FOREWORD

The following rules and regulations, which have been approved by the Board of Directors

of the Fifth Valle Verde Homeowners Association, Inc., seek to promote and protect the

best interest and general welfare of its members, homeowners and residents. They are

aimed at fostering harmonious relationship and peaceful co-existence among the residents

of Valle Verde 5 and at providing a safe, clean and healthy environment for all.

Part I of this manual states the general purpose and functions of the Fifth Valle Verde

Homeowners Association, Inc. and includes the Amended By-Laws of the Association.

The rules and regulations of the Association, which are detailed in Part II of this manual,

are generally in accordance with the said By-Laws. Part III gives some additional

guidelines for our residents, to promote a spirit of cooperation and to further ensure their

security and safety in their respective homes.

We request the full support and cooperation of the residents and all concerned in the

upholding and observance of these rules and regulations, and guidelines, for the

continuous welfare of the Valle Verde 5 community.

PART I

PURPOSE, FUNCTIONS, AND BY-LAWS OF THE

FIFTH VALLE VERDE HOMEOWNERS ASSOCIATION, INC.

I. General Statement of Purpose AND FUNCTIONS

The FIFTH Valle Verde Homeowners Association, Inc. hereafter referred to as

Association, is a non-stock and non-profit corporation. It has been organized for the

purpose of protecting and promoting the best interest, general welfare, safety and

security of the owners and residents of VALLE VERDE 5, hereafter referred to as the

Subdivision, specifically the properties defined and bounded in its Articles of

Incorporation.

The Association shall strictly enforce and uphold all the covenants and restrictions

stated herein to attain the following purpose and objectives for which it was

organized:

To institute and enforce rules and regulations governing the members‟ occupancy,

usage and maintenance of their respective properties as may be necessary, in order to

promote their safe, peaceful and enjoyable residence within the Subdivision and its

neighboring communities.

2. To set building standards and specifications relative to the construction of residential

buildings/improvements within the Subdivision and to institute and enforce rules and

regulations that will ensure the members‟ conformity to these standards and

specifications as well as help assure that the safe and peaceful residence of the

general membership within the Subdivision is not compromised by on-going

construction activities.

3. To provide for facilities and services to ensure the proper/effective operation,

maintenance and preservation of the Subdivision‟s utilities and infrastructure.

4. To plan and provide for facilities and services to assure constant security, order and

cleanliness within the subdivision.

5. To plan, organize and launch activities to promote friendship and cooperation among

the members and residents of the Subdivision and its neighboring communities.

6. To levy and collect fees, charges and assessments from the membership as may be

required by the Association to discharge its functions effectively.

7. To plan and institute any measure within its jurisdiction that may be necessary to

protect, serve and enhance the common good of the Association and its members.

II. AMENDED BY-LAWS OF THE

FIFTH VALLE VERDE HOMEOWNERS ASSOCIATION, INC

ARTICLE 1

NAME AND DOMICILE

SECTION 1. - CORPORATION NAME – The name of this non-stock and non-

profit corporation as set forth in its Articles of Incorporation is the “FIFTH VALLE

VERDE HOMEOWNERS ASSOCIATION, INC.”

SECTION 2. – DOMICILE AND PRINCIPAL OFFICE – The domicile and/ or

principal office of the Association shall be located at 22 Cauliflower St., Valle Verde

5, Pasig City, and the general or special meetings of the members of the Association may

be held either within territorial jurisdiction of Pasig City. Any resolution or action,

however, taken at a duly convoked meeting of the Board of Directors of the Association

in any place within territorial jurisdiction of the Philippines, if reduced to writing and

concurred in by the majority of the Board, shall be valid for all purposes as if the same

had been made and adopted in the domicile and/ or principal office of the Association.

ARTICLE II

MEMBERSHIP

SECTION 1. – MEMBERS – All lot buyers, registered owners and lessees of

house and lot in the area known as the FIFTH VALLE VERDE SUBDIVISION as

defined and bounded in the Article of Incorporation, and such additional or contiguous

areas which in the future may apply for and be accepted by the governing body of this

Association, as members thereof or as included in its jurisdiction, are qualified to and

automatically become members of the Association. Where the real property is registered

however, in the names of the spouses or several co-owners, the husband or the wife or

only one of the co-owners, as maybe, is qualified to become a member of the

Association. A lot and the house situated hereon shall not be placed under separate

ownership or co-ownership or lease. Member-lessor and his lessee shall however be

jointly and solidarily liable for the payment of all dues and assessment due the

Association. Membership in the Association automatically ceases upon the cessation of

the ownership or right of ownership by such member or right of possession in the case of

the lessee, over the lot situated in the FIFTH VALLE VERDE SUBDIVISION as herein

defined. A lessor who is not delinquent in his personal or solidary obligation (with the

lessee) may, at any time, cancel or withdraw the membership of the lessee from the

Association which withdrawal shall be effective immediately upon receipt by the

Association of a written notice thereof from the member-lessor.

SECTION 2. – LIABILITY FOR CAUSES OF ACTION – The members of the

Association agree as a condition of membership that the Association has the right to

institute causes of action against any member for the purpose of enforcing the DEED OF

RESTRICTIONS on the real properties in the subdivision and for violations of such

lawful rules and regulations as may be promulgated by the Board of Directors of by the

Association within the scope of its jurisdiction.

SECTION 3. – ANNUAL MEETING – VOTE OF MEMBERS – The annual

meeting of the members of the Association for the election of directors and for the

transaction of such other business as may properly come before the meeting, shall be held

on the THIRD SUNDAY OF MARCH EACH YEAR EFFECTIVE MARCH 19, 2006,

at 2:30 o‟clock in the afternoon, and if legal holiday, then on the next succeeding Sunday

or any day as the Board of Directors may choose as applicable.

An owner-resident shall be entitled to two (2) votes; an owner of a vacant lot shall

be entitled to only one (1) vote; a lessor-owner shall be entitled to only one (1) vote; and

a long term (at least one year) lessee shall likewise be entitled to one (1) vote. An owner-

resident is the one who owns a lot and house in the FIFTH VALLE VERDE

SUBDIVISION and actually resides therein. However, those members who are

delinquent in the payment of their dues and charges fixed by the Board of Directors

pursuant to the powers granted by the Board by the Articles of Incorporation and these

by-laws shall be disqualified to vote in any meeting of the members of the Association. A

member-lessor who cancels and withdraws the membership of his lessee from the

Association shall be entitled to only one (1) vote until he physically recovers the

possession of the premises and actually resides therein where after he shall be entitled to

two (2) votes.

SECTION 4. – SPECIAL MEETING – Special meeting of the Association may

be called at any time by a majority of the members of the Board of Directors or upon the

written petition of at least 20% of the entire membership of the Association. Such special

meetings shall take up only the matters included in the agenda of the said Special

Meeting.

SECTION 5. – PROXY – Any member of the Association may be represented by

a proxy in all meetings of the Association. The proxy must be in writing and signed by

the member who must be non-delinquent and wished to authorize another person to

represent him.

SECTION 6. – QUORUM – The presence of members representing the majority

(50% plus 1) shall constitute a quorum for the transaction of business in all meetings of

the Association. A lesser number of members may adjourn the meeting from time to time

until a quorum is obtained and any matter taken up at such meeting where no quorum is

present shall be valid only if confirmed or ratified in writing by a majority of all

members, unless otherwise provided by law.

ARTICLE III

BOARD OF DIRECTORS

SECTION 1. – COMPOSITION, ELECTION AND TERM OF OFFICE – The

Association shall be governed and its affairs managed and controlled by a Board of

Directors composed of fifteen (15) qualified members who shall be elected by the non-

delinquent members of the Association and who shall hold office for a term of one (1)

year and until their successors are elected.

A Director can not be elected for more than three consecutive terms. In case of

any vacancy in the Board of Directors due to resignation, death or any other cause other

than removal or expiration of term, the Board, if still constituting a quorum, may elect

any non-delinquent member of the Association to serve the unexpired term otherwise,

said vacancies shall be filled by the members at any special meeting or general meeting

of the members.

Any director of the Association may be removed from office by the vote of at

least two-thirds (2/3) of the entire non-delinquent membership of the Association in any

special meeting or general meeting of the Association.

The immediate past President shall be an ex-officio member of the Board of

Directors and may sit in all deliberation‟s but without the right to vote.

SECTION 2. – POWERS OF THE BOARD OF DIRECTORS – The Board of

Directors shall exercise all the powers expressly granted by these By-Laws and the

Corporation law and shall do all such lawful acts and things as are not by statute of the

Articles of Incorporation prohibited or by these By-Laws directed or required to be

performed or done by the members of the Association. The Board of Directors shall also

be vested with full powers to enforce existing deed of restrictions in the subdivision and

to adopt such other lawful rules and regulations, with or without penalty, governing the

use and occupancy of real properties in the FIFTH VALLE VERDE SUBDIVISION. The

Board may delegate, in whole in part, such powers as it may deem proper and lawful by

means of a resolution adopted for the purpose, to any director or committee of the Board

of the Association.

The Board of Directors shall have the power to assess each member any

reasonable amount required for the operation and activities of the Association. The

assessment may be made payable annually or at such time as may be fixed by the Board,

and if not paid when due, will constitute a lien on the property junior only to the lien of

the Government for non-payment of taxes and voluntary mortgages on the property.

All contracts, agreements and commitments for and in behalf of the Association

shall be executed and signed under the authority of the Board of Directors by or through

the Chairman or other duly authorized officer of the Association.

SECTION 3. – MEETINGS – The meetings of the Board shall be held in the

principal office of the Association or such other convenient place as may be agreed upon

by a majority of the Directors. The Chairman or any three (3) Directors may call a Board

meeting by means of a written notice made at least two (2) days in advance of the date

such meeting.

Eight (8) members of the Board shall be sufficient to constitute a quorum for the

transaction of the business and the decision of a majority of the said quorum at a Board

meeting shall be valid and binding upon the Association.

The order of business shall be determined by the Board. The meetings of the

Board shall be presided by the Chairman or, in his absence, by the Vice Chairman, or, in

the absence these two (2), by any member of the Board designated by the Directors

present.

