On April 10, 2003, the US Department of State (USDOS) issued a Defense Priorities and Allocations System (DPAS) order rated “DO-H8 Priority” (“highest national priority”) to Safe Haven Enterprises, which essentially had the effect of buying out all of Safe Haven’s existing private sector contracts for almost six years and turning 100% of SHE’s expertise, resources and manufacturing to producing USDOS-certified Forced Entry/Ballistic Resistant (FE/BR) Modular Buildings to support the war efforts in Iraq and Afghanistan. The purposes of DPAS are: (1) to ensure

efforts in Iraq and Afghanistan. The purposes of DPAS are: (1) to ensure the timely availability of industrial resources to meet current national defense and emergency preparedness program requirements; and (2) to provide an operating system to support rapid industrial response in a national emergency. SHE was granted this prestigious DPAS status because it had worked for years directly with the USDOS and helped to create many of the USDOS certification standards that are in place today. As a result, SHE’s products can be found in many US embassies (including Paris, Jerusalem and Beirut), consulates, government facilities and classified locations worldwide, and its FE/BR and BRM modular buildings have been tested under live fire in Iraq, as well as in chemical plant explosions in the USA and Canada.

Safe Haven is a Canadian Standards Association (CSA)/A660 Certified Manufacturer. This is the Canadian version of the International Organization of Standardization’s ISO-9000 certification; however, it is well known in the industry that the CSA is a much more inclusive and rigorous standard. The CSA-A660 Standard was developed to assist code enforcement officials in reviewing building permit submissions incorporating steel building systems and to help purchasers receive a quality certified building. As part of the CSA-A660 compliance, the manufacturer will provide a "Certificate of Design and Manufacturing

manufacturer will provide a "Certificate of Design and Manufacturing Conformance" signed and sealed by a licensed Professional Engineer for each building project. It is important to note that ISO certification, which Safe Haven’s competitors may utilize, does not satisfy the requirements of CSA-A660. ISO certification only verifies that a company can manufacture a product consistently; however, it does not address the suitability of that product, or if that product (i.e. a steel building system) has been designed in accordance with the applicable codes, or whether the staff are qualified to undertake the work. Whiile the CSA-A660 certification, like ISO, includes a quality control audit, the CSA/A660 certification undertakes the additional step of an engineering design and personnel audit.

The entire installation was fabricated in Safe Haven’s Jennings, LA facilities, shipped to the site, and installed in three sections. Placement was an issue due to 1” clearance. Safe Haven’s team worked diligently to overcome problems with actual site insertion and installation.

Portable BRMs have become an integral part of the onsite safety protocols as part of the American Petroleum Institute Recommended Practices (“API RP”) 752 and 753, which, essentially, incorporate the use of portable BRMs as an integral part of the design, construction, maintenance and ongoing operation of a facility where potential hazards exist. Safe Haven’s FE/BRs and BRMs are certified API RP 752 and 753-compliantl API RP 752 and 753 were written with the purpose of providing guidance for reducing the risk to personnel located in portable buildings from potential explosion, fire and toxic release hazards. These are the guiding principles:
