A MESSAGE FROM THE EXECUTIVE DIRECTOR

When the Poinsettia fire occurred last year, conservancy ecologists were called to the scarred site to assess and monitor the regrowth of native and non-native vegetation. Staff experts began to treat invasive plants that quickly out-compete native species, with surveys that continue into 2015. Our work is inspired by a focus of conservation in the Carlsbad Hydrologic Unit, which contains four major coastal north county lagoons. These are productive, shared habitats, and are vital to the preservation of coastal water quality. Thank you for your continued support, which is critical in helping to protect and enhance the serenity of unspoiled nature for all generations. Together, our members and partners have enabled us to accomplish so much in 2014:

• Connect all generations to the power of stewardship—beginning with youth. We are leaders in conservation (action-oriented) K–12 education. This inspires practice in student behaviors to not only appreciate their time outdoors, but to pledge to conserve resources in their home communities. We connected 850 people to the lagoon during weekend walks. In K–12 school field trips, the conservancy led 3,700 students on the trails. These inter-generational experiences deepen appreciation for our wild lands and waters.

• Protect vulnerable habitats—with the announcement of our San Elijo Native Plant Nursery seed propagation initiative. Throughout the watershed we enhance habitat—for the fanciful Western Pygmy Blue butterfly—to the endangered Least Bell’s Vireo. More than 1,000 volunteers installed 2,200 native plants, which anchor soils and improve water quality and wildlife habitat.

• Conserve pristine views and functions—and close the land loan at Harbaugh Seaside Trails. We are 90% there! Be the final link. As summer nears, we are poised to release the final environmental document for Lagoon Restoration, which will outline the construction phases to restore tidal flow and water quality in the lagoon.

Trail Users Runners, hikers, joggers, birders, equestrians, photographers and painters—all of us use the lagoon for natural solace and recreation.

Inlet Monitoring Several fish populations depend on the lagoon as a nursery and need a constant connection to the ocean. Stagnant water can trigger a rise in mosquitos, which is why we re-open, each spring, the lagoon’s only inlet at Cardiff State Beach.

Free Field Trips Corporate and private funding gets kids on the trails and outside in nature. Together, we’re building our next generation of everyday environmental stewards.

Land Stewardship The conservancy owns 60 acres in San Elijo Lagoon. We work with property owners and local jurisdictions to minimize development impacts on these lands and others adjacent to the watershed.

Lagoon Restoration Hundreds of people attended public meetings and tours last summer to learn more about San Elijo Lagoon Restoration. By 2016 construction is slated to begin in order to improve tidal flow and water quality in the reserve.

Paths of ImpactSan Elijo Lagoon Conservancy, founded in 1987, draws support from businesses, government agencies, foundations, and individuals. Together, our paths of impact protect and enhance San Elijo Lagoon for community and for nature. This diagram represents iconic examples of our core services. The 979-acre San Elijo Lagoon Ecological Reserve is owned and managed by San Elijo Lagoon Conservancy as a nonprofit land trust; San Diego County Department of Parks and Recreation as a county park; and California Department of Fish and Wildlife as a state ecological reserve.

Geographic ImpactWe all live in a watershed. San Elijo Lagoon is part of the Escondido Creek watershed, which begins in Bear Valley above Lake Wohlford in the City of Escondido and stretches 26 miles through San Elijo Lagoon Ecological Reserve to the Pacific Ocean. The reserve is bordered by the cities of Solana Beach, Escondido, Encinitas, and Rancho Santa Fe. These communities represent approximately 220,000 residents (SANDAG).San Elijo Lagoon is at the downstream end of the Escondido Creek watershed. The Escondido Creek watershed represents 40% of the seven watersheds in the Carlsbad Hydrologic Unit (CHU). CHU watersheds include four major coastal estuaries: San Elijo, Batiquitos, Agua Hedionda, and Buena Vista lagoons. San Elijo Lagoon Conservancy works with its partners in the Carlsbad Watershed Network to restore and enhance native species’ habitat in the CHU.

A large majority of members live near San Elijo Lagoon. Yet, from shore to shore,

we have members represented across the nation and in several countries.

Conservation Education

To Connect, Educate, and Engage the Community to Act to Ensure the Health and Wellbeing of their Watershed

After learning about types of trash and what is reclaimable, a third-grader exclaimed, “I’m going to recycle for the rest of my life!” Students sorted displayed litter items into the appropriate bins as part of the Our Living Watershed school program. The recycling component represents a major shift in program focus to offer conservation (action-oriented) education in K–12 programs. We began the year with a vision to help with decision-making regarding direction, target audiences, and program content to better meet community and school needs. A core education committee met to define goals as the conservancy began to outline a strategic plan that would move our focus from environmental education to conservation education. Staff, community stakeholders, teachers, and docents together played key roles in the planning process. We identified our niche in the conservation education community that balances science literacy, conservation and stewardship, and nature comfort and caring. Our focus is on schools that are in or near the Escondido Creek watershed. This is the “outdoor classroom” where students can learn and practice, through real world experiences, about the importance of conserving our limited resources.Studies show that frequent early-life outdoor experiences are the most important factors in developing an environmental ethic in adults. By providing an extended period in nature, combined with opportunities to explore and practice conservation skills, these field trips help to build a conservation ethic for life.Our Living Watershed conservation education would not be possible without the support of our diverse and talented docent-naturalists. Many of them are retired educators and professionals who receive training throughout the year. They’re on the trails leading schoolchildren and weekend walkers often five days a week. Docents are also county volunteers and commit a minimum of 40 hours a year in various aspects of service at San Elijo Lagoon.We are grateful to our major education investors: SDG&E, Escondido Charitable Foundation, California Coastal Commission, Qualcomm, and Union Bank, among all sponsors and donors recognized beginning on page 16.