Unless otherwise provided for in these by-laws, the members of the Board of

Directors of the Association shall serve without compensation.

ARTICLE IV

OFFICERS

SECTION 1. – OFFICERS OF THE ASSOCIATION – The Officers of the

Association shall be the following: the Chairman of the Board of Directors who shall

automatically become the President of the Association, the Vice Chairman of the Board

of Directors who automatically become Vice President, the Treasurer and the Secretary

and such other officers as may hereafter be appointed by the Board of Directors. The

Secretary of the Association need not be a member of the Board of Directors or of the

Association.

SECTION 2. – THE CHAIRMAN OF THE BOARD OF DIRECTORS AND

THE PRESIDENT – The chairman of the Board of Directors and President shall preside

over all regular and special meetings of the Board of Directors and of the members of the

Association. When presiding in a Board meeting as Chairman of the Board of Directors,

he may cast his vote on all questions brought before the Board. When presiding,

however, at any meeting of the members of the Association, he shall not cast his vote on

questions brought before such meeting except in case of a tie.

Unless the Board authorizes another officer, he shall represent the Association in

all its official transactions and shall sign and execute all contracts and agreements enter

into by the Association pursuant to authority conferred by the Board of Directors by

resolution.

He shall countersign all checks, drafts and order of the payment of money or

against any funds of the Association whenever they may be found or deposited.

He shall appoint and fix the compensation of all the agents and employees of the

Association, subject to the approval of the Board, provided, however, that he may dismiss

or accept resignation of any agent or employee of the Association without prior action on

the part of the Board of Directors.

He shall have general and active management of the affairs of the Association but

he may delegate some or all of his ministerial duties to any other officer or member by

proper instrument in writing.

He shall see to it that the policies and decisions of the Board of Directors and the

resolution adopted in the meetings of the members of the Association are properly

implemented.

SECTION 3. – THE VICE CHAIRMAN OF THE BOARD OF DIRECTORS

AND VICE PRESIDENT – In case of absence, illness or temporary incapacity of the

Chairman of the Board of Directors and President, the Vice Chairman of the Board of

Directors and Vice President if qualified shall assume the powers and perform the duties

of the President.

SECTION 4. – THE TREASURER – The treasurer shall be the financial officer

of the Association and such he shall have custody of all the funds and properties of the

Association.

Subject to the countersignature of the Chairman of the Board of Directors and

President, the Treasurer shall sign all checks, drafts or orders for the payment of money

for the withdrawal of the funds of the Association; and he shall endorse for deposit to the

credit of the Association all checks, drafts, bills and other commercial papers issued or

delivered to the Association, with such banks, and financial institutions as may be

designated by the Board of Directors.

He shall render an annual statement of the assets and liabilities of the Association

for the approval of the Board of Directors for submission to the annual meeting of the

members of the Association, and a statement of his cash accountability at any time that

may be required by the Chairman of the Board of Directors and President or by the Board

of Directors itself.

He shall keep proper books of account and enter, therein a full and accurate

record of all moneys and properties received and paid by him for the account of the

Association.

He shall perform all acts incidents to the position of Treasurer and financial

officer of the Association, subject to the control of the Board of Directors.

At the discretion of the Board of Directors, the Treasurer may be required to file a

bond for the faithful discharge of his duties.

SECTION 5. – THE SECRETARY – The Secretary must be a resident, Filipino

citizen, shall keep a faithful record of all minutes of all meetings of the Board of

Directors and of the members, as well as agreements and contracts authorized by the

Board of Directors. He shall also send notice of all regular and special meetings of the

members and of the Board of Directors.

ARTICLE V

MISCELLANEOUS PROVISIONS

SECTION 1. – FISCAL YEAR – The fiscal year of the Association shall begin

with the first day of January and end of the 31st day of December of each year.

SECTION 2. – ANNUAL STATEMENT – The Board of Directors shall cause

the Treasurer to prepare and submit to the members of the Association, at least fifteen

(15) days before their annual meeting, a statement of the financial condition of the

Association covering the last fiscal year and a consolidated balance sheet showing the

assets and liabilities of the Association.

SECTION 3. – CORPORATE SEAL – The Association shall adopt a corporate

seal containing the name of the Association, the year of its organization and its domicile

or principal office.

SECTION 4. – CERTIFICATE – The Board of Directors shall may in its

discretion prescribe the form of the membership certificate to be issued to members of the

Association which shall be signed by the Chairman of the Board of Directors and

President and countersigned by the Secretary of the Association.

SECTION 5. – GENERAL RULE – The Board of Directors shall have the full

power and authority to interpret those By-Laws and its Board Resolution and its decision

on all questions of interpretation shall be final, binding and conclusive on the members of

the Association.

SECTION 6. – REPEAL AND AMENDMENT ON THESE BY-LAWS – These

By-Laws may be repealed or amended or new By-Laws adopted by the majority vote of

all the members of the Association and by the majority vote of the Directors thereof at the

annual meeting or at any special meeting duly called for the purpose.

RULES AND REGULATIONS

A. USE OF LOTS AND BUILDING RESTRICTIONS

Use of lots within the Subdivision shall be governed by the following restrictions and

provisions:

1.1 The subdivision lot and improvements shall be used exclusively for residential

purposes. The use and occupancy of residential buildings within the subdivision

will be exclusively for the private residence of the Association‟s members, their

families, house guests and household helps/drivers and strictly not for the purpose

of conducting business or engagement in commercial activities.

1.2 The subdivision lot may not be further subdivided or reconfigured from its

originally titled size, points and specifications.

1.3 A residential building may be constructed on two or more adjacent lots. In this

event, the resulting consolidation will be treated as one lot by the Association in

the interpretation and enforcement of its rules and regulations particularly but not

limited to those pertaining to single family dwelling, easements and construction

standards.

1.4 The subdivision lot may not be used for business, or for any illegal or immoral

activities. The aforesaid conduct of business or engagement in commercial

activities may include usage of a residential building for the preparation,

processing or storage of produce or raw materials in commercial quantities, the

employment/deployment there-in of non-resident clerical or professional staff

workers or as a venue for the meeting or congregation of business callers, clients

and/or customers.

1.5 The use of vacant subdivision lots for vehicular parking, planting of

trees/vegetables or storage of soil, gravel, sand or any construction materials will

require prior written clearance from the owner and/or the Association.

1.6 No open-fire burning of any refuse, tree-cuttings, dried leaves and construction

debris will be allowed in any space, sidewalk or vacant lot within the subdivision.

1.7 No sand, gravel or soil may be removed from one lot and transferred to another

without the written permission of the lot owners and/or the Association.

1.8 For corner lots, the vehicular entrance driveway shall be constructed no less than

five (5) meters from the intersection corner.

1.9 It is prohibited to dump any garbage, fallen leaves, tree-cuttings, construction

debris or refuse of any nature (including refuse container) in any vacant lot.

1.10 It is prohibited to have pet animals excrete in the vacant lots. Throwing of their

droppings in these areas is also strictly prohibited.

1.11 The cleanliness and proper upkeep of vacant lots (e.g., termite control, grass

trimming to avert brush fire, etc.) will be the responsibility of the owner. In the

event of failure in this regard, the Association may, without need to serve

formal notice to the owner, commission the necessary maintenance work on the

vacant lot and charge the owner for the reimbursement of its corresponding

maintenance costs.

2. BUILDING RESTRICTIONS

Building of residential houses and other facilities within the Subdivision will be governed

by the following restrictions:

2.1 All buildings and improvements must be made of strong materials and should be

properly painted.

2.2 All buildings must be provided with modern sanitary installations connected to

the public sewer, or an approved septic tank.

2.3 All buildings must conform to the following MINIMUM easement from the

property lines:

* For interior lots:

2.3.1 From the building wall above ground elevation:

Front 3 meters

Back & Two Sides 2 meters

2.3.2 Extension beyond the exterior building wall above ground elevation

Front 3 meters

Back and Two Sides 1meter

* In the case of a corner lot, the building wall facing the other street shall have

minimum easement of 3 meters and the eaves line. 2 meters.

2.4 In the garage area, use of structural columns only placed along the side property

line, to carry structural beams only, is allowed.

2.5 The building must not be higher than ten (10) meters, measured from the highest

curb elevation perpendicular to the property line.

2.6 Fence height

2.6.1 Fence facing the street shall no higher than two meters measured from the

elevation of the street curb fronting it.

2.6.2 Fence between adjacent lots: If, by mutual agreement only one fence shall

be constructed, such fence must not be two meters high, measured from

the higher finished ground line. If two fences are constructed each must

not be two meters high, measured from the finished floor line of the lot

where the fence will be constructed.

2.7 A sidewalk made of concrete slab, three (3) inches thick and one meter and 1.15

meters wide measured from and parallel to the curb(s) of the street, be constructed

along the length of the boundary line(s) of the lot bordering any street.

2.8 No property firewall is allowed.

2.9 It is prohibited to use booster pumps for water connections without any

complimentary cistern or reservoir. Booster pumps, if installed, should be used

only for drawing water from the cistern or reservoir into the house pressure tank

and water connection. No direct connection of booster pump from the Manila

Water‟s main water line is allowed. (The Manila Water Company‟s diagram of

the correct sequence of water supply line for a legal booster pump connection

may be obtained from the Association‟s Administrative office.)

2.10 It is recommended that a provision for compost pits be included in the plan

unless the use of other forms of disposing compostable wastes (e.g. pots,

“sinkarator”, etc.) are planned to be used.

2.11 Storage tank (if installed) must not be higher than the height of the fence (2

meters).

B. CONSTRUCTION PROJECTS AND RELATED MATTERS

1. PRE-CONSTRUCTION

The procedures and conditions indicated below will have to be followed by the

Applicant/Lot-Owners to obtain approval of their building permit.

1.1 The Applicant/Lot-Owner or his duly authorized representative will submit to the

Association through the Chairman of the Construction Committee, a copy of the

house plan prepared by a licensed architect. The plan must indicate clearly the

minimum distances of the eaves and other easements, such as veranda, etc., from

the property boundaries.

