TRAINING
Why does business aviation pilot training need to be improved?
Training is the most effective mitigation for high risk flight operations.
Recent accident investigations have cited significant gaps in pilot performance: loss of control, runway excursion, CRM, decision making and judgment to name a few.
The industry is ready for change.
3
Background
• Safety Committee hosted a training symposium in Washington August 18-19, 2011
• Attended by membership, regulators and vendors alike
• Engaged in discussions to better understand status and issues surrounding pilot training
• Clearly identified a need for action
Business Aviation Pilot Training Project
4
SWOT Analysis
• Practical Test Standards (has not evolved with pace of change – not specific to our needs)
• Part 142 centers focused on Type certification and/or re-certifying 61.58
– Initial Training – Recurrent Training
• Instructors are developed to deliver 61.58 TCE/CA
– Instructor skills and standards, experience
• Flight Departments are challenged to develop effective pilot training programs
– Skills assessments and training mediations?– Must rely upon training partners for assistance/guidance
Some issues we have uncovered
5
SWOT Analysis
• Many departments are beginning to take ownership of their programs
– Identifying needs, developing scenario based training– SMS is helping to generating risk awareness
• Training Partners are beginning to evolve
– Specialized alternative recurrent training– Non-approved training events
• Regulators are recognizing gaps and permitting some evolution in training elements
– Stall recognition training
Some indications of change
6
SWOT Analysis
• Regulatory Oversight
– Part 91 issues versus commercial operators
• Flight Department pressures
– Development programs– Skills and standard assessments
• Training Centers
– Technology– Instructors– Curriculum Development and certification
Challenges
7
Project Purpose
The goal is to improve the value proposition of business aviation pilot training.
Presently working on:
Provide meaningful tools for operators Provide guidance for training partners Provide recommendations for regulators

Maturing Safety Culture Modernize “Distance Learning” Accelerate Regulatory Change Commit Resources – Time and Money Change the Perception of Individual Proficiency Workforce Shortage – Compromises to Safety Vendor Acceptance to Change
Immediate Challenges
15
A concept to consider…
• Gap Analysis – needs assessment
– Risk Analysis – operational environment, personnel, equipment, culture, operations tempo
– Skills Assessment – experience levels (in-cockpit, out of cockpit),– Predictive Data (FOQA, ASAP, HazRep)
• Training Planning
– Multi year plan, budgeted priority– Develop specifications– Partner with vendors– Include development
• Manage and monitor
– Survey staff, oversight

17
Training Partners
• Simulators need technology upgrades
– Visuals, flight envelopes, reliability, debriefing tools
• Instructor skillsets
– Actual experience – Fundamental skills training– Dedicated relationships
• Training center management
– TCPM role – Press regulators to hasten approvals (programs, airports)
18
Regulators
• Update PTS
• Consider alternative means of compliance
– LOA for Part 91 operators?
• Allow for AQP like training management programs
19

Some thoughts before I sum up….
• Pilot Training Survey – Find and Take it
– http://www.nbaa.org/news/update/2012/update12-27.php
• Runway Excursions
– Holy Crap!– ALAR Tool Kit– Safe Landing Guidelines
• FSF Go-Around Survey – Find and Take It http://app.presagegroup.com/fsf/jXsqGd
• C-FOQA
– Team performance– Not individual performance (standards)– Steering Committee
