BROAD OVERVIEW 1.1 Steel Authority of India Limited (SAIL) has five Integrated Steel Plants in India located at Bhilai, Rourkela, Bokaro, Durgapur and Burnpur. The iron ore requirement of the these steel plants is met from SAIL’s captive mines being managed by Bhilai Steel Plant (BSP) and Raw Materials Division (RMD) headquartered at Kolkata. Consequent upon the mammoth expansion program undertaken by SAIL, the raw material requirement shall increase manifold; accordingly, to meet the additional quantity and requisite quality of iron ore after expansion, RMD have launched mine augmentation program of SAIL captive mines both in terms of enhanced production and improved quality. Against this backdrop, it has been decided by SAIL to set up Pellet Plant of 4 Mtpa capacity at Gua Ore Mines for gainful utilization of the freshly generated fines as well as the low grade dump fines and rejects through beneficiation route. Further, SAIL intends to install 2 Mtpa Pellet Plant by usage of beneficiated iron ore fines at Rourkela Steel Plant. In addition to this, SAIL has planned to install Pellet Plants of suitable capacities at other steel plant locations using beneficiated iron ore fines from captive mines. 1.2 Centre for Engineering & Technology (CET), the in-house Consultancy Organisation of SAIL has been assigned the job of selection of a reputed Technology Supplier who will be willing to provide the latest and proven technology for installation of Pellet Plants of 2 Mtpa capacity and above. Technology Transfer for Pellet Plant is proposed to be carried out by the Technology Supplier and assimilated by CET through implementation of two projects. 1.3 Selection of Technology Supplier by CET shall be done as per following modalities: Expression of Interest (EoI) shall be sought from the designers of Pellet Plant with latest, proven and state of art technology who shall provide design & engineering services. The Technology Supplier shall also guarantee the performance parameters to be achieved after implementation of the technology provided by him. The EoI applications received from the interested Parties shall be short-listed based on assessment of their credentials as per specified Eligibility Criteria mentioned in this EoI document.

1. BROAD OVERVIEW 1.1 Steel Authority of India Limited (SAIL) has five Integrated Steel Plants in

1.3 Selection of Technology Supplier by CET shall be done as per following modalities:

• Expression of Interest (EoI) shall be sought from the designers of Pellet Plant with latest, proven and state of art technology who shall provide design & engineering services. The Technology Supplier shall also guarantee the performance parameters to be achieved after implementation of the technology provided by him.

• The EoI applications received from the interested Parties shall be short-listed based on assessment of their credentials as per specified Eligibility Criteria mentioned in this EoI document.

• CET shall issue Tender Document containing detailed scope of work and terms & conditions (technical and commercial) to the short listed parties for submission of their offers in two parts as follows:

- Techno-Commercial - Price Bid

• Technology Supplier shall be selected based on techno-commercial acceptability and on the lowest evaluated price basis.

• The Technology Supplier so selected through above process shall provide services for technology transfer as mentioned in para 2 below.

2. SCOPE OF WORK OF TECHNOLOGY SUPPLIER The scope of work of Technology Supplier for Pellet Plant shall cover:

- Technology Transfer for Pellet Plant including Raw Material preparation, Mixing & Balling, Complete Induration Machine (Travelling grate, Grate Kiln) with Pollution control facilities, control system, required software and models.

- The design & engineering provided by Technology Supplier will be used by SAIL on perpetual basis.

- Technology Transfer is proposed to be carried out by the Technology Supplier and assimilated by CET through implementation of two projects as per following modalities- First Project

• Preparation of Basic Engineering by Technology Supplier in association of CET Engineers

• Based on the Basic Engineering provided by the Technology Supplier, detailed engineering shall be done by CET which shall be reviewed by the Technology Supplier

Second Project

• Preparation of Basic Engineering by CET Engineers which shall be reviewed by Technology Supplier.

-

• Based on the Basic Engineering reviewed by the Technology Supplier, detailed engineering shall be done by CET (which need not be reviewed by the Technology Supplier).

- The Technology Supplier shall provide all inputs/ documents such as basic concepts (including layout), data, design calculations, software models pertaining to preparation of Basic Engineering so that from third project onwards, CET shall be able to prepare basic and detail engineering independently and without the help of Technology Supplier. Basic data/ design calculation provided by the Technology Supplier shall not be limited to 2 Mtpa capacity only but shall also cover higher capacities.

- The Technology Supplier shall also provide performance guarantee for agreed performance guarantee parameters.

- The Technology Supplier shall provide list of equipment, if any, to be included in his scope of supply in order to demonstrate performance guarantee parameters in an integrated manner for the above two projects.

