Safety Stand Down 2020 - What today is about
Today, all EDF Group entities have been mobilised by Jean-Bernard Lévy, EDF CEO, to reflect collectively onthe work related fatalities within the business.
For us here in the UK, we are asking you to:
• Take time away from your day to day tasks to reflect on these events
• Watch our very short Executive Team ‘Only Together’ video
• Use the dedicated ‘Stand Down’ pack to discuss the events and share your thoughts with your team or colleagues
• Provide feedback on your stand down conversations and the materials provided, using the dedicated #StandDown2020 Yammer feed, by emailing [email protected] or through your HESAC representative
While the circumstances surrounding each of these fatalities won’t reflect everyone’s working environment, it is still important that we use this opportunity to consider the risks you’re exposed to and what further can be done to protect ourselves and our colleagues from harm.

As part of a planned pruning and felling operation forENEDIS (Power-Grid distribution subsidiary of EDF), a teamof two was carrying out operations near an overhead
Medium Voltage line, using a tractor equipped with abucket.The articulated arm came into contact with the grid closeto the working area, causing Jim AUBRY – 35 and
Frédéric GUILLAUMEY – 34 to be electrocuted on site.
Elements to consider:• Contract partners• Control of working conditions in the proximity of
energised lines• Use of tools (tractor & bucket)
• Procedures to access the site & exclusion zone• Procedures to de-energise the line

As they left their working area (where they were performing public lighting activity), Juan Carlos VEGA PEREZ, 45 years old, aCitelum employee and his colleague, struck their truck left rear wheel on a pavement. Standing behind the vehicle, as Juan Carloswas trying to inspect the damage caused to the pneumatic system, his colleague managed to re-pressurise the vehicle. This actionrestarted the truck which crushed Juan Carlos.
Elements to consider :• Vehicle condition

The event occurred at an underground power connection worksite for
the client ENEDIS. A farm had to be connected to the national grid. The job was completed, and the team were preparing to leave the site. Bruno BAUMER, 50, went to the truck cabin, started the engine and got back out of the cabin (the engine was still running), for an unknown reason. He headed towards his colleagues located down a slope. The
victim’s colleagues alerted him that the vehicle was moving down the slope. Unfortunately, the moving vehicle hit him.

were in the cradle of mobile elevated work platform
(MEWP) to access an overhead HV line on sloping
ground. The machine overturned, killing Andres
GEORGES, 55 years old and seriously injuring his
colleague, 51 years old.

On the morning of 10 June 2020, work had been completed and the cranecompany was in the process of disassembling the crane and loading it onto a truckfor transport. A large component of the crane, called a jib, had been loaded ontothe trailer, and the other crane on site was working on loading a second piece ofcrane onto the trailer. Eric MADRAN, an employee of the crane company, was
standing near the trailer when the jib rolled off the trailer and crushed him.
Elements to consider:• Crane jib was not secured to transport trailer before crane crew began next task
• Lack of Procedure• Primary contractor did not oversee the actions of their subcontractor• Job Hazard Analysis or Job Safety Analysis completion
Entity follow up actions : • Written procedure for loading/unloading crane components
• Contractor will develop an improved process for managing their subcontractors and employ that process on future EDFR projects
• Both contractor and subcontractors are continuing to reevaluate their own internal practices, identifying gaps and working together to correct any safety deficiencies

Antonio Giovanni Magrone, 49, was working on the disassembly of an existing primary water treatment plant. He was cutting
the bottom of a steel tank with a colleague. The tank had been set at an angle to facilitate the cutting operation and the fall of
the concrete bottom towards the outside. The accident occurred during the cutting of the fourth tank where in the final
moment of the cut of the concrete bottom, it fell on the opposite side to what was expected, hitting the person and crushing
his lower limbs. Following complications at the hospital, he died on 12 September.

• Safety design for the specific job
• Availability of HSE documents
• Supervision availability
• Different methodologies of cutting
operations between the first three tanks
and the final one
• Contractor qualification process
• Trained and specialised person (20 years
experience)

As part of a solar panels installation at a customer’s home, Franck Boulant, 60, fell from a ladder.
Following his lunch break, he noticed that a tile was incorrectly positioned and went to fix it, using the lower
part of the ladder to access it. The ladder slipped with him on it, causing him to fall on his head.
Elements to consider:• Subcontractor
• Person: 40 years experience, 1 week in that company• Site: Not always possible to build a scaffold (private property; B2C)• Rainy conditions

Lon LUGA, an independent roof worker for MB Construct (a subcontractor for Luminus Insaver), fell from a roof
(12 meters) while working on a B2B solar panels installation.
After their lunch break, the team of five went back on the roof to finish the last part of the roof. Shortly after
afterwards, Mr Luga went to a corner of the roof to continue the work, and fell off.
Elements to consider:• Lack of formal approval from Insaver regarding the use of a
subcontractor • No appointed external safety coordinator • Lack of risk assessment and dynamic point of work risk assessment
