A language is not an isolated standing stone. It is related to a series of variables and parameters. One of these is sexual difference. Our candidacy encompasses a project set around the values of feminist ethics and culture continuing the ongoing struggle to overcome the predominance of masculine terms in the use of language. In the Spanish original of this document, we take a certain amount of liberty with terms which, although not strictly correct grammatically-speaking, certainly mark a change of direction in achieving the recognition of women: ciudadanos and ciudadanas, ciudadan*s, i.e. male and female citizens coming together in the term coined for our purpose, ciudadan*s.

It’s thanks to the support of our citizens that certain cultural landmarks have seen the light in the city and the province: the San
Sebastian Film Festival, the Musical
Fortnight or the Jazz Festival. Now underway for many years, all
three expressions remain in place
as the major cultural rendezvous
on our calendar and represent
our contribution to the European
cultural wealth. In recent years, other initiatives have added their names to the list of local cultural events: the Human Rights Film
Festival, the Horror and Fantasy
Film Festival, the Sol Iberoamerican Festival of Publicity Communication and the Surfilm Festival. In addition to these are the International Choir and Puppet Festivals taking place in the neighbouring town of Tolosa.
Apart from these initiatives, our project belongs to a wide and extensive network of sociocultural facilities drawing a map of local infrastructures
permitting a wide range of offers and
services in the area. We have an active network of cultural spaces, libraries, civic centres, natural and cultural parks stretching the length and breadth of our province and weaving an intense activity programme for all citizens. Culture, diverse and intense; for singing, composing and playing music, painting, sculpting, taking photographs, writing, putting on plays, making video and film, reflecting, asking ourselves questions, finding answers, or not; culture for bigger and smaller audiences; culture of local and global origin, bilingual in Basque and Spanish, but also in French and English, among others.

ABOUT US
Together with this finely traced network of small and medium-sized facilities, the natural platform for our cultural project, we also have several theatres, museums, art centres and
auditoriums, the most outstanding of which are the Kursaal Congress
Centre, standing on the shores of the sea and designed by the architect Rafael Moneo; the Principal Theatre and the renovated Victoria Eugenia
Theatre; Arteleku-Centre for art
and contemporary culture; and the Koldo Mitxelena Kulturenea
multicultural centre.
The DSS2016EU cultural projects will also have new scenarios currently under construction, such as the revamped San Telmo Museum
(Museum of Basque Citizens), Musikene (higher school of music of the Basque Country) and Tabakalera
(Centre for Contemporary Culture), a former tobacco factory to become an Audiovisual Culture Factory opening its doors for 2016. However, we mustn’t forget the projects involving collaboration with cultural facilities in the province of Gipuzkoa, the Basque Country and the Bayonne-San Sebastian Eurocity, such as the Topic International Puppet Centre in Tolosa, the Guggenheim Museum Bilbao, Artium: Centre-Basque Museum of Contemporary art in Vitoria, the Basque Museum in Bayonne or the City of Surf and the Ocean in Biarritz.
In our endeavour to unite culture and science, our Capital of Culture project will include the network of centres and companies dedicated to science, technology and research consolidating San Sebastian as the Basque city of science and creativity,
with international references in the field, such as the Donostia
International Physics Center, the Aquarium or the Science
Kutxaespacio, not to mention the Basque Culinary Center (Faculty for Gastronomic and Culinary Innovation) and the House of Talent (residence for researchers and artists), both of which will be in full swing by 2016.
Our bid to become Capital of Culture will permit us to rethink the cultural system for its adaptation in decades to come. We assume that the changes deriving from the effects of globalisation, the switch from analogical to digital culture and the economic crisis currently affecting us will oblige us to redesign our

San Sebastian has been committed since 1998 to the European Educating Cities project and is a member of IAEC,
the International Association
of Educating Cities and RECE,
the State Network of Educating
Cities.
San Sebastian City Council actively participates in the Committee on Social Inclusion
and Participatory Democracy (CISDP) created by the world organisation, United Cities and
Local Governments (UCLG). This Committee has the mission of favouring debate and the exchanging of experiences on subjects related to democratic quality, social inclusion and the fostering of human rights. Today, San Sebastian is pledged to this Committee and its endeavour to create the Charter-Agenda of Human Rights in the City and contributes to a programmatic document on participatory democracy placing the subject on the agendas of local governments throughout the world.

