1. CHIEF INTERNAL AUDITOR (1)

• Lead the development and implementation of an internal risk based audit strategy and annual plan;

• Provide an objective and evidence based annual opinion on the adequacy and effectiveness of all aspects of RURA’s governance, risk management and internal control to facilitate the drafting the annual report;

• Promote the highest standards of ethics and standards across the organisation based on the principles of integrity, objectivity, competence and confidentiality;

• Review the adequacy of key corporate arrangements including such as risk strategy, risk register, anti-fraud and corruption strategy;

• Review significant partnership arrangements and major services provided by third parties and the controls in place to promote and protect RURA’s interests.

• Assess whether lines of responsibility and assurance are clear. • Prepare and present accurate internal audit reports for consideration of the RURA

management and the audit committee. • Report on internal control issues and the implementation of the internal audit plan to

senior management and the audit committee. • Review and make a judgment on the whole range of controls including those relating to

achieving value for money and the prevention and detection of fraud and corruption. • Provide advice on proposed developments such as major new systems and proposed

initiatives to help ensure risks are properly identified and evaluated and appropriate controls built in.

• Establish logical and systematic methods of identifying, analyzing, evaluating, treating, monitoring and communicating the risks associated with RURA activities, functions or processes in a way that will enable the organization to minimize losses and maximize opportunities.

• Avail the Section’s weekly, monthly and quarterly reports on the Action Plan implementation and on the related budget execution

• Asses the performances of the Section’s staff as well as their training needs and propose training plans;

• Coordinate all planning and procurement unit’s activities • Provide leadership to the section staff and Supervise their performance and development in

line with the Organization’s goals, objectives, policies and regulations. • Carry out any other task entrusted to him/her by supervisors

2. INTERNAL AUDITOR (2)

JOB DETAILS: Title: Internal Auditor Reporting to: Chief Internal Auditor Level: Professional Qualification: Masters or equivalent in Audit, Finance, Accounting or Management specializing in Finance, Accounting or at least Level II of ACCA or equivalent, or other Auditing or Accounting Professional Qualification recognised by IFAC (ACCA , CPA etc ) or A0 in Finance, Accounting or Management specializing in Finance, Accounting with 2 year working experience. Auditing or Accounting Professional Qualification recognised by IFAC (ACCA , CPA etc ) is an advantage.     Key responsibilities:

• Develop risk—based annual audit plans detailing the scope, nature and timing of audit activities; • Design internal audit procedures and work programs;

• Identify key areas of risk within the organisation and propose appropriate controls to mitigate the risks;

• Assess audit findings and provide senior management with an opinion on the adequacy, effectiveness and efficiency of the financial operations;

• Conduct operational, compliance, value for money and performance audit of various operations; • Provide senior management with an opinion on the adequacy, effectiveness and efficiency of the

internal control systems in the organisation; • Maintain proper audit documentation through compiling of relevant audit working papers; • Prepare audit reports in line with the approved audit plan; • Monitor the timely implementation of the management actions recommended in the audit reports; • Perform any other duty as may be requested by the Supervisor.

3. SOCIAL MEDIA OFFICER (1)

JOB DETAILS: Title: Social Media Officer Reporting to: Media Regulation Division Manager Level: Professional Qualification: Masters in Communication, Public Relations, Journalism, Law, Multimedia, Political Science, Social Science, IT or other relevant field Or A0 in Communication, Public Relations, Journalism, Law with 2 year working Experience other relevant field Required competences • Be thorough and observant in order to detect threats, opportunities, and trends • Have discretion and good judgment in order to analyze and react to comments, feedback, crisis

situations. • Proactive, efficient and independent • Empathy: know the characteristics of the users and have the ability to understand what they need and

their point of view in order to engage via various social media platforms. • Good team working skills • Demonstrates winning Social Customer Service techniques. Possesses great ability to identify potential

negative or crisis situation and apply conflict resolution principles to mitigate issues. • Displays ability to effectively communicate information and ideas in written and video format. • Display in-depth knowledge and understanding of Social Media platforms, their respective participants

(Facebook, Twitter, Yelp, Google+, YouTube, Instagram, Pinterest etc.) and how each platform can be deployed in different scenarios.

