Said award was given to the city by the Department of Social Welfare and Development (DSWD) for developing a successful implementation of “Zero-Open Defecation: One House, One Toilet Program” demonstrating a convergent and eective approach for addressing the needs of the community. Representatives from dierent concerned agencies in the city government including the OCD, Department of Health, Department of Social Welfare and Development signed the memorandum of agreement pertaining to their respective responsibilities in the implementation, operation, and maintenance of said evacuation center. The rst facility to open is in Bago City. About nine more centers are expected to rise in Region VI. The city government of San Carlos thru the City Social Welfare and Development Offi ce (CSWDO) was awarded the Gawad Good Convergence Initiatives (GAPAS) during the 2019 PANATA Para sa Bayan Awards held at the Landbank of the Philippines Auditorium, Malate, Manila, Feb. 15, 2019.

Said award was given to the city by the Department of Social Welfare and Development (DSWD) for developing a successful implementation of “Zero-Open Defecation: One House, One Toilet Program” demonstrating a convergent and eff ective approach for addressing the needs of the community.

CSWD Offi cer Cynthia Mirande said, the GAPAS award recognizes LGUs that support and implement various DSWD programs such as providing sanitary toilets to the community thru the Millennium Development Goal-Family based Actions for Children and their Environs in the Slums (MDG-FACES) now Sustainable Development Goal-Family based Actions for Children and their Environs in the Slums (SDG-FACES) program.

The local government of San Carlos City through the Cooperatives and Livelihood Development Office (CLDO) gave financial assistance to the San Carlos Terminal Cargo Aid Association workers last March 21, 2019.

Jason Estomaguio, president of the group who received the P30,000 check from City Mayor Gerardo P. Valmayor Jr. was thankful and said they will use the money to buy four carts to carry passenger’s bagagges and that they will collect a fee of P5 from its members per use of the cart to raise funds for their group.

A total of 40 members are listed in the association, 20 are active members.

City Gave Financial Assistance to Public Terminal Workers

Aladin M. Flores, Jr., Hotel & Restaurant Management (HRM) student of Central Philippine State University (CPSU) in San Carlos City bagged awards during the International Fruit & Vegetable Carving Competition held at Guru Nanak Institute of Hotel Management in Kolkata, India, Feb. 17-23, 2019.

Flores received the prize of $1,000; a gold medal and trophy while other participants from CPSU including Sheila Mae Sinoy and Flordeliz Caramihan won the International Chef Competition; Jeffrey Layos for the Mocktail Competition, received certificates.

Said delegation was accompanied by Dr. Ronaldo Onate of CPSU who served as their coach and one of the judges of the International Chef Competition.

The prestigious event was divided into four categories: International Chef Competition, International Food Carving Competition, International Mix-O-Com/Mocktail Competition and International Cake Baking participated by 22 countries around the world including representatives from the Philippines CPSU and Emilio Aguinaldo College, Manila.

Escalante City, Neg. Occ. launched their community-based rehabilitation program last Feb. 13, 2019 replicating the Kinabuhi Angay Ampingan, Bag-Uhon Alang sa Ginoo (KAABAG) community-based rehabilitation program of the city of San Carlos for local drug surrenderers.

Escalante City Mayor Eddie Montero said that they find the KAABAG program of San Carlos City more effective and practical to adopt in heeding to the government’s call against illegal drugs.

KAABAG Coordinator Ma. Novah Sollesta mentioned that at least 139 individuals graduated in San Carlos City since the KAABAG started in 2016 and 53 of them were given the chance to be employed after undergoing the program.

The KAABAG is a two-year rehab program consists of a 90-day daily meeting that focuses on three component strategies which include personal care that tackles self reformation including spiritual cleansing; family care, involving the surrenderers’ families so they can understand their kin’s situation and give moral support; and, community care which include providing livelihood trainings or assistance to the surrenderers followed by an after care of 21 months.

Said program won the IWAG award by the Department of the Interior and Local Government after it was launched in 2016.

Escalante City Replicates KAABAG Program

Police Superintendent D’Artagnan Katalbas of PNP-San Carlos and GAT representative Eiryll de Jose thanked those who supported the activity.

Emee Morong, OIC of Codcod Elementary School said the books will help kids especially the non-readers during remedial sessions.

At least 150 children aged 5 to 12 also received school supplies during the activity. San Carlos City Hospital nurses led by Leonesa Dacoma who were also part of the

team gave free blood pressure check up to parents and senior citizens present. The group already held medical missions in Barangay Bagonbon, Palampas and

Quezon.

The local government of San Carlos City through the City Environment Management Office (CEMO) observed the annual Earth Hour last March 30, 2019.

Said event lasted from 8:30 to 9:30 in the evening wherein establishments, houses and stores voluntarily turned their lights off. CEMO staff also made a video presentation about Earth Hour as awareness for students, local runners, members of different organizations and event goers present at the Rizal Square, Public Plaza.

CEMO Solid Waste Management/Pollution Control Division head Engr. Arthur Batomalaque said that the turning off of lights even for an hour already gives a big impact in saving the environment and lessens the greenhouse gases.

The city has been celebrating Earth Hour for 12 years already.