1.2 The Applicant/Lot-Owner must settle with the Association, the following:

1.2.1 Payment of all unpaid and overdue association dues and penalties for late

payment of dues as of the date of application for building permit.

1.2.2 Putting up a construction performance bond in cash in the amount of FIVE

HUNDRED THOUSAND PESOS (P500,000.00). Out of this amount, the

sum of FIFTY THOUSAND PESOS (P60,000.00) shall be considered as

payment of the construction fee and is not refundable to the

Applicant/Owner. The sum of FOUR HUNDRED FIFTY THOUSAND

PESOS (P440,000.00) is refundable to the Applicant/Owner only upon

completion of the house or construction and after the construction site and

its surroundings are cleaned and cleared of waste materials and debris.

Should there be any violation of the Association‟s construction rules and

regulations by the lot-owner, the corresponding penalties shall be deducted

from the refundable construction bond. This shall also cover the payment of

any unsettled accounts with the Association and for any kind of damages

that might have been caused to the Association, and any other kind of

obligation owed and due to the Association. The refundable construction

bond minus the obligations mentioned above shall be released upon

inspection and granting of clearance by the Chairman of the Construction

Committee.

1.3 The Applicant/Lot-owner must submit a duly notarized written undertaking signed

by the owner and his Contractor/Administrator stating among other things the

following:

1.3.1 That they have read and understood the provisions of the Association‟s

Rules and Regulations.

1.3.2 That the project/ house will be built in accordance with the approved plans

and specifications.

1.3.3 That they agree to comply with the provisions of the Association‟s Rules

and Regulations governing the construction project.

1.3.4 That any violation from previous owner‟s structure must be RECTIFIED

before the new construction or renovation project.

1.3.5 That they will pay the corresponding fines and penalties to include the

forfeiture of the Cash Bond for violations as provided for by these Rules

and Regulations.

1.3.6 That they authorize any representative of the Association assigned by the

President to enter the premises of the project for inspection purposes at

any time and without need of a permit from the owner.

1.3.7 That they will submit a list of all construction personnel who will be

authorized to enter, stay-in, and/or work at the project site. Only one (1)

person will be authorized to sleep inside the construction site.

1.3.8 That they will cause all of their construction workers to comply with the

requirements for the issuance of the necessary Association ID which shall

include an NBI clearance and an accomplished application form, with the

signature and endorsement of the Lot-Owner or of the Contractor as an

employer. That all such IDs issued to the construction workers shall be

surrendered to the Association once the said construction workers are no

longer employed in the construction project.

1.3.9 The Applicant/Lot-Owner shall be responsible and liable for all acts of all

those working or staying at the construction site and/or those delivering

materials thereto, who have caused damage to the properties of the

association and/or which were committed in violation of the rules and

regulations.

2. DURING CONSTRUCTION

2.1 All construction work to be done by the Applicant/Lot-Owner must be in

accordance with the approved house plan submitted to the Association. In

particular, they must conform to and comply with all the easement and height

requirements. Any violation of the rules shall mean the total forfeiture of the Cash

Performance Bond, without prejudice to any judicial or administrative action the

Association or any of its members may decide to undertake against the Owner.

Forfeiture of the Cash Bond may also be imposed on any violation of the

Covenants and Restrictions on the Deed of Sale and/ or general policies of the

Association that pertains to the use of lands and building restrictions as stated in I.

A and B.

2.2 Upon the completion of the construction of the house, all debris, construction

waste materials and garbage must be removed from the job site and adjoining lots

and brought out of the subdivision. Spreading of such debris and materials to

adjoining lots is strictly prohibited. Only after the area is cleared of waste

materials and debris shall the Cash Performance Bond be released to the Owner,

minus whatever is due the Association.

2.3 Delivery of construction equipment, materials, supplies, etc. can only be done

between the hours of 7:00 A.M. to 5:00 P.M., Mondays through Saturdays.

Construction deliveries are strictly prohibited during Sundays and holidays. A

fine of ONE THOUSAND PESOS (P1,000.00) will be imposed for every

violation. Entry of delivery trucks will be charged for the following fees.

2.3.1 6 wheelers – P300/truck/entry

2.3.2 10 wheelers – P1,000/truck/entry

2.3.3 Trailers – P1,500/truck//entry

2.3.4 Backhoe, etc. – P1,500/entry

2.4 Streets should be kept clean and unobstructed at all times. They must be clear of

any kind of construction material and must not be used for any construction

purposes. The fine for using the street for construction purposes, like mixing

cement, is P2,000.00 per day. For obstruction and making the street littered with

construction wastes and dirt, the fine is P200.00 per day until cleared and cleaned.

2.5 Pets such as fowl, hogs, birds and other animals are strictly prohibited and not

allowed to be kept or raised at the job site. Violation fine is P200.00 per day until

removed from the premises.

2.6 Owner/Contractor shall provide a fire extinguisher at the construction site. Failure

to comply with this requirement will mean the following penalties:

1st Inspection: P10,000.00 per Fire Extinguisher found wanting

2nd

Inspection: P20,000.00 per Fire Extinguisher found wanting

3rd

Inspection: Forfeiture of the entire Cash Performance Bond

2.7 All construction workers, upon entry at Gate 2, must wear a white shirt with the

address of the construction site written at the back of the shirt.

2.8 Only one (1) worker or bodegero is allowed to stay-in and live on the job site and

only if issued an ID card by the Association. Even if staying in, this worker is not

allowed to loiter around the Subdivision after 6:30 pm. Penalty for loitering

beyond 6:30 pm is P200.00/night; The Owner/Contractor will be fined P2, 000.00

per excess worker per night.

2.9 Gambling of any type is strictly prohibited. The penalty for violation is P400.00

per person and confiscation of the involved workers‟ ID card and all gambling

paraphernalia and cash.

2.10 Construction workers are not allowed to bring into the Subdivision alcoholic

drinks, including beer. Drinking alcoholic beverages by the construction

workers is absolutely prohibited inside the Subdivision. Violation fine is

P400.00 per violation per person and cancellation of ID Card.

2.11 Construction work of any kind shall not be allowed before 8:00 A.M. and after

5:00 P.M. unless specifically allowed by Administration Office. Violation fine

is P600.00 per day.

2.12 Construction work of any kind shall not be allowed at any time during Sundays

and Holidays. Violation fine is P1,000.00 per day.

2.13 Garbage and other similar waste materials are not allowed to be scattered or

thrown out within or around the construction site. Properly covered trash cans

must be provided to keep the job site clean at all times. Violation fine is

P200.00 per day.

2.14 Latrines with a minimum depth of six (6) feet must be provided for the use of

construction workers and must be kept clean and covered at all times when not

in use. Violation fine is P300.00 per day.

2.15 Compost pits should be provided for the proper disposal of food waste of

workers.

2.16 Loitering of workers after 6:30 P.M. is not allowed in any area within the

Subdivision, including the Park and the immediate perimeters of the existing

residential houses. Violation fine is P200.00 per violation per person.

2.17 Sidewalks are properties belonging to the Association. Therefore, trees planted

thereon by the Association cannot be destroyed, replaced or moved to another

location without the written permission of the Association. Violation fine is

P2,000.00 per tree plus full restoration of the tree at the expense of the violator.

2.18 The delivery of materials and entry of laborers into the Subdivision may be

stopped by the Association if in its opinion the Owner/ Applicant is intending to

or persisting to violate the Rules and Regulations on easements and/or to

construct his house, add, modify or make improvements thereon, without prior

authority, permission or approval of the Association. The same rule shall apply

in case the Owner/Applicant shall build his house in a manner that is not in

accordance with the house plan that he has submitted to the Association.

2.19 The Owner/Applicant shall be liable to the Association and/or to third parties

for any damage that may be caused to the properties of the Association and/or to

third parties by any of the laborers working at, or by anybody delivering

materials to, the job site or construction being undertaken by and/or on behalf of

the Owner/Applicant.

2.20 Whenever applicable, a vacant lot near the construction site may be used for

storage of construction supplies and materials upon request of the project‟s

owner/contractor. Since the lot is owned by a member of the Association and in

order to protect his rights and interests, the following Rules will apply:

2.20.1 The lot-owners‟ consent shall be obtained in writing.

2.20.2 Post a cash bond in the amount of TWENTY THOUSAND PESOS

(P20,000.00), for this purpose to guarantee the clearing of the lot once the

project is completed. (Out of this amount, 10% will be retained as

construction fee and shall be non-refundable)

2.20.3 If the lot owner will use the lot prior to the completion of the project, the

project owner/ contractor must clear the lot within the period specified by

the lot owner.

2.20.4 The lot will be used solely for storage of construction supplies and

materials. No living quarters or latrines or makeshift shanties for

construction workers will be built thereat.

2.20.5 If the construction debris and/or excavated soil from the construction site

are dumped thereat, such debris and/or soil must be removed not later than

the first Saturday from the date such debris or soil has been dumped. Fine

of P400.00 per violation per day will be imposed.

2.21 Families, especially children of construction personnel are not allowed to reside

in the workers‟ living quarters. Construction personnel are likewise not allowed

to bring unauthorized persons (including females) to their living quarters at any

time. A fine of P500.00 per violation will be imposed.

2.22 Construction personnel are not allowed to bring firearms and/or deadly weapons

inside the Subdivision. Anyone who is apprehended for this violation shall be

brought to the nearest Police Station by the Village Security Personnel.

Violation fine is P1,000.00.

2.23 All construction personnel must have a valid ID card issued by the Association

and should have their IDs in their possession at all times. Workers who are

found outside the construction premises without their ID cards will be sent out

of the Village by the Security Officer. Violation fine is P100.00 per person.

Personnel without ID will be refused entry into the Village.

2.24 If the owner decides to change or make alterations on the approved plan

(building) and specifications after the Building Permit has been issued by the

City Building Official, he must first submit to the Association, through the

Chairman of the Construction Committee, the new set of plans and/or

alterations for evaluation. The new plans will be implemented upon approval by

the Association and/or after a new Building Permit has been issued by the

Municipal Building Official whichever is necessary according to the National

Building code. Violation fine is P2,000.00 for every unauthorized alterations on

the approved plan.