Waves are undulations formed by the water particles moving over the surface of seas, rivers and lakes. Our coastal arc is well known for the waves that make a popular international surfing destination. This same surf brings us the Basque words olatu-talka: when two waves come together and clash to produce a new one, a phenomenon perfectly reflecting the spirit of our project.

The social commitment of DSS2016EU lies in its assumption of ethical and social criteria when awarding tenders to goods and services providers. We are working on a Catalogue of Good
Behaviour and Best Practices, an ethical toolbox permitting us to work from organisational self-awareness, economic sustainability, responsible financing, non-invasive communication, free software and development of knowledge in the public domain.

One example of this is having given the responsibility of handling and distributing our published matter to the Gureak group. Gureak strives to achieve full social integration of the disabled thanks to their placement in the working world and is now a benchmark in the field throughout Spain.
In 2008, the Mayor of San Sebastian joined the Covenant of
Mayors and the Local Government approved the «1st Local Plan against Climate Change 2008-2013». San Sebastian therefore adds its efforts to the commitment of meeting the Kyoto protocol.

The Office of the 2016 Candidacy is headed by San Sebastian City Council’s
Department of Citizen Participation. The City Council actively participates in international networks and projects related to citizen participation and improved democratic quality. Since 2001, the Council has been a member of the International Observatory on Participatory Democracy, a city network promoted in the framework of the European Commission’s URB-AL programmes; it is also a member of the United Cities and Local Governments (UCLG) Committee on Social Inclusion and Participative Democracy. In Spain, the Mayor of San Sebastian has, for 7 years, been chairing the Citizen Participation Commission, belonging to the Spanish Federation of
Municipalities and Provinces. He also participates in the Association of Basque
Municipalities (EUDEL) Participation Committee.
DSS2016EU will promote an exchange of experiences on questions related to citizen participation between cities participating in the European Capital of Culture programme. It will therefore create spaces in which to convey knowledge and launch network projects fostering citizen involvement in the European Capital of Culture programme. We will place special emphasis on the promotion of e-democracy platforms, fostering collaboration with the International Observatory on
Participatory Democracy, the UCLG cities world network, and the Council of Europe Local and
Regional Democracy and Good
Governance Department.

Lighthouses and all other maritime signals play an important part in the history of our world, over 70% of which is covered in water. Their origin dates back to the dawn of navigation and the urge to explore new commerial routes. Lighthouses emit their light in different colours at different times, thus permitting passing ships to identify the lighthouse in question and the coast off which they are sailing. Many Basque towns play host to weekly farmers’ markets where produce from our land is sold. Ordizia and Tolosa offer the most well-known traditional markets of the area. Market days serve as a great excuse for people to enjoy a pleasant atmosphere and sample the delicacies of the Basque Country.

All places have their characteristic cuisines. Our region is known for its wide and rich culinary diversity: the Basque Country’s offerings range from haute cuisine and the famous «pintxos» to more traditional and festive fare. Many of our recipes and their variations are based on traditional cooking, with preparation rituals passed down from generation to generation. But today, the possibility of communication between millions of people has led to more contact with foreign recipes and cooking methods, resulting in an intercultural blending of cuisines.

A Until the sixteenth century, Basque literature was based predominantly in the oral and popular tradition. The first printed work written exclusively in Basque is Bernat Etxepare’s anthology Linguae Vasconum Primitiae, published in 1545. Throughout its history, Basque literature faced great obstacles to its development and evolution; but after the Franco years, it experienced a renaissance that established it as one of the world’s most important minority language literatures.
B Euskaltegis are centres of learning for the Basque language, oriented primarily towards adult education. They play a fundamental role in the normalisation of Basque in our society.

AB Stories exist in all cultures: knowing how to tell them is a true art form. Stories are constantly being invented and reinvented as a form of communication, of entertainment, as a way to transmit values, preserve the collective memory, resolve conflicts or generate new stories.
C Bertsolarism is the art of improvising a conversation or speech, sung in rhyme and with a set metre. It predates all written forms of Basque, as it originated from a tradition of spontaneous oral literature, and its history extends throughout the Basque Country. The first official championship was held in 1935. Last year, for the first time, the top honour was taken by a woman: Maialen Lujanbio.

