In begging the police not toshoot him as, according tohim, he is related to AssistantCommissioner of Police DavidHenderson, Palacio agreed tocooperate with the police byproceeding with the call for theget away vehicle, which, notsuspecting the police presence,arrived shortly thereafterresulting in the arrest of anadditional two persons one ofwhom was identified as HollyVasquez, 21, Belizean policeconstable, of #1 Awe Street, SanIgnacio, attached to the policeJoint Intelligence CoordinationCenter (JICC) in Belmopan andEdward Glenford Torres, 34,Belizean electrician, of a KontikiExtension address in SanIgnacio Town. If the name Jermaine Palacioand his involvement with apoliceman in robbery soundsfamiliar, that is because this isthe same Jermaine Palacio whowas detained for allegedlyinvolved with Detective Police

Following the arrest of thethree suspects on Sunday,Palacio and Torres remained inthe San Ignacio Police holdingcell for four days until,Thursday, October 21 when,again in the absence of aMagistrate in San Ignacio, theywere transported to BenqueViejo Town for arraignment.However, from the moment hewas detained on Sunday, PCVasquez began complaining ofpain from a in-growing toe nailand as such he spent most ofthe time under guard at theBelmopan Hospital until hewas discharged on Wednesdayto join Palacio and Torresin the appearance beforeMagistrate Albert Hoare inBenque Viejo Town where allthree were jointly charged forConspiracy to Commit Robbery. Palacio faced five additionalcharges being three counts ofrobbery, one count of keeping aunlicensed firearm for the black941F Jerico brand 9 mm pistolwith serial number 153182found in his possession, and onecount of keeping unlicensedammunition for the 10 rounds oflive hollow point 9 millimeterbullets found in the magazine. While the magistrate is

prohibited from granting bail infirearm related offences, Palaciobeing remanded to prison wasimminent. However since thosecharged with conspiracy to com-mit robbery could be grantedbail, Prosecutor GeorgeGomez immediately objected tothe granting of bail to PC

that at around 8:30 on themorning of Sunday, October 17a lone, tall, male person of darkcomplexion, wearing a blackT-shirt, a black 3/4 jeans pantsand a red head band, firstappeared at the gas station witha plastic bottle. He reportedlyapproached the gas attendant,Vini Avella, 19, and said “Iforget what kind of gas thesepeople want”. He then got ona cellular telephone as ifspeaking to someone on theother end and walked away. Hereturned about 5 minutes laterwith the same plastic bottle andordered five dollars worth ofdiesel. Just as Avella was preparing toserve him, the man reached intothe right side of his pants waistand came up with a black pistol.He proceeded to pull back theslide thereby loading a bulletfrom the magazine into thebarrel and pointed the loadedgun to Avella’s abdomenordering him to give up all themoney he had. He also pointedthe gun to the next attendant,Daniel Montejo, 20, andlikewise ordered him to handover the money in his posses-sion. Fearing for their livesAvella and Montejo handed overa combined total $679 in cash. The assailant also tookpossession of Montejo’s blackMotorola cellular telephone aswell as a red Samsung cellulartelephone and a blue I-Pod fromAvella after which he hopped onAvella’s pink mountain climberbicycle and escaped. Police sprang into action andit was not long before theycaught up with the suspect, stillarmed and in possession of thetwo reported stolen cellulartelephones and the pink ladiesmountain climber bicycle aswell as almost five hundred

RED CREEK, WesternHighway, Cayo, Wednesday,October 20, 2010: A police search is underwayfor two male persons wanted inconnection with the earlyevening robbery at CaribbeanChicken, formerly Kratzer’s

Homestead Acres, in Red Creekcommunity near EsperanzaVillage, Cayo. Arlen Lopp, naturalizedBelizean American businessmanresiding in Red Creek, visitedthe police station in San Ignacioand reported that his business

place, Caribbean Chicken,located in Red Creek, wasrobbed by two masked malepersons. Lopp told the police that hewas behind the counter insidethe business place when, shortlyafter 2:00 pm on Wednesday,