2.25 Owners of all new construction projects shall share half of the cost of the fence

built by the neighbor based on current price.

2.26 If a construction project extends beyond 24 months, the construction bond shall

be forfeited and the owner shall be required to post a new bond upon

resumption of project.

2.27 If a construction project does not commence right after payment of a bond at a

previously stipulated level, its Owner shall pay an additional construction bond

when the construction is undertaken, if necessary, based on the difference

between the prevailing bond and the previous bond paid.

2.28 For any violation of the easement and height (of building and/or fence)

requirement, the refundable portion of the bond will be confiscated.

2.28.1 A prescription period of sixty (60) days after receipt of the final notice of

measurement will be given to the homeowner to rectify the violation or

accept the penalty charge.

2.28.2 The Association reserves the right to any course of action it may deem

necessary against homeowners whose violations are obviously done in bad

faith.

2.29 To minimize the disturbance to next-door neighbors, the construction area must

be fenced with “sawali” or any other suitable material.

3. POST CONSTRUCTION

All post construction activities including major and minor renovations and/or other forms

of repairs and maintenance must follow the restrictions of the Association particularly the

compliance to perpetual easement requirements as indicated under I section B (Building

Restrictions) and the proper disposal of construction debris.

Proper disposal of construction debris. Construction debris should be hauled away and

not dumped in vacant lots or common areas such as sidewalks.

3.1 Major renovations with potential easement violations and/or which may generate

substantial debris. (Examples: Construction of additional room or other

improvements that expand the original plans, swimming pools, bath house, cabana,

or other permanent structures, plumbing works that entail major excavations.)

The Homeowner must fulfill the following requirements:

3.1.1 Submit plans or sketches showing change and/or repairs to be made (2 sets)

including plan for perimeter fence.

3.1.2 Accomplish the “Request for Post-Construction” form.

3.1.3 Obtain approval of the project by the Construction Committee.

3.1.4 Post a cash bond in the amount of TWO HUNDRED THOUSAND PESOS

(P200,000.00). (Out of this amount, 10% will be retained as construction fee

and shall be non-refundable.)

3.1.5 Pay all overdue accounts with the Association

3.2 Medium renovations with potential easement violations and/or which may generate

substantial debris. (Examples: Complete & partial re-roofing with possible easement

violation, general floor re-tiling; repainting of the house exteriors or portion there of,

landscaping that includes installation/construction of structures such as trellis,

gazebo, outdoor spa and the like, construction of transceiver antenna on a steel

frame.)

The Homeowner must fulfill the following requirements:

3.2.1 Submit plans or sketches showing changes and/or repairs to be made (2 sets)

including plan for perimeter fence.

3.2.2 Accomplish the “Request for Post-Construction” form.

3.2.3 Obtain approval of the project by the Construction Committee.

3.2.4 Post a cash bond in the amount of ONE HUNDRED THOUSAND PESOS

(P100,000.00). (Of this amount, 15% of will be retained as construction fee

and shall be non-refundable.)

3.2.5 Pay all overdue accounts.

3.3 Minor Repairs - projects that have no possibility of easement violation and that

incur a minimal amount of debris. (Examples: Minor plumbing repair, minor

electrical repair, roof and gutter repairs-application of sealant, installation of

heating equipment, repair of swimming pool, additional landscaping, minor gate

doors and window repairs, construction and installation of cabinets, installation of

ground level water reservoir.)

The Homeowner must fulfill the following requirements:

3.3.1 Accomplish the “Request for Post-Construction” form.

3.3.2 Obtain approval of the project by the Construction Committee.

3.3.3 Post a cash bond in the amount of TWENTY THOUSAND PESOS

(P20,000.00). (Of this amount, 10% of will be retained as construction fee

and shall be non-refundable.)

3.3.4 Pay all overdue accounts.

3.4 Minor projects (i.e., those that require 2 weeks of work and a minimal amount of

materials/debris)

The Homeowner must fulfill the following requirements:

3.4.1 Accomplish the “Request for Post-Construction” form.

3.4.2 Obtain approval of the project by the Construction Committee.

3.4.3 Post a cash bond in the amount of TEN THOUSAND PESOS (P10,000.00).

(Of this amount, 10% of will be retained as construction fee and shall be non-

refundable.)

3.4.4 Pay all overdue accounts.

3.5 Very minor (i.e., those that require only a few hours of work and a minimal

amount of materials/debris).

3.5.1 Homeowner shall inform the Administration Office about the work so that it

will facilitate the entry of the workers, who will be allowed to enter the

Subdivision only for one day.

3.5.2 Note that there is no bond required for this type of projects and that work on

these projects may be allowed as long as supervised by the Homeowner and

the work does not cause any disturbance to the neighbor.

3.6 Additional Guidelines

3.6.1 The Construction Committee shall classify all projects that do not clearly fall

under in any of the abovementioned types of projects.

3.6.2 In cases where the Homeowner has several projects ongoing at the same time,

he/she shall be required to provide a bond corresponding to each project.

3.6.3 The Construction fee is imposed as compensation for Contractual Inspector

Engineer, the additional security guards who will monitor the workers, the

delivery of construction materials, and the compliance to the other

construction rules and regulations mentioned that might be assigned by the

Construction Committee.

3.6.4 A prescription period of fifteen (15) days after receipt of the final notice of

measurement and computation of penalty cost is given the Homeowner to

rectify the easement violation or accept the penalty charge.

3.6.5 To facilitate the refund of the construction bond, the Homeowner must

accomplish the “Request for Inspection and Bond Refund Form”. The

Construction Committee or any of its designated representatives will then

carry out the inspection of the completed project. The refund of the bond less

the penalties that will be due as the case may be, will be released within one

week after inspection.

III. USE OF PARK FACILITIES

The Subdivision‟s park, playground, and sports/recreational facilities have been provided

for the exclusive use of the Association‟s resident-members. However, resident-members

may accompany their guests in using these facilities provided the enjoyment of their use

by other resident-members is not compromised.

The Association enjoins all its resident-members to use these facilities and areas properly

and to cooperate in keeping them clean at all times. Appropriate fees will be charged for

the use of some of these facilities to cover the cost of their upkeep and maintenance.

The Association will not assume responsibility for the safety of the persons using the

park facilities and other common areas and loss of valuables and belongings that

they may bring and leave in the park premises but will exercise all possible care,

diligence and vigilance in preventing injury to persons and in preventing loss or

damage to personal property.

A. PARK AND PLAYGROUND

The Park and the playground are open to resident-members and their guests free of

charge. However, the following guidelines, rules and regulations must be strictly

observed:

1. The playground is open from 6:00 am to 10: pm.

2. All children below 5 years old must be accompanied by adults when playing and

walking around the park and the playground.

3. Vandalism is not allowed in any of the facilities at the park, including the benches

and fence around the area.

4. Drinking of any alcoholic beverage is not allowed at anytime in the premises.

Persons who are intoxicated are also not allowed in the premises.

5. Noise such as shouting and music should be kept at reasonable levels as a courtesy

to the residents around the park area.

6. No littering is allowed in any of these areas. Garbage should be properly disposed

of, following the segregation guidelines in the receptacles provided for.

7. No dogs and other pets are allowed in the playground area.

8. Carrying of deadly weapons is not allowed within the premises of the park, including

the social hall, swimming pool and other nearby areas.

9. Spitting in the park, basketball courts and tennis courts is strictly prohibited for

sanitary reasons.

B. SOCIAL HALL, MULTI-PURPOSE HALL AND CABANA

The Social Hall (Clubhouse), Multi-Purpose Hall and Cabana are open for use by any of

its resident-members for their social or civic functions provided the following conditions

are met:

1. The applicant resident-member has no outstanding accountabilities with the

Association.

2. The said facilities have not been committed to any previously-scheduled function at

the proposed time of usage.

3. The duration of use is anytime from 6:00 am to 12:00 midnight.

4. The appropriate charges are paid for by the applicant resident-member. (Please see

Annex A for the fees/rates.)

5. The user undertakes to strictly follow the rules and regulations indicated below.

The Social Hall and the Multi-Purpose Hall may also be available for use by a non-

Association member provided the user is sponsored by an Association member. The

same provisions as those required from the resident-members as mentioned above will

apply. However, non-Association members shall be charged a higher fee.

The fees for the use of these facilities are shown on Annex A. The standard fees shall

cover the use of the reserved facility, electricity for lights and air conditioning, and the

use of the toilet facilities. Additional fees shall be charged for the use of equipment like

mobile disco lights and sound system, PA, karaoke, video camera, computer and

LCD/overhead projector.

In addition to these general conditions, the applicant resident-member and the user of

these facilities shall strictly follow and observe the following rules and regulations:

1) Reservation and Posting of Cash Bond.

a) Reservations for the use of the facilities shall be made in writing by

accomplishing the Association‟s Reservation Agreement. Phoned-in reservations

are discouraged and shall be accepted only on a tentative basis until the cash bond

(P 1,000) and the required reservation fees are paid. Reservations become final

and effective when a 50% down payment is made. If the reservation fee and cash

bond are not received within the specified time, the Association shall be free to

accept other reservations without further notice to the party who fails to complete

the required payments.

b) Full payment shall be made 15 days before the scheduled date of use.

c) No refund shall be made if a reservation is cancelled within 15 days before the

scheduled date. In special cases, a refund may be allowed, but an administrative

fee equivalent to 10% of the facility fee shall be charged.

d) The cash bond of P 1,000 is refundable and shall be released within three working

days after the Association has determined that the facility used is clean and free

from any loss or damage. Any loss or damage incurred shall be chargeable against

the cash bond, without prejudice to the collection of additional amounts should

the loss or damage exceed the cash bond.

2) Observance of Proper Behavior and Discipline.

a) The presence of at least two supervising adults is required if the use of the facility

will be by minors. The names of the adults shall be specified in the Reservation

Agreement.

b) The use or sale of any prohibited drugs is strictly prohibited.

c) Smoking is not allowed inside the air-conditioned halls. The consumption of

alcoholic drinks by minors is strictly prohibited.

d) The possession of any from of deadly weapon is strictly prohibited.

e) Loud music and other noise should be kept within reasonable levels in deference

to residents surrounding the social hall.

f) Dishwashing and littering are strictly prohibited.

g) Cooking is not allowed inside the Social Hall and the Multi-Purpose Hall.

