How to use an assessment exemplar An assessment exemplar represents one example of how a Unit can be assessed. To encourage flexibility of delivery and assessment, centres can either: • adapt the assessment context to suit the particular needs of candidates in their

particular location or situation or • develop a new assessment item to meet the needs of their particular candidate

groups. When a centre devises a new assessment item, this should be prior verified by SQA. Information about prior verification can be found on the next page. When a centre makes minor adaptations to an assessment item, this does not require prior verification. An example would be changing the specific details of the journey to be planned in Task 1. While this adaptation would not require prior verification, the associated marking information must be amended to reflect the revised assessment item. Note – Task 3 (objective test) cannot be adapted or amended in any way as this assessment item is specified by DSA.

Prior verification Prior verification is the process by which centres seek validation of an internally produced assessment before embarking on the Unit/Course to which it applies. Where the outcome of prior verification is successful, this process will ensure that the Instruments of Assessment being used within the centre are deemed by SQA to be valid, and that the checking of this aspect during any verification exercise will not be required. Where assessment exemplar materials have been used as a basis for an internally devised assessment scheme or have been amended for a centre’s particular purposes, centres should only submit these for prior verification where significant changes have been made to the published assessment exemplar. The only material eligible for prior verification is assessment material before its use. Any material not falling into this category will be returned without having been scrutinised. Role of the centre When submitting an assessment scheme for prior verification, centres must include: • each Instrument of Assessment • materials which show what the candidates are asked to do if Instrument of

Assessment is unclear on the tasks which have to be undertaken to achieve the Outcomes/Performance Criteria

• marking guidance showing how each Instrument of Assessment is to be applied • a completed prior verification request form. Prior verification arrangements Centres requesting prior verification must complete and submit the prior verification request form along with the assessment scheme and any supporting documentation. A separate form for each assessment scheme is required. Verifiers will use the accompanying assessment scheme checklist when carrying out prior verification/ validation. Once prior verification has taken place SQA will inform the centre of the outcome within four weeks of receipt. Role of the verifier The verifier will make a decision on the centre’s Instrument of Assessment and marking guidelines submitted for prior verification and will also provide feedback to the centre on the validity of the assessment scheme, including guidance where problems are identified.

Verification exercise When an Instrument of Assessment has been successfully prior verified the material will be stamped with SQA’s validation mark. Where the assessment scheme is subsequently used and the associated Unit is selected for verification, the stamped version must be included with the candidate evidence submitted/available for the verification exercise. This will indicate to the verifier that the Instrument of Assessment has been validated by SQA.

Organisation and conditions for assessment Using the Instruments of Assessment The Instruments of Assessment devised for the Understanding How to Use the Roads Unit have been based on established practice and delivery methods. Task 1 Prepare for a journey by road. Task 2 Identify what needs to be considered before going on a journey by road. Task 3 Understand the road and use it safely. Task 4 Describe how to use roads with regards to the Highway Code and other

road users.

The Unit requires candidates to focus on developing the knowledge and understanding for safe road use. Candidates have to demonstrate that they have a good knowledge of the key principles of the Highway Code, ability to assess the suitability of different modes of transport for a particular journey, and to identify the legal requirements which have to be fulfilled before taking a vehicle on the road. Please note that candidates will only be awarded the Safe Road User Award on successful completion of both Units and the objective test (Task 3). Timing and duration of assessment We recommend that centres adopt an integrated approach to teaching and assessment and therefore advise that assessment be carried out at appropriate points during the delivery of the Unit, rather than as an end test. This is best carried out by following the model which follows and describes the four phases of candidate activity.

Reassessment Time is allowed within Units for the assessment and reassessment of tasks. Where a candidate has not achieved the standard necessary to pass a particular task or tasks, they should be given an opportunity to be reassessed. Reassessment should focus on the task(s) concerned and should be offered on a maximum of two occasions, following further work on areas of difficulty. Evidence from the original assessment should allow teachers/lecturers to identify why an individual candidate has failed a particular task and to plan focused support for learning. Where appropriate, candidates will be required to resubmit original work which has been revised to take account of earlier weaknesses.

Conditions under which assessment take place To ensure reliability and credibility, assessment should be carried out under controlled conditions. This means that the assessment evidence should be compiled in class under supervision to ensure that it is the candidate’s own work. However candidates may have access to relevant resource materials and will interact with other members of their class when carrying out activities. Supervision may be carried out be a teacher/lecturer, invigilator or other responsible person.

Task 3 – Objective test In this task you will have to undertake a short objective test (the partial theory test exemption) consisting of 20 questions, based on the Highway Code, with 25 minutes allowed (double time will be allowed if required). This will be an online assessment. You will be provided with full instructions before you start. To pass you must score 17 marks or above. Topic areas will include: Safety, Hazard Awareness, Other Road Users, Rules of the Road, Road and Traffic Signs, Documents and Vehicle Loading. The questions will apply to all users of the highway, including those traveling as passengers.

