Hosting a World Cup is the dream of every nation andcould become a reality for Russia’s in 2018. All thepeople of Russia support this bid and hope that theirhome country will have the honor of hosting the biggestfootball event in the world - the 2018 FIFA World Cup TM- and to also make history by being the first Africancountry to host this event.

We strongly believe that Russia has the capability tohost the 2018 FIFA World Cup TM and it’s strength liesin three main dimensions:

Russia is the world’s largest country, stretching across ten timezones, from the Pacific Ocean in the east to the Baltic Sea on itswest coast. Our vast country unites two continents and has servedas a cross-road of East and West for many centuries. Russia’smodern society is rich with a variety of multifaceted traditions,unique cultures, religions and beliefs. And today, as our countryemerges as a new nation, we fully embrace and look forward tosharing the FIFA World Cup TM ideals with the world in 2018.

During the 1990s, Russia experienced a tumultuous period of socialand economic change, while transforming itself into a democraticstate and free market economy. As the new Russia enters the newmillennium, its political, societal and economic situation hasstabilized, and the country is expecting steady economic andpersonal income growth going forward.

The Russian Federation Government fully accept and respect all provisions of the FIFA World Cup TM Host City Contract. The relevant authorities of the Russian Federation and host citieswill take all necessary measures to ensure efficient entry of spectators, participants and dignitaries.

The safety and security of all participants of the 2018World Cup is of supreme importance and the Russiangovernment will be responsible for this. The existingnational command network, linking Russia’s authoritiesand security forces, will ensure that the World Cup runs safely and securely.

The Ministry of the Interior will be responsible formanaging and coordinating all security arrangementsand for the safety of teams, officials, the media andspectators. The WCOC will also employ a corps ofstewards inside the stadiums to work with the public.Russia has a stable security position demonstrated through the crime rate statistics which are among the lowest in the world along with the impressive number of tourists who have faith in Russia.

The Ministry of the Interior will have overall responsibility for coordination and control of security during the 2018 FIFA World Cup TM, bringing together the resources of the various branches of the Police Force, Government and Military Intelligence Services,the Central Security Forces, the Armed Forces, Fire Service and Civil Defense organization to ensure a safe, secure and enjoyable World Cup experience.

The resources of the Russian Forces can be utilized to augment the police and emergency services assigned to support the 2018 FIFA World Cup TM. If required, military support could include services such as personnel, facilities, equipment and transportationor other specialized expertise. All support is governed by Russian law and subject to operational requirements and policies of the Russian Forces.

Russia will make the necessary efforts to further guarantee the safety and peaceful celebration of the 2018 FIFA World Cup TM, without detracting from maintaining public safety and security in all communities and neighborhoods.

Ensuring that transport systems operate flawlessly isa major factor in the successful staging of the WorldCup - the less time people spend traveling, the morethey will live their football experience.Today, Russia uses all modes of transportation available to meet the full range of human, commercial, economic and national needs.

These modes of transportation are managed by differentgovernmental bodies. The Ministry of Transport (MOT) is the body concerned with intercity transport networks and air transport. MOT future plans give more attention to developing services, extending the network of roads and rail. The current ten year-plan (2009-2019) includes various projects to increase capacity and using new technologies in transport network, modes and airports.

Russia has an extensive and well developed air transport network including both domestic and international nodes serving domestic, business and international travelers. Most of the world’s major airlines have scheduled flights to Moscow and a wide range of international charters operate to and from the main satellite airports. The 2018 FIFA World Cup TM transport plan will utilize extensive national air charters and the extensive rail and road network.

Easy transportation is one of the keys of success of such a major event. Indeed, spectators must be able to travel in optimum conditions in order to fully live their dream and not lose time in transportation. An efficient system will be put in place in order to meet the participant’s and spectator’s expectations when they arrive in Russia and when they are traveling inside the country.

The WCOC will be responsible for all aspects of travel inside the host country for accredited participants. They will be giventop priority when they arrive or leave an airport. The LOC will make arrangements to welcome all participants and ensure their transport to their hotel and on their departure.

