Your wireless ph one is a rad io transm itter an d receiver. It is designed and man ufactured not to exceed theexposu re limits for rad io frequ ency (RF) energy set bythe Federal Comm unications Comm ission (FCC) of theU.S. government. These FCC exposu re limits arederived from the recomm end ations of two expertorganizations, the National Counsel on RadiationProtection and Measuremen t (NCRP) and the Institu teof Electrical and Electronics Engineer s (IEEE). In bothcases, the recommend ations were developed byscientific and engineering experts d raw n from ind ustry, government, and academ ia after extensive reviews of the scient ific literatu re related to th e biological effects of

RF energy. The exposu re limit set by the FCC for wireless mobileph ones emp loys a un it of measu rement known as theSpecific Absorp tion Rate (SAR). The SAR is a measu reof the rate of absorption of RF energy by th e hu manbody expressed in un its of watts per kilogram (W/ kg).The FCC requires wireless phones to comp ly with asafety limit of 1.6 watts per kilogram (1.6 W/ kg). The

FCC exposure limit incorporates a substantial marginof safety to give add itional p rotection to the p ublic andto account for any variations in measurem ents.

SAR tests are cond ucted u sing standard operatingpositions accepted by the FCC with the p honetransmitting at its highest certified p ower level in all

tested frequency band s. Although the SAR is

determined at the highest certified power level, theactual SAR level of the p hon e while operating can bewell below the maximum value. This is becau se theph one is d esigned to operate at mu ltiple power levelsso as to use only the p ower requ ired to reach thenetw ork. In general, the closer you are to a wirelessbase station an tenna, the lower the p ower ou tpu t.

Before a new model phone is available for sale to the

public, it must be tested and certified to the FCC that itdoes not exceed th e exposure limit established by theFCC. Tests for each mod el phon e are performed inpositions and locations (e.g. at the ear and worn on thebod y) as required by the FCC. For bod y wornoperation, this phone has been tested and meets FCCRF exposure guidelines wh en used w ith an accessorythat contains no m etal and that p ositions the han dset a

minimu m of 1.5 cm from th e body. Use of otheraccessories may n ot ensu re compliance with FCC RFexposure guidelines.

The FCC has granted an Equipm ent Au thorization forthis mobile phon e with all repor ted SAR levelsevaluated as in compliance with th e FCC RF exposuregu idelines. The maximum SAR values for this modelph one as reported to the FCC are:

    Head: 1.45 W/Kg. Body-worn: . 1.02 W/Kg.

    Consumer Information on Wireless Phones

    S e c t i o n 1 4

Consumer Information on Wireless PhonesThe U.S. Food and Drug Ad ministration (FDA) haspu blished a series of Questions and Answers forconsu mers relating to rad io frequency (RF) exposu refrom w ireless phones. The FDA pu blication includesthe following information:

What kinds of phones are the subject of this update? The term w ireless phone refers here to hand-heldwireless p hon es with bu ilt-in antennas, often called"cell," "mobile," or "PCS" phones. These types of wireless phon es can expose the user to measu rablerad io frequen cy energy (RF) becau se of the shortd istance between the phone and the user's head . TheseRF exposu res are limited by Federal Comm unicationsComm ission safety guid elines that were developedwith the ad vice of FDA and other federal health and

safety agencies. When th e phone is located at greaterd istances from the u ser, the exposu re to RF isd rastically lower because a p erson's RF exposuredecreases rap idly with increasing d istance from th esource. The so-called "cordless phon es," which have abase unit connected to the telephone w iring in a hou se,typ ically operate at far lower p ower levels, and thu sproduce RF exposu res well within the FCC'scompliance limits.

Do wireless phones pose a health hazard? The available scientific evidence does not show thatany h ealth problems are associated w ith using w irelessphon es. There is no p roof, how ever, that w irelessphon es are absolu tely safe. Wireless phones emit low

levels of rad io frequency energy (RF) in the microwave

range wh ile being u sed. They also emit very low levelsof RF when in the stand -by mode. Whereas high levelsof RF can p rod uce health effects (by heating tissue),exposure to low level RF that d oes not prod uce heatingeffects causes no known ad verse health effects. Manystud ies of low level RF exposures have not foun d anybiological effects. Some stud ies have suggested tha tsome biological effects may occur, bu t such find ings

have not been confirm ed by add itional research. Insome cases, other researchers have had d ifficu lty inreprodu cing those stud ies, or in d etermining thereasons for inconsistent resu lts.