October 20, two male persons ofdark complexion, one armedwith a black pistol and the otherwith a knife, stormed into theestablishment. He said that theone with the gun pointed it athim and ordered him to open thecash register,fearing for his life,he complied with the order. While the robber with theknife stood guard at the door,the gunman proceeded to takeall the money from the cashregister, being the day’s sale ofapproximately $2,000. The gunman placed themoney into a plastic bag afterwhich they both rushed out ofthe building but instead oftaking to the Western Highway,they ran in the oppositedirection and soon disappearedinto an orange orchard locatedbehind the property. When I heard on Belize newsthis week that the person whowas arrested for the brutalslaying of Attorney RichardStuart and his wife wasa Guatemalan naturalizedBelizean citizen, I was disgustedbecause there are many otherpeople like him in Belize todaywho’s criminal background andpast we know nothing about. It has been revealed that theStuart family were so kind to thisindividual, that they were theones who processed his Belizeannaturalization as a citizen and

provided him with full timeemployment. Despite this, heended up killing both of themby inflicting about 25 stabwounds in their bodies. As a former Police Officer inBelize the most brutal murdersI witnessed during my five yearsof service, were committed byforeigners and mostly fromGuatemala and El Salvador. Since our independence, ourcountry has naturalized manyof these people by granting themamnesties and then later oncitizenships without any form ofbackground checks. The United States govern-ment recently confirmed thatone of the most violent ganggroup in the United States comesfrom El Salvador. Three weeks ago there was adocumentary aired on BBCtelevision about gangs inGuatemala and the problemsthey are creating for thegovernment in their country. Today, it is estimated thatthere are thousands of Salvador-ans and Guatemalans in Belize

which have led to the populationgrowth, crimes and theincreasing of new villages. There has also been a fewincidents involving Chinesegangs but not to a large degree.Like most Belizeans, I haveclose relatives in Nicaragua,Honduras and Guatemala. Infact, my paternal grandfatherwas born in Nicaragua and mymaternal grandmother was bornin Livingston Guatemala so I amnot going to generalize and saythat they are all dangerouspeople. Belize cannot continue togrant these people opencitizenships without doing athorough background check onthem. Some of the Americanswho have committed seriouscrimes in the United States,make it their business toexamine other countries citizen-ship programs so that theycan go to those countries andlive with false identities. Except that with the UnitedStates and their updated database and technology, once theirpictures and fingerprints aresubmitted to the Federal Bureauof Investigation (FBI) they willbe caught eventually. Manytimes these people are caughtafter they have committed moreserious additional crimes. The United States and Belizehave an extradition treaty whichthey enforce all the time. Belizeis very close to the United Statesand the US government is awareof this close proximity. Our country cannot affordto risk the lives of our citizensand nation with these mercilessand violent thugs. In ourneighboring countries ofGuatemala, Honduras, ElSalvador and Mexico violentcrimes are out of control andBelize has now joined the list.Criminal mischief has noborders and the criminals haveno remorse for the crimes theycommit. I have heard criminalsboasting about the crimes theycommitted against law abidingcitizens. Imagine what would happenin all these countries if thecriminals were to form aninternational organization tocommit crimes in all thesecountries. Then, team up withmembers of the government toavoid arrest, prosecution,

Thiscould help to prevent incidentslike these from occurring again.If it is discovered that theseindividuals have a history ofcriminal activities that willjeopardize the safety of ourpeople and nation, then wemust not hesitate to revoketheir citizenships and deportthem back to their respectivecountries.