SCC celebrates Annual Earth Hour

The island of Sipaway in San Carlos City underwent a massive clean-up called #ILOVESIPAWAYISLAND III last Feb. 23, 2019.

More than 200 individuals participated in the activity from both public and private institutions in the city headed by the San Carlos City Organized Rescuers for Community Assistance (SCCORCA) in coordination with the City Environment Management Office (CEMO).

The activity is inspired by the program of the national government in the rehabilitation and protection of Boracay Island and Manila Bay aimed at urging unity and cooperation among local government units, non-government organizations, people’s organizations and various sectors in the community to increase awareness about the environment, climate change, and food security.

Sipaway Undergo Island Wide Clean-Up

The city government of San Carlos had the soft launching of project “Save Our River” last Feb. 2, 2019.

Said project in coordination with San Carlos City Disaster Risk Reduction Management Office (CDRRMO), Sangguniang Kabataan (SK), San Carlos Council for Youth Affairs (SCCYA) and City Environment Management Office (CEMO) aimed at protecting and saving water resources from pollution.

San Carlos City SK Representative JB Spring Bacurnay said that the project will not rehabilitate rivers or other waterways since they are not yet polluted but will care and nurture them to prevent future contamination.

SK Provincial Federation President Pocholo Yuvienco on the other hand urged the youth to be aware and participate in significant activities especially those that help the environment.

At least six program implementation managers from the various RARE headquarters visited the FishForever Pride Campaign program of the city last Feb. 7-9, 2019.

RARE managers Jovenal Edquilag, May Blanco and Pablo Rojas of RARE Philippines, Diana Vasquez and Katie Williamson of RARE Arlington, Virginia Headquarters and Tendayi-Rita Muteerwa of RARE Mozambique came to know and evaluate the FishForever program after its implementation in 2015.

Blanco said they need to make a site visit and know the situation by getting the thoughts of stakeholders regarding said program especially in Sipaway Island as program site.

Skills & Livelihood Development

The local government of San Carlos thru the Public Employment Service Office (PESO) conducted a skills training in Service Engine Mechanical Components leading to Automotive Servicing NC II to Persons Deprived of Liberty (PDLs) last April 1, 2019.

Sangguniang Panlungsod Member Victoriana Cabili in behalf of the city mayor thanked the city officials and different agencies involved on said project for continuing to provide free skills trainings to the constituents including the PDLs.

TESDA Provincial Director Jimmicio Daoaten said that the city government is a good partner of TESDA and that more trainings are still in line to help the unemployed to acquire new skills or enhanced their capabilities.

Wallet and bag making were also taught to 25 PDLs using recycled plastics by the Cooperatives and Livelihood Development Office thru its Local Poverty Reduction Program last Feb. 18-22, 2019.

San Carlos City Provides Skills Training To Person Deprived of Liberty (PDLs)

The Technical Education and Skills Development Authority (TESDA) held a completion rite for its skills training in Housekeeping, Cookery and SMAW NC II at the SP Session Hall last March 27, 2019.

A total of 70 trainees completed the program wherein 25 of them came from the Cookery NC II, 25 from Housekeeping NC II and 20 from the Shielded Metal Arc Welding NC II. They received recognition in Leadership, Service, and Punctuality & Attendance during said rite.

Said training for the out of school youth and the unprivileged is a program of the local government through the Public Employment Service Office (PESO) in cooperation with TESDA, VMA Global Training Center, and Excelsius Technical & Vocational Training Center, Inc.

Mayor Gerardo P Valmayor Jr. said that the city is becoming industrialized and that the government is doing its best to look for potential investors to bring in more funds and employment opportunities to the community and further the development of the city.

A job fair joined by two local and four overseas companies took place after the event.

TESDA Holds Skills Training Completion Rite

At least 20 women from the Rural Improvement Club of Barangay Nataban joined the skills training in soap making at the covered court of the said barangay held March 22, 2019.

The participants learned how to make detergent powder, fabric softener and dishwashing liquid under Barangay Health Worker (BHW) Didelyn Pastedio as trainer.

Said activity was facilitated by the city government thru the Cooperatives and Livelihood Development Office.

The Technical Education and Skills Dev’t, Authority (TESDA) placed the 20 newly graduates from the Shielded Metal Arc Welding (SMAW) during the first quarter for National Certification (NC) II assessment last March 15, 2019.

TESDA Assessment Officers Joelester Sinogbuhan-Head Trainer, Noel Verano-Trainer, Gil Sedayon-Assessor and, Michael Asis led said activity facilitated by the Public Employment Service Office (PESO).

Sedayon said the assessment is essential to establish not only the skills but the attitude of prospective workers which consisted of written test, actual application and oral examination.

At least 27 active members of Bagonbon Agrarian Reform Cooperative (BARC) received carabaos and plows from the Department of Labor & Employment (DOLE) thru the Sugar Regulatory Administration (SRA) of the Department of Agriculture- Reg. VI last March 12, 2019.

SRA Agriculturist Lloyd Martinez said the project which was funded by DOLE at P1M aimed at helping farmers develop their crops. He added that the cooperative was also given P1.2M aid for its sugar plantation.

Bagonbon Cooperative Gets Carabao

The city government of San Carlos thru the City Agriculturist’s Office conducted a seminar on game fowl or fighting cocks management last March 6, 2019.

