the sanitary bubble and get their accreditation giving access to the bivouac. The first test

will be provided by the participants and date back from 48 hours before their arrival in Saudi

Arabia. The second test will be provided by the organizer and carried out during the

scrutineering in Jeddah.

• External persons: the sanitary bubble will constitute an isolated ecosystem; no one from the

outside will be allowed to access the bivouac during the whole duration of the rally and every

contact with external public shall be avoided. All the hospitalities will be carried out outside of

the bivouac;

• Hotels & Restaurants: Participants must sleep and eat within the bivouac during the whole

duration of the rally, including during the rest day. From the 3rd in the morning to the 15th in

the morning, no accommodation in hotels will authorized.

• Transfers between bivouacs: assistance vehicles driving from bivouac to bivouac must limit to

the strict minimum their interactions with the local population and respect the sanitary rules

at all times.

Control of the sanitary bubble

• Mobile Laboratory: the organizer will set up a mobile lab accessible to all the participants

during the whole duration of the rally in order to carry out PCR tests in case of symptoms and

lift doubts;

• Evacuation of the sanitary bubble: in case of positive PCR test, the contaminated person will

be immediately evacuated from the sanitary bubble and quarantined. An additional protocol

surrounding this quarantine will be released later on;

• Contacts of COVID-19 cases: every person who was in contact with a person tested positive to

the COVID-19, without wearing a mask or within a distance of less than 1 meter, will also be

evacuated from the sanitary bubble and quarantined;

• Anti-COVID Manager and patrols: dedicated staff will be in charge of distributing sanitizing

gel, disinfecting the common spaces and controlling that everyone is wearing masks and

respecting social distancing. In case of infringement of this protocol, participants will receive a

warning that can, in case of repeated infringement, lead to their eviction from the bubble.

Living in the sanitary bubble

• Shared living areas - bivouac: all the facilities where participants will gather and/or pass

through (catering area, toilets, showers) will be adapted to enable social distancing and

regularly disinfected. The sanitary rules must be consistently respected within the whole

perimeter of the bivouac and masks must be worn at all times;

• Shared living areas – teams: the organizer strongly recommends to all the participants to

prefer sleeping in individual tents and respect the sanitary rules during eating time. Any

participant tested positive to the COVID-19 and sleeping in a shared space will cause the

evacuation of all the participants sleeping at the same space;

• Flows management: the organizer will adapt the shared living areas and their use in order to

manage flows of people and avoid gatherings within these areas;

• Split of the participants: each family of the caravan (competitors and teams, medias,

organization) constitutes a sub-bubble whose members must limit their interactions with the

members of the other sub-bubbles. For example: the interview zones will be conceived

accordingly to the protocol in order to enable the smooth execution of the interviews without

infringing the sanitary rules.

IV. Return of the participants

• PCR Test needed: Participant who need a PCR test to fly back to their home country must warn

the organizer during the scrutineering on January, 1st or 2nd. This final PCR test will be carried

out by the organizer after the end of the rally. A protocol surrounding these tests will be

released later on.

The successful completion of this Dakar relies on the collective implementation of these measures and

on everyone’s sense of responsibility… In order to keep the Dakar spirit going!