CITY OF BELMOPAN, Cayo,Friday, October 15, 2010: The Mexican Embassyinforms the conclusion of thetraining course on “Analysisand Police Intelligence” offeredby the Mexico´s Federal Policeto the Belize Police Department(BPD). The training was sponsored bythe Ministry of Public Securityof Mexico and was held at thePolice Academy in Belmopan.This training constitutes part ofthe agreements made betweenMexico and Belize within HighLevel Mexico – Belize BorderSecurity Group (GANSEF). The objective of the trainingis to enhance the capacities ofthe offices in the Belize PoliceDepartment, to strengthen theoperative capability, and tocontribute to the efforts that theGovernment of Belize hasembarked to combat delin-quency. The course was developedfrom October 11th, to 15th,2010. The training was headedby two officials of the Mexico`s

Federal Police with experiencein training elements of theMexican Police. Thirty threemembers of the BDP, BelizeDefense Force, National CoastGuard of Belize likewise theDepartment of Immigration,Customs and Prison Officersparticipated in the training.The objective was to improveactivities on intelligence andanalysis of information of thosesecurity agencies in combatingcriminal activities. The training was especiallyprepared for the needs ofBelize, including topics suchas terrorist organizations,organized crime, threats againstthe Government, intelligenceand information, cycle ofintelligence, planning andadministration, search anddatabase collection, analysis anddissemination of the intelligenceproducts. The course includedpractical tasks and an evaluation. The representatives of theBPD expressed their gratitude tothe Government of Mexicobecause these type of courses

represent a great importancefor the Belizean forces. Inparticular, they underlined theprofessional capability showedby the Mexican trainers. At the closing ceremonyAmbassador of Mexico toBelize Luis Manuel LopezMoreno mentioned theimportance of the cooperationand the mutual support in thestruggle against crime. He alsopresented the participants withcertificates for completing the

training program. This is the fifth course that theMexico`s Federal Police havegiven to the BPD duringthis year. The previous oneswere “Scene of the Crimeand Preservation of theEvidence”, “Reconstruction ofRoad Accidents”, “Interviewand Police Examination”,“Tactics of Security andSurvival”. Those courses weregiven to132 officials, whichrepresents approximately 10 %of the elements of thatdepartment.

After pulling a farmer over forspeeding, a highway patrolofficer started to lecture himabout speeding, pompouslyimplying that the farmer didn'tknow any better and trying tomake him feel as uncomfortableas possible. The maid reported hearing theircries as they were attacked andwhile hiding in a closet with oneof the male children who was theonly one awake at that time,she called the police at 911 andcoordinated their identifying theaddress. She reported hearing thecries of Richard and Maria from theinstant when they were first attackeduntil when they went silent. Video evidence showed twopersons depart ing in Maria’sToyota Scion SUV, before thepolice arrived. The scene was processed and thebodies were removed about twohours later and transported to themorgue at the Karl HeusnerMemorial Hospital. The legally required post mortemexamination conducted onMonday, October 18, certifiedthe cause of their death asexsanguination due to internal andexternal bleeding from multiplestab wounds. Swift police investigation first ledto the discovery of Maria’sToyota Scion near St. MathewsVillage at Mile 40 on the WesternHighway with an individualidentified as Nixon AlexanderMaza also known as MiltonAlexander Maza, 24, naturalizedBelizean labourer originally fromGuatemala, in the drivers seat. The vehicle was searchedleading to the discovery of abutcher knife, suspected to be oneof the murder weapons, under oneof the seats. The suspect was

instantly detained and was firsttransported to the Belmopan PoliceStation and later to Belize City. The accused was later formallyarrested and charged with twocounts of murder. During the evening hours onWednesday, October 20, heappeared before MagistrateDorothy Flowers in Belize City’smagist rate court, where bothcharges were read to him afterwhich he was remanded to centralprison to be returned to court onTuesday, November 23 as thePreliminary Inquiry (PI) getsunderway. Maza once worked for Richardbut was fired a few weeks ago andshortly thereafter he was found inpossession of Richard’s blueToyota Highlander SUV reportedstolen from in front of the familyhouse about a month ago. Thevehicle was found also in St.Mathews Village on the WesternHighway. Latest information reaching uspoints to the detention of a secondsuspect, Honduran national, EliLopez Aguilar, the St. MathewsVillage room mate of the firstdefendant.