• Proficient in content marketing and application. Experience in sourcing and managing content development and publishing.

Key responsibilities: • Manage RURA presence and engagement with clients (operators and consumers) via social

networking platforms such as Facebook, Twitter, etc. • Curate relevant content to reach RURA’s customers; • Create, curate, and manage all published content (images, video and written); • Develop and expand community and/or blogger outreach efforts;

online ratings and respond accordingly; • Monitor trends in Social Media tools, applications, channels, design and strategy; • Write editorial content; • Create and upload videos; • Create and maintain a social media editorial calendar and posting schedule; • Using web content management systems to analyze website usage statistics • Writing reports for senior managers, clients and partnership organizations • Setting permissions for site users. • Perform any other duties as may be requested by the Supervisor.

4. DIRECTOR OF TECHNOLOGY DEVELOPMENT AND SERVICES (1)

JOB DETAILS: Title: Director of Technology Development and Services Reporting to: Head of Department Innovations & Cybersecurity Department: Innovations & Cybersecurity Level: Director Qualification: Masters in Computer Sciences, Computer Engineering, Telecommunication/Communication Engineering, Systems design and management, Information Engineering, Cybersecurity or other relevant field with 1 years working experience Or A0 in Computer Sciences Computer Engineering, Telecommunication Engineering, Electronic Engineering, Systems design and management, Information Engineering or other relevant field with 3 year working experience; Key responsibilities:

• Management, operation, maintenance as well as development of new applications/services on of the existing (IGTVS) and future traffic or transaction verification platform;

• Take a lead in the knowledge transfer and ensure the IGTVS team is adequately trained and empowered to take over operations from the system supplier;

• Develop strategies and appropriate regulatory instruments and tools to ensure Operator’s networks are secure, stable and reliable;

• Management of Rwanda’s Root CA and develop strategies to promote PKI services in Rwanda; • Assign responsibilities, mentor, and monitor progress of the staff within the unit; • Undertake technology development and Services research to identify the requirements and

aspirations of the SMART Rwanda Vision for new applications and systems to be implemented for fast and secured services;

• Develop system requirements, specifications, costs and timelines for new systems/applications to be implemented;

5. DIRECTOR OF INFORMATION SYSTEMS (1)

JOB DETAILS Job Title: Director of Information Systems Reporting to: Head of Innovation & Cybersecurity Department Department: Innovation & Cybersecurity Level: Director Qualification: Master's degree in Computer Science, Software Engineering, Computer Engineering, Information and Communication Technology, Information Systems Management, Electronics and Telecommunication Engineering with 1 year of working experience in ICT OR A0 in Computer Science, Software Engineering, Computer Engineering, Information and Communication Technology, Information Management System, Electronics and Telecommunication Engineering with 3 years of working experience with Certifications in CCNP,CCNA Security, MCSE, MCSD, MCTs (.NET),LAMP/WAMP Framework or MCITP or such certifications is an advantage Key responsibilities:

• Develop short-term, medium-term and long-term goals and requirements for RURA Information Systems, in alignment to RURA strategic plan;

• Lead the implementation, operation and maintenance of IT systems, creating a modern corporate environment that leverages technology to be operationally efficient and effective;

• Ensure that RURA’s IT infrastructure is secure, stable and reliable; • Advise senior management on the acquisition of systems to equip RURA with ability to monitor

the different regulated sectors, as tools for regulatory compliance; • Maintain an in depth knowledge of the full scope of information processing, system networking,

communication, Geographic Information System and related technologies. • Direct the planning, design and development, integration, coordination and operations of all IS

Functions; • Provide technical support to the Department / Division managers and Units Directors, assists in

