Why the DoD Mandates? Why is OSD “Pushing”?

- ~70% of all 445,000 Federal bldgs are in DoD- DoD has over 300,000 buildings, and by 2025 over 67% of DoD

facilities will be over 50 yrs old- OSD helping create the “Industry Standard” in Sustainability thru

DoD mandates

-- 25 Oct 2010 “DoD Sustainable Bldgs Policy” Ltr by Dep Undersecretary of Defense (I&E) Dorothy Robyn; start in FY12 w/ projects in planning stage

1) New bldgs will conform to Guiding Principles (FLHPSB MOU), LEED Silver w/ 40% of pts for energy/water efficiency

2) Bldg reno/repair will also conform to GPs, LEED Silver

3) Reduce total cost of ownership, incorporate life cycle and cost benefit analysis into new and existing bldg designs


Guiding Principles are Critical Constant

- Federal Leadership in High Performance and Sustainable Building (FLHPSB) Memorandum of Understanding (MOU) signed in 2006 by all Federal Agencies; see LEED parallels

- High Performance and Sustainable Buildings Guidance issued Dec 2008 – Provides agencies the “How to...” guidance w/ Reporting Reqts, Compliance Criteria (based on type of bldg), Sustainable Bldgs Implementation Plans, Bldg Inventory Calculation, Measurements w/ Options, and Guiding Principles (GP) details for each GP Area

- GPs Encompass Five Areas: Employ Integrated Design, Optimize Energy Performance, Protect/Conserve Water, Enhance Indoor Environmental Quality, Reduce Environmental Impact of Materials (~80% LEED credit eligible)

-- Process Water: Use lifecycle cost effective water conservation measures when potable water used to improve energy efficiency

-- Water Efficient Products: Specify EPA WaterSense-labeled (WS) or equal products, and WS certified irrigation contractors



- Enhance Indoor Environmental Quality

-- Ventilation and Thermal Comfort: Meet ASHRAE Standards 55-2004 and 62.1-2007

-- Moisture Control: requires moisture control strategy controlling moisture flow and condensation to prevent damage, minimize mold, and reduce health risks

-- Daylighting: Min daylight factor of 2% in 75% of critical visual task space, provide accessible manual lighting or auto-dimming controls and glare control

--Low Emitting Materials: specify low pollutant emission mtls/products incl wood composites, paints/finishes, sealants, adhesives, carpet, furnishings

-- Protect Indoor Air Quality During Construction: Follow Sheet Metal/Air Conditioning Contractor Nat’l Assoc Guidelines (2007), flush system for min 72 hrs prior to occupancy , flush out contaminants as necessary after occupancy



- Reduce Environmental Impact of Materials

-- Specify Materials w/ Recycled and Biobased Content (per EPA and USDA websites (www.epa.gov/cpg & www.usda.gov/biopreferred)

-- Use Environmentally Preferable Products (consult Federal Green Construction Guide for Specifiers (www.wbdg.org/design/greenspec.php )

-- Waste and Materials Mgt: Recycle or salvage min 50% of non-hazardous construction, demolition, and land clearing matls

-- Ozone Depleting Compounds (ODC): Eliminate ODC use during and after construction when alternatives available consistent w/ Montreal Protocol or Title VI of the Clean Air Act Amendments of 1990

- Many parallels between Guiding Principles and areas that count for LEED point tally for certification and rating level


Required LEED Points w/ Water and Energy Efficiency Emphasis

- OSD ‘s Dept of Defense Sustainable Bldgs 25 Oct 2010 Policy Ltr states:

“Beginning in FY12 for projects in the planning stage, the sum of energy and water efficiency credits shall equal or exceed 40% of the points required for a LEED-Silver (or equal) rating…”

- LEED’s 5 Green Design Areas: Site Selection (26 pts), Water Efficiency (10 pts), Energy & Atmosphere (35 pts), Materials & Resources (14 pts), Indoor Environmental Quality (15 pts) total 100 points w/ additional possible points in Innovation in Design (6 pts) and Regional Priority (4 pts)

- Total LEED pts for Water Efficiency (WE) and Energy & Atmosphere (EA) DOUBLED w/ LEED 2009 New Construction rating system compared to prior LEED-NC v2.2, while point range for LEED Silver increased ~50%


Water and Energy Efficiency LEED Points

- Water Efficiency (WE) totals 10 points w/ 1 prerequisite

-- 3 total credit areas incl WE credit 1-Water Efficient Landscaping (4 pts), WE c2-Innovative Wastewater Technologies (2 pts), WE c3-Water Use Reduction (2-4 pts)

- Energy & Atmosphere (EA) totals 35 pts w/ 3 prerequisites

-- 6 total credit areas incl EA credit 1-Optimize Energy Performance (1-19 pts), EA c2-On-Site Renewable Energy (1-7 pts), EA c3-Enhanced Commissioning (2 pts), EA c4 Enhanced Refrigerant Mgt (2 pts), EA c5-Measurement and Verification (3 pts), EA c6-Green Power (2 pts)

- LEED Silver requires 50-59 pts, so OSD’s 40%+ of Silver cert points requires at least 20 out of 45 combined EA and WE points; which is reasonably achievable