Said activity was attended by 180 fighting cock breeders and enthusiasts in the city since resource speakers were experts of the industry including Dr. Nilo Magtibay of NUM Game Farm, Manny Delleva of MD Yuri Integrated Farm, Arturo Lopez of ARL Game Farm and Dr. Bernard Baysic.

Discussions focused on selection and breeding, diseases of game fowls, game fowl conditioning, incubation and incubator design, budget preparation, and bloodline for breeding.

City Disaster Risk Reduction & Management Geologic Researcher Aiza Mae Bandoy said the training aimed at teaching participants the basic knowledge and technique in handling calamity.

Sights and Splendour

Water is life and everybody wants it 24/7. What happens when one wakes up, reach for a glass of water and

nothing comes out from the faucet? How would people react to the safeness of its quality for human consumption when it turns muddy liquid every time it rains? The desperation to wait for its water schedule has left the residents into having sleepless nights; for the precious water to flow slowly filling the pail like a ration. And, how about the constant regular rates of water charges when the supply can’t even meet its demand?

Nasty complaints and harsh comments have been San Carlos City Waterworks Department’s (CWD) daily breakfast for quiet some time, putting the office’s accountability at stake until a solution has finally flowed and now underway.

Predicaments over water scarcity was hard to believe and that a growing number of people are faced with the reality of zero water since water is eternally recurring and the city was believed to have the abundant water supply from Bodiawe Spring in Brgy. Punao.

Engr. Edward Sanchez, CWD Department Head revealed that the Bodiawe Spring has been supplying the urban consumers with water amounting to five million liters per day (5MLD) and since 1995 up to now there is no significant change in the supply, that problem only

water shortage since the CWD has to close the pumps to prevent sullied water to get into the households.

It is now evident that water supply is still abundant. The critical aspect in water shortage experienced by the residents lies in the availability and accessibility of clean water supply especially during rainy days, not the scarcity. Given the fact that urbanization growth and climate change are hard to control, water utilities though are more manageable. Hence, facility and operations are the keys to open answers to most questions.

The SolutionThe key to achieve a steady supply and accessibility to clean water is to

transform the system network into a modern and efficient technological infrastructure. Doing this is not magic. Integrating different plans on a platform to optimize operational water utilities to improve delivery and raise the service for the people entail a multi-million budget. That’s the reason why the CWD seemed futile, have been washed up by all criticisms because even if they have the effective strategy to address the situation, there are not enough funds for the rehabilitation or to improve aging assets.

It was a gift from heaven when the city was appropriated the P120M grant for a 5MLD Surface Water Treatment Plant by the Department of Tourism (DOT) thru the Department of Public Works and Highways.

Construction of said project at the 0.5 hectare in Sitio Medina, Brgy. Rizal started last year. Said project utilizes water from Andoon River that undergo four processes before turning it to potable water. Here, water is catch by an intake box, put into the two clarifiers- the buffer tank then multi-media filter to post chlorination.

Engr. Sanchez said since March 2019 the facility has been yielding an initial of 2.5MLD and expected to double result when it becomes fully operational within this year. It has already served the areas of So. Cotcot, Medina, Sancaville, Fatima Village, Greenville, Rovirih Heights, City Homes and partly, Campo Siete. Hence, water nowadays has started to regain its steady supply among other parts of the city.

He added that when the reliability and efficiency of said treatment facility will be confirmed, CWD will expand and replicate the same procedure on the Bodiawe Spring source to address the problem of muddy water supply during rainy days to yield clean potable water even when it ‘s flooded. Sanchez cited that the treatment facility has an equal strength with the Bodiawe spring only that it can be affected during hot season or by El Niño while the latter being a spring, showed no significant change in the supply since 1995 up to the present. People in San Carlos will still have abundant supply even during hot season. There is also an assurance that if all water sources will normally operate, the supply of water will be greater than the demand.

Sanchez stressed that part of the grant by the DOT includes completion of the water system in Sipaway Island, installation of the level 3 water system in Brgy. Guadalupe, expansion and improvement of level 3 water system in Brgy. Quezon, completion of level 3 water system in Brgy. Nataban, and construction of level 3 water system from So. Katiklan to

occurs during rainy season.

Causes of Water DepletionIt is evident that in some parts of the country and around the world,

most of their water reservoirs are almost dry. Accordingly, what causes this reduction in water supply can be attributed to rapid urbanization and climate change as well as the low operational capacities of technological infrastructure.

In San Carlos City, Engr. Sanchez, said that in 2014, there were only 7,039 household consumers in the city compared to 11,647 as of May of 2019 including the 436 from Sipaway Island and 2,605 from the upland barangays (Bagonbon, Buluangan, Codcod, Prosperidad, Quezon & Nataban) with each household consuming around 870 liters of water per day. He stressed that roughly 400 households apply for water connection every year. Having said figures, clearly, population growth led to more water demand.

The water crisis experienced in San Carlos City was the least compared to those in the metropolis. Foreseeing this challenge, aside from the Bodiawe Spring, the CWD has already established other water sources: the Agluluod source, Pump 4 (at the back of the city hall), Florentino (Andoon River), Baticulan source, Pump 2 (Caballero Subd.), South Villa Well and the latest, the 5MLD Surface Water Treatment Plant (So. Medina, Brgy. Rizal).