3) Restoration of the Cleanliness of the Facilities and Related-Matters.

a) The “CLEAN AS YOU GO” policy must be adhered to. The homeowner/resident

and/or its caterer for an event should clean up the facilities after its use and bring

out all kinds of wastes generated from the event. This should be completed within

the reserved time. The cash bond shall only be returned if the Association has

determined that the facilities are clean and free from any damage or losses.

b) Any time needed for setting up and clearing the area shall be included as part of

the reserved time and any excess shall be charged accordingly and shall only be

allowed if it will not encroach into another reservation agreement. Should

additional time be needed to set up/decorate the place, the resident shall make

prior arrangements, in writing, with the Association, which may allow the

additional time if there are no other reservations/ booking and the cost shall be

charged to the account of the resident who caused the delay.

c) If the place is not cleared by the expiry of the reserved time, the Association shall

clear the area to give way to the next booking and the cost shall be charged to the

account of the resident who caused the delay.

d) The homeowner/resident shall be fully responsible for any damage that may arise

during the use of the specified venue and its premises. The homeowner/resident

shall accordingly fulfill the necessary repairs to be incurred, or instead totally

indemnify the Association for the actual cost of such.

4. Other Rules and Guidelines

a) The homeowner/resident shall be responsible for ensuring compliance to all

Association rules and regulations including its parking and traffic regulations.

b) The homeowner/resident shall be fully responsible for any bodily injury that may

arise during the use of the specified venue and its premises. The Association shall

be freed of any responsibility and obligation to shoulder any expense that may be

incurred for the person injured.

c) The Association reserves the right to terminate the use of the facility at any time

should there be any infringement of its rules and regulations.

C. COVERED COURT AND OPEN BASKETBALL COURT

The covered court may be used for playing basketball or badminton while the old open

basketball court may be used for either basketball or volleyball. The said facilities are for

the use and enjoyment of our residents. Guests may be allowed to play in these facilities

when accompanied by residents.

The covered court and open basketball court may also be used for Association-sponsored

and village-wide functions such as bazaars, garage sale, and other Association social

functions. During said functions, playing in these premises will not be allowed. Private

functions, including those that are hosted or sponsored by individual resident-members

shall not be allowed in both the covered court and open basketball courts.

The use of these facilities shall be subject to the following rules and regulations:

1. Playing Time

Ordinary Days – 6:00 AM to 10:00 PM

Summer Days (April 1 – May 31) –

6:00 AM to 12:00 MN

Week-ends & Holidays-- 6:00 AM to 10:00 PM

2. Fees.

Please see Annex A for the fees and rates to be charged for the use of these facilities.

The use of the covered court is open to all residents for free from 3:00 pm to 6:00

pm., during which period, there shall be no reservations allowed for the whole

court. For the open basketball court, its use by the residents is free of charge at any

time during the allowed playing time.

3. Reservations

Except during the period of 3:00 to 6:00 pm for the covered court, the rule is “NO

RESERVATION, NO PAYMENT, and NO PLAY.”

a) Reservation is on a “First Come, First Served Basis”.

b) Reservation shall be made from Monday to Friday at the Administrative Office.

Paid reservations shall have priority. Only full payment in cash will be accepted.

c) Reservations can be made by filling up the reservation form. All reservations

must be fully endorsed by at least one-resident player. Outsiders can only play

with the endorsement of a resident.

d) Residents shall have priority over non-residents.

e) During summer time (April 1- May 31) the covered court is reserved only for

residents and the Inter-Village Summer League teams.

f) The rules and procedures for reservations shall apply to all games other than

basketball.

g) Advance booking is allowed.

h) Reservations are good only for 2 hours/game to allow other teams to play.

i) Half court playing is not allowed from 6:00 PM to 10:00 PM.

j) Cancellation of reservation should at least be two days before the reserved date

for the fees and charges to be refundable. Otherwise, no refund of fee will be

made.

4. Other rules and regulations.

a) All players shall strictly observe the Valle Verde 5 Subdivision Rules and

Regulations.

b) Any loss, breakages or damages to the facilities incurred by any individual or

group will be assessed and billed to the party concerned or a corresponding legal

action will be taken should the Board deem it necessary.

c) Players shall bring their own ball and wear proper attire or uniforms.

d) Unauthorized switching of lights and other electrical and electronic devices is

strictly prohibited.

e) Vehicles of the players should be properly parked and should strictly observe

“NO PARKING” zones.

f) Drinking of alcoholic beverage including beer is strictly prohibited. Smoking is

not allowed in the covered court.

g) The Association shall not be liable for any loss of valuables and/or injury suffered

by a resident/non-resident including their guests, visitors, and employees during

the duration of the game.

h) Littering is strictly prohibited. Proper disposal of waste/garbage should be

practiced, following the segregation guidelines in the receptacles provided for.

i) Foul language, fighting and rough play in the court are not allowed. Repeat

offenders will be banned.

j) Disputes among players shall be resolved by them.

D. SWIMMING POOL

The swimming pool is for the use of the residents and their guests. All users of the

swimming pool should observe and follow the following rules and regulations:

1. The Swimming pool is open for use during the following days and time:

Mondays to Sundays 8:00 AM – 5:00 PM

The residents/guests will have to buy their tickets to be allowed use of the swimming

pool. Tickets can be bought from the Convenience Store. Please see Annex A for

the rates.

2. Residents/Guests should present their tickets to the lifeguard. No cash payment

should be made to the lifeguard.

3. Children under 12 years old must be accompanied by an adult.

4. The Association personnel are not responsible for the care of or watching of children

at anytime while they are swimming.

5. Running or rough play around the pool area is not allowed. The Association shall not

be held liable for injury or accident occurring at the swimming pool area.

6. Playing ball in the pool and the surrounding areas is prohibited.

7. Metallic toys, glass or any hard objects are not permitted in the pool.

8. Food and drinks cannot be brought in the pool. They must be taken at the Cabana

nearby.

9. Alcoholic drinks are not allowed in the pool area.

10. Smoking in the pool is not allowed.

11. All swimmers must be in their proper swimming attire: For men -swimming trunks,

for ladies - one or two-piece swimsuit.

12. Children wearing diapers are not allowed in the swimming pool.

13. Persons who are intoxicated are not allowed in the swimming pool area.

14. Rinsing shower is required before swimming.

15. Spitting in the pool or poolside or any other area contaminating the pool is

prohibited.

16. Persons with skin ailments, and other skin related diseases as well as open wounds,

bandages of any kind are not allowed.

17. Persons suffering from fever, cough, colds, inflamed eyes, nasal or ear discharges

shall not be allowed to use the pool.

18. Yayas and other caregivers accompanying children in the pool area are not allowed

to dip in the pool.

19. No one will be allowed in the pool area during thunderstorms/ lighting.

E. TENNIS COURT

The tennis court is for the use of the residents and guests. All users of this facility shall

observe the following rules and regulations:

1. The Tennis Court is open for use during the following days and time:

Monday to Sunday 7:00 AM- 10:00 PM

Residents/Guests who want to use the tennis court shall buy tickets to be allowed

use of the court. Tickets are available at the tennis court. Resident/Guest shall

present ticket to the court caretaker. No cash payment shall be made to the tennis

court personnel.

2. Standard court time is the thirty minutes for singles and one hour for doubles.

3. Doubles have priority over singles.

4. Proper tennis attire is required at all times.

5. The tennis trainer shall assign ball boys during each game or practice.

6. Food, drinks and smoking are not allowed on the tennis court premises.

7. The Association shall not be responsible for any injuries sustained by players. It

shall not also be responsible for any valuables, sports gears, etc. lost while in court.

8. Walking along the perimeter is not allowed while play is in progress.

9. Good sportsmanship, civilized conduct and common courtesy should be observed at

all times.

IV. USE OF SUBDIVISION STREETS/ROADS AND ALLEYS

1. All residents and visitors shall strictly observe traffic and driving rules and

regulations inside the Subdivision, including rules on speed limits, parking, and

stopping on signs near intersections. Drivers inside the Subdivision are enjoined to

practice road courtesy.

2. Parking of cars and private vehicles along the streets shall be allowed except in areas

with yellow-painted curbs. For commercial vehicles, parking along the Subdivision

streets and vacant lots is strictly not allowed.

3. The performing of major car repairs or painting work is strictly prohibited in the

Subdivision‟s streets. However, minor or emergency repairs on a vehicle may be

done provided it does not cause any obstruction to road traffic and provided the

resident should ensure that the premises will be kept clean after the

minor/emergency repair job and that all oil grease are not disposed of through the

drainage system.

4. Only licensed drivers may operate motor vehicles in the Subdivision. Practice

driving and driving lessons within the Subdivision are strictly prohibited in the

interest of maximized safety in its roadways.

5. A speed limit of 25 kph shall be enforced in all the streets within the Subdivision.

The Association‟s security personnel have been deputized to apprehend violators of

this speed limit as well as reckless drivers and penalize/fine them as would

government traffic enforcers for similar offenses.

6. Residents are not allowed to place any obstruction such as basketball goals and other

sports equipment in any of the Subdivisions streets/roads and sidewalks.

7. Old vehicles that are no longer in running condition are not allowed to be parked in

any of the Subdivision‟s streets/roads.

8. No throwing of litter, garbage, and definitely no dogs‟ droppings in streets, roads,

vacant lots, and alleys is allowed. Workers under the residents‟ employ should be

reminded NOT to do so and NOT TO URINATE anywhere in these areas.

V. VILLAGE SECURITY

The following rules and regulations are aimed at providing better security for the

residents of the Valle Verde 5 community. They pertain mostly to control of entry to and

exit from the Subdivision, and to other Subdivision security-related matters.

Gate 1, which is along Rodriguez-Lanuza Street, shall be open 24 hours a day. However,

from 12 Midnight until 5:00 am, only one side of the gate shall be left open.