• Coordinate with other entities responsible for standardization at the national, regional and global level to establish secure computer applications standards/systems applicable in Rwanda;

• Encourage introduction of new information and communications applications, architectures and systems in the country;

• Collaborate with other national institutions in shaping Rwanda policy and regulatory environment with regards to information and communications applications and cyber security;

• Collaborate with counterpart Units/Departments to leverage current and future strategic platforms in RURA, such as the IGTVS, to optimize existing applications and develop new ones;

• Provide inputs on technical specifications to be included in licenses, regulations or guidelines with regards to Application systems;

• Advise the Head of Department on ICT applications related issues; • Promote ICT applications awareness in the country; • Participate in national, regional and international initiatives related to the computer applications

and systems; • Take part in the process of planning, budgeting, and reporting of activities of the division; • Prepare the action plan and the budget for the agreed activities and implementation of new

applications; • Collaborate with all stakeholder and build a multidisciplinary teamwork spirit; • Prepare regular reports and contribute to the annual report of the Universal Access & Services

7. BIG DATA ANALYST (2)

• Conduct big data analytics on different data sets collected on the regulated sectors, to inform

Job Title: Information/Application Systems Analyst Reporting to: Universal Access & Services Division Manager Department: Innovation and Cybersecurity Level: Director Qualification: Masters of Computer Engineering, Electronic Engineering, Electrical Engineering, Telecommunication/Communication Engineering, Information Engineering or other relevant field with 1 year working experience Key responsibilities:

• In collaboration with other Departments Conduct research and studies on emerging communication technologies that foster a competitive ICT market and promote technological innovation in Rwanda;

• To carry out benchmarking on current and future communication technology trends and propose policies and regulations that encourage investment in emerging technologies;

• Identify and review appropriate emerging communication technologies, systems and methods for widening new services that consumers demand throughout the country;

• Conduct a market analysis, socio-economic impact and regulatory aspects of introducing emerging technology and proactively initiate policies and strategies that facilitate smooth integration on Rwanda market for business and services improvement.

• Advise on policy measures and strategies for the promotion and adoption of emerging communication technologies such as everywhere connectivity for Internet of things, smart

• Initiate projects aiming at promoting and encouraging introduction of universal emerging communication technologies and services and its adoption by the industry;

• Ensure continuous alignment to the objectives and targets of the SMART Rwanda with regards to ICT;

• Provide inputs on technical specifications to be included in licenses, regulations or guidelines with regards to emerging communication networks and services;

• Participate in national, regional and international initiatives related to the emerging communication networks;

• Take part in the process of planning, budgeting, and reporting of activities of the division.

9. MAINTENANCE AND SUPPORT OFFICER (2)

JOB DETAILS Job Title: Maintenance and Support Officer Reporting to: Director of Technology Development & Service Department: Innovation & Cybersecurity Level: Professional Qualification: Masters in Computer Sciences, Computer Engineering, Telecommunication Engineering, Systems design and management, Information Engineering or other relevant field Or A0 in Computer Sciences Computer Engineering, Telecommunication Engineering, Electronic Engineering, Systems design and management, Information Engineering or other relevant field with 2 year working experience Key responsibilities:

• To provide maintenance support of the existing IGTVS platform/system installations in RURA, telecom operators and any other similar/related infrastructure;

• Support IGTVS team in fraud traffic detection and other monitoring activities; • Monitor proper functioning of telecommunication infrastructure and advise RURA management on

any identified risks that require regulatory intervention; • Perform tasks associated with diagnostic testing for the detection of fraud traffic and any other

irregularities; • Overall planning of operations; • Liaise with the telecom operators, on all matters concerning the regular and smooth operation of

the system, such as telecom network upgrades, etc.; • Consolidation of reports, for making decisions that validate the actions to be taken; • Information sharing through circulars, newsletters, frequent meetings or work sessions as needed; • Participate in software and hardware upgrades of the IGTVS platform; • Perform any other tasks assigned by the supervisor.