“If only all these water sources operate normally, they could yield a total of 8 million liters of water per day,” remarked Engr. Sanchez.

Climate change also comes as a big factor with long dry spell somewhere and heavy rains in some places, water shortage is like a slow moving disaster now tardily felt by the local residents. Nowadays, climate change and rainfall become nuisance- sending dangerous floods. In San Carlos City, floods usually engulf water sources followed by intense

Project Updates

The local government of San Carlos City inaugurated two new classroom buildings and Tech4Ed Center at Ermita Elementary School last March 27, 2019.

The city allocated P800,000 for said classroom buildings from the Special Education Fund of 2018 which started in November 2018 and finished March 23, 2019 under Rosalinda Llanos, Construction General Foreman of the City Engineering Department.

On the other hand, the vacant classroom of said school was turned into a Tech4Ed Center with six computers provided for the students to use.

Sangguniang Panlungsod Member Mark Cui encouraged barangay residents and officials to learn how to use the computer since most of the transactions are now through the internet or computers.

The Tech4Ed is a project of the Department of Information and Communication Technology (DICT) and the local government of San Carlos City, aiming at enhancing the socio-economic condition of the residents of the barangay including the out of school youth, women, teachers, overseas Filipino workers (OFWs) and their families, differently-abled persons, senior citizens, indigenous people and entrepreneurs who want to learn computer technology.

San Carlos City Inaugurates Facilities

The city government of San Carlos thru its Social Welfare & Development Office (CSWDO) materialized the Child Development Center project with its ground breaking at So. Nangka, Barangay Bagonbon last March 21, 2019.

The project which was in coordination with the DSWD-Reg. VI and Office of the Presidential Adviser on the Peace Process (OPAPP) was funded at P1.565M with which the P820,000 came from DSWD while the P745,000 was the city’s counterpart.

Social Worker Officer Malanie Silva of DSWD Field Office hoped that the project will finish soon so that the children can use it immediately.

The idea of the project is inspired from the OPAPP’s program called Payapa and Masaganang Pamayanan (PAMANA) for rebel returnees. It is considered as one of the answers to the insurgency problem in the country.

San Carlos City Starts Child Development Center Project

The newly finished three-classroom building in Nabataan Elem Sch was blessed and turned over to DepEd last March 20, 2019.

Said project was funded by San Carlos City government at P2,620,000 under the Special Education Fund of 2017.

Present during the event were the city officials, DepEd personnel and Oyod Family who donated half hectare of land to Nabataan Elementary School

The P1.2M newly improved Health Center in Brgy. Codcod funded under the Bottom-Up-Budgeting (BUB) at P1M and San Carlos City government at P200,000 was blessed last March 19, 2019.

Midwife Lucresia Alfajora said the facility consists of a delivery room, a labor room, a midwife’s room and a comfort room which caters to residents from Sitios Tuod, Cabagtasan, Napaturan, Balangbang, Igmamatay, Catwang and Panlukasan.

Alongside the event, more than 200 residents of said area benefitted from the medical and dental outreach led by City Health Officer Dr. Arniel Laurence Portuguez together with Dr. Severo Atamosa and Dr. Noel Borromeo.

The outreach provided free check-ups, tooth extraction, medicines and vitamins.

The city government of San Carlos thru the Coastal Resources Management formally opens the newly built Community Fish Landing Center at Marina Bay, Brgy. VIlast March 8, 2019 funded at P2.8M by the Bureau of Fish & Aquatic Resources (BFAR).

BFAR VI Director Remia Appari thru Jessica Esmao said the project aimed at helping develop the fish industry in the city. She added that said facility will also serve as trading center for fish catch and venue for skills training development and community organizing.BFAR had already established 61 of same project all over the country, 11 of which are located in Negros Island.

The newly-finished two-storey P3.7M multi-purpose hall of Brgy. I was blessed last Feb. 28, 2019.

The city government shelled out P2.2M for said project counter-parted by the barangay at P1.5M for the construction of the project. Said building consists of function room, session hall, multi-purpose area, radio room, office of the Punong Barangay and Lupon.

All’s Well That Ends WellFor a system to be successful, indeed, focus needs to be placed not

just on the infrastructure nor on the operations but on the financial capability as well.

It’s the infrastructure that determines the performance of the overall water system. However, financial requirement is a necessity to have a comprehensive approach since one cannot go on a targeted performance without funds.

The dilemma of residents of San Carlos about the water shortage is through with the blueprint of actual development and implementation of an effective long-term strategy now in place.

Although not yet perfected to its full capacity, since now in place there are still water interruptions every now and then but this water utility

San Carlos City Opens First Tagpuan OutletThe “Tagpuan” outlet is a project of the NFA on the Rice Response Delivery Program in partnership with the Grains Retailers Confederation (GRECON) in Negros

Occidental that serves as NFA rice retailer in the city.The local government thru the Cooperatives and Livelihood Development Office (CLDO) and the Public Market and Slaughterhouse Department (PMSD) financed the

construction of said project.Supervising Cooperatives Development Specialist, Raymund Gepitulan of CLDO said aside from other retailers, the outlet would provide ample supply of NFA rice to

the city.Vice-Mayor Renato Gustilo and PMSD head Leila B. Mansueto thanked everybody behind said project and hoped it would serve more beneficiaries.

development in So. Medina sets the foundation for the sustainability of the infrastructure and operations as well as the strong institution that supports, monitors and regulates performance towards efficiency of the service provided.