Gate 2, which is along Julia Vargas, shall be open from 6:00 am to 10:00 pm. Only

vehicles with Valle Verde 5 car stickers and delivery vans and trucks will be allowed to

use this Gate.

The security guards are instructed to monitor all gates to ensure smooth traffic flow to all

incoming and outgoing vehicles.

Below are the specific rules and guidelines for entry and exit into the village of vehicles,

visitors, household helpers and other residents‟ employees, and external service

providers.

A. VEHICLES

1. All vehicles, except delivery vans and trucks, are allowed to use Gate 1, subject to

the rules and regulations of the Association regarding entry and exit into the village

as contained in this manual. Only vehicles with the Association‟s vehicle stickers

and delivery vans and trucks shall be allowed to use Gate 2, also subject to the

relevant rules and regulations.

2. To facilitate identification and easy entry, Valle Verde 5 residents are encouraged to

secure and use the Association‟s vehicle stickers, which can be obtained for a fee at

the Administration office. (Please refer to Annex B for the appropriate fees on

vehicle stickers.) Application for the vehicle stickers will require proof of

ownership by the resident. Only the Association‟s personnel will be authorized to

post the sticker on the vehicle. The Association reserves the right to deny issuance

of vehicle stickers to any member with outstanding liabilities to the Association.

3. Relatives of residents may also be entitled to use the Valle Verde 5 stickers for their

vehicles, subject to the endorsement of the resident-relative, provided that the

resident endorsing such request shall be held liable for any act or deed of said

person that is inimical to the welfare of the Association. Company cars which are

for use of residents shall also be entitled to use the Subdivision‟s vehicle sticker for

as long as the resident remains to be connected with the company. Vehicles

provided with stickers, when sold, should detach/deface the sticker to avoid any

future unauthorized use.

4. No Valle Verde 5 vehicle stickers shall be issued to any commercial delivery van,

container van, truck, or any type of commercial or public utility vehicle, even if

such unit is registered in the name of a resident-member of the Association.

5. All vehicles entering and exiting the Subdivision shall be subject to the

Association‟s security procedures. Vehicles without the Valle Verde 5 sticker shall

be asked to surrender an ID or driver‟s license when entering the Subdivision. Such

ID or driver‟s license shall be returned upon the vehicle‟s/driver‟s exit from the

Subdivision.

6. All delivery vans and trucks (except school buses and garbage trucks) shall enter

only at Gate 2. No delivery van/truck shall be allowed beyond 8:00 pm at any of the

Subdivision‟s gates. Any exception shall require prior approval from the

Administration Office or Security Chairman.

7. Compartments of incoming and outgoing commercial and public utility vehicles

shall be subject to inspection by the security detail at the gates.

8. All vehicles including motorcycles that emit smoke and/or create too much noise

shall be barred from entering the Subdivision. Such vehicles, if owned by the

Association members, will be initially allowed to enter but will be warned that

subsequent reentry will be denied unless corrected.

9. Tricycles/pedi-cabs and animal-drawn vehicles shall not be allowed entry into the

Subdivision. Taxis without passengers will similarly not be allowed to enter unless

specific prior arrangements and notification have been made by any of the residents.

B. VISITORS

1. All incoming visitors not accompanied by any resident, whether riding in vehicles

or walk-in, will be allowed to enter the Subdivision to proceed to their destination

only upon securing of prior clearance/permission from the resident and with the

visitor first furnishing and surrendering satisfactory proof of his identity to the

sentry at the Subdivision Gate. For this purpose, the security guards assigned at the

Gate are instructed to first call the resident/homeowner and obtain his/her clearance

before allowing the visitor to enter.

2. To enable the Gate sentry to clear expected visitors with the least possible delay,

resident-members are advised to furnish in writing the Administration Office or the

security at the gates the names of the visitors or guests that they are expecting and

the approximate time of their arrival.

3. The Association reserves the right to require any visitor entering or exiting the

subdivision to allow their vehicle compartments or personal effects to be inspected

by the gate security at any time it deems appropriate and necessary to

uphold/protect the safety and security of its members.

4. A resident-member may request the gate sentry to hold a visitor from leaving the

subdivision provided he takes full personal and legal responsibility for the action.

5. Visitors going to the Social Hall/Multi-Purpose Hall and Chapel during certain

functions will be allowed entry to the Subdivision upon presentation and

submission to the Gate security a valid ID or Driver‟s license.

C. SECURITY AND OTHER MEASURES FOR HOUSEHOLD STAFF

1. All household helpers and employees, (e.g., maids, houseboys, gardeners,

drivers, etc.,), whether stay-in or stay-out, are required to have an Association-

issued ID in order to facilitate their entry to and exit from the Subdivision.

2. The Resident-Homeowner is responsible to have all his/her household

employees registered and to secure an Association ID, which in turn should be

duly supported by an NBI clearance and an accomplished application form with

the Resident‟s signature and endorsement as an employer.

3. All household helpers and employees going out of the subdivision on foot may

do so provided their ID‟s are surrendered at the gate. Their IDs will be returned

upon their reentry. Homeowners are advised to keep these ID‟s when the

household employees are not sent for an errand. When employment is

terminated, the ID‟s must be surrendered to the homeowner.

4. Household helpers and employees carrying baggage, big bags, bundles, and the

like, when they go in and out of the subdivision shall be subject to inspection at

the gate by the security guards. They are also required to secure and show a

written clearance or Gate Pass signed by their Resident-Employer, specifying

the content of said baggage. Gate Pass forms are available at the Administration

Office.

5. Household helpers/employees are not allowed to loiter anywhere within the

Village from 10:00 PM to 5:00 AM.

6. Resident-members are disallowed from engaging the services of household

helpers or drivers who had been previously employed by other Resident-

members within the Village unless a written consent is obtained from the

previous employer or a period of six (6) months had lapsed since the

employee‟s disengagement.

7. Likewise, Residents should refrain from hiring/employing household helpers,

drivers, and other household employees with standing approved “ban”

instructions from previous resident-employers or from the Association.

8. Group conversations along the street is prohibited at all times.

9. Alcoholic drinking on the street, vacant lot, etc. is prohibited at all times.

Alcoholic drinks when brought in will be confiscated at the Gate and turned

over to Administration.

10. When exercising pet dogs within the Village, Residents/household staff are

required to bring newspaper to pick up and clean droppings.

D. SERVICE PROVIDERS

1. Service providers such as the sellers of bread, newspapers, milk, etc. will be

allowed to make their regular deliveries within the Subdivision provided they

first register with the Administration Office and secure an Association-issued

ID. Approval of their registration and ID shall be subject to the requirements

for securing an Association-issued ID.

2. Sales agents, solicitors, canvassers shall not be allowed entry to operate within

the subdivision unless prior approval is obtained from the Association or the

Administrative Office.

E. PRIVATE SECURITY

1. Resident-members who employ/retain their own security personnel, (including

the security outfit of townhouses and condos inside the village), will be required

to register these with the Association‟s Administration Office by providing full

details and evidence as to the security employees‟ personal background,

professional references/ clearances/ licenses and the specifications/licenses of

the firearm assigned to the post. The resident-member shall additionally be

required to undertake a formal warranty of his cooperation in assuring the

proper and responsible behavior and conduct of his security guards, as provided

for below.

2. Private security personnel who are not registered with the Association shall not

be allowed to enter the Subdivision.

3. Any change or reassignment of private security personnel should be reported to

the Association.

4. Private security guards should check in/out with the Association‟s security

guard at the Subdivision gate as they begin/end their daily duty. They are

strictly prohibited from roaming/loitering within the Subdivision.

5. The Association reserves the right to conduct audits and inspections on private

security personnel to assure the validity of the guards‟/firearms‟ licenses as well

as the absence of alcoholic beverages or prohibited drugs in their possession or

place of work.

6. Security forces of townhouses and condominiums inside the village shall at all

times coordinate with the village security force in the enforcement of their

security policies and procedures.

F. PROHIBITED DRUGS AND UNLICENSED FIREARMS

1. The use or mere possession of prohibited drugs (e.g., marijuana, shabu, cocaine,

etc.) and unlicensed firearms in any area within the Subdivision is strictly not

allowed. Residents, or their relatives, and friends/guests who are caught in

violation of this shall be dealt with in accordance with the full extent of the law.

2. Obscene and untoward behavior shall not be tolerated within the Subdivision.

VI. WASTE MANAGEMENT

The Association adheres to the principle of proper management and disposal of waste as

a way of supporting environmental protection. This includes the practice of segregation,

recycling and composting. By doing so, the Association will help in reducing the

garbage that goes into dumpsites/landfills.

A. SEGREGATION OF GARBAGE

1. Golden Rule: DO NOT MIX YOUR GARBAGE. SEGREGATE at source.

Separate the DRY from the WET.

2. There are four categories of waste for which you will be needing one container

or trash bin for each, namely: a) KITCHEN WASTE, b) RECYCLABLE

PAPER/CARDBOARD, c) OTHER RECYCLABLES/REUSABLES, and d)

NON-RECYCLABLES or RESIDUAL or LATAK

a) Kitchen Waste – Put kitchen and/or food waste in plastic container which

can be covered. Ice cream containers are ideal for this. Keep the kitchen

waste covered so as not to let any odor out and so as not to attract flies.

After the last meal in the evening, all these kitchen waste can be placed in

your compost pit or pot. Follow instructions on home composting (See

section B below.)

b) Recyclable Paper/Cardboard - For those that were used to contain food,

scrape the food off using napkin or damp cloth before dumping into the

trash bin. They should also be allowed to dry first. This category

includes newspaper, magazines, telephone directory, pad paper, bond

paper, scratch paper, flyers, boxes, cartons, and the like. Waste in this

category can be brought to our Ecology Center if you opt not to sell to

our recyclable buyers.

c) Other Recyclables/Reusables – These include cans, bottles, broken glass,

plastic ware, disposable utensils such as cups, forks and spoons, plastic

bottles and containers, aluminum cans, plastic bags (torn and not torn),

PVC, G.I. sheets, steel, car batteries, computer ink cartridges and

fluorescent bulbs. (Refer to Annex C for complete listing of recyclables.)