A Txingudi Bay is located at the mouth of the Bidasoa River. Sheltered by Jaizkibel Mountain, the bay has always formed a natural border between the towns of Hondarribia, Irun and Hendaye, which coexist on its banks.
B Human movement has shaped Europe. Emigrants form a part of our cities’ landscapes. Their journeys back to their places of origin are a fundamental part of the panorama of our roads. For many years, the Irun border served as these migratory movements’ entranceway to Spain. Their caravans of life are still a presence in our cultural landscape.

European Landscape
Convention : The ELC (European Landscape Convention or Florence Convention) has existed since 2000, its core mission being to establish a framework for the protection, management and planning of European landscapes, with a view to conserving and improving their quality. The Convention recognises all forms of European landscapes: natural, rural, urban and peri-urban, whether outstanding, everyday or degraded. Art.1 of its founding document defines landscape as: «An area, as perceived by people, whose character is the result of the action and interaction of natural and/or human factors».

Flysch are vertical strata formations, with hard and soft interlaid materials, containing geological materials and fossils dating from 110 million years ago. A curious continuous strip along the coast of Gipuzkoa, interrupted only by river estuaries, which changes colour according to the rocks forming it: yellow Flysch at the cliffs of Jaizkibel and the environs of San Sebastian, white on the Deba-Zumaia seaboard and black in Mutriku. These three municipalities, which configure a territory housing a geological heritage of international importance, are currently in the process of becoming geoparks recognised by UNESCO, as a new model of territorial development, with a view to becoming members of the European Geopark Network.

Culture parks Network
We mean parks existing in San Sebastian, some of which are currently undergoing major renovation processes (such as Miramar, Cristina Enea and Aiete), the new ones gradually being added to the long list (Ametzagaina), and green areas located in the mountains around Sant Sebastián which are turning into parks thanks to the activities implemented by the City Council in recent years (Urgull, Ulia, Miramon and Igeldo), to which we can now add Santa Clara Island.
Eight hills and an island making up a huge Culture parks Network, where the concept of park is understood as a green area containing the relevant elements of our cultural heritage, integrated within a physical framework of unique landscape value featuring elements for leisure, knowledge, archaeological remains, cultural amenities or companies engaged in R&D+i, all observing sustainability criteria.
This Network also includes other parks and geoparks in the province (recognised and protected in the Natura 2000 Network, ranging from Mutriku to Sokoa in Labourd), such as: Chillida-Leku, Jaizkibel, Txingudi,
Aiako Harria, San Marcos,
Artikutza, Landarbaso, Lore
Toki, Zabalegi, etc. All of this within a new conception of the territory’s development planning structuring, proposing a single offer with diverse themes.

Improbables A programme on applied art, innovation and creativity, the aim of which is to unite international artists with R&D+i departments in all kinds of entities and sectors, in order that they may jointly research specific projects. Those responsible for Improbables had, until only a few months ago, been working on Dissonances, a programme of similar characteristics chosen as an example of good practices during the European Year of Creativity and Innovation in 2009.

A stable laboratory for promoting a dynamic of permanent transformation-evaluation, concentrating on questions related to the subject areas of DSS2016 and others corresponding to the Cultural Capital Office itself, including communication, the indicator and evaluation system, research into formats. Launched in autumn 2009 with different expert agents, this laboratory is behind a great deal of the content featuring in our cultural project.
Itxurain. Alkiza uztartzen
LandaGipuzkoa is the term used to designate the Gipuzkoan group of municipalities with less than a thousand inhabitants. Small, typical rural villages which have lost their agricultural, stockbreeding character in the last 50 years.
The village of Alkiza is one of such municipalities where characteristics typical of rural societies rub shoulders with elements from the knowledge society. A place of community relations where participatory governance, the auzolan tradition and the recovery of intergenerational memory coexist with the new ICTs. These peculiarities make Alkiza a social and cultural village-laboratory wishing to make its contribution to promoting the Open Network of European Cultural Villages —Why only capital cities?—. Here the idea is to share experiences, develop common projects, make cultural exchanges and narrow ties between the peoples of Europe, who will gather at an important cultural meeting to take place in the Alkiza of 2016.

Pagadi is the Basque name for a beech forest typically found in humid climates and on fertile soil along the Cantabrian mountain range and frequently throughout Europe. It has something of a dark, shady appearance reminiscent of fairytales or akelarre (witches’ sabbaths). By way of anecdote, note that the beech flower is one of the 38 Bach homeopathic remedies for different emotional problems.