Like Engr. Sanchez said, “It is not our business to provide murky water supply but sometimes we face challenges beyond CWD’s control. What happened was a shared responsibility but we accepted all criticisms with an open heart because we understand how consumers feel.”

With the presence of an enhanced facility, the CWD is looking forward to satisfy the customers’ demand. Like what Engr. Sanchez said about shared responsibility, everyone has the obligation to apply water conservation measures and be proactive individuals to avoid potential water crisis at anytime.

The city government and the CWD are now working towards building a solid base to ensure water supply and hopefully become a self-sustaining, water resilient city in the future. After all, water is life and what everyone wants is water for all, 24/7.

The newly elected officials of the San Carlos City government and the municipalities of Don Salvador Benedicto and Toboso took their oath last June 30, 2019.

Both new to their positions, elected San Carlos City Mayor Renato Gustilo and Congressman of the 1st District of Negros Occidental, Gerardo Valmayor Jr. pledged their oath before Hon. Kathrine Go, Executive Judge of the RTC Branch 59 while Vice Mayor Christopher Paul Carmona took oath before Hon. Amy Avellano, Presiding Judge of the RTC Branch 58.

Incoming councilors of San Carlos City on the other hand took their oath before Hon. Estefanio Libutan, Jr., acting presiding judge of the RTC Branch 57; oath of councilors from the towns of Don Salvador Benedicto and Toboso was administered by Jose Meno Ruiz, MTC Acting Presiding Judge.

In his inaugural speech, Mayor Gustilo said that he will continue the various projects for San Carlos left by former City Mayor now Congressman Valmayor as well as do more projects and programs during his term.

He also cited to equip the local government offices with the necessary machineries to improve services and vowed to increase the salary of job order employees among other plans.

Congressman Valmayor also thanked the people of San Carlos for the support given to him in the implementation of various programs and projects during his nine years in service as city mayor.

About 500 attendees witnessed said event held at the San Carlos City Auditorium.

The local government of San Carlos City thru the City Agriculturist Office received various awards during the 9th Pasidungog sa Panguma, Pangisda kag Pangkasapatan held at the Panaad Park and Stadium, Barangay Mansilingan, Bacolod City last April 13, 2019.

San Carlos City is a constant winner in the Panaad with its contribution in the development of the farm industry thru the implementation of several agricultural programs. The city bagged the Outstanding Local Government Unit Award with the implementation of food security program for the crop sector; Outstanding LGU Partner on animal

genetic improvement and multiplier farm operation for livestock and poultry sector; and, Outstanding Bantay Dagat for the fisheries sector. The city received P130,000 cash prize plus trophies and certificates.

Local farmers and livestock owners in San Carlos City were also lauded for their agricultural achievements. Feliciano Ricablanca was awarded as Outstanding High Value Crop Farmer; Arnold Abante as Outstanding Goat and Sheep Raiser; Dr. Romeo Agraviador Jr. as Outstanding Small Animal Raiser adapting integrated farming system; the family of Ruel Labajo as Outstanding Family engaged in fishing, taking home P30,000 while the rest received P20,000 each with trophies and certificates.

On the other hand, Daniel Amiana’s Oyster Mushroom Ice Cream bagged the Best New Product for plant-based category during the Sabor Negrense Competition (still part of 2019 Panaad) with P15,000 and trophy.

The 26th celebration of the Panaaad sa Negros Festival carried the theme, “Beyond A Promise, A Legacy” was graced by Senator Juan Edgardo Angara and House Deputy Speaker Pia Cayetano together with Governor Alfredo Marañon Jr., Vice Governor Eugenio Jose Lacson, Provincial Agriculturist Japhet Masculino and Provincial Veterinarian Renante Decena.

The San Carlos City Anti-Drug Abuse Council (SCCADAC) launched the Youth Anti-Drug Abuse Club (YADAC) in celebration of the International Day Against Drug Abuse and Illicit Trafficking at the City Auditorium last June 26, 2019.

The YADAC’s primary aim is to focus on the prevention and treatment of drug abuse victims and to reinforce the attitudes of the youth so as not to fall into the lure of illegal drugs.

SCCADAC Secretariat Ma. Novah Sollesta said the council will guide the YADAC in the implementation of its programs and activities.

The officer-in-charge of the Philippine Drug Enforcement Agency (PDEA) Region VI, Alex Tablate who was present during the event challenged the Sangguniang Kabataan (SK) of the city to take part in the campaign against illegal drugs. He added that the SK just like the family plays an essential role in guiding the youth towards the right direction.

Also present during said event were the DILG Provincial Director, Engr. Carmelo Orbista; Negros Occidental Provincial Substance Abuse Coordinator Nelsie Guevarra; Local Government DILG Operations Officer V Steve Yap; SK Chairperson JB Spring Bacurnay along with Negros Occidental SK Federation President Pocholo Yuvienco.

The San Carlos City local government thru its Tourism Office conducted its first Seafood and Bugsay Fest in Sipaway Island last June 22, 2019.

