Telecom. Market Opening Approach   Reinforcement of the regulation authority (2001/2002/2008).

  Gradual disappearance of the monopoly in the telecom. market:

  Private ISPs were authorized to offer Internet services (1997),

  A 2G mobile license is won by Tunisiana (May 2002).

  Divona Telecom got a VSAT license (April 2004).

  Wimax frequency bands (3.5 Ghz) were provided to Divona Telecom and Tunisie Telecom (2006).

  Orange Tunisie (Divona Telecom and Orange) got a license for fixe and 2G/3G mobile telecoms services (July 2009).

All telecom market segments (Fixed/Mobile/Internet) are currently open to competition.

Future Trends and Challenges   Development of broadband Access:

  Spectrum issues has been considered to promote WBA,

  Continue the market opening approach by issuing new 3G licenses,

  Promotion of mobile infrastructure sharing specially in rural areas,

  Local Loop Unbundling (LLU) will be implemented before the end of 2010,

  FTTB and FTTC are under development in several cities (industrial and economic zones, offshoring, etc.).

  Content and e-applications development are the key issue.

  The promotion of R&D and innovation in ICT is the actual real challenge.