In 2016 we hope to share the position of European Capital of Culture with Poland. We have therefore started creating links with organisations and creators in Lodz, Lublin and Gdansk, who have already participated in several of our cultural events —Jazzaldia and the Theatre DFERIA— in addition to exchanges and participations involving youngsters like Public audience or the Multilateral meeting.
Once the final city selection has been made, we will seek synergies in as many programmes as possible, fostering the co-production of projects, the flow and exchange of creators. We will also establish strategies of collaborative communication permitting the Polish city to advertise DSS2016EU in its area of influence, among its specific publics, and viceversa.

If we succeed in our endeavour to become ECoC (European Capital of Culture), we will dedicate the Melina Mercouri Award to one of our most singular projects: the production of three films linked to our three capital verbs. Films we want to become international references of our European legacy. A movie testimony contributing to social transformation and the fostering of COEXISTENCE through one of the artistic expressions offering greatest social repercussion.
This Award will be presented at our most international event, the San Sebastian Film Festival, thus achieving maximum projection and diffusion.
DSS2016EU has purchased the domains mercouri.es, mercouri.com and mercuri.org, with the intention of setting up a joint website platform with former ECoC cities and those designated in the future, particularly our Polish counterpart.

Vendida-Salduta, was carried out by the 2nd year of the Superior Cycle in Public Graphics at San Sebastian’s Usandizaga Institute on the occasion of the International Day for the Elimination of Violence against Women, on 25 November 2009.
The Rompeolas Festival logo was created by Ceimpro Graphic Design School. This school also dedicated 2009/10 to working around our three concepts for the capital culminating in an end-of-term exhibition of the resulting work.

* The 2016 Office has operated as a network in which different municipal departments, commissions, participation councils, cultural, social and economic agents have participated. This networking has rendered it possible to provide an overview of all echelons participating in development of the project.
The institutions behind the Candidacy have set up an Inter-institutional ommittee with the core function of comparing and promoting the resources (sponsorships, support, connections.) required to develop the project. We have also set up a Municipal Commission, the objective of which is to maintain political cohesion of the groups represented in the Municipal Plenary. Moreover, the objective of the group of sponsors is to maintain commitments with the funding companies.

This phase is characterised by:

– Constitution of an external Economic-Financial Committee made up of the Director of the Chamber of Commerce, the Auditor from San Sebastian City Council and the Director of the University Business Studies School (University of the Basque Country).
– Negotiation with organisations to secure financial commitments for subsequent phases subject to designation as European Capital of Culture of 2016.

Capital of Culture
The financial development of this phase spans a very broad timeframe, four years, which is defined by the following:
– Legal structure of a Consortium as a new management organ capable of suitably attending to the management requirements involved in securing the title.
– Institutional financial support open to the other town and city councils in the project province.
– Gradual budget increase for the cultural development of the axes.
– Consolidation of the project and attraction of state-wide sponsor companies.
– Funding of cultural investments associated with the cultural project.
– Funding of strategic infrastructures.

European Capital of Culture Year
In the Year of the European Capital of Culture (2016), the projected expenditure structure concentrates mainly on the management of the cultural project. Economic control of the year of the event will be based on a system of multi-management for all of the administrations participating in organising or funding the cultural programme. For this purpose, apart from the Financial Control Committee, a Board of Intervention will be set up which will include the auditors of the administrations managing the project (city councils). 2017 - 2020 Post-European Capital of Culture Year
This phase is essential to consolidating the energy and the principle axes of the cultural project as an integrated part of the Candidacy province. The amounts envisaged are spread over four years to plot a harmonious and progressive curve over the full four years. In this phase, the final effort to integrate the initiatives coming together in the 2016 project begins with long-term consolidation of the new status and the new philosophies acquired.

Consolidation
This phase indicates the intention to extend the effects of having been the European Capital of Culture, anticipating a long-term legacy complying with the objectives of the dss2016eu project. The inclusion of specific economic entries in the budgets of the cultural institutions and agents will guarantee the development of a permanent programme of European cooperation and projection.
Beyond solid funding and controlled
expenditure DSS2016EU will explore new routes similarly permitting the transformation of an event of this magnitude with regard to its economic and financial backing. Among others, we will activate the following mechanisms:
– Tax rebates to sponsors and deductions for private contributions, using the specific tax powers of the Basque Country .
– Management of private mini-
sponsorships directly to artists.– Start-up loans for new creative cultural
companies and for projects and platforms stimulating open and collaborative innovation between artists and companies.
– Creative exchange bank for connecting and exchanging ideas, resources, time, projects not carried out, companies and artists.
– Channels empowering citizens’ participation in the management and control of project funding.
– Analysis and study of the economic impact on culture: the value of cultural voluntary work, budget map of the institutional culture (own management versus subsidies), accountability for the time dedicated to commitment to the community.
* Tax-specific relationships between the Basque Country and the Spanish State are regulated by means of the Economic Agreement System; the origins of this system date back to the second half of the 19th Century and were ratified in the Spanish Constitution in 1978 by express recognition of a historical political reality for the Basque provinces: the so-called historical rights. The provinces therefore have both the power to regulate taxation and independence with regard to managing and collecting taxes.