Officer-in-Charge of the City Tourism Office, Tourism Operations Officer I Jennifer Saballa said that the Seafood and Bugsay Fest was a program that promote the different local products and tourist attractions of the island.

The fest was one of the programs of the city’s 59th Charter Day Celebration which consisted of six activities: fluvial parade, Zumba dance, bugsay (paddling) competition, volleyball tournament, Tuba (coconut wine) drinking contest and display of island’s native dishes featuring Aninikad and Alacaak shells, crabs and a variety of fish.

Winners of the Bugsay competition received cash prizes of P7000, P5000, P3000, and P1000, respectively.

Sipaway Held its First Seafood and Bugsay Fest

The city government of San Carlos through the Local Civil Registrar held a mass wedding at Barangay Rizal last June 8, 2019.

The mass wedding is an annual program of the local government every month of June. At least 47 pairs from the different barangays bind themselves in marriage under the blessing of the solemnizing officer, Fr. Joven Teresa. The families of the couples and barangay officials attended the event to support the newlyweds.

Earlier this year, 19 pairs also wedded in Brgy. Bagonbon on April 29, 2019. City Mayor Gerardo P. Valmayor Jr. officiated said rites under Article 34 of the

Family Code of the Philippines.

The city of San Carlos received a check worth P2M from the Bureau of Fisheries and Aquatic Resources (BFAR) Region VI last June 14, 2019.

The officer-in-charge of the Provincial Fishery Office of BFAR, Marian Jill Abeto handed the check to Mayor Gerardo Valmayor, Jr. as prize for being the Most Outstanding Community in Region VI in 2016.

Supervising Environmental Management Specialist Edward Burgos of Coastal Resources Management Division of CEMO, said that the P1M is allocated to purchase two patrol boats to be used by the Bantay Dagat while the remaining P1M will be used to fund livelihood assistance projects for the fisherfolks through the assistance of the Fisheries and Aquatic Resources Management Council (FARMC).

The selected officials and employees of the 18 barangays of San Carlos City joined the Community Based Monitoring System (CBMS) Module 3 training at the SP Session Hall from May 28 to June 18, 2019.

The City Planning and Development Coordinator’s Office in cooperation with the Department of the Interior and Local Government (DILG) conducted the 12-day training on Barangay Development Planning.

City Conducts 2019 Job Fair

At least 54 beneficiaries of the Kinabuhi Angay Ampingan, Bag-uhon Alang sa Ginoo (KAABAG) graduated from the 90-day local rehab program on May 6, 2019.

Parole and Probation Officer and San Carlos City Anti-Drug Abuse Council member Catherine Gauzon told the graduates especially those under the plea-bargain agreement that the moving-up ceremony was just the first step since they still have to undergo the aftercare of at least 21 months where they will be continuously monitored.

The KAABAG is a community-based rehab program of the city government of San Carlos in partnership with the diocese which served as response to the program of the government against the proliferation of illegal drugs in the country.

KAABAG completers during the Moving-up ceremony at Benedictus Hall, May 6, 2019 The local government of San Carlos City thru the Public Employment Service Office (PESO) in partnership with the Department of Labor and Employment (DOLE) and Philippine Overseas Employment Administration (POEA) held a job fair at the city hall lobby last June 12, 2019.

Said job fair was in line with the city’s celebration of the Philippine’s 121st Independence Day participated by 19 companies: four overseas recruitment agencies and 15 local employers. Most vacancies catered to welders, nurses, chefs, baristas, engineers, data encoders, electricians, drivers, caregivers, call center agents, factory workers, and more.

This year’s activity recorded a total of 734 applicants with 87 hired on the spot compared to last year’s 658 applicants.

Philippine National Police (PNP) with Give A Textbook (GAT) and Project 18 donated books to Binone Elementary School in Brgy. Nataban last May 28, 2019.

Aside from the 50 books given to the school, the group also distributed school supplies such as sharpeners, pencils, notebooks, pad papers, erasers, markers and crayons to 134 pupils from kinder to grade 6.

The group was headed by Police Lt. Col. D’Artagnan Katalbas Jr. with representatives from the GAT and Police Staff Sergeant Jesica Malata of Project 18.

Barangay Nataban is the sixth recipient of the outreach program of the group.

The city government of San Carlos offered a free training on the Basic Digital Literacy at the Public Library from April 22 to May 22, 2019.

The training is an annual month-long activity of the local government every summer through the City Public Library established since 2017.

City Librarian, Stella Fetiluna said that the training aimed at educating elementary pupils from grades four to six on how to use different computer applications needed for their research with computer science graduate, Irvin Cortezano as trainer.

The summer activity gave pupils access to platforms such as Technology for Education, Employment, Entrepreneurial and Economic Development (TECH4ED) and Learning English Application for Pinoys (LEAP).

San Carlos City Public Library Offers Free Digital Literacy Training

The Department of Agriculture (DA) thru its satellite offices in Region VI and Negros Occidental Province in collaboration with the San Carlos City Agriculturist’s Office created a program to boost the production of rice at Sitio Iliranan, Barangay Codcod last May 17, 2019.