Those used to contain food or liquid should be rinsed in used

dishwashing water. Items in this category can also be brought to our

Ecology Center if you opt not to sell them.

d) Non-Recyclables or Residual or Latak Waste – These include aluminum

foil or aluminum packaging, Styrofoam, waxed paper, carbon paper,

cellophane or cellophane packaging, candy wrappers, shampoo sachets

and the like, toothpaste tubes, ballpens, etc. (Refer to Annex D for

complete listing.) Note that used sanitary napkins and disposable diapers

can be composted if the plastic layers are taken off. If not taken off,

these have to be discarded as residual or latak but make sure they are

properly wrapped and not exposed. All these items in these category will

be collected weekly by the city garbage truck.

B. WET GARBAGE (BIODEGRADABLE)

1. For waste that are WET (i.e. biodegradable), HOME COMPOSTING is

encouraged.

2. To do home composting, you may either use COMPOST PITS or CLAY

FLOWER POTS. The latter is advisable if you do not have any backyard space.

Using Compost Pits

a) Choose a patch of land which gets plenty of sunlight and ventilation. Dig

two holes half a meter apart. Each hole should measure two cubic feet.

b) Place a small branch at the bottom of each, and a piece of PVC pipe (the

size that you use for water lines) in the middle in vertical position. These

ensure that your compost pit is aerated.

c) Begin burying your wet or biodegradable waste (food and/or kitchen waste)

in one of the holes at the end of the day.

d) Cover every layer of waste you bury with a layer of soil. Don‟t stamp the

soil but leave it loose. To make sure you are covering your pit properly,

check for flies. No flies means no malodorous smell and therefore your

waste is covered enough.

e) Water your compost pit everyday just enough to moisten the surface. This

speeds up decomposition.

f) In case of rain, cover your pit with a sheet of plastic or galvanized iron so

buried waste doesn‟t float up.

g) Begin using the second hole as soon as the first one is filled. By the time

you are done with it, you can dig out the contents of the first pit. The buried

waste should have been converted to compost, to be used as fertilizer.

Using Clay Flower Pots

a) If you do not have any backyard space, use clay pots. Place a layer of soil in

the bottom of your pot and start making a “garbage lasagna”: a layer of wet

waste followed by a layer of soil until you fill up the pot, making sure the top

surface ends with a layer of soil.

b) Water the pot everyday with a bit of water just to moisten it. It will take

around 15 days for waste in a pot to compost, so it is good to have several

pots on hand.

TIP: To hasten decomposition, shred or chop your compostable waste into

smaller pieces before composting. Separate bones from chicken, pork, beef and

fish, seafood shells and fruit seeds since these take longer to decompose.

Compost them separately in another pit or container. You can also sprinkle

lime over the waste during the composting process to ensure the eradication of

any smell.

3. If, however, home composting is a problem due to space constraint, lack of

manpower (no household helpers), or for whatever legitimate reason, call our

Administration Office and ask to be referred to your Waste Management

Committee representative.

C. DRY GARBAGE (NON-BIODEGRADABLE)

1. For waste that are DRY (i.e., non-biodegradable), classify them into

RECYCLABLES (refer to Annex D) and RESIDUAL or “LATAK” (Refer to

Annex C) and follow the procedures below:

Recyclables (Refer to Annex C)

a) Sell your recyclable to our accredited recyclable buyers, KILUS

FOUNDATION, who pass from them every Wednesday and LINIS

GANDA on Sundays.

b) While waiting for them weekly, make sure the accumulating recyclable are

segregated, clean, dry, flat (for boxes, cartons, cardboard, paper) and

properly stored in their own containers INSIDE YOUR PREMISES.

Leaving them outside is in violation of City Ordinance #30-02 and will

expose them to rain and dirt, which would render them useless to our

recyclable buyers.

c) If you do not want to sell your recyclable, bring and donate them to our

village Ecology Center located at our park grounds accessed from

Asparagus Street. It is open daily from 2:00-4:00 pm. However, they should

also be properly segregated, cleaned, dried, and flattened (for boxes, cartons,

cardboard, paper).

Residual or Latak (Refer to Annex D)

a) Give your residuals or “latak” waste to our garbage truck collectors every

FRIDAY.

b) A green police is deputized to monitor that ONLY residual or “latak” waste

is thrown or given to the garbage truck collectors. First time violators shall

be sent a warning letter. Second time violators, unless contested, will have

no choice but to dispose of their own trash as this will not be picked up

anymore.

D. TREE CUTTINGS/ GARDEN DEBRIS

1. Please remove leaves and put them in trash bags for collection every Friday

together with the Residual garbage.

2. Bundle branches and twigs for collection every Saturday.

3. Store and keep inside your premises, i.e., inside your gates. Do not dump in

vacant lots as this is in violation of City Ordinance # 30-02. This will also

become an eye sore for our residents and will be out of sight for the garbage

truck collectors to notice and pick-up.

E. DOG DROPPINGS

1. You can walk your dogs anytime around the village but be sure to BRING

PLASTIC BAGS and/or OLD NEWSPAPERS AT ALL TIMES for use to pick

up their droppings or their excreted dirt. Do not leave dog droppings in any

part of the Subdivision including roads, sidewalks, alleys, and vacant lots.

2. Dispose of your dog‟s droppings by flushing them in your toilets or burying

them and covering with soil properly within your residence‟ premises.

F. GARBAGE CANS/ RECEPTACLES

1. Keep within your premises, i.e., inside your gates. If your residence is gateless,

keep them within your premises and out of sight of other residents.

This village rule is in consonance with City Ordinance #30-02, to wit:

“Sec.3: It is unlawful for owners/residents/lessees, occupants of

residential houses/dwelling units, business establishments and other

institutions to bring out garbage, refuse, debris and other unwanted

materials outside the scheduled time of garbage collection…”

“Sec.6: Any violation of this Ordinance shall be punishable by the

following:

First Offense: Fine of P1,000.00

Second Offense: Fine of P3,000.00

Third Offense: Fine of P5,000.00 or imprisonment of 30 days…”

G. OTHERS

1. For waste generated from private parties hosted at park facilities: CLEAN AS

YOU GO! It is therefore the resident‟s responsibility to ensure that the caterer

clean up and bring out with them all kinds of waste generated from

hosting/servicing the party. Leaving waste behind shall result in the forfeiture

of your bond (Please refer to the rules on the use of the Park facilities).

2. For waste generated from house construction: Keep within construction

premises or within a designated bonded warehouse area, making sure these do

not overspill onto village roads, sidewalks, neighbor‟s property lines. Haul

them out of the village upon completion of construction (Please refer to the

rules on Construction Projects).

3. For food waste of construction workers: Provide a compost pit at site and

follow same procedure as home composting.

VII. OTHER RULES AND REGULATIONS

A. GARAGE SALE

1. Resident/Homeowners who intend to conduct a garage sale in their homes are

advised to inform the Association‟s Administration Office of their plans in order

that appropriate security measures can be instituted during the sale period. The

period of sale should not exceed two (2) calendar days.

B. FILMING

1. No filming or location shooting of commercial movies or advertisements shall be

allowed within the subdivision without the prior written approval of the

Association‟s Security Committee who shall evaluate and decide on the proposed

filming on the basis of the potential disturbance that it may cause to the other

residents within the subdivision.

C. PETS

1. Residents may only keep pet dogs, cats, fish and birds in their residence.

However, the Association reserves the right to make the resident limit the

number of its pets if found to create unreasonable noise and disturbance to its

neighbors.

2. Farm animals (such as chicken, game-cocks, goats, horses, cows, hogs and the

like) and wildlife species (such as reptiles, wildcats, wolves or carnivorous

fishes) are strictly prohibited to be kept or bred within the subdivision.

3. Pets must be confined within the member‟s residence and dogs may be taken

out only on a leash. The Association‟s employees and security personnel are

instructed/authorized to capture any stray animal and turn this over to the

Administration Office. Captured stray animal will be disposed of if unclaimed

within 48 hours of its captivity.

4. Resident-members shall be responsible for the proper upkeep of their pets and

ensure that these do not aggravate other residents with their noise, litter and

smell.

5. Pets of any kind are not allowed in the Subdivision‟s park and playground, and

Squash Drive.

VIII. ASSOCIATION DUES AND OTHER FEES

The Association will collect from its owner / members during the month of January each

year an annual assessment that will be used to finance its operations and activities for

discharging its functions and responsibilities effectively. The rate of assessment will be

established by the Association‟s Board of Directors and will be subject to review and

change based on needs. The amount of Association dues and rates are shown in Annex

B. Also shown in Annex B are fees for miscellaneous services provided by the

Association such as issuance of IDs, endorsement or certification letters for residents,

flyers/advertisements, etc.

PART III

GUIDELINES FOR HOMEOWNERS AND RESIDENTS

I. COMMUNITY WELFARE

The Association enjoins all residents and homeowners to respect at all times the rights of

their fellow residents particularly where the peaceful enjoyment of their residence in the

Subdivision is concerned. The following are some guidelines for the Valle Verde 5

residents and homeowners:

1. Maintain sound and noise at reasonably low levels in our respective homes.

2. Use car horns only when absolutely necessary, as for road safety. Tooting of horns

to call for the opening of gates should be done very briefly. Continuous tooting of

horns should be avoided. Likewise, any tooting of horns during sleeping hours or

late at night should be avoided.

3. Keep one‟s respective frontages and perimeters clean and free from garbage, debris

and malodorous elements. It is the resident‟s responsibility to keep its front area

clean through regular daily sweeping of dried leaves and all kinds of litter.

4. If a resident has a complaint about his/her neighbor, he/she should try to settle it

amicably by talking directly to the person concerned. If the resident needs the

Association to mediate, it can submit a written request for this purpose, explaining

the background and relevant details. If no resolution is arrived at between the two

parties and even with the mediation of the Association, the resident may formally

file a complaint with the Barangay Council or if necessary, with the legal courts.