What is FDA's role concerning the safety of wirelessphones?Und er the law, FDA does not rev iew the safety of rad iation-emitting consu mer prod ucts such as wirelessphones before they can be sold , as it does with newdrugs or med ical devices. However, the agency hasau thority to take action if wireless phones are show n toemit rad io frequency energy (RF) at a level that ishazardous to the user. In such a case, FDA cou ldrequire the m anu facturers of wireless phones to notifyusers of the health hazard and to repair, replace orrecall the p hon es so that the hazard no longer exists.

Although th e existing scient ific data d o not justify FDAregulatory actions, FDA has u rged th e wireless phon eindu stry to take a num ber of steps, includ ing thefollowing:

    "Support needed research into possible biological effects of RFof the type emitted by wireless phones;

"Design wireless phones in a way that minimizes any RFexposure to the user that is not necessary for device function;and

"Cooperate in providing users of wireless phones with the bestpossible information on possible effects of wireless phone useon human health.

FDA belongs to an interagency working grou p of thefederal agencies that h ave resp onsibility for d ifferentaspects of RF safety to ensu re coordinated efforts at thefedera l level. The following agencies belong to thisworking group :

"National Institute for Occupational Safety and Health "Environmental Protection Agency "Federal Communications Commission "Occupational Safety and Health Administration "National Telecommunications and Information Administration

The National Institutes of Health p articipates in someinteragency working group activities, as w ell.

FDA shares regulatory responsibilities for wirelessph ones with the Federal Comm un ications Comm ission(FCC). All phon es that are sold in the United Statesmust comply with FCC safety guidelines that lim it RFexposure. FCC relies on FDA and other healthagencies for safety questions about w ireless phon es.

FCC also regulates the base stations that the w irelessph one networks rely upon. While these base stationsoperate at higher pow er than d o the wireless ph onesthem selves, the RF exposures that p eople get fromthese base stations are typ ically thousand s of timeslower than those they can get from w ireless phon es.

Base stations are thus not the primary subject of the

safety qu estions d iscussed in this d ocum ent.

What are the results of the research done already? The research d one thu s far has prod uced conflictingresults, and many stu d ies have suffered from flaw s intheir research method s. Animal experimentsinvestiga ting the effects of rad io frequ ency energy (RF)exposures characteristic of wireless phon es have

yielded conflicting resu lts that often cannot be repeatedin other laborator ies. A few an imal stud ies, how ever, have suggested that low levels of RF could acceleratethe d evelopm ent of cancer in laboratory animals. How ever, many of the stud ies that showed increasedtum or d evelopm ent used animals that had beengenetically engineered or treated with cancer-causingchemicals so as to be pre-d isposed to d evelop cancer inabsence of RF exposure. Other stud ies exposed theanimals to RF for up to 22 hou rs per d ay. Theseconditions are not similar to the cond itions und erwh ich p eople use wireless ph ones, so we d on't knowwith certainty what the resu lts of such stud ies mean forhu man health.

Three large epid emiology stud ies have been p ublishedsince December 2000. Between them , the stud iesinvestigated any possible association betw een the u seof wireless phon es and primary brain cancer, glioma, meningioma, or acoustic neu roma, tumors of the brainor salivary gland , leukemia, or other cancers. None of the stud ies demonstrated the existence of any harm fulhealth effects from wireless ph ones RF exposu res.How ever, none of the stud ies can answer qu estions

abou t long-term exposures, since the average period of

ph one use in these stud ies was around three years.

What research is needed to decide whether RF exposurefrom wireless phones poses a health risk?A combination of laboratory stud ies andepid emiological stud ies of people actually u singwireless ph ones wou ld p rovide some of the d ata thatare need ed. Lifetime animal exposu re stud ies could be

completed in a few years. However, very largenu mbers of animals would be needed to p rovidereliable p roof of a cancer promoting effect if one exists.Epidem iological stud ies can p rovide d ata that isd irectly ap plicable to hu man pop ulations, but ten ormore years' follow-up may be needed to provideanswers abou t some health effects, such as cancer. Thisis because the interval between the time of exposure toa cancer-causing agent an d th e time tum ors develop - if they do - may be many, many years. The interpretationof epidem iological stud ies is ham pered by d ifficultiesin measuring actual RF exposu re du ring d ay-to-dayuse of wireless phones. Many factors affect thismeasurement, such as the angle at wh ich the ph one isheld, or which m odel of ph one is used.

What is FDA doing to find out more about the possiblehealth effects of wireless phone RF?FDA is working with th e U.S. Nat ional ToxicologyProgram and with groups of investigators aroun d theworld to ensure that high p riority animal stud ies arecond ucted to add ress imp ortant questions about theeffects of exposure to rad io frequ ency energy (RF).

FDA has been a lead ing participan t in the World H ealth

Organ ization international Electromagnetic Fields(EMF) Project since its incep tion in 1996. An influentialresult of this work h as been the development of adetailed agend a of research n eed s that has d riven theestablishm ent of new research p rograms aroun d theworld. The Project has also helped develop a series of public inform ation documents on EMF issues.

FDA and Cellular Telecommunications & Intern et

Association (CTIA) have a formal CooperativeResearch an d Developm ent Agreement (CRADA) to doresearch on w ireless phon e safety. FDA provides thescientific oversight, obtaining inp u t from experts ingovernment, industry, and academic organizations.CTIA-fund ed research is cond ucted th rough contractsto ind epen dent investigators. The initial research willinclude both laboratory stud ies and stu d ies of wireless

phone users. The CRADA will also includ e a broadassessment of add itional research n eeds in the contextof the latest research d evelopm ents around the w orld .

What steps can I take to reduce my exposure to radiofrequency energy from my wireless phone? If there is a risk from these prod ucts - and at this pointwe do n ot know that th ere is - it is probably very small. But if you are concerned abou t avoiding even p otentialrisks, you can take a few simp le steps to minimize yourexposu re to rad io frequency energy (RF). Since time isa key factor in how mu ch exposure a person receives, redu cing the am oun t of time sp ent u sing a wirelessphon e will redu ce RF exposure.

" If you must conduct extended conversations by wireless phoneevery day, you could place more distance between your bodyand the source of the RF, since the exposure level drops offdramatically with distance. For example, you could use aheadset and carry the wireless phone away from your body oruse a wireless phone connected to a remote antenna.

Again, the scientific data do not d emon strate thatwireless phones are harmful. But if you are concernedabou t the RF exposure from th ese p roducts, you canuse measures like those described above to redu ce your

RF exposu re from wireless ph one u se.What about children using wireless phones? The scientific evidence does not show a d anger to usersof wireless phon es, includ ing children and teenagers. If you w ant to take steps to lower exposure to rad iofrequency energy (RF), the m easures d escribed abovewould app ly to child ren and teenagers u sing w irelessphon es. Red ucing the time of wireless phon e use andincreasing th e distance between the user and the RFsource will redu ce RF exposure.

Some group s sponsored by other nationalgovernments have advised th at child ren bed iscouraged from u sing w ireless phon es at all. Forexamp le, the governmen t in the Un ited Kingd omdistributed leaflets containing such a recommend ationin December 2000. They noted that n o evidence existsthat u sing a w ireless phone causes brain tu mors orother ill effects. Their recommend ation to limit wirelessphon e use by children w as strictly precautionary; it wasnot based on scientific evidence that an y health hazardexists.

Do hands-free kits for wireless phones reduce risks fromexposure to RF emissions?Since there are no know n r isks from exposure to RFemissions from wireless phon es, there is no reason tobelieve that hand s-free kits reduce risks. Hand s-freekits can be u sed w ith wireless ph ones for convenienceand comfort. These systems reduce the absorption of RF energy in the head because the phone, wh ich is thesource of the RF emissions, will not be p laced againstthe head. On the other hand , if the phon e is moun tedagainst the waist or other part of the body d uring u s