10. IGTVS MONITORING OFFICER (3)

JOB DETAILS Job Title: Monitoring officer Reporting to: Director of Technology Development & Service Department: Innovation & Cybersecurity Level: Professional Job Profile: Masters in Computer Sciences, Information Technology, Information Systems Management or other relevant field Or A0 in Computer Sciences, Computer Engineering, Electronic Engineering, Information Technology, Information Systems Management or other relevant field with 2 year working experience; Key responsibilities:

• Provide 24 hour IGTVS monitoring and alarm reporting, utilizing system monitoring tools; • Ensure smooth and constant supervision of traffic flow on the networks of all operators and

compile reports on traffic trends; • Coordinating with IGTVS system supplier as well as operators in traffic verification, preparation

of invoices and validation; • Collaborate in the detection and reporting of fraudulent call termination; • Work closely with the supplier’s test centres in various countries for the execution of the manual

portion of the anti-fraud tests; • Review and general clean-up of Ticket queue, and ensuring timely resolution to trouble tickets; • Ensure timely follow up with system supplier via e-mails or phone calls; • Troubleshooting network/system issues and reporting according to established procedures; • In collaboration with Telecom Operators identify the problems and take quick action for problem

solving; • In collaboration with the supplier, report any issues that requires further investigations; • Performing any other tasks as assigned by the supervisor.

11. SYSTEM DEVELOPMENT OFFICER (2)

• Conduct research on emerging application development software products, languages, and standards in support of procurement and development efforts relating to the new applications to be incorporated in the platform;

• Conduct research and participate in the development of new applications as well as cybersecurity related efforts within the IGTVS platform and the telecom environment in general;

• Recommend, schedule, and perform software improvements and upgrades to the platform; • Validate the arbitration of the reconciliation of traffic with the operators; • Manage the contract with the technical operator; • Provide technical and financial reviews to the regulator, etc.;

12. CONTENT DEVELOPMENT OFFICER (1)

JOB DETAILS Job Title: Content Development Officer Reporting to: Universal Access & Services Division Manager Department: Innovation & Cybersecurity Level: Professional Qualification: Masters in Computer Science, Computer Engineering, Information systems, Multimedia or other relevant field, or A0 in Computer Science, Computer Engineering, Information systems, Information Technology or other relevant field with 2 year working experience Key responsibilities:

• Conduct gap analysis of content development in Rwanda and monitor overall trend in the country; • In collaboration with other stakeholders, develop strategies and plans for promoting the

development of local content; • Identify emerging multimedia services and analyze their impact on the country and the industry as

a whole; • Provide technical expertise needed to develop regulations or guidelines related to content

development; • In consultation with the private sector and other stakeholders, define key priorities and develop a

roadmap for boosting local content; • Take part in the process of planning, budgeting, and reporting of activities of the Universal Access

and Services Division.

13. NETWORK ENGINEER (1) JOB DETAILS:

Job Title: Network Engineer Reporting to: Director of Information System Department: Innovation and Cybersecurity Level: Professional Qualification: Masters in Computer Sciences, Information Technology, Information Systems Management, Electronic/ Communications Engineering or other relevant field, Or A0 in Computer Sciences, Information Technology, Telecoms/Communications Engineering or other relevant field with 2 year working experience. Certifications in CCNP, MCSE, MCSD, MCTs (.NET),LAMP/WAMP

Key responsibilities:

• Establish a secure, stable and reliable network infrastructure; • Install, support and maintain hardware and software infrastructure such as routers, switches,

firewalls, etc.. according to best practices; • Perform network security design and integration; • Establish network QoS indicators by evaluating network performance issues including availability,

utilization, throughput, and latency; • Maintains network performance by performing network monitoring and analysis, and performance

tuning, troubleshooting network problems and escalating problems to vendor where required; • Provide network and host based security, incident response, firewall and VPN management and

administration; • Implement the necessary controls and procedures to protect information systems assets from
