Audubon Presents "Year End Special" Bailey Resigns Council Seat*On Sanibel the "Yearend Special"

"Sure, I'm going to run," saidFrancis Bailey last Saturday. "That is,unless the skies fall in or something in thenext 60 days."
Last Thursday, Mr. Bailey, on theadvice of his attorney, resigned from hiselected seat on the Sanibel City Council.
Bretzke Hired As
City ManagerDavid John Bretzke, who was city
manager of Plant City, FL, since July1973, was hired as temporary citymanager of Sanibel at last Thursday'scouncil meeting. He applied for the job onsanibel after losing the Plant City jobfrom "political" difficulties. Plant Cityhas a population of over 16,000 and abudget of almost $4 million.
Mr. Bretke was city manager ofOld Town, ME (pop: 9000) from 1968 to'73, had previously worked in citymanagement positions in Stillwater, OK,Guthrie, OI, Thornton, CO and Arvada,CO. His last position in Plant City paid$21,000 yearly.
Bretzke, who is 41, has a wife,Jeanette, arid two sons, John and Daniel.A native of Groveland, FL he wasgraduated from Colorado State Universityin 195& and received his MA at theUniversity of Denver in 1964.
In his new position on Sanibel, hewill receive a salary of $60 per day, andexpected to begin work this week.
Vice-mayor Vernon MacKenzie thensuggested that Duane White, who ransixth in the election be appointed to fillthe vacancy. • .
Mr. White, from the floor,suggested that Mr. Bailey be appointedas he was "the people's choice" CharlesLeBuff then amended MacKenzie'sresolution Substituting Bailey's name.Mayor Porter* Goss seconded theamendment, which passed by a 3-1margin, with MacKenzie casting the"nay" vote.
According to law, an election hasto be held no sooner than 60 days and nolater than 90 days after a city council seatis vacated.
W.W. Kimball, who, with ArthurHunt, had instituted a suit "to clear Mr.Bailey's position" Monday a week ago,said Thursday the suit was being dropped(after Baileys resignation) since "Weaccomplished what we were after. We areending the whole thing in a friendlymanner."
Monday morning, in a clarificationof the Thursday quote, Mr. Kimball toldthe ISLANDER, "Why, Francis and Ihave.been personal friends for many,years^ You must realize that the suitwould prevent some crackpot in thefuture from entering a suit and causing alot of embarrassment and trouble.Actually, by entering the suit, we wereprotecting Francis. Now it's all clearedup, and he's going to run again."
The ISLANDER, at press time,had not been able to find out who, ifanyone, will be running against Mr.Bailey for the council seat.

