EXECUTIVE SUMMARY
Thlaho Environmental Consulting CC is an Environmental, Health
& Safety Consultancy that was established in 2009 but was fully
function in 2010 and is based in Pinetown and Pietermaritzburg.
Thlaho is a 100% black owned company and a level tree contributor
currently focusing at empowering the Historically Disadvantaged
Individuals and seeks to take advantage of the opportunities in the
environmental consultation business.
VISION
By providing the highest quality of service to our clients and
maintain high levels of professional ethics and admirable core
values, our vision is to be top of the list of preferred strategic
partners in the field of environment and sustainability
consulting.
MISSION STATEMENTS
Our mission is to emphasize continuous environmental
improvement, promote reuse, reduce and recycling, commit to
communication and interaction with the public and emphasize
compliance with relevant environmental laws and regulations. We

WHAT DO WE SPECIALISE IN
Our services involve identifying environmental impacts that a
particular project might have and advise the client on mitigation
measures. We also recognize the social impacts and participate in
community meeting where independently facilitate the views of the
affected community. Whilst development is of great need in the
growing South Africa, it is however imperative that both growth and
development are sustainable both socially and economically. The
social part of it includes environmental sustainability. The above
services are included when compiling the environmental Basic
Assessment, Scoping/ Environmental Impact Assessments (EIAs) and
Public Participation Processes. These are undertaken in terms
of:
Government Notices 544, 545 and 546 (Listing Notices 1, 2 &
3) of the EIA Regulations, August 2010, under the National
Environmental Management Act (Act No. 107 of 1998) ("NEMA"), as
amended;
Government Notice No. 718 (Category A & B) of the Waste
Management Activities, July 2009, under the National Environmental
Management: Waste Act (Act No. 59 of 2008) ("NEM: WA"); and /
or
Government Notice No. 248 of the Activities which result in
Atmospheric Emissions, March 2010, under the National Environmental
Management: Air Quality Act (Act No. 39 of 2004) ("NEM: AQA").
We also specialize in the following:
Compilation of Environmental Management Programmes (EMPr)
including construction and Operational aspects for projects that do
not fall under the listed activities requirement of Section 24 of
NEMA 108 of 1998.
Environmental Management of Construction Sites which includes
environmental control, monitoring and auditing; which entails
monitoring of compliance and environmental auditing as per the
approved environmental authorisation and environmental management
programme of that project; and
Health & Safety audits & monitoring which entail
compiling safety files and management during construction phase
In the past two (2) years we have successfully continued to
secure through the KZN Department of Agriculture, Environmental
Affairs and Rural Development, environmental authorisation for vast
number of projects with a list of some of them in Annexure A.

MANAGEMENT TEAM
Ms Sthembile Ngcobo (Managing Director/ Member) – BA
Environmental Management and Development Studies Ms Ngcobo has +5.5
years working experience in environmental consulting. She holds a
BA Environmental Management and Development Studies from University
of KwaZulu Natal and NOSA Certificate in Health & Safety. The
majority of her professional career has been spent in environmental
consulting, specifically environmental impact assessment. She has
extensive experience in EIA’s and Basic Assessments, Environmental
Auditing, Environmental Management Programme, Public involvement
and public meeting facilitation both English, isiZulu and isiXhosa,
client liaison, proposal and budget control, research and report
writing and has been involved in a wide range of projects, which
includes waste management, cemetery, bridge developments, housing
developments, proposed causeways, roads upgrades, storm water roads
rehabilitation, radar development, shopping centre developments and
so on and on. Ms Ngcobo is currently the Environmental Assessment
Practitioner, Safety Consultant / Managing Member of Thlaho
Consulting and is involved in management and day-to-day running of
the business. She is responsible for the vision and strategic
decisions of the business and all the activities of the
business.
MEMBER
Mr Lucky Molefe (Member) – Certificate in Health and Safety
Consulting Mr Molefe holds a certificate in Health & Safety
Consulting from NOSA, as a safety consultant with 1 year experience
in safety consulting he undertakes safety audits for vast number of
projects during the construction phase.