- In case of any exigency, Technology Supplier shall depute their experts to India on Per diem rate basis to render additional technical assistance services in India for jobs not covered under the scope of work of Technology Supplier.

2.1 Technical Specifications for various packages shall be prepared by CET based on above methodology for both the projects and based on these Tender Specifications, respective Plants of SAIL will award the work for various packages to the package suppliers through competitive Bidding. The successful Technology Supplier and any of his affiliates, however, shall not be eligible to participate as tenderer in the tendering process for execution of various packages for Pellet Plant projects.

2.2 The Bidder shall submit detailed scope division matrix between him and SAIL in line with broad scope mentioned above for implementation of two projects.

3. ELIGIBILITY CRITERIA

The Bidder should have experience of design and engineering for installation of Iron Ore Pellet Plant of minimum capacity 2Mtpa. The Pellet Plant installed based on the design & engineering provided by the Bidder should have been in successful operation for at least 2 years as on the date of issue this EoI. Bidder shall submit copy of work order or contract document, completion or commissioning certificate and performance certificates from clients in support of eligibility criteria.

4. Following conditions are applicable for EoI:

a) The EoI application should be submitted on single Party basis. EoI application submitted as Consortium or in Licensing mode will not be accepted.

b) Any subsidiary/ sister concern not fulfilling the eligibility criteria of its own but submitting EoI application along with credentials on behalf of their parent company and vice versa, will not be eligible to bid.

5. INFORMATION REQUIRED ALONGWITH EoI i) Name & address of the Bidder with registered office, FAX, Tel. No., E-

mail, Web site and details of representative’s offices in India/ abroad, if any.

ii) Detailed reference list of Pellet Plant projects designed / technology supplied with capacity, productivity, type of ore and induration machine, indicating name and address of the clients.

The Bidder should submit EoI explaining in detail as to how he fulfils the eligibility criteria mentioned at Para No.3 and should also elaborate the manner in which he would complete the scope of work and other services mentioned above.

Bidder should submit a technical write up elaborating the advantages & features of offered technology in the relevant area that he shall provide.

Any clarification on EoI, if required, may be sought from the above mentioned address at least 10 days prior to the last date of submission of EoI. After receiving EoI, the Bidder shall be asked to give presentation before SAIL officials on their proposal.

7. ISSUE OF EoI DOCUMENT The interested Bidders may download this EoI document from SAIL website i.e. www.sailtenders.co.in (UNIT:“CET”) for submission of their EoI application. It shall be the responsibility of the persons submitting the application to ensure that the EoI have been submitted in the formats and as per the terms and conditions prescribed in the SAIL website and no change is made therein before submission of their EoI application. In the event of any doubt regarding the terms and conditions/ formats, the person concerned may seek clarification from the authorized officer of SAIL/CET. In case of any tampering / unauthorized alteration is noticed in the EoI application submitted from the EoI Document available on the SAIL Website, the said application shall be summarily rejected and SAIL/CET shall have no liability whatsoever on the matter. In case of difficulty in downloading the EoI document from website, the designated officer as mentioned in para 6 above may be contacted.

8. SUBMISSION AND OPENING OF EoI APPLICATION Interested Technology Supplier may submit their EoI with full details in 2 sets (one original and one copy along with soft copy) in English language in sealed envelopes so as to reach the address given at para 6 above clearly superscribing the content as “Expression of Interest for short-listing of Technology Suppliers for Technology Transfer for Setting up Pellet Plants in SAIL Plants”, by following last date of submission: Last date of submission of EoI: 16th August, 2012Application with all enclosures should be properly numbered and bound in a booklet. Details of Bidder’s name, address, phone/ fax no., contact person’s name, e-mail address, phone/mobile no. etc must be mentioned in the left hand bottom corner of the sealed envelope.

SAIL shall not be responsible for non-receipt of documents sent by post/ courier. The EoI applications received for above shall be opened immediately after the closing of last date and time of submission of EoI in presence of the representatives of the Bidders as may be present. SAIL may in exceptional circumstances and at its sole discretion extend the last date and time of submission of EoI by issuing an addendum. Such extension, if any, shall be notified on SAIL website and shall be applicable to all Bidders. Bidders are requested to visit the SAIL website regularly. This document is being issued to only elicit an Expression of Interest from Bidders interested in technology transfer to SAIL in the specified area and shall not constitute any binding commitment from SAIL to proceed with the work or invite any or all Bidders in the subsequent bidding process. SAIL reserves the right to withdraw from the process or any part thereof, to accept or reject any or all applications in full or in part at any stage of process and/ or to modify the process or any part thereof or to vary the scope and terms of EoI at any time without assigning any reasons whatsoever. No financial obligations, whatsoever, shall accrue to SAIL in such an event.