II. SECURITY IN RESIDENTS’ HOMES

While the Association shall exert its best efforts in securing and protecting the Village

and its residents, the security and protection of each household is still a primary

responsibility of the individual homeowner/resident. The guidelines and tips are as

follows:

A. PROVIDING SECURITY REINFORCEMENTS

1. Residents with houses having low fences are enjoined to reinforce their perimeter

areas for security reasons. Homeowners whose houses have unfenced front yards

must exercise extra security precautions, especially at nighttime, to prevent

intrusion into their houses.

2. Homeowners with residences that have dimly illuminated compounds/premises

are advised to increase their lighting. At nighttime, lights at the front and rear

doors and corners of building should be kept on whether the Residents are at

home or away.

3. Residents who have not yet registered with the Valle Verde 5 Association their

household servants, gardeners, drivers and private guards should register them

soonest. Registration has been observed to serve as a psychological deterrent for

these persons to get involved in theft, robbery and other petty crimes while

employed inside the Village.

4. Should there be any tall cogon grass growing on vacant spaces in the Village

which could serve as hiding places for “intruders”, such should be reported to the

Administration for appropriate action.

5. Ladders should be locked away while not in use.

6. Have all locks changed when moving into a new house.

7. Pin tumbler locks on all outside doors offer the best protection. Doors with glass

panels should also have double cylinder locks, which require keys on the inside.

Sliding glass doors and windows can be better protected by placing a piece of

wood in the bottom track, movement is prevented.

8. Residents should keep police type whistles at home. These should be strategically

located inside the house, and should easily be retrievable when needed. The idea

is to blow as many whistles as possible to signal for help from neighbors and

security guards in case of emergency.

9. Large sums of money, expensive jewelry or other valuables should not be kept at

home. Rent a safety deposit box in your bank. Leaving large sums of money at

home can be a temptation to the other members of the household.

10. Train your maids and houseboy to be security conscious.

11. Private security guards engaged in residence should be spot checked for alertness

and clearly informed of your requirements.

B. SECURITY TIPS WHEN AT HOME

1. Refrain from automatically opening the door whenever the doorbell rings.

2. Demand credentials before admitting salesmen or repairmen.

3. Do not patronize peddlers and ambulant buyers as these can be potential burglars.

4. Outside doors should be kept locked at all times. Some thieves look for residents

who are working in the yard, hanging laundry, or otherwise engaged outside.

Then, they approach from the opposite side of the house and enter through an

unlocked door to steal purses, money, jewelry and other valuable items.

5. If telephone calls with “wrong numbers” are continually received, be suspicious.

Do not reveal your own phone number or address to unknown callers and never

admit to them that you are alone.

6. Do not continue conversation with “nuisance” callers.

7. When a stranger requests to use your telephone, do not permit him/her to enter the

house.

8. Conduct a Security Check every night before retiring. Be sure all doors and

windows are locked and appropriate lights are on.

9. In instances when you suddenly discover that a burglar has already entered your

house, the following can be done:

Turn on lights to frighten a burglar. Burglars are generally interested only in stealing, not harming.

Use pre-arranged signals in the form of loud whistles or blinking lights

after the burglar has left your house.

If you are a victim of thieves, call the Subdivision security and/or police

immediately. Do not touch anything until fingerprint technicians and

investigators have done their job of lifting latent fingerprints and

conducting other security investigation measures.

C. SECURITY TIPS WHEN NOT AT HOME

1. When going out at night, leave one or more lights inside the house or perhaps,

have a radio playing softly but enough to be heard outside. A residence that

presents a lived-in appearance is less conducive to being entered into by

burglars. Maids should be instructed to be alert during your absence.

2. Do not leave door keys under flowerpots, doormats or other “obvious” places.

3. If you find a door or window forced open or broken while you were absent, do

not enter. The criminal may still be inside. Use a neighbor‟s phone

immediately or other means to summon the Subdivision guards or the police.

4. Take great care in the selection of maids, driver‟s etc. Insist that maids take

the same precaution as you do. Instruct them not to admit strangers. Give

them the phone number where you or the guards, Barangay, or the police can

be reached.

D. HELPING OUR NEIGHBORS

1. Know your neighbors to easily recognize a stranger who must be observed.

2. In the spirit of neighborliness and community assistance, be alert in protecting

not only your own house, but your neighbor‟s as well. Let us be part of the

“Neighborhood Watch”. Do not tell a stranger that your neighbor is not at

home.

3. Let‟s respond to our neighbor‟s need, as we would want him to respond to

ours. A neighbor‟s call to the police may save a life, property or valuable

possessions.

4. Let‟s talk with our neighbor about crime problems and crime prevention. We

can discuss joint cooperation in keeping watch on each other‟s home.

5. If you see or hear a prowler at your house or at a neighbor‟s premises at night,

use the telephone to notify the Village security and/or police. Also indicate

alarm with whistle signals, etc. Do not become impatient when help seems

slow in coming as people who respond usually approach silently in their

attempt to cut off avenues of escape.

6. If you observe suspicious persons or occurrences, contact the Village security

or the police immediately.

7. Write down the license number of vehicles used by suspicious persons in the

neighborhood and inform the security guard.

8. In case of intrusion, residents are advised to use the following distress signals

adopted for the Village in order to get outside help. There are two types of

signal that are to be used by residents who are in distress and in need of help.

These are:

a. One or more whistles blown inside (but preferably outside) the house

b. Continuous blinking “on and off” of lights inside and outside the house.

(The blinking of lights in a house should be interpreted by residents and

guards as a distress signal for help.)

9. Neighbors who read the distress signals should immediately contact the Valle

Verde 5 Security, PNP or the Barangay and request assistance.

10. The guard on duty shall promptly respond in a manner that will not harm, or

increase the danger to the members of the beleaguered household. Catching

the culprits is secondary to ensuring safety of the household members.

Culprits caught by security guards shall be promptly turned over to the

Barangay or the Police for investigation and filing of criminal charges.

III.SAFETY

A. FIRE PREVENTION

1. Electrical Source

Wiring

a) A licensed master electrician or electrical engineer should inspect house

electrical installations regularly. He should be able to assure homeowners that

the service entrance wiring can carry the total house load.

b) Adequate safety switches and fuses or circuits breakers on the main line and

individual electrical circuits should be provided.

c) All electrical wiring should be installed safely in conduit pipes.

d) Avoid temporary, dangling connections.

Line Loading

a) Provide individual circuits for each heavy electrical appliance such as air-

conditioners, electrical range, stove, deep well pumps, and others.

b) Avoid “octopus” connections.

Servicing

a) Leave the servicing and repair to qualified persons. Do not improvise.

b) Do not replace blown out fuse with a higher rated fuse or with a wire.

c) Appliances:

Air-conditioners: Have the motor and electrical connections serviced

regularly. This should include loose sockets.

Flat-iron: Replace frayed electrical cords immediately. When in use, do not

leave unattended even for a few minutes.

Fluorescent Lamps: Replace defective (humming) ballasts.

TV and Video Equipment- Disconnect power connections when leaving the

room for a long period.

2. Gas Stove/Range

a) Lighting: Always turn on lights first before turning on LPG gas valves, never

the opposite,

b) LPG Gas Leaks:

Stove/Range: Service regularly; check for leaks, and repair immediately.

Worn-out or soft rubber hose: Check for leaks. Replace loose-fitting, worn-

out or soft rubber hose.

Gas Cylinder: Do not use leaking cylinders.

c) Storage: Store gas cylinders outside the house.

d) Cleaning: Clean gas stoves or range of oils spills or accumulated food debris

on a daily basis.

3. Storage of Flammable Materials

Do not store large quantities of flammable materials inside the house especially

highly volatile liquids such as gasoline.

4. Other Potential Hazards

a) Smoking: Refrain from smoking when lying in bed or in a couch. Provide

ashtrays. Crush thoroughly lighted cigar or cigarettes before discharging.

b) Matches and Lighters: Keep in a safe place away from the reach of

children. Strictly discourage children from playing with matches or open

flames.

c) Burning of Dry Leaves or Refuse: Do not burn dry leaves or refuse. Arrange

for disposal with other garbage.

d) Use of Charcoal: Do not use gasoline to kindle charcoal. Extinguish the

ember after use.

e) Open flames: Do not use for decorations. When using candles or gas lamps,

keep in a place where they do not topple easily. Keep away from the curtains.

f) Housekeeping: Clear the roof and gutter of accumulated dry leaves. Remove

wood shaving or litter ceiling/attic areas. Avoid indiscriminate accumulation

of combustible materials inside the house such as waste paper and rags.

g) Leaving the House. When going on vacation and nobody is left in the house,

turn off the main switch. Unplug all appliances, Instruct household staff on

safety practices.

5. Fire Extinguisher

Residence should keep/maintain a working fire extinguisher and household

members should be taught how to operate said equipment. This measure could

prove very useful in the early containment of fires.

6. Smoke Alarms/Fire Alarms

It is also strongly advised that residents install smoke alarms or fire alarms in

strategic places in their homes (e.g., near the kitchen, etc.)

B. GENERAL SAFETY

1. Swimming Pools

If very young children live in/visit your residence, surround swimming pool

with protective fencing.

Never leave children unattended in the pool.

Keep chlorine and acids away from children and pets.

2. Fireworks and explosives

Do not store such items in your homes. These are dangerous items.

3. Driving Habits

Observe Valle Verde 5 traffic and driving regulations. Do not drive recklessly.

Stop at signs near intersections. Be courteous and give way at corners and

intersections. Exercise caution when backing out of driveways or from any other

parking area in the Subdivision. Watch out for pedestrians. Do not drive after

taking alcoholic drinks.

ASSOCIATION DUES AND OTHER FEES

A. ASSOCIATION DUES - P20/sq. m. A 5% discount on dues paid on or before

February 16, 2010. There will be no discount for payments made after February 16, 2010.

Thereafter, dues paid starting March 1, 2010 will be subject to penalty of 3% per month.

B. CAR STICKERS - The rates of car stickers for 2010 will follow rates approved by

the 2007-2008 Board of Directors. The proceeds will cover the following: cost of

stickers, maintenance and repairs of road facilities, improvement of Designated Parking

Areas and enhancement of maintenance and security services.

As practiced, car stickers will be issued to Homeowners/Residents who have paid their

2010 Association Dues.
