1: A Bill To Ban Animal Circuses To Lessen Animal Cruelty
BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT:
SECTION 1. Any Circus Anywhere That Uses Animals Under Any Circumstance Will Be Banned
From Performing Globally and Will Be Forced To Donate All Money Made With
The Use Of Animals To A Charity of Their Choosing.
SECTION 2. Circumstance is defined as a condition, detail, or attribute that accompanies or
determines a factor event.
SECTION 3. The USDA Animal Care Will Oversee the Enforcement of This Bill; The Animal
Care and Use (ACU) Will Also Oversee The Enforcement Of The Bill.
A. The Police In The Corresponding Town Will Be Required To Inspect All Of The
Circus' Possessions For Animals.
SECTION 4. This Bill Shall Take Effect October 1, 2016.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

2: A Bill to transparentize the entire United States Federal Government with an amendment to the Constitution.
BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The United States Federal Government will become fully transparent on all of its
actions of the past, present, and future. All knowledge and records of the federal
government will become available to the public.
SECTION 2. Each agency, administration, and branch will be responsible for becoming
transparent.

3: A Bill to make unpasteurized milk legal because nothing is wrong with unpasteurized milk
BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT:
SECTION 1. Raw milk will now be legal to sell in stores without being pasteurized after being
inspected by a dairy inspector from the state.
SECTION 2. Unpasteurized milk can be sold in any store with a specific permit.
SECTION 3. The FDA will enforce the law and make sure each raw milk dairy has the right
permit.
A. If you don't have the right permit you can get arrested.
SECTION 4. This should go into effect In the next year 2017.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

4: A Bill to Ban Racial Terms in Education.BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT:
SECTION 1. When banning racial terms in education it allows students to focus on themselves and
not on if their group as a whole. Putting students in the same race class and scoring
them, degrades them as a person because they are more focused on that number. It
downgrades the group also. If African Americans were to look at the score as a whole
they would be discouraged, because there are usually more Caucasians than African
Americans. Since there are more it looks as if they didn’t do as good. This can cause the
blacks to give up and stop trying. The system should grade them as an individual and not
as a group. The more who did terrible on the test is going to overpower the few who did
good, in result causing the score given to be way lower than it should be. Some students
count for more than one group as well. The students who are mixed with multiple races
count for more than one group. When grouping the races they have to think about that,
and how their score affects not just one race.
SECTION 2. RACE: The term race refers to the concept of dividing people into populations or groups
on the basis of various sets of physical characteristics. DOWNGRADE: reduce to a lower
grade, rank, or level of importance
SECTION 3. The government agency who would oversee this bill would be the U.S. commission on
Civil Right and the U.S. Department of Justice Civil Rights Division. SECTION 4. Indicate the implementation date/timeframe. This bill should be implemented on
January 1,2017.

6: A Bill to curtail hunting of turtles in order to end animal cruelty and end declining populations of the

SECTION 1. The hunting of turtles be curtailed. This will end the animal cruelty of hunting,
killing, and cooking of turtles. It will also end the declining population of
endangered species of turtles.
SECTION 2. Hunt: to pursue for sport or food. Curtail: impose a restriction on

8: A Bill to add soda and energy drinks to the federal list of controlled substances.
BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The MDLA for soda and energy drinks will be 18 with no tolerance. Anyone under
the age of 18 will not be allowed access to sodas and energy drinks.
SECTION 2. MDLA is an acronym for Minimum Legal Drinking Age. Soda and energy drinks
are defined as any of various types of beverage that are considered a source of
energy, especially a soft drink containing a high percentage of sugar and/or
caffeine or other stimulant. No more than 25g of sugar and no more than 20mg
of caffeine shall be present in one serving of a beverage for anyone under the
age of 18.
SECTION 3. This law will be enforced by the Drug Enforcement Administration.
A. Violating this law will have the same consequences for consuming alcohol
underage.
SECTION 4. This bill will go into effect on January 1st, 2017.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

SECTION 1. Allowing children with disabilities to graduate with their class will allow them to feel
accomplished. Many parents believe that they need to graduate at the age of 21, which is true.
But with the law of IDEA the student cannot graduate until their requirements. Which is dumb
because it is unfair. People assume that kids with disabilities have lower intelligence, which is not
true. Studies from NCBI have shown that most kids with disabilities have about the same IQ as
kids that don’t have disabilities. So why can’t they graduate with us?
SECTION 2. If children with disabilities get a diploma prior to the age of 21 they will not be able to receive
free education or special education opportunities. IDEA, a government agency, states that
children with disabilities should graduate at the age of 21. However, the student can participate
in the graduation ceremony of their class but even though the student can participate they will
only receive an award for completion. Also the student must return to school to meet their
“requirements.” The student can only attend one graduation ceremony in his or hers high school
years.
SECTION 3. The department of Education stands against IDEA. The department gets many complaints from
parents who see that their child/children won’t be able to graduate with their class.
A. To eliminate discrimination on the basis of disability against students with disabilities.
B. To allow the student to have the chance to graduate with their class.
SECTION 4. August 11, 2016.

Section 2. Drugs: medicine or other substances which have a physiological effect when
ingested or otherwise introduced into the body.
Section 3. The FDA shall be given the responsibility of implementation of new regulations.
A. The sales tax shall be set by each state individually, but is not to exceed 20% of the
native price.
B. Drug sales will be regulated by requiring valid permits and other regulations determined
by the FDA
C. Drug production shall be regulated by banning the use of chemicals and processes that
have been sufficiently linked to the development of diseases or other conditions that have
been determined to be detrimental by the FDA.
D. The minimum age of consumption for all drugs shall be set to 18.
Section 4. This law shall be implemented by January 1st 2018

governance will be deconstructed, and the party will oversee the gradual
construction of socialism and eventually communism.
SECTION 2. Bourgeois systems of governance refer to any existing “democratic” bodies that
have power in the government. Socialism refers to the state ownership of the
means of production of essential goods, and communism refers to a stateless
society of mutual cooperation.
SECTION 3. The Marxist-Leninist-Maoist Party of the United States will oversee the
revolution, with the support of the newly formed United States Revolutionary
Armed Forces, comprised of volunteers and armed by the existing weapons and
supplies left behind by the old imperialist army.
A. Food production, housing, and medical care will immediately be brought
under state control and the products will be distributed equitably among the
population.
B. In the first twenty years of the revolution, all other private businesses in the