The contributions by the 3 institutions that lead the project guarantee 75% of the annual budget for the overall period. The Melina Mercouri Award and the foreseeable contribution by the Spanish Government are also provided for.
Private income
On the basis of the level of private funding we enjoy at the moment, it is expected that the commitment from the private sector, in its different formulas, may be consolidated for the whole candidacy period, guaranteeing an annual coverage of 20%. We currently enjoy the financial backing of Fundación Kutxa, the social activity division of the most important savings bank in Gipuzkoa, as well as the support of other major companies in the province. The backing of ADEGI, Association of Entrepreneurs of Gipuzkoa, and member companies, as well as the Chamber of Commerce, Industry and Navigation of Gipuzkoa, guarantee this financial commitment if San Sebastian is eventually named European Capital of Culture.

city for walking and biking —A capital offering services, shopping, tourism and conferences, its commitment to sustainable mobility also makes San Sebastian a perfect city for walking and biking. This translates into pedestrianisation of the old part of town and the commercial centre of the city, and the 41 kilometres of cycle paths (bidegorri in Basque, meaning red path, because of its colour), increasing to 303 kilometres throughout the province of Gipuzkoa.
way of Saint James —This route followed since the 9th Century by pilgrims coming from all over Europe will offer lovers of active tourism and hill-walking an opportunity to discover the territory, its cultural and natural heritage, close up. Two stretches of this route cross Gipuzkoa: the Northern way, running all along the Cantabrian cornice and through San Sebastian, and the Inland way, making its way through Basque Country before joining the French way in Santo Domingo de la Calzada (La Rioja).

accommodation —San Sebastian’s attraction as a tourist destination is rounded off with many different kinds of accommodation.
In the city and surrounding areas we now have 30 hotels, most of which have 4-5 stars. These hotels, along with 48 guest houses, offer visitors more than 9,000 beds.
We also have 9 hostels and 6 campsites offering 5,800 beds less than 20 minutes from the city centre. In the outlying areas there are 12 rural hotels (282 beds), offering the peace and quiet of the mountain within comfortable distance of the city. In the centre of Gipuzkoa the number of beds offered in rural homes stand at around 2,000.
For the younger visitor, San Sebastian offers over 1,300 beds in 13 university, or university college halls of residence, most of which are in the city centre.
Along these lines, one of the challenges of DSS2016EU for the coming years is to increase the availability of more affordable accommodation, principally focussing on younger people. In this respect, we plan to increase the number of beds by over 500, particularly in hotels of one and two stars.
As in the rest of Europe, in recent years the citizens of San Sebastian have also started using systems of alternative accommodation. Today it is normal to find tourists from all over the continent who visit the city, staying in the homes of people from San Sebastian, or donostiarras, either thanks to house exchanges or to shared flats. That’s why projects like Homelidays, Interhome, Intervac or CoachSurfing increase their number of users among us by the year.

facilities —
DSS2016EU founds its development on the wide network of excellent facilities scattered throughout the province, focussing on different questions related to our cultural programmes. From the bigger cultural complexes such as Tabakalera or the Kursaal Congress Centre, to the numerous local installations, all of which are essential aspects of a strategy seeking citizen participation. In addition to these are centres dedicated to education and research, such as the Basque Culinary Centre or the Donostia International Physics Center.

DSS2016EU draws the strength for its creation from a very wide variety of local agents and networks. One of our objectives is therefore to boost the sociocultural context from the bottom up, working on projects with the natural interlocutors in each case and creating a web of relations and collaboration between different kinds of agent (size, type, discipline), among whom new synergies and initiatives may emerge.

DSS2016EU is a project necessarily open towards Europe in order to share and compare processes and experiences in a voyage of collective learning helping us to imagine a shared future.
