Locomotive(s) Affected: Union Pacific 8000 – 8308 Union Pacific 8500 – 8521 Purpose: The purpose of this Service Advisory is to direct Field personnel in gathering information that will further an investigation into why units go int o an undesired penalty or emergency brake applications. This  problem has also been reported in conjunction with the Integrated Cab Electronics (ICE) Consolidated Cab Computer (CCC) shutting down for four (4) to six (6) minutes and may also be linked to the ICE screens going blank. Action Required: In the event of an ICE equipped locomotive having undesired penalty and emergency air brake applications and is also reported as having its screens going blank, please perform the following actions while the unit is running. A worksheet has been provided on the next page for your convenience, please fax this to Mike Zink at (708) 387-5795. 1. Check to see if the Rockwell Train Power Supply (TPS) circuit breaker (located on the front of the TPS) has tripped, shown in Figure 1. 2. Check the connections on the TPS to ensure a good connection. 3. Ensure that the TPS is secured in its location and tight in the Train Equipment Unit (TEU) cabinet. 4. Measure and record the ICE Blower current with a clamp-on amp meter. This can best be accomplished by measuring the wire tagged “BLMP” connected on TB3 #3 terminal, shown in Figure 1, inside the Rockwell TEU cabinet. 5. If ICE Blower filters are dirty, remove and return the filter elements (EMD #: 40041374) in a  plastic bag so that any captured debris is not lost to Mike Zink in LaGrange. This filter is located on the backside of the Engineer’s console in the vestibule area, as shown in Figure 2. 6. With t he ICE blower filt er removed, inspect the ICE Blower for correct blower wheel rotation. The  blower wheel should rotate clockwise, as shown in Figure 3. 7. Inspect the ICE Blower ducting to ensure that there are no restrictions. The ducting runs along the  bottom and left hand side of the TEU. 8. Move the TPS from its location and feel for cooling air coming from the air manifold, shown in Figure 4. 9. Download the event recorder and EM2000 archives. Send the event recorder download to Mike Zink at [email protected]. 10. Contact the local Wabtec representative for download of the Consolidated Cab Computer (CCC). Send this archive to [email protected] as well. 11. If no other defects are found, replace the TPS (EMD New #: 40068673, UTEX 40103589) and ICE Blower assembly (EMD New #: 40041319, UTEX 40064469) and call Bob Farar at (402)544-2397.

Purpose:

The purpose of this Service Advisory is to direct Field personnel in gathering information that will further

Background:

There have been several reports from the Union Pacific of instances where units have gone into either

 penalty brake applications (if lead unit in conventional mode or distributed power lead consist) or

emergency brake applications (if in lead unit of distributed power remote consist). Event recorder

downloads of these events show that the event recorder had lost power and then later shows the CCC

 powering back up. For these reasons and the reported screen blanking mentioned earlier, the investigation

has focused on the TPS and environmental factors that may affect its performance.
