1. Global Significance + Problem StatementDespite the relatively lower per capita GHG emissions, India’s share of GHG emissions is significant. Total anthropogenic GHG emissions of 1228540 Giga gram of CO2 per year (INC 2004). Overall biomass harvesting and consumption contributes to multiple environmental problems, and India consumes approx. 4.15 million tons of fuel wood (and an associated 50-60 million trees) per annum in conventional cremation systems, which lead to about 7.5 million tons of CO2 emissions per year. In addition to these global environmental effects, there are increased local environmental and health effects through deforestation, air and water pollution, as urbanization spreads closer to cremation grounds. Research has shown that the fuel wood consumption for a complete cremation process (maintaining and respecting fundamental customs and culture) could be reduced from a current average of 400-600Kg of wood, down towards a theoretical potential of 22 Kg.

2. Project Linkage to National Priorities, Action Plan and Programmes and CP/GCF/RCF, CCA and UNDAF situation analysisThe Ministry of Environment & Forests supports relevant efforts such as those proposed under the project and has created a conducive environment through a set of legislative and regulatory measures, aiming at the preservation, conservation and protection of the environment. In addition to the legislative measures, a National Conservation Strategy and Policy Statement on Environment and Development, 1992, National Forest Policy, 1988 and a Policy Statement on Abatement of Pollution, 1992 and National River Conservation Directorate have been constituted.

The project is consistent with UNDP India’s Country Cooperation framework that emphasizes mainstreaming global environment issues into national development agenda. The project facilitate promotion of environment friendly and clean energy technologies, which is consistent with Multi Year Funding Framework of UNDP (2004 –2007) as well as supports the strategic area of market transformation for the identified energy efficient cremation systems.

Expected Outcomes and Completion Date of PDF A projectThe expected outcomes for this preparatory stage will be the finalized GEF Ex Summary, UNDP Project Document, Co-Financing Letters and Letter of Endorsement for the medium size project. It is expected that the PDFA execution will take 4 months.

6.2. Total Cost of PDF A (including co-financing amounts and sources)The total expected cost of the PDFA execution is 28,000 USD, with 25,000 USD from the GEF and 3,000 USD in kind contributions from the project proponent.

8.1. Roles and Responsibilities of the Parties, including financial and administrative modalities

Under the overall supervision of the Ministry of Environment & Forests and UNDP, in-house professionals of Mokshda, together with specialized consultants who will provide technical expertise and guidance in completing the surveys, will implement this pre feasibility project.

The PDF phase shall have the following management structure:

The NGO Mokshda shall be responsible for day-to-day coordination and the implementation of the PDF-A phase of the project, including interacting with consultants, partners and seeking co-financing options. A Project Coordinator shall be responsible for documentation and field activities undertaken based on an approved work plan. The Project Coordinator shall have a team of technical assistants and field assistants who shall undertake on-site activities relating to technology assessment and market surveys respectively. The Project Director, who would be a senior level official from the NRCD division of the executing agency, would approve the work plan. Mokshda based on expertise required for technical assessments and undertaking surveys would hire consultants. Accounting and secretarial staff currently with Mokshda shall provide back office support to the project. The GEF Empowered Committee prior to submission to GEFSEC for approval would review the main outcome that is the GEF MSP documentation.

8.2. Information on Applicant Institution (project proponent)

Mokshda Paryavaran Evam Van Suraksha Samiti, a New Delhi-based not-for-profit society registered under the Societies Registration Act on 14 September 2001, is a group of Engineers, Environmentalist, and professionals having average experience of more than 30 years in their respective fields. These professionals are fully devoted for the last 12 years towards research and development of Mokshda Cremation Systems considering different cremation conditions of India with the financial support from Ministry of Environment & Forests, Government of India.

8.2.1. Mandate (capacity assessment) and sources of revenueMission and mandate of MokshdaMokshda’s mission is to promote energy efficient and environment friendly cremation system by creating awareness among people all over the country. One of the objectives of Mokshda is to bridge the gap between the researcher ‘s concept of a technology ready for dissemination and the needs of the actual users of technology. Mokshda has positioned itself as a link organization bridging the above gap.

Mokshda’s concept of development is one that is sustainable & equitable, permits grass root participation, uses local materials and builds local capacity. It firmly believes that development can be promoted through introduction of new, environmentally benign technologies. The main sources of revenue for Mokshda are grants from the government sources and donations from NGOs and public.

Annex 1: Draft terms of reference for the project coordinator (PC)

Assist Mokshda, UNDP and GOI in the recruitment of PDFA a team of technical assistants and field assistants who shall undertake on-site activities relating to technology assessment and market surveys respectively, and provide assistance to facilitate establishment of operational modalities during the PDFA phase

The PC will be responsible to manage the PDF A program on a day to day basis under the close supervision of the National Project Director, who would be a senior level official from the NRCD division of the executing agency (GOI), would approve the work plan.

Manage project activities with assistance of support staff, organize and chair periodic meetings to monitor and manage PDFA process towards its intended objectives

Promote collaboration between various PDFA team members and all stakeholders to provide an integrated cohesive design for the full project

Assist in defining objectives and completing design of full project. This includes framework design, detailed components, implementation plan, identification of full project success indicators, means for verification, project risks, mitigating actions, identification of local organizational support necessary for full project success, full project budgets, team structure and TOR’s for full project team members

Setup and chair the national participatory workshops. Prepare workshop proceedings summarize LFA outputs that are to be used for full project design

Promote MSP project and facilitate co-financing commitments from donor and private sector agencies

Assist in the preparation of Project Executive Summary for GEF and corresponding UNDP Project Document under the guidance of the UNDP CO

Qualifications:

Minimum 5 years professional experience with at least 2-3 years experience related directly to project development and implementation. Experience in program implementation, design, monitoring and evaluation desirable.

Minimum Bachelors Degree, or equivalent through relevant professional experience Demonstrated leadership and communication skills, writing reports and correspondence,

ability to make presentations. Good verbal and writing ability in local and foreign languages (English)

Demonstrated ability to work with both technical specialists and policy specialists Computer skills are required (M/S Word, Excel, data base spreadsheet and Power Point)