Marianita Latoza, Agricultural Center Chief II said the rice model farm field day of the inbred varieties NSIC Rc 216 and 226 is a program of the DA for the members of the Codcod Agrarian Reform Community Cooperative (CARCC) which uses high yielding technology adoption scheme.

The Agricultural Technologist of the Office of the Provincial Agriculturist, Nilo Basco Jr. said the program is to introduce the high yielding technology to farmers, and lecture them on the season of yielding and harvesting of the different kinds of rice.

Department of Agriculture Increases Rice Production

The city of San Carlos hosted the Future Tourism Leaders (FTL) Camp 2019 backed by the Department of Tourism (DOT) Region VI in coordination with its provincial office last May 19-21, 2019.

DOT Reg. VI Supervising Tourism Operations Officer Atty. Sedfrey Cabaluna said the city was chosen as the venue for said camp because of the high recommendation by tourism officers of Reg. 6 for its sustainable best practices and notable tourism advocacies that would offer a lot of learning experiences for the delegates which can be implemented in their respective places.

He added that about 41 participants from the six provinces of Western Visayas joined the event that aimed at increasing awareness, engaging the youth about tourism industry and providing them venue for their involvement in the tourism sector.

The camp held orientation on sustainable tourism; lectures and workshops on communication and personality development, feature and news writing, basic acting, organizing seminars and events, maximizing social and team building activities; immersion activities at Sipaway Island, Eco Center and Economic Zone.

At least 247 alleged mass supporters and rebel group members from barangays Nataban, Codcod, Buluangan and Guadalupe in San Carlos City joined the Live-In seminar held at the City Auditorium last April 6-7, 2019.

Said seminar was a two-day activity of the local government in partnership with the 79th Infantry Battalion of the Philippine Army led by its Civil Military Operation Officer Capt. Rowell Dairocas.

Dairocas said, the event was a series of dialogues between agencies of the gov’t, ex-rebels and mass supporters to extend gov’t programs and explain the misconception of joining the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF)

Alleged mass supporter from Barangay Codcod was thankful to the organizers of the event for giving them awareness regarding the consequences of helping rebels while a former member of CPP-NPA-NDF, said that after his surrender, he disseminated information about the programs of the government to the rebels and persuaded them to surrender and trust the government.

The San Carlos City Bureau of Jail Management and Penology (BJMP) organized a futsal tournament at the BJMP compound last May 11 and 12, 2019.

About fifteen teams competed for the tournament consisted of persons deprived of liberty (PDLs) and one invited team from Canlaon City.

Jail Warden Kevin Bonilla said the activity promotes fitness and socialization among the PDLs and the community outside jail.

Proceeds of the event will be used to buy yellow shirts for PDLs as uniforms during court hearings.

The Los Amigos football team won the championship of the said tournament.

The Animal Disease and Rabies Control under the City Agriculturist’s Office launched Rabies Eradication Information Education Campaign in partnership with the City Health Office of San Carlos City at the San Jose Chapel in Barangay Guadalupe last May 3, 2019.

City Health Nurse Ramon Carlos Solidarios and Luciani Ed Napari of the Animal Disease and Rabies Control lectured residents of said barangay about how rabies from cats, rats, monkeys, bats and dogs can be dangerous. The campaign is an awareness program for the residents and pet owners about the prevention and treatment of rabies infection.

Napari instructed the pet owners to have their dogs vaccinated as early as three months old and reminded them to give animals a regular bath, enough food, clean shelter and companion when strolling. He stressed that dogs should be registered and vaccinated; owners who refuse to conform will be fined with P2,000 as penalty under Section 11 of RA 9482 known as the Anti-Rabies Act of 2017. Owners will also be responsible of the medical expenses of those bitten by their pets.

The city government of San Carlos in partnership with La Granja National Crop Research Development and Production Support Center Agency conducted the On-Farm Garlic Production Demonstration trial field day at the Demo-Farm in Barangay Prosperidad last April 30, 2019.

Milagros Abarquita, Agricultural Center Chief IV of the Bureau of Plant Industry in La Granja said, they introduced the varieties of garlic to the city because of its potentials for the industry.

The demo-farm is estimated to have a land area of 19 hectares where 1,000 square meters allotted for the planting of garlic while the rest is for the rice, abaca and coconuts.

City Agriculturist, Devitt Dollosa from the City Agriculturist Office said they will provide planting materials as assistance to farmers for the garlic planting on September to October, 2019.

Skills & Livelihood Development

Barangay Rizal Tricycle and Operator Drivers Association (BARITODA) received financial assistance from the city government thru the Cooperatives & Livelihood Development Office last June 27, 2019.

The newly elected Congressman Ginggo Valmayor along with the newly elected City Mayor Rene Gustilo handed over the check worth P50, 000 to the president of BARITODA, Ernie Tranilla.

Tranilla said that the money will be used to buy spare parts for their vehicles and as additional capital for the group’s store located at Fatima Village.

The BARITODA group is composed of 103 members having 89 active members since 2017.

The first 10-chair Hemodialysis center in the first district of Negros Occidental formally opened and blessed at the San Carlos City Hospital last May 10, 2019.

The dialysis center is a public-private partnership of the San Carlos City Hospital and NEPHROPRIME. The project is headed by Dr. Gil Octaviano, NEPHROPRIME president that aims to help patients diagnosed with kidney problems get the treatment without the additional travel expenses.