Question 1 As part of your Safe Road User course, your teacher/lecturer is taking you to visit the local transport police headquarters. Your teacher/lecturer will be driving you there in the school mini bus. Explain your teacher/lecturer’s legal responsibilities regarding themselves and their passengers. Question 2 What documentation is required before the minibus can legally be driven on the road? It may help you to think about the documentation required to drive a car and then think carefully about the additional requirements to drive a mini bus. Required documentation Valid driving licence for the category of vehicle being used on the road. Vehicle must have a valid MOT if the vehicle is over three years old. Valid motor insurance. Registration certificate for the vehicle. Vehicle excise duty. Candidates must identify all documentation. Question 3 What safety checks should be carried out on the minibus before you set out on the journey? List as many as you can and consider day time and night time driving in your list. Required safety checks • Lights, indicators, reflectors, and number plates must be kept clean. • Indicators, reflectors, and number plates must be kept clean. • Windscreens and windows must be kept clean and free from obstructions to

vision. • Lights must be properly adjusted to prevent dazzling other road users. • Exhaust emissions must not exceed prescribed levels. • Ensure your seat, seat belt, head restraint and mirrors are adjusted correctly

before you drive. • Ensure that items of luggage are securely stowed. • Tyres must be correctly inflated. • Tyres must have the correct tread. Candidates must identify a minimum of five safety checks.

Task 4 – Short response questions This assessment item is part of the candidate portfolio. The responses in italics indicate that more than the minimum acceptable answer has been provided. Where multiple responses are required, the minimum acceptable requirements is indicated. Question 1 You have just witnessed an accident between two vehicles. A white van has pulled out from a junction and crashed into the side of a car. As a witness to a road traffic accident, what should you do now? What should you do after witnessing a road accident? You should stay calm. You need to make sure you stay safe which means keeping off the road. If you are in another vehicle and you come across an accident, first of all, park safely and turn off your engine before you get out to help. If you need to stop approaching cars, signal to them from the pavement. Ensure that someone phones for the appropriate emergency services. Assess the situation and check to see what the dangers are. These might include approaching traffic, leaking petrol, or broken glass, so you need to keep your eyes open. Do not move injured persons if there is a risk of further injury. Remain at the scene until you have spoken to a police officer. Although they may not require an impartial statement immediately, your description could be vital, particularly if you're the sole witness. Don't be tempted to light up a cigarette in case of petrol spillage. You could end up causing a far worse accident. Minimum acceptable response should show an awareness of: • safety of self and others • assessing potential dangers • contacting emergency services • speaking to police officer.

Question 2 You are returning from a school trip in the school minibus. It starts to make a terrible noise and breaks down. As a passenger in a vehicle that has broken down on the motorway, what should you do now? What should you do if a vehicle breaks down on a motorway? If your vehicle develops a problem, leave the motorway at the next exit or pull into a service area. If you cannot do so, you should: • pull on to the hard shoulder and stop as far to the left as possible, with your

wheels turned to the left. If you cannot pull into the hard shoulder, you should ensure that your hazard lights are on

• try to stop near an emergency telephone (situated at approximately one-mile intervals along the hard shoulder)

• leave the vehicle by the left-hand door and ensure your passengers do the same. You must leave any animals in the vehicle or, in an emergency, keep them under proper control on the verge. Never attempt to place a warning triangle on a motorway. Do not put yourself in danger by attempting even simple repairs

• ensure that passengers keep away from the carriageway and hard shoulder, and that children are kept under control. Walk to an emergency telephone on your side of the carriageway (follow the arrows on the posts at the back of the hard shoulder) – the telephone is free of charge and connects directly to the Highways Agency or the police. Use these in preference to a mobile phone (see 'Highway Code' Rule 283). Always face the traffic when you speak on the phone

• give full details to the Highways Agency or the police; also inform them if you are a vulnerable motorist such as disabled, older or travelling alone

• return and wait near your vehicle (well away from the carriageway and hard shoulder)

• if you feel at risk from another person, return to your vehicle by a left-hand door and lock all doors. Leave your vehicle again as soon as you feel this danger has passed.

Minimum acceptable response – the candidate demonstrates an awareness that they should: • stop in a safe place to minimise future risk • ensure adequate warning is given to other road users to minimise risks • ensure that passengers are managed safely.

Question 3 The minibus is repaired and you’re now off the motorway and on the road home. Explain how the driver would respond to each of the following situations. Traffic lights change from amber to green. Driver should only move on if the crossing is clear. Two solid white lines separating the lanes in the road Driver should not cross the lines. The car in front indicates it is turning to the left Driver should look in mirrors, slow down and keep a safe distance away from the turning vehicle. A sign indicating speed bumps ahead. Driver should reduce speed. Question 4 All drivers are advised to keep up to date with changes to the Highway Code – explain why this is advisable and how it contributes to safe road use. To ensure that driver is up to date with all current rules and regulations relating to road use. A driver who is aware of Highway Code and rules and regulations regarding road use will be able to drive in a manner which will not endanger other road users.