As visitors, friends, snowbirds,and tourists begin to flock to the Islandsin increasing numbers during the holidayseason, we thought it might beappropriate to inform our readers of theturbulent history of the Sanibel SignOrdinance, a legal provision which hasplayed an important role in keeping theIslands as beautiful as they are today.
The story of the sign ordinancedates back almost 15 years. Early in 1960,the Islands obtained permission fromTallahassee to have their own planningdepartment, independent of die FortMyers-Lee County city planners. Con-cerned businessmen thought it would beadvisable to regulate the graduallygrowing number of advertising signs, sothey agreed to put up uniform smallbrown and white directional signs toguide visitors to their businesses, in lieuof the gaudier forms, of commercialadvertising. This was the Islanders' firstattempt to quell the spread of thecommercial nightmare on Sanibel.
Early in 1961, .Lee Countyobtained the authority to take back allplanning duties for the Islands fromTallahassee. Thus, Sanibel came to becontrolled by Fort Myers once again andthe first regulatory sign agreementeventually fell into disuse.
With the construction of theCauseway in 1963, more and morebusiness trickled into the Islands. Aseach new advertising sign and billboardpopped up on Periwinkle Way in theyears that followed, the Islanders slowlywoke up to the fact that their domain waslosing its natural scenicappeal.
In 1968, the late Floyd Snook, thenpresident of the Chamber of Commerce,recognized that an advertising signordinance was badly needed on theIslands. Accordingly, he gathered manyof the Island residents together at theSanibel Community House and suggestedthat the Island ask Lee County to givethem a sign ordinance. His idea met withalmost unanimous support. The Islandersnext proceeded to hire a lawyer toprepare a draft of the new sign ordinance.After a number of open hearings at theLee County Courthouse, the ordinancewas finally passed by the county inOctober of 1970 and approved by Stateofficials in Tallahassee on January 1,1971. The County Commissioners at thattime commended the community for theirforesightedness and initiative in pushingfor a sign ordinance.
Basically, the ordinance statesthat businesses are limited to only oneon-premises sign, which is restricted asto its size, degree of movement, flashinglights, etc. All other advertising signshad to be torn down within a two yeargrace period. This latter was a wiseprovision in that it pWected the financialinterests of those businessmen who had
put up their signs just' before theordinance was passed. Yet it also causeda certain amount of friction between theold businessmen and new businessmenwho wanted to put up sighs similar tothose still standing, thanks to the twoyear grace period provision.
This tension prompted the Island-ers to create a sign committee. TheCommunity Associations of both Sanibeland Captiva, the Conservation Found-ation, the Planning and Zoning Board,and die Chamber of Commerce eachappointed two delegates to the signcommittee; hi hopes of getting a widecross-section of Island opinion. The roleof the committee was to be that of a goodneighbor: seek out newcomers, explainthe ordinance, and try to smooth overdisputes.
The ordinance has worked well inthat businesses limited to only one signtended to make it as attractive aspossible. People began to realize thatquality is a better advertising tool thanquantity. Today, Periwinkle Way is ashowcase of good advertising. 1
Businessmen quickly realized thattourists still needed some form ofguidance to help them find shops andaccommodations, so they requested ofthe County Commissioners that- somekind o f directional system be developedto meet their needs. With the steadyincrease of business since I960, the olddirectional signs had proliferated somuch that they had become quiteunsightly. The problem was solved by thesign committee, who, with the support ofthe Chamber of Commerce, developedtwo new directional systems. One ofthese was the Chamber of Commercemap of the Islands, listing all the streetsand businesses of the Islands in analphabetical key with a correspondingnumerical key for pinpointing then-location. The map is revised yearly sothat the locations of new businesses canbe included.
The other method was the smallgreen county signs giving such simpleunspecified directions as 'Shops,''Accommodations,' 'Beach Access,' andthe like. When this county sign programwas completed two weeks ago, theChamber of Commerce began removingthe old directional signs.
Although the removal of the oldsigns is progressing quite nicely and isapproaching the point of completion,there still remains a small percentage ofbusinesses that have failed to complywith the ordinance. The sign committee ispresently contacting these people in anattempt to get them to abide by the law.The fact that home rule is now a reality onSanibel should facilitate'the enforcementof the sign ordinance.

Macintosh Bookstore on Periwinkle Way.Owned and ojjjjrated by Mr. BillMacintosh, an Island resident since 1957,the Macintosh Bookstore has not alwaysbeen situated: under the blossomingorchid tree on Periwinkle Way next toPriscilla Murphy Real Estate. Back in1960, when Mr. Macintosh firstundertook the enterprise, the bookstore
was housed in a small frame building inthe Japanese Garden of the Seahorse.
-Shop.Mr. Macintosh is grateful for the
support and patronage that Islanders andIsland visitors have given him over theyears. Ever since the bookstore wasestablished — almost 15 years ago not --business has gradually expanded, neces-sitating greater amounts of space tohouse the growing stock.
A relatively large percentage ofMr. Macintosh's stock related directly toIslanders and their interests. Currently,the store has sixty or seventy titles ofshell books in stock and an equal numberof titles dealing with birds. In general,nature books are a specialty of the shop,which features in excess of a hundredtitles dealing with varying aspects ofwildlife and ecology.
The bookstore also carries a dozen*or more titles of books about the Islandsor by Island authors. Mr. Macintosh hasrougly 250 back orders for ElinoreDormer's book, "Sanibel and Captiva,The Seashell Islands" alone. The bookwas supposed to be released months ago,but is being held up by the publisher frosome unknown reason.
And for the anglers and boaters,navigational charts of Island waters arealso available at the Macintosh Book-store.

