Policy 50,000 km of LRN built in last 15 years 55% not usable due
to lack of maintenance US$1 billion worth of lost investments. LRN
investment based on District Transport Master Plans (DTMP).

policy puts maintenance first; upgrade to all- weather; new last.
DTMPs for RAP3 districts completed in 2013 by the RTI Pilot. ARAMP

GON Offices The TA team is the main interface with district and
central authorities, Embedding TA staff in relevant GON offices,
i.e. District Technical Offices and DoLIDAR, allows them to engage
on a day to day and informal basis. The GON office benefits from TA
resources to improve the fulfilment of programme deliverables, as
well as support for their wider responsibilities. This results in
more effective cooperation, more efficient implementation,
confidence building, transfer of knowledge and a more positive work
ethic. Allows RAP to add to resources required for service delivery
