Committee Report 2013 to 2015 • Please see the published activity reports for this year and from previous years
• Main product of the Rules Committee is the regular publishing of annual editions of the ISTA Rules
• This year’s proposal: 41 pages, plus the detailed Seed Health Method sheets
• 20 proposals including Changes to Chapter 1: Certificates and an addition to a Seed Health Method

Then: • Chair, Vice-Chair and Secretariat edit them
• Rules Committee votes on them
• ECOM approve them for circulation to the members
• Finally we discuss them here at the annual meeting

Rules proposal format C.5.4. Omitting the first count when germination tests are carried out in Organic Growing Media Background to proposal Amendment to 5.6.4 Duration of the test. The objective is to extend the possibility of omitting the first count when germination tests are carried out in Organic Growing Media. Submitted by the Germination Committee and approved by a vote of that TCOM.

● Can I issue a BIC for a seed lot over the ISTA seed lot maximum weight? Yes, as the BIC is about testing a sample sent to the laboratory only. No sampling restrictions for a BIC.

● Can I issue the result of a seed health test on a OIC or BIC? Yes, but be aware, must use an ISTA method unless an ISTA method does not exist. For a test not in the ISTA Rules the laboratory can put these results on the OIC or BIC but there must be at least one ISTA approved test on the OIC/BIC. If this is done it MUST state “This method is not covered by the International Rules for Seed Testing” see 1.5.2.22.

● Reporting GMO test results The ISTA testing approach for GMO uses a performance based approach so only those laboratories approved by ISTA can issue results on the OIC/BIC. The performance based GMO methods will be audited during the ISTA audit process.