SP Member, Dr. Wilmer L. Yap, chairman of the Committee on Hospital Service said there is a dire need of a dialysis center due to the increasing cases in the city.

The city government funded the construction of said center at P3M under the 20 percent development fund of 2017 under the supervision of Engr. John Leur Virtucio from the City Engineering Department.

The city government of San Carlos thru the City Sports Office in coordination with the Philippine Sports Commission (PSC) launched Laro’t Saya sa Parke at the People’s Park, Barangay Tres last April 6, 2019.

Said year-long activity is a joint program of the city and PSC that promotes sports and fitness among the youth and the elderly who love Zumba. Events includes arnis, muay thai, tae kwon do, sepak takraw, volleyball, football, futsal, badminton, table tennis, and dance fitness for everyone to join.

The city government of San Carlos thru the City Environment Management Office (CEMO) culminated its 9th Localized Environment Month celebration at the SP Session Hall last June 28, 2019.

The local government awarded the winners of the Most Environment-Friendly Barangay during said culmination. Barangay Ermita won the 1st Place with P250,000 cash prize; Barangay Codcod placed 2nd taking home P150,000; and, Barangay Buluangan in 3rd place receiving P100,000.

Seven barangays namely San Juan, Palampas, Five, Rizal, One, Quezon and Bagonbon received consolation prizes worth P50, 000 each. Barangay Nataban, Prosperidad, Four, Guadalupe and Two claimed consolation prizes worth P30, 000 each, and P20, 000 each also for Barangay Six and Punao along with certificates of recognition.

Part of the 9th Localized Environment Month celebration activities were the observation of the World Environment Day, World Oceans Day and Clean-up Drive, Big King Cave Assessment, Negros Island Wildlife & Biodiversity Symposium, Arbor Day, Award Ceremony of Good Environmental Governance, Upland Clean-up, Search for Sipaway Environment Friendly Home stay.

The city government of San Carlos thru the Forestry Division of the City Environment Management Office (CEMO) planted 300 seedlings at Sitio Medina, Barangay Rizal on June 25 in celebration of Arbor Day 2019.

The proclamation of the Arbor Day Act of 2012 in the Philippines is celebrated every 25th of June where people in the community are encouraged to plant trees. Arbor is a Latin word which means tree.

The CEMO also organized an Upland Clean-up on June 27, 2019 also in celebration of the event.

The local government unit of San Carlos City held the ground breaking for the memorial marking of the century-old Balete tree in Sipaway Island last May 20, 2019.

Said tree is considered as one of the famous attractions on the island located at the San Juan Elementary School compound.

Arnold Mancao, School Principal of San Juan Elementary Sch. thanked the local government for recognizing the significance of the Balete Tree for the tourism industry in Sipaway Island.

He said the marker would serve as a symbol for the tourists to know about the history of the tree and its meaning to the lives of the people living in the island.

The city government allocated P50, 000 for the construction of said memorial marker.

2019 SECOND QUARTER ACTIVITIES

The newly-built health center at Brgy. Palampas formally opened and blessed by the city government of San Carlos last April 10, 2019.

Said facility provides rooms for birthing, labor, consultation, ward, comfort and midwives.

The project’s fund allocation is shared by the bottom-up budgeting (BuB) 2015 program and the city government of San Carlos at P1.2M and P200, 000, respectively under the supervision of Rosalinda Llanos, Construction General Foreman of the City Engineering Department.

The City Mayor Ginggo Valmayor Jr., SP Members Mark Cui, Allen Gustilo, Alex Ong; City Health Officer Dr. Arniel Portuguez and Barangay Captain Danny Suan along with his barangay health workers attended said event.

The local government of San Carlos turned over the 6-classroom building, which is the last of the 36-classroom project, to Julio Ledesma National High School (JLNHS) last May 30, 2019.

Said 6-classroom building for the Senior High School of JLNHS was budgeted by the city government at P6.2M from the Special Education Fund, Capital Outlay of calendar year 2017.

The Child Development Center, a project under the Payapa at Masaganang Pamayanan (PAMANA) had its groundbreaking ceremony at So. Malindog, Brgy. Palampas on April 17, 2019.

San Carlos City Social Welfare and Development (CSWD) Officer Cynthia Mirande said the project is a joint undertaking between the Department of Social Welfare & Development (DSWD) and the city government of San Carlos funded at P1.5M; P800,000 came from DSWD while the city government shelled out P745,000.

DSWD Reg. 6 Director Ma. Evelyn Macapobre said the project served as a significant milestone of the PAMANA program in the city.

The PAMANA is a program of the Office of the Presidential Adviser on the Peace Process (OPAPP) that deals with insurgency problems of the country urging rebel groups to come back to the folds of the government.

The city government of San Carlos thru the City Environment Management Office (CEMO) bought four new portable toilets (portalets) delivered last May 1, 2019.

CEMO storekeeper Patricio Palencia Jr. said these portalets will serve the personal needs of the people during important events in the city and may also be used by the barangays if needed.

Said project under the various environmental programs was funded thru the 32 percent Development Fund of 2016 at P74,000 per unit following SP Resolution No. 18-194 passed last Aug. 9, 2018 and approved, Aug. 13, 2018.
