As an overview, the AFI region is basically comprising of the African continent and the Indian ocean area including
Madagascar. Though a total of 54 nations and independent states. As a point of comparison, these 54 members (with
their various regulators, regulations, airspace classifications and their population of 1,097,000,000 is slightly less than
India's 1,102,000,000 people. Note that India has a single regulator, airspace and aviation policy.

13. In the last 25 years (1985-2010) Africa has lost and is still losing the skilled
m anpow er it desperately needs to sustain its development to more developed
countries (Brain drain). These com prise of prom ising academ ics, scientists and
technocrats on government sponsored programm es w ho do not to return to Africa after
com pleting their studies abroad.
14. As a result of the scenario in question 13 (above), there is dearth of competent
leadership in Africa that will effectively conceive and implem ent strategies to develop
the continent.
15. If Africa were to attem pt to align it's aviation policies (all the 54 mem bers) and
harm onize their aviation regulations WITHO UT the required skilled and com petenthum an resources on site to initiate, implement, and m anage the process it will most
likely end in failure.