Habitat Management

Scientific monitoring and conservation throughout the Carlsbad Hydrologic Unit

As we enter a fourth year of drought in Southern California, each rainfall is anticipated. Along with rain—native ecosystems also require stewardship. Last fall, Lagoon Platoon was awarded for excellence in community conservation by the Southern California Wetlands Recovery Project. We’re expanding our citizen science activities in Lagoon Platoon with seed sourcing and plant propagation techniques, and survivorship counts of in-ground plants in restored sites.Biologists and Platoon volunteers often work off-trail in sensitive habitats, including the 4-acre coastal dune habitat, home to the threatened Western Snowy Plover (Charadrius alexandrinus nivosus) and endangered California Least Tern (Sterna antillarum browni). Invasive plant species monitoring also occurs beyond the reserve’s borders. For example, the conservancy is the project manager for SANDAG’s Environmental Mitigation Program grant. Between north Carlsbad and north La Jolla, we survey and conduct restoration activities at dune habitat sites, while we concurrently enhance the dune ecosystem at San Elijo Lagoon. Inside the reserve, biologists collaborate with County of San Diego Parks and Recreation to control invasive plants. With a grounded vision, beginning in 2015, the new San Elijo Native Plant Nursery will allow for seed-sourcing within the reserve. Of particular concern on reserve lands are non-native purple loosestrife (Lythrum salicaria), perennial pepperweed (Lepidium latifolium), and giant reed (Arundo donax). They can form dense aggregations and out-compete native plants for water resources.Coastal water quality is of utmost importance. Lagoons naturally provide filtration services as storm drains and creeks empty from upstream. A four-month water quality bacteria study revealed last fall that San Elijo Lagoon is successfully protecting beaches from high bacteria creek water. The study was conducted during the summer dry season—and at low tide—to minimize dilution by rain and ocean water. As the water progresses through the lagoon, bacteria levels drop. Bacteria measurements lower to 30% at the dike, 5% at Cardiff Cove, and 0% at the inlet.

We can’t count on rain, but we can count on the many stewards we mentor who help us to accomplish scientific monitoring and restoration work throughout the 979-acre reserve, and more broadly, in the watersheds that link the four major north county coastal lagoons.We are grateful to our Lagoon Platoon investors: The San Diego Foundation, The John & Elizabeth Leonard Family Foundation, and US Fish & Wildlife Service, among all sponsors and donors recognized beginning on page 16.

II. VOLUNTEER SPOTLIGHTS

We rely on volunteers to serve on board and outreach committees, to lead school field trips, public walks, family programs, and in habitat restoration projects throughout the year.

Iris Godbout“I am always surprised when I hear students say they have never seen the ocean,” said Iris Godbout, a native of Honduras and longtime Cardiff-by-the-Sea resident. Iris is a bilingual docent for some of our school and public programs. She joined the docent team in 2009 after retiring from teaching water conservation to elementary students for the City of Encinitas.

Jim Elliott“Getting the community involved in the control of invasive species is important for our local ecosystems,” said Jim Elliott, a retired marine biologist. Most Wednesdays, he is with other dedicated Lagoon Platoon Stewards working to restore native habitat. Pulling invasive weeds, planting native species, removing litter, and leading groups of volunteers are all important tasks we could not accomplish alone.

Lori Nussbaum “I enjoyed being involved with Lagoon Platoon in implementing change at the lagoon with the community (of people) for the community (of plants and animals),” revealed Lori Nussbaum, an intern who assisted with the community habitat restoration program, helped complete an invasive plant field guide, and investigated soil conditions at several restoration sites. She is now studying fire on Indiana prairie land. 

Stephanie Wilde“Nothing makes me happier than looking out my kitchen window and seeing the beautiful San Elijo Lagoon in her many moods. I love walking on it, hiking on it, being in it,” shared Stephanie Wilde, who is the returning Auction Chair for the 2015 Birds of a Feather Gala. She is grateful for all the visiting birds and that her grandchildren now recognize various species.

IV. DONOR HIGHLIGHTS

Foundation, corporate, government, and individual funding broadens our impact.

The 1,525 donations given to the conservancy in 2014 increased annual giving by an unprecedented 68% over last year. We even welcomed our youngest donor, a six-year old, who hosted a birthday party hike (in lieu of gifts) to raise money for the lagoon. We thank all our members and sponsors for their support—both young and young at heart.

Joe Balla, director of The George & Betty Harbaugh Charitable Foundation“It is an amazing site and the views of the ocean are incomparable,” said Joe Balla, who gave $1.15 million to secure Harbaugh Seaside Trails (formerly Gateway Park). “I am so pleased that now and forever it will be the peoples’ park.” Fundraising continues to raise the remaining 10% left on the property loan.

The Anthony Cerami and Ann Dunne Foundation for World Health“We feel honored to be able to help preserve our local natural beauty for all to enjoy,” shared Ann Dunne. The Anthony Cerami & Ann Dunne Foundation for World Health gave $300,000 to restore Harbaugh Seaside Trails with native plants, including white sage, black sage, and California sagebrush.

San Diego Gas & Electric “By showing children how what they do, every day, can affect their living watershed, the conservancy connects them to something much larger than what they might have realized otherwise,” said Pedro Villegas, director of community relations for SDG&E. “These children, many from underserved Title I schools, become

active, full-time participants in their natural environment. They become our next generation of everyday environmental leaders. SDG&E is proud to support them and the Conservancy.”We are grateful to all of our impact investors and supporters who are recognized beginning on page 16.
