Lohiya Swachh Bihar Abhiyan 1
• Rural Bihar will be made ODF by 2nd October 2019 • 8332 GP will be made ODF in 39 months • A total of 1.6 crore toilet to be constructed • 6 GPs per district will be made ODF every month (on an average) •One GP will attain ODF in 90 days
Lohiya Swachh Bihar Abhiyan (LSBA)
• SBM (Gramin) and LSY will be implemented under LSBA • It comprises
• Individual Household Latrine (IHHL) • Community Sanitary Complex • Solid Liquid Waste Management
• SBM (Gramin) is a centrally sponsored scheme with 60:40 ratio (Centre : State)
• Covers toilet construction for BPL & identified APL
• LSY is a state sponsored scheme • Covers toilet construction for remaining APL

• District Water and Sanitation Committee (DWSC) will implement the Lohiya Swachh Bihar Abhiyan in districts
• DM will be the Chairman, DDC will be Vice Chairman, Director-DRDA will be Member Secretary of DWSC
• Executive Engineer – PHED will continue to be a member of DWSC
• DPM – JEEViKA will be added as a new member of DWSC
• 6 District Level Consultants will be hired centrally at State Level
• Have geographic responsibility apart from thematic work
• Bank Account will be opened at District Level under DRDA in the name of Lohiya Swachh Bihar Abhiyan, District Name • Signatory will be DDC and Director – DRDA • Financial Power for the signatories will be shared separately • DRDA – Director will arrange office space, furniture, other office requirements for DWSC team, DDC to ensure

Selection of Households for IHHL
Steps for Household Selection – up-dation of baseline
1. Prepare List of Households with and without Toilet and categorize the household, as per SBM(G) and LSY, preferably after triggering process. This will be done by CLTS Trainers, IAY Sahayak, PRS, etc.
2. Cross verification of household list with the Baseline Survey (BLS) 2013 and paid list
3. Approval of List of household from the Ward/Gram Sabha
4. Approval of final household list from DWSC and update the BLS
App Based Monitoring - continuous • Mobile App based toilet verification/ reporting
• Two stage construction photographs of IHHL with Geo-tagging by mobile based apps
• Online beneficiary reporting on IMIS of SBM(G)
• IMIS reporting after construction of toilet
• Unique code & HH head name on toilet wall and photo of HH head with ward member / IAY Sahayak / PRS – sending through Android App