Our nothern friends are now hereand ready for some fishing. I've heardword of nice size speckled seatrout,better known as the spotted weakfish tonorthern fishermen, being caught off theSanibel Causeway. Give it a try down indie Ding Darling Bird Sanctuary, too, butonly on the right hand side of the roadwhich is salt water. A Florida fishinglicense is required for fresh water fishingon the left hand side. I suggest usinglight tackle and "educated" live shrimpfor bait. Since trout are attracted to noise,use the still fishing method with a"popcork". Put on a #1/0—2/0 hook or atreble hook of comparable size which willhelp in getting a stronger hold on yourtrout. This fish has an extremely softmouth therefore don't be too hasty insettting the hook when the fish strikes.Don't force the fish during the playbecause your hook will tear loose easily.Trout are very good on the dinner tableand can be prepared in many differentways.

snook? What's a Snook, you askl It's apopular Florida game fish and very goodeating. You can identify this fish by hismain characteristic being a dark lateralline going from the top of the gill acrossthe body ending at the middle of the tail.There have been some nice catches offthe Sanibel Causeway, Blind Pass Bridgeand along the mangroves in the bayareas. The best time to try is during theincoming tide in the late afternoon toevening and daybreak hours. I recom-mend light to medium tackle using live"educated" shrimp or artificial bait,such as, feathered jigs, spoons, mirrorlures and a variety of others.

Career education is a federally- sponsored program which is channeledthrough all state, county, and localschools. The purpose of this program i s t jintroduce children to the elements ofself-awareness, educational awareness,,career awaisness, economic awareness,decision making, beginning competency,employability skills, attitudes andappreciations, in hopes that they winemerge with self-identity, educationalidentity, career identity, economicunderstandings, career deciskms, em-plopnent skills, career placement, andself-social fulfillment. The idea is to bringteacher, counselor, occupational special-ist, and student together in order to plotout the best course for the student to takeduring his educational career. Theprogram is taught in all grades fromkinder rten to 14th, or adult continued

Among Sanibel's other com-mercial rarities, the Elsie MaloneSpecimen Shell Shop stands alone. In theopinion of conchologists from all over theworld, the shop is the only specimen shellshop of its kind anywhere. All it takes is avisit to Elsie Malone Specimen Shells onPeriwinkle Way to convince one of thevalidity of this last statement.
The Malones buy, sell, and tradeonjg specimen shells for shell collectorsfrom all corners of the globe. Theinventory of the shop includes mostworldwide rare and uncommon shells,which are priced anywhere from 25 centson up to $600, depending upon the rarityof the shell. The Malones will mail shellsanywhere in the United States, but theircorrespondence as collectors turns upeverywhere from Japan, Indonesia, theSolomon Islands, and Fiji to theiraccustomed haunts, the Caribbean.
The name of the shop is almost amisnomer, in that the firm is comprisedof not one Elsie Malone but two —mother and daughter. The Malones havebeen in Florida since 1947. They firstbecame interested in shell collecting backin 1951 as a result of taking up skin divingamong the coral reefs which abound inthe Florida Keys.
They moved to Sanibel elevenyears ago, where their hobby quicklyblossomed into a full scale business. TheMalones started trading in specimenshells commercially in February of 1964.hi 1963, the elder Elsie Malone wasawarded first prize for the mostoutstanding shell collection by thePhiladelphia Academy of Science.
The Malones still do much of theiriwn collecting, diving in shell watersboth in the Caribbean and elsewhere.According to the 1965 edition of The Bookof Shells, Elsie Malone, Sr. "has beenattacked by Moray Eels, chased bysharks, and stung by glass worms." Theyounger Elsie Malone was stung by ablack eagle in Aruba in October of 1973,as a result of which her peripheral nervesare paralyzed. But in spite of suchsetbacks and tribulations, the Malonesare still collecting the rarities of the sea,and they have good reason to be proud ofthe amazing collection they haveamassed.