AN AFFORDABLE EVENT

THE OPTIMAL TIMINGThe match schedule has been designed to allow all regions to enjoy the thrill of pool matches and the subsequent elimination stages. By staging the FIFA World Cup TM from Mid July to Mid August, the entire country will be basking in a temperate summer that will offer supreme conditions for spectators and players alike.

The opening match is scheduled for July 16, the final on August 15.

Effective financial management of an event the size of the 2018 FIFA World Cup TM is a huge task and a critical one.

From establishing the ticket pricing structure to managing the payment of expenses for accommodation, to monitoring the overall financial and accounting control systems, to establishing the final operating budget. All these tasks require dedicated financial expertise, secure and high-technology IT facilities, excellent planning and high level financial control.The Organising Committee has signed agreements with all of the proposed competition and non-competition venues owners where capital construction is required, e.g. Media Production City, new stadiums and renovated stadiums.

The tentative budget foresees expenditures of $2.3 Billion (US Dollars), with projected revenues of $1.7 Billion (US Dollars). The sizeable shortfall is inevitable due to the scale of capital investment in new venues and hotel infrastructure. The Organising Committee and its partners have always anticipated a substantial shortfall in staging this event, and as such have received unconditional financial guarantees from the Russian Federation Government.

The 2018 FIFA World Cup TM will be an “Eco-Friendly” event. Russia’s planning will address the following key areas:

- Enhance public awareness and environmental education

- An efficient recycling system

- The protection and improvement of the landscape

- The improvement of global air quality

- A significant reduction in energy consumption

- Global atmospheric pollution

- Water quality

- Solid Waste Management

- Eco-Friendly host cities program

The 2018 FIFA World Cup TM is a unique opportunity to promote environmental policies and to develop new strategies. The 2018 FIFA World Cup TM will deliver a great environmental legacy to Russia.

Landscaping around the stadiums and increasing the number of trees will help both to enhance the visual image of the cities where the matches shall be played, as well as increasing the air quality.They will also be a lasting improvement after the event.

A PLACE LIKE HOMERussia is a universally admired tourist destination. Representing 8.9% of the GNP, tourism is one of the main commercial activities in Russia, a country that has terrific infrastructures thanks to the dedication, drive and inherent hospitality of its people.

With more than 98,000 hotel rooms, Russia can meet the needs of all participants who, thanks to the low costof domestic travel, in a few days and for little money, will be able to enjoy the World Cup in a passionate andsafe atmosphere.

Outside of the main centres of Moscow and St Petersburg, and the resort centre of Sochi, Russia proposes utilising a network of guesthouses, home stays and public hotels. In University centres such as Vladivostok and Krasnoyarsk, dormitories will be available for spectators along with numerous other forms of accommodation.

In addition to the existing hotel infrastructure, an additional 49,000 hotel rooms are planned to be built regardless of the bid’s success – spread amongst all 10 host cities and peripheral areas.

Spanning the expanse of Europe and Asia, Russia’s ideal geographical position on the world map makes it an easy-to-access destination for all spectators.

The highly competitive cost of air travel within Russia and the low cost of living will attract a huge number of foreign tourists.

In the past 20 years, Russia’s information and media sectors have taken huge leaps in form and content and introduced high technology systems and equipment in all areas. We now have a strong, qualified and well equipped infrastructure to address contemporary issues in a democratic and free environment.

Between 12,000 and 15,000 members of the media are expectedat the 2018 FIFA World Cup TM. They can look forward to workingin first-class conditions with state-of-the-art facilities. The media will convey the image and the detail of the event to the world. The media will receive the full cooperation of the Organising Committee to ensure that they are able to perform this vital task efficiently.

The goal is also to ensure harmonious working conditions and to strike a balance between the requirements of the media (asrepresentatives of the fans and the international audience) and the need for the teams and the organization to be able to prepare in the best possible conditions for the tournament.

The Organising Committee will, at all times, adapt and/or revise specific plans in order to meet FIFA requirements or changing circumstances.
