Proposal No. 2009-16-BPersonnel- Limits on Coaches- Fall Evaluation Period- Exception •Ten coaches can evaluate any PSA at any one time during one week (7 consecutive days) during the fall evaluation period in which no regular season competition is scheduled

•Must be put in writing prior to the first contest.

•A noncoaching staff member, noncountable coach, and athletics department staff member can initiate a call and receive calls from a PSA/parents during the OV transportation and during the visit.•Effective: August 1, 2010.

Proposal No. 2009-20Personnel- Limits on Off-Campus recruiters- On campus events- Women’s Basketball •In women’s basketball to specify that a coaching staff member who attends an athletics event on the institution’s campus that involves WBB PSA’s, is considered an off-campus recruiter. •Effective: August 1, 2010.

Proposal No. 2009-26Recruiting-Dead Period Exception- Unofficial visit after NLI signing

– A PSA who signed an NLI is permitted to make an Unofficial visit during a dead period to the institution’s campus.

•Effective: August 1, 2010.

Proposal No. 2009-27Recruiting- Evaluation Days- Spring- Football •In football to specify that the spring evaluation period shall consist of 168 days(excluding Memorial Day and Sundays) from April 15 through May 31, selected at the discretion of the institution and designated in writing.

•Effective: August 1, 2010

Proposal No. 2009-30-ARecruiting-noncoaching staff members- basketball

•In basketball, a noncoaching staff member (director of ops) shall not attend an off-campus athletics event involving PSA’s

•Only if the staff member is an immediate family member or guardian of one of the participants

– Attendance shall not be for evaluation purposes (the staff member shall not provide information related to the performance of a prospective student-athlete back to the institution's coaching staff); and

– (ii) The staff member shall not have direct contact with a prospective student-athlete or a prospective student-athlete's parent (or legal guardian) or coach (other than the immediate family member) participating in the activity.

Proposal No. 2009-33Recruiting- Telephone Calls- Exception- Unlimited after Receipt of financial deposit. •On or after May 1st of a PSA’s senior year in HS, there is no limit on the # of calls by an institution to the PSA provided we have received the PSA’s deposit.

Recruiting-Materials- Electronic- after Deposit.

•On or after May 1st of a PSA’s senior year there is no limit on the forms of electronic transmitted correspondence that may be sent by an institution to the PSA as long as they have deposited.

Recruiting- Materials- Video/Audio- Computer Generated Recruiting Materials

•An institution may produce video or audio material to show to, play for or give to a PSA, provided it is general information related to an institution or its athletics programs and is not created for recruiting purposes, further, to specify that a computer generated recruiting presentation may include general informational video/audio material that relates to an institution or its athletics programs and is not created for recruiting purposes.

Recruiting- Letter of Intent- Written Offer of Aid

•Prior to August 1st of a PSA’s senior year in high school, an institution shall not provide a written offer of athletic aid or indicate in writing to the PSA that an athletic grant will be offered.

•In basketball, to specify that an institution's camp or clinic shall be conducted on the institution’s campus or within a 100 mile radius of the institution’s campus.

•To amend Proposal No 2009-101 to specify that, in men’s basketball it is permissible for an institution’s men’s basketball coaches to engage in recruiting conversations with PSA’s during the institution's men’s basketball camps or clinics.
